The Development and Application of Policy Formulation Methodology Using Probabilistic System Dynamics (확률적 시스템 다이나믹스를 이용한 정책구조 수립 방법론과 그 응용)

  • A new approach to cross impact analysis using probabilistic system dynamics(PSD) is presented in this article. The previous models using PSD consist of system dynamics models as a basis which are interacting with cross impact analysis (CIA) sectors. In this model, the policy impact analysis part is separated from the CIA sectors and is constituted an independent subsectors of the model. The policy subsector is designed to separate the policy impact and provide feedback both to the system dynamics base model and cross impact analysis sectors. The new technique is applied to the forecasting, assessment and policy formulation of air pollution in Seoul metropolitan area in 2,000. The results show that the new tool consider policy effects more effectively than the previous PSD models.

An Analysis of Ex-post Evaluation on Korea-EU FTA with respect to the Agricultural Sector (한·EU FTA 농업부문 사후영향평가)

  • As the FTAs' implementations are accelerated, an Ex-post assessment, such as an analysis of the tariff schedule and agricultural trade has been emerging as an important national issue for an agricultural sector Korea-EU FTA, which was to be implemented in the five years from July 2016 as one of the giant FTA. The purpose of this study was to determine the demand of an ex-post assessment on agricultural sector as a trade negotiation procedural law. In addition, by providing policy direction for the agricultural policy part requiring amendments and supplements through ex-post assessment, the conflicting arguments between agricultural and non-agricultural sector can be evaluated more objectively. The current evaluation method on the economic impact ex-post assessment of a FTA is generally compared using the change in trade balance before and after the time of FTA implementation. On the other hand, this comparison cannot be said to be the pure FTA effects and objective, tightening economic impact assessment of the FTA in all combined situations, such as the effects of exchange rates and international macroeconomic changes and climate change & occurrence of pests. Over the last 4 years, however, Korea-EU FTA's total accumulated agricultural GDP loss was measured to be 2,178 billion by these research attempts with dynamic analysis as ex-post assessment methodology. The greatest impact was mainly livestock and pork followed by cereals and vegetables. In addition, this research is expected to contribute to policy evaluations in the future.

Policy Directions of Total Maximum Daily Loads for the Scientific Management of Water Quality (과학적인 수질관리를 위한 오염총량관리제도의 추진 방안)

  • This paper presents the policy directions of total maximum daily loads(TMDL), which was recently adopted in Korea, for scientific management of water quality. The basic principles of water quality management are also discussed in this paper, along with the TMDL policy in United States as well as the previous policy in Korea. We discussed several unreasonable points out of the previous approaches, such as regulation of all point sources with equal standards, negligence of an assimilative capacity of the receiving water, and emphasis only on drinking water supply, etc.. For successful applications of the TMDL policy in Korea, the following directions are suggested: 1) the unit drainage basin for each TMDL application should be given, 2) the water body where the water quality standards should be maintained, needs to be guided, 3) the water quality parameters of TMDL should be given, 4) the technical guidances should be given for applications of water quality models, and 5) the seasonal TMDL would be allowed. In order to maximize the benefits of the TMDL policy, the local governments would need to implement the following strategies: 1) the increment of an assimilative capacity of the receiving water, 2) the effective controls of the non-point source pollution, 3) the advanced treatment of the point sources, 4) application of system optimization techniques along with effluent trade, and 5) utilization of watershed management systems.

Policy Decision Making Through Wildlife Habitat Potential With Space Value Categorization (야생동물 서식지 잠재력과 공간가치분류를 통한 정책방향 설정)

  • Beginning of the human ecology in 1920s, the efforts for applying the environmental values to a policy have been embodied by the enactments of international agreement and relevant laws. The government has been struggling to adopt the environmental values for the policy by enacting the relevant laws and establishing the environmental value evaluation information (environmental conservation value assessment map, eco-natural map, biotope map). In spite of the efforts to apply the environmental value assessment information for the habitat potential of wildlife, the application is being challenged by the discrepancy in methods and criteria. Thus this study intends to measure the potential of wildlife habitat and apply it to the spatial value classification for the application plan of wildlife habitat potential in policy. Maxent was used for the habitat potential and the land types were classified depending on the surface and land use pattern of cadastral map. As a result, the policy matrix including conservation strategy(CS), restoration strategy(RS), practical use strategy(PS) and development strategy(DS) has been deduced as CS $13.05km^2$(2.38%), RS $1.64km^2$(0.30%), PS $162.42km^2$(29.57%) and DS $8.56km^2$(1.56%). CS was emerged mostly on forest valleys and farmlands, and RS was appeared in the road area near the conservation strategy areas. Boryung downtown and Daecheon Beach were the center of DS, while the forest and farmlands were presented as PS. It is significant that this study suggest the new approaching method by comparing the wildlife habitat potential with the land type. Since this study evaluated the environmental value by one species of leopard cat (Prionailurusbengalensis) with Maxent model, it is necessary to apply the habitat potential measuring method for various target species as further research.

The Effect of the National Health Insurance Coverage of Chuna Therapy on the Costs and Service Uses of Chuna Therapy in Automobile Insurance Oriental Medical Institutions (추나요법 건강보험 급여 적용이 자동차보험 한방의료기관의 추나요법료 및 의료이용에 미치는 영향)

  • Background: The purpose of this study was to analyze the effect of national health insurance coverage of Chuna therapy in April 2019 on the costs and service uses in automobile insurance. Methods: This study used the claim data from Health Insurance Review and Assessment Service. A total of 189,912 inpatients and 1,550,497 outpatients who received Chuna therapy covered by automobile insurance in oriental medical institutions were included. The analysis period was from July 2018 to December 2019, and a total of 18 months before and after April 2019, when Chuna therapy was covered by national health insurance. Interrupted time series analysis was applied to analyze the impact on the costs and service uses of Chuna therapy in automobile insurance before and after April 2019. Results: From July 2018 to December 2019, for 189,912 inpatients the cost and the number of times for Chuna therapy per capita were increased by 22.0% and decreased by 7.3% respectively right after the implementation of the policy. In the case of 1,550,497 outpatients, the cost of Chuna therapy per capita tends to be increased by 0.4% in overall study periods and increased 28.4% immediately after the implementation of the policy. Meanwhile, the number of times and visits for Chuna therapy per capita tends to be increased by 0.4% in overall study periods but decreased by 0.4% after the implementation of the policy. Conclusion: Results suggest that if the national health insurance coverage of oriental medicine services increases according to the policy stance for benefit expansion in national health insurance, the criteria for providing national health insurance benefits should be considered with the comprehensive impacts on the costs and service uses of automobile insurance.

Study of requirements and conditions to be improved for voluntary occupational health program in worksite (자율 산업보건사업 실시를 위한 전제조건과 개선되어야 할 사항의 중요도에 관한 연구)

  • To perform voluntary occupational health program in worksites, regulational supports are necessary. The regulational supports include assessment of current occupational health program and appropriate incentives. The purpose of this study is to find out the requirements of voluntary occupational health program and conditions to be improved. Study population was industrial health managers of both industries with less than 300 workers and over 300 workers, and the member of labor union who is responsible for safety and health in worksite. Two different questionnaire were used to find out the requirements and conditions to be improved respectively, The results were; 1. The category which prevalence rate of occupational injuries and occupational disease should be lower than national average was most important in health managers employed in industries over 300 workers and followed by reporting system, education, worksite policy, work environment assessment, protective equipment, consequently. But those employed in industries less than 300 workers showed high importance in prevalence rate of occupational injuries and disease, reporting system, worksite policy, work environment assessment, protective equipment, education, consequently 2. The members of labor union thought that worksite policy was most important and the next is education, reporting system, work environment assessment, protective equipment, prevalence rate of occupational injuries and disease. 3. There were difference in importance of education and worksite policy according to the size of industries. Reporting system, prevalence rate of occupational injuries and disease, and worksite policy had different importance between members of labor union and health managers. 4. In the results of quiestionnaire for conditions to be improved, the most important condition was top manager's willingness except personal protective equipments, and followed by financial support, legal support. The limitations of this study were the problems of representativeness of study population. but voluntary health program should be performed in worksites which have relatively good occupational health system. So, this selection bias could not disrupt our results.

Review of Environmental Assessment for Climate Factors in Urban Planning (도시계획에서의 기후요소 평가기법에 관한 고찰)

  • The aim of this paper is to review the environmental assessment of urban climatic factors relating to urban planning in Korea and Germany, and suggest efficient ways to consider climatic factors in the environmental assessment process for urban planning in Korea. For these purposes, current assessment systems concerning urban master plan and urban management plan in Korea were reviewed to know how urban climatic factors are assessed. Furthermore, two German cases of Strategic Environmental Assessment were investigated to know how urban climatic factors are assessed and considered in the urban and regional planning of Germany. Based on the results, efficient ways to consider climatic factors in the environmental assessment for urban planning were suggested from three aspects of factors, methods and available data for climate assessment.

  • The choice of big public investment project needs an appropriate feasibility analysis before it is implemented, bemuse a rot wisely chosen one would bring about big and longrun societal costs. But the feasibility analysis for the big public investment project in Korea has been done without linking the economic benefits and environmental damages. Consequently social conflicts arose frequently during and after project implementation, owing to such concerns asincreasing costs and serious ecological damages. The recent social conflict over the Saemangeum Project is a typical case. This reclamation project began in 1991 and finished 60% of the whole process in 1999, when its feasibility was again assessed under the public pressure by the joint assessment team consisting of both citizen's and government's professionals. Even the assessment report by this joint team could not show the convincing results owing to the improper assessment procedure and failure to set proper feasibility criteria. This paper pointed out the limitations of our current procedure of feasibility assessment and identified the concrete problems that atosee during the recent reassessment process of the Saemangeum reclamation project by the joint team. In order to improve the current problem-ridden practices, it is concluded by the policy recommendation for establishing a right feasibility assessment procedure for the public investment projects.

  • The 7th national curriculum shifts the fundamental spirit from teachercentered to learner-centered instruction. According to the shift, performance assessment has been emphasized in schools rather than using a variety of standardized tests. However, some researchers and educational policy-makers recently asserted that we need to return to the kind of standardized tests used in the past, giving up performance assessment, for it can actually not be implemented in classroom. This paper is written to refute their assertion. Performance assessment prove one's real worth when it is implemented in learner-centered instruction. Therefore, some assessment methods are discussed which can be used during learner-centered instruction.

  • The IPCC 5th Assessment Report (Climate Change 2013: The Physical Science Basis) was accepted at the 36th Session of the IPCC on 26 September 2013 in Stockholm, Sweden. It consists of the full scientific and technical assessment undertaken by Working Group I. This comprehensive assessment of the physical aspects of climate change puts a focus on those elements that are relevant to understand past, document current, and project future of climate change. The assessment builds on the IPCC Fourth Assessment Report and the recent Special Report on Managing the Risk of Extreme Events and Disasters to Advance Climate Change Adaptation. The assessment covers the current knowledge of various processes within, and interactions among, climate system components, which determine the sensitivity and response of the system to changes in forcing, and they quantify the link between the changes in atmospheric constituents, and hence radiative forcing, and the consequent detection and attribution of climate change. Projections of changes in all climate system components are based on model simulations forced by a new set of scenarios. The report also provides a comprehensive assessment of past and future sea level change in a dedicated chapter. The primary purpose of this Technical Summary is to provide the link between the complete assessment of the multiple lines of independent evidence presented in the main report and the highly condensed summary prepared as Policy makers Summary. The Technical Summary thus serves as a starting point for those readers who seek the full information on more specific topics covered by this assessment. Warming of the climate system is unequivocal, and since the 1950s, many of the observed changes are unprecedented over decades to millennia. The atmosphere and ocean have warmed, the amounts of snow and ice have diminished, sea level has risen, and the concentrations of greenhouse gases have increased. Total radiative forcing is positive, and has led to an uptake of energy by the climate system. The largest contribution to total radiative forcing is caused by the increase in the atmospheric concentration of $CO_2$ since 1750. Human influence on the climate system is clear. This is evident from the increasing greenhouse gas concentrations in the atmosphere, positive radiative forcing, observed warming, and understanding of the climate system. Continued emissions of greenhouse gases will cause further warming and changes in all components of the climate system. Limiting climate change will require substantial and sustained reductions of greenhouse gas emissions. The in-depth review for past, present and future of climate change is carried out on the basis of the IPCC 5th Assessment Report.
