An Analysis of Cultural Policy-related Studies' Trend in Korea using Semantic Network Analysis(2008-2017) (언어네트워크분석을 통한 국내 문화정책 연구동향 분석(2008-2017))

  • This study aims to analyze the research trend of cultural policy-related papers based on 832 key words among 186 whole articles in the Journal of Cultural Policy by the Korea Culture & Tourism Institute from October 2008 to January 2017. The analysis was performed using a big data analysis technique called the Semantic Network Analysis. The Semantic Network Analysis consists of frequency analysis, density analysis, centrality analysis including degree centrality, betweenness centrality, and eigenvector centrality. Lastly, the study shows a figure visualizing the results of the centrality analysis through Netdraw program. The most frequently exposed key words were 'culture', 'cultural policy/administration', 'cultural industry/cultural content', 'policy', 'creative industry', in the order. The key word 'culture' was ranked as the first in all the analysis of degree centrality, betweenness centrality and eigenvector centrality, followed by 'policy' and 'cultural policy/administraion'. The key word 'cultural industry/cultural content' with very high frequency recorded high points in degree centrality and eigenvector centrality, but showed relatively low points in betweenness centrality.

Forecasting Korean National Innovation System and Science & Technology Policy after the COVID-19

  • The COVID-19 is a pandemic that affects all facets of our life and will change many patterns in science technology and innovation. A qualitative study was conducted using Focus Group Interview involving ten industry-academia-research experts with the objective of identifying changes in Korea's national innovation system and science & technology policy after the COVID-19. Eight questions were designed, based on the major components of the national innovation system, such as companies, universities, and research institutes, to discuss the changes in the national innovation system and science & technology policy. Also, keyword analysis and cluster analysis were performed using the network analysis program VOSviewer. It is predicted that, in the wake of the COVID-19, Korea's national innovation system will shift to a new paradigm that is more decentralized, responsive, and autonomous. Furthermore, several policy agendas that can turn these changes into positive momentum of change in science & technology policy are presented.

Selecting Ordering Policy and Items Classification Based on Canonical Correlation and Cluster Analysis

  • It is difficult to find an appropriate ordering policy for a many types of items. One of the reasons for this difficulty is that each item has a different demand trend. We will classify items by shipment trend and then decide the ordering policy for each item category. In this study, we indicate that categorizing items from their statistical characteristics leads to an ordering policy suitable for that category. We analyze the ordering policy and shipment trend and propose a new method for selecting the ordering policy which is based on finding the strongest relation between the classification of the items and the ordering policy. In our numerical experiment, from actual shipment data of about 5,000 items over the past year, we calculated many statistics that represent the trend of each item. Next, we applied the canonical correlation analysis between the evaluations of ordering policies and the various statistics. Furthermore, we applied the cluster analysis on the statistics concerning the performance of ordering policies. Finally, we separate items into several categories and show that the appropriate ordering policies are different for each category.

  • The purpose of this study is to propose a method to utilize Big Data Analysis to find policy issues of local governments in the reality that utilization of big data becomes increasingly important in efficient and effective policy making process. For this purpose, this study analyzed the 180,000 articles of Suwon city for the past three years and identified policy issues and evaluated policy priorities through IPA analysis. The results of this study showed that the analysis of semi-formal big data through newspaper articles is effective in deriving the differentiated policy issues of different local autonomous bodies from the main issues in the nation, In this way, the methodology of finding policy issues through the analysis of big data suggested in this study means that local governments can effectively identify policy issues and effectively identify the people. In addition, the methodology proposed in this study is expected to be applicable to the policy issues through the analysis of various semi - formal and informal big data such as online civil complaint data of the local government, resident SNS.

A Study on IT Service Industry Policy for Global Competitiveness (글로벌경쟁력 관점의 IT서비스산업정책 연구)

  • An efficient industry structure is essential for competitive IT Service industry in a global world. The purpose of this research is to derive a policy direction paradigm for strengthening IT service industry structure. To find an effective policy direction, an in-depth analysis on deep-rooted problems of IT service industry has been conducted. The root-causes of industry problems are found with new perspectives on IT service industry. Past and present policies on IT service industry have been reviewed based on desirable industry behavior. A new policy paradigm and a roadmap for efficient industry policy are suggested. To justify adequacy of new policy direction, global benchmarking has been performed. USA, Germany, and Japan's IT service industry has been reviewed based on global competitiveness and desirable eco-system. And an in-depth analysis has been performed for two big competitors, India and China, The adequacy of the new policy paradigm has been tested, and mostly approved. IT service industry policy needs to be transformed from manufacturing concepts to service concepts, from domestic focus to global focus, from zero-sum policy to positive-sum policy, from supplier focus to market focus, from internal industry itself to co-growth with main industries. etc. The results of this study can be used for policy adjusting and policy making to strengthen IT service industry's global competitiveness and to improve long-term performance of Korean economy. Further in-depth researches with quantitative analysis will be needed to fully justify the adequacy of the derived new policy directions.

Computational Analysis on Twitter Users' Attitudes towards COVID-19 Policy Intervention

  • During the initial period of the COVID-19 pandemic, governments around the world implemented non-pharmaceutical interventions. For these policy interventions to be effective, authorities engaged in the political discourse of legitimising their activity to generate positive public attitudes. To understand effective COVID-19 policy, this study investigates public attitudes in South Korea, the United Kingdom, and the United States and how they reflect different legitimisation of policy intervention. We adopt a big data approach to analyse public attitudes, drawing from public comments posted on Twitter during selected periods. We collect the number of tweets related to COVID-19 policy intervention and conduct a sentiment analysis using a deep learning method. Public attitudes and sentiments in the three countries show different patterns according to how policy interventions were implemented. Overall concern about policy intervention is higher in South Korea than in the other two countries. However, public sentiments in all three countries tend to improve following implementation of policy intervention. The findings suggest that governments can achieve policy effectiveness when consistent and transparent communication take place during the initial period of the pandemic. This study contributes to the existing literature by applying big data analysis to explain which policies engender positive public attitudes.

Revision of Feasibility Evaluation Guideline for Agricultural Infrastructure Improvement Project Using AHP Approach (AHP를 이용한 농업생산기반정비사업 타당성평가 개선방안)

  • This study revises current feasibility evaluation guideline for agricultural infrastructure improvement project considering recent changes in social and economic environment in rural area. We use an AHP(Analytic Hierarchy Process) approach to consider qualitative evaluation items in policy enforcement and balanced regional development as well as quantitative items in current economic analysis in the process of feasibility evaluation and decision making. The criteria system is composed of three level hierarchy. In the first level which consists of economic analysis, policy analysis, and regional development analysis, economic analysis was ranked top with relative weight of 0.45 and regional development analysis the lowest with 0.22. In the second level which consists of three evaluation items under policy analysis, consistency in policy enforcement, risk factors, and special evaluation factors, consistency in policy enforcement was ranked top. Finally, 13 detailed evaluation items in the third level were surveyed and ranked by using a comprehensive criticality vector. The result shows that the three most important evaluation items are 'degree of underdevelopment', 'spill-over effect of regional economy' and 'consistency with related planning and policy direction'.

Methodological Implications of Employing Social Bigdata Analysis for Policy-Making : A Case of Social Media Buzz on the Startup Business (빅데이터를 활용한 정책분석의 방법론적 함의 : 기회형 창업 관련 소셜 빅데이터 분석 사례를 중심으로)

  • In the creative economy paradigm, motivation of the opportunity based startup is a continuous concern to policy-makers. Recently, bigdata anlalytics challenge traditional methods by providing efficient ways to identify social trend and hidden issues in the public sector. In this study the authors introduce a case study using social bigdata analytics for conducting policy analysis. A semantic network analysis was employed using textual data from social media including online news, blog, and private bulletin board which create buzz on the startup business. Results indicates that each media has been forming different discourses regarding government's policy on the startup business. Furthermore, semantic network structures from private bulletin board reveal unexpected social burden that hiders opening a startup, which has not been found in the traditional survey nor experts interview. Based on these results, the authors found the feasibility of using social bigdata analysis for policy-making. Methodological and practical implications are discussed.
