국가 사이버안보를 위한 정책 연구 (Study on Policies for National Cybersecurity)

  • 대한민국은 남한과 북한으로 분단되어, 군사적 대립과 사회적 갈등을 발생시키고 있다. 북한은 남한에 대해 사이버공격을 수행하고 있으며, 남한의 국방망을 해킹하였다. 사이버공간에서 세계 각국은 국경도 한계도 모호해지고 있으며, 사이버전쟁을 위한 사이버공격과 사이버테러는 점과 시간과 공간으로 연결된 디지털 컴퓨팅으로 작동된다. 국가 사이버안보를 위해서는 아젠다와 매뉴얼이 필요하다. 또한 국가 사이버안보 정책을 만들고, 수행 할 수 있는 국가 사이버안보 법률과 정책에 대한 연구가 필요하다. 본 논문은 현재 남북한 대치 상황의 사이버테러 상황과 세계의 사이버전쟁에 대한 피해를 연구한다. 또한 국내 외의 사이버안보 활동과 사이버전쟁 대응 아젠다와 매뉴얼과 신기술을 연구한다. 그리고 국가사이버안보 정책을 제시하여 '(가칭)국가사이버안보법'이 마련되도록 정책을 제안한다. 본 연구는 국가 사이버안보법과 정책의 기초자료로 활용될 것이다.

  • 기술집약형 중소기업의 기술사업화 활동은 초기 기술을 대상으로 사업화를 전개하는 경우가 많기 때문에 기술 및 시장 위험도가 상대적으로 높다. 따라서 개별 기업의 역량이나 전략만으로 설명되기 보다는 혁신시스템적 관점에서 파악할 때 실효성 있는 정책 방안을 제시할 수 있다. 본 연구에서는 기술집약형 중소기업이 집적되어 있는 대덕연구개발특구 지역을 중심으로 이들 기업의 기술사업화 행태와 혁신시스템의 분석을 통해 그 특성을 밝히고 이러한 특성을 고려한 기술사업화 지원정책 방향을 도출하고자 하였다. 특히 현재 대덕연구개발특구의 기술사업화 시스템의 한계와 문제점을 국가수준과 지역 수준에서의 혁신시스템 전환기에 나타나는 '시스템 전환 지체'로 파악하고, 이러한 시스템 실패 극복을 위한 정책방향과 과제를 제안하였다.

건강보험 연구동향에 대한 키워드 네트워크 분석 (A Keyword Network Analysis on Research Trends in the Area of Health Insurance)

  • Background: The purpose of this study was to extract the major areas of interest in health insurance research in Korea, and infer policy agendas related to health insurance by analyzing research keywords. Methods: For this study, 2,590 articles were selected from among 7,459 academic papers related to health insurance published between January 1987 and December 2018, which were looked up using the Research Information Sharing Service (RISS). Keyword extraction and keyword network analysis were performed using the KrKwic, KrTitle, and UCINET software. Results: First, the number of studies in the area of health insurance continued to increase in all government terms, and it was not until after the 2000s that the subjects of health insurance researches were diversified. Second, degree centrality showed that 'medical expenditure' and 'medical utilization' were consistently high-ranking keywords regardless of the government in power. Aging and long-term care insurance-related keywords were ranked higher in the Lee Myung-bak government, Park Geun-hye government, and Moon Jae-in government. Third, betweenness centrality showed the same high ranking in key topics such as medical expenditure and medical utilization, while the ranking of key keywords differed depending on the interests and characteristics of each government policy. Conclusion: We confirm that health insurance as a research topic has been the main theme in Korean health care research fields. Research keywords extracted from articles also corresponded to the main health policies promoted during each government period. Efforts to systematically investigate policy megatrends are needed to plan adaptive future policies.

시진핑(習近平) 국가주석의 방한과 한·중 미래 전략적 협력 동반자 관계 (Xi Jinping's Visit to South Korea and Its Implications)

  • On July 3~4, 2014, the Chinese President Xi Jinping's state visit to Seoul might be seen as a step on the path toward strategic outcomes for both country. For South Korea, Seoul shrewdly retains some degree of self-reliance by balancing between ROK-China strategic cooperative partnership relationship and ROK-US alliance. For China, Beijing appears to put its interests on the Korean Peninsula increasingly within China's larger geopolitical influence. To what extent can ROK-China relationship maintain futuristic strategic cooperative partnership between them? As we observed joint press communiques of the Chinese President Xi Jinping's state visit on July 3, 2014, four agendas of bilateral relationship between Seoul and Beijing can be identified: intractable rivalry between the two great powers, North Korea nuclear issues, disparities of their displeasure with Japan denying the past wrongdoing and enhancing its military capabilities and Chinese imposing of its core interests on its Korea policy. With these evolving strategic environments, however, China and the ROK appear justifiably be pleased with the state of their relations: their strategic cooperative partnership is the cornerstone of peace and prosperity in the Asia-Pacific or Indo-Pacific region and continues to grow broader and deeper.

건강 위험 인식 연구 : 보건학 연구를 위한 함의 (The Study of Health-Risk Perception: Implications for Health Services Research)

  • Outbreaks of health risks such as the Influenza A virus (H1N1) are continuing, which highlights the immediacy of risk control strategies to reduce public's fear and protect the safety of the society. Evidence suggests that success for risk management is basically dependent on the public's willingness to adopt health behaviors recommended by experts, and the behavioral intention relies on their risk perception. Understanding of how individuals think of and feel about health risks is thereby important. This article aims to provide insights for future study on health-risk perception. The main streams and recent developments of theorizing and research on health risk perception are reviewed. The issues, such as (1) health risk perception is an important component for shaping relevant health policies as it reflects public trust of the institutions managing health risks, (2) despite this significance, however, few attempts have been made to address the meaning of 'perceiving health risks' in health services research, are shed light on. On the basis on the critical discussion of the contributions and the limitations of the literature, this article finishes with a few of research agendas by three levels of analysis in risk perception research.

우리나라 지리정보기반의 지역간 격차현황과 정책과제 (A Study on the Regional Differences in Geographic Information Infrastructure and Policy Agendas in Korea)

  • 공간정보를 기반으로 하고 있는 GIS가 행정업무 처리와 대민서비스 향상을 위한 핵심 수단으로 활용됨에 따라 지방자치단체의 GIS도입 및 확산이 급속히 이루어지고 있다. 최근의 급속한 GIS활용 확산에도 불구하고, 중대도시에 비하여 농촌과 지방소도시의 지리정보기반은 아직도 크게 미흡하다. 지리정보기반의 지역간 수준격차는 공공행정서비스의 질적 수준 격차는 물론 궁극적으로 지역간 사회경제 격차를 심화시키는 요인이 된다. 이 연구는 지리정보기반 개념을 규정하고 우리나라의 수도권과 비수도권 등의 지역 및 지자체 유형별 지리정보기반 수준의 격차수준을 분석하였다. 그리고 이러한 지리정보기반 수준의 지역간 격차요인을 검토하고 특히 지리정보기반이 취약한 지방소도시 및 군부지역의 지리정보기반 강화방안을 제시하였다.

  • 이 글은 사회문제 해결형 인문사회-과학기술 융합연구의 특성을 정리하고 그것을 활성화하기 위한 방안을 다룬다. 먼저 현재 이루어지고 있는 사회문제 해결형 인문사회-과학기술 융합연구의 사례를 살펴볼 것이다. 복잡한 사회문제를 해결하기 위한 인문사회-과학기술 융합연구 사례와 기술이 가져올 수 있는 사회적 문제를 사전적으로 성찰하고 개선하기 위한 연구를 검토할 것이다. 이어서 사회문제 해결형 융합연구를 범주화하기 위한 틀로서 <2유형>(Mode 2) 연구를 제시하고 이를 바탕으로 사회문제 해결형 인문사회-과학기술 융합연구의 특성을 살펴본다. 이 특성을 기준으로 사회문제 해결형 인문사회-과학기술 융합연구의 역할과 발전방향을 모색한다.

City Diplomacy in South Korea: Trends and Characteristics

  • This research aims to analyze the external activities of local governments in South Korea from the perspective of the developing trends in city diplomacy, contrary to the conventional and narrow concept regarding local government's international exchange and cooperation as a public diplomacy. In detail, this research intends to illustrate the following: first, to differentiate South Korean local governments' growing commitment to international affairs from public diplomacy; second, to highlight the integration of public diplomacy with other forms of diplomacy within the framework of city diplomacy. This research argues that city diplomacy in South Korea has gradually shown the following three trends and characteristics. First, South Korean local governments have recognized the importance of participating in multilateral diplomacy via city networks to find compelling solutions to non-traditional and transnational security threats. They perceive this external activity as an opportunity for policy sharing and problem-solving with foreign partners. Second, local governments in South Korea have been fostering various ways to institutionalize their involvement in foreign affairs and organizations, such as amendments to related laws and the launching of task forces, to pursue so-called sustainable and systematic international exchange and cooperation. Lastly, South Korean local governments have constructed multiple channels and multilevel governance in the form of public-private partnerships to enhance policy expertise and cope with diverse agendas.

Quantitative Risk Assessment in Major Smartphone Operating Systems in Asian Countries

  • Since smartphones are utilized in the ranges from personal usages to governmental data exchanges, known but not patched vulnerabilities in smartphone operating systems are considered as major threats to the public. To minimize potential security breaches on smartphones, it is necessary to estimate possible security threats. So far, there have been numerous studies conducted to evaluate the security risks caused by mobile devices qualitatively, but there are few quantitative manners. For a large scale risk evaluation, a qualitative assessment is a never ending task. In this paper, we try to calculate relative risk levels triggered by software vulnerabilities from unsecured smartphone operating systems (Android and iOS) among 51 Asian countries. The proposed method combines widely accepted risk representation in both theory and industrial fields. When policy makers need to make a strategic decision on mobile security related agendas, they might find the presented approach useful.

  • This paper is intended to study actual condition and problems of Social Welfare, and to institute the plan of social welfare administ ration. Recently, Social welfare agendas, public and private, in our country adhere to traditionary and temporary relief of the clients. The improvement of social work is neglected among some pravile social welfare organization in this society are as follows : Firstly, Big enterprises should undertaken the non-earnest social welfare foundation, this plan, however, can be eastablished by policy making of the proper authorities. Secondly, improvement of public institution and personnel administration should be stressed and innovated. Thirdly, We should not rely on the other social welfare organization and perform our own way of duty. Lastly, The government, community and private social work organization should accomplish cooper ation system among them.
