  • Korean sixth industrialization policy is similar to that of Japanese such as goal of policy, setup and promotion method of specific policy projects as it benchmarked a Japanese case. First of all, the certification systems of both countries, the most representative policy, are very alike that the governments officially certificate management bodies, prepare the ground for continuous sixth industrialization, devide intermediate support organization into the central unit and regional unit, and have the function of support and control of sixth industrialization management bodies. Furthermore, both countries create fund for sixth industrialization as an investment support policy, and push forward with the phased support policy businesses such as individual support and connected support for management bodies. However, there are some differences between certification systems of both countries such as process-oriented or result-oriented for certification, subtle differences of the role in support organization, and the range and rate of support.

  • This study aimed to provide insight into methods for activating management of traditional markets by understanding differences in merchant perception according to whether or not the merchant has participated in management activation education. Analysis of merchants' levels of perception of market activation found that educated merchants had a higher perception of pre-post modernization satisfaction, promotion of traditional market revitalization projects, and post-support changes in sales. In a co-marketing context, educated merchants showed significant differences in onnuri gift certificates, bargain sales, festivals and events, and advertisement promotions. With regards to perception of management performances, educated merchants showed statistically significant higher responses for items such as satisfaction with the current vendor, increased sales, and increased customer awareness. The results in this study may be incorporated into the policy-making processes of the government or local governments in order to revitalize traditional markets, and merchant education for activation of management is deemed to be continuously necessary.

  • A steady-state controllable M/G/1 queueing model operating under the {T:Min(T,N)} policy is considered where the {T:Min(T,N)} policy is defined as the next busy period will be initiated either after T time units elapsed from the end of the previous busy period if at least one customer arrives at the system during that time period, or after T time units elapsed without a customer' arrival, the time instant when Nth customer arrives at the system or T time units elapsed with at least one customer arrives at the system whichever comes first. After deriving the necessary system characteristics including the expected number of customers in the system, the expected length of busy period and so on, the total expected cost function per unit time for the system operation is constructed to determine the optimal operating policy. To do so, the cost elements associated with such system characteristics including the customers' waiting cost in the system and the server's removal and activating cost are defined. Then, procedures to determine the optimal values of the decision variables included in the operating policy are provided based on minimizing the total expected cost function per unit time to operate the queueing system under considerations.

Such results have caused the issues related with the welfare, economy and society ended in the ideological collision in connection with the goals of the policy, the right agreement between the policies lacked, and the intervention and conflict between the interest group concerning the policy continued. Social policy of Korea in the past had the level of complementing the parts which could not be solved through the growth. Employment creation had been achieved continuously backed up by the high rate of growth. And the low aging level, the young population structure, and the high rate of childbirth had been the structures that made such achievement possible. New economic, social and welfare environment at home and abroad has been requesting new change in welfare policy. Goal of the economic and social policy is to construct the safe economic and social system. By investigating previous studies, this researcher drew the frame of a comparative analysis and conducted the comparative analysis. In Korea there is the law related to social enterprises, and the government takes control of all of the organization in charge of the policy, intermediary support organizations, cooperation and network, and authentication system. However, Hong Kong has yet to establish a basic institutional system to grow and activate social enterprises, and foreign intermediary supporting organizations increase the network and cooperation level to support social enterprises. Thirdly, for supporting methods for social enterprises, there were direct financial support, indirect business support and other kinds of support in Korea, whereas indirect support was activated in Japan. Although The Hong Kong government barely supports social enterprises, it comes up with a plan to support the firms serving as social enterprises under its the 12th 5-year development plan. For sustainable growth of Korean social enterprises, this study suggested the change of the government policy to the direction of creating social enterprise ecosystem through cooperation and network activation, indirect support in the middle of process, and activation of intermediary support organizations.
