Social and health problems related to drinking are serious. Drinking behavior is affected not only by personal factors but also by environment factors. The purpose of this study is to find out how the alcoholic beverage stores in community influence the drinking behaviors of individuals after adjusting the individual level variables and provide it as basic data for alcohol related regulatory policies. In order to identify the factors affecting drinking behavior, we conducted a multilevel logistic regression analysis with high-risk drinking and current drinking as dependent variables. Individual-level data provided by 2015 community health survey from respondents of urban residents, and regional level data provided by the National Statistical office. The variables such as age, education level, and income level were used as individual level variables and the number of basic living allowances, divorce rate, and the number of pubs were used as community level variables. According to the research results, after controlling all variables, the number of bar, retail per $1km^2$ in residential area effect on current drinking. But, they are not effect on high risk drinking. In the high risk drinking, only the divorce rate effect on drinking behavior. As a result of the stratified analysis, there was no difference in the current drinking. But, it shows that the higher the number of retail stores and the total alcohol availability, the higher risk drinking behavior in the 60s. The results of this study suggest that policies aimed not only on individuals but also on the local environment are necessary.
The purpose of this paper is to examine the current situation and background of the Russian consumer music market, where digital music sources are making great strides in the noted recent years. In addition, music storage technology, media and change are considered together in this report. Moreover, Russia is the 12th largest music market in the world. The Russian music industry is following the recent trend of the global music industry, where the digital music market is growing rapidly on many different levels. The explosive growth of the digital sound sources in Russia's music industry is attributed to the explosive increase in available consumer downloads, streaming sound source service, and the increase in the number of digital sound sources using mobile technologies due to the development of the Internet. In particular, the sales of the available and accessible streaming sound sources are expected to grow explosively by the year 2020, which is expected to account for more than 85% of total digital music sales. In other words, the spread of smartphones and the resulting changes in the lifestyle of the Russians have created these changes for the global consumer of music. In other words, the time has come for anyone to easily access music and listen to music without a separate audio or digital player. And the fact that the Russian government's strong policy on the eradication of illegal copying of music is becoming an effective deterrent, as is also the factor that led to the increase of the share of the digital sound source to increase sales in Russia. Today, the Russian music industry is leading this change through the age and process of simply adapting to the digital age. This article examines the history of the in - house subcontracting and the stabilization of labor - management relations in the steel industry in Japan. The ratio of in-house subcontract workers among steel workers has increased steadily until the mid-2000s, and about 70% in case of the largest company. In-house subcontracting was used as a strategy of the company to increase the quantity flexibility of employment and to save labor costs. The in-house subcontracting company needed company-specialized skills, and the internal labor market was formed because the rate of full-time workers was high and the turnover rate was low. The in-house subcontractor introduced long-term business relationship with the steel factory by introducing the equipment and materials necessary for the performance of the work, and the factory implemented the productivity improvement policy of the in-house subcontractor, and the win-win relationship between the factory and in-house subcontractor was developed. The trade union did not oppose the idea that the expansion of in-house subcontracting contributed to corporate profits, the stability of employment of the members and maintenance of their working conditions. Since 2000, the steel factory has pursued the transformation of in - house subcontractors into subsidiaries, which has been supported by capital relations. By the way, since the mid-2000s, there has been an increase in the number of regular workers' employment. The major factors are as follows: more strengthened compliance with laws and regulations, the higher quality request of customers, stricter keeping of deadlines, and problem in recruiting of workers at in-house subcontract companies. The wage gap between the factory and in - house subcontracting was less at company B than at company S, and the wage level of in - house subcontracting was about 90% of the factory at company B. The relatively small gap at company B seems to be due to the union's movement of narrowing the gap, low market dominance and unfavorable labor market. The internal labor market has been formed in the in-house subcontracting, and the wage gap is not large, and the possibility of labor disputes is low. Industrial relations are stable in the in-house subcontract company as well as the factory. The stabilization of labor-management relations in the steel industry in Korea is required to reduce the wage gap between the factory and in-house subcontract enterprises by raising productivity and expanding the internal labor market at in-house subcontract enterprises.

The purpose of this study was to provide basic data for policy making for secondary vocational education in each region and transformation in vocational high schools. To achieve this, the regional strategic industries in Daejeon and Jeonnam were selected, new demand for vocational high school graduates was forecasted in each industry and occupation. The results of the study are as follows. First, locational quotient analysis and regional shift-share analysis revealed that Daejon and Jeonnam have different strategic industries. Daejon, unlike Jeonnam strategically develops 'manufacturing food, beverage and tobacco', 'manufacturing timber and paper, printing and copying', 'public service and administration of national defense and social security' and 'manufacturing electrical devices, electronics and precision devices'. Jeonnam has specialized industries distinguished from Daejon's, which are 'manufacturing of machinery transportation equipments and etc', 'manufacturing of non-metallic minerals and metal products', 'electric, gas, steam and water supply systems/industries', 'manufacturing coal and chemical products, refining petroleum', 'mining' and 'agriculture, forestry and fishery'. Second, new demand for vocational high school graduates by occupations and industries showed regional differences(in Daejon and Jeonnam). According the forecast, Daejon will have many workforce demands based on manufacturing industries, on the other hand Jeonnam's focused on service industries. Analysis by occupations was also different, Daejon showed high demands on professional and related workers, while Jeonnam requested many new office and service workers. Third, new workforce demand by occupations in regional strategic industries is big part of overall new workforce demand both in Daejon and Jeonnam. Forth, according to the results of analyzing the new demand for vocational high school graduates in Daejeon and Jeonnam in terms of industry location quotient and change effect, there was high demand in industries with positive total change effects. In terms of location quotient, Daejeon and Jeonnam showed different results.
The purpose of this study was to examine how the vocational high school teachers perceive the direction of the ideal high school vocational education when suggesting mutual contrast positions on the desirable direction of high school vocational education. 1253 teachers from 25 specialization high schools nationwide participated in the survey. Through the review of previous research, we confirmed the axis of new vocationalism, vocationalism, and humanism on the purpose of vocational education. As a result of investigating the perception of vocational high school teachers about the purpose of vocational education, they tended to recognize the purpose of high vocational education toward vocationalism. In other words, rather than acquiring transferable skills, it is important to acquire concrete skills in specific areas, and it is more important to acquire specific skills that can be utilized immediately after graduation rather than coping with the changing job world. Teachers also recognized that it is more important to organize the contents of education according to the needs of industries and companies than to construct education contents for student 's holistic development. There was also a tendency for teachers to recognize that it is important to prepare them for work immediately after graduation rather than preparing them for as wide a career choice as possible. There was a tendency for the male teacher to perceive the purpose of vocational education more pro vocationalism than the female teacher. In addition, professional subject teachers recognized more pro vocationalism than general subject teachers. As a result of the regression analysis, it was found that gender and subject(professional subject vs. general subject) were significant variables related to vocationalism. And suggested that a careful approach is needed in the policy decision making process when considering the limitations of overly vocationally oriented education and the risks of frequent changes in the purpose and direction of high school vocational education.
'Dagreen' (Scale cereal L.), a new rye variety was developed from the open pollination among 10 rye lines at the National Institute of Crop Science in 1995 and mass selection were made at National Institute of Crop Science from 1996 to 1999. Recurrent selections were made at Dept. Rice and Winter Cereal Crop, NICS, RDA from 2000 to 2006. This new variety has erect plant type with medium size pale green leaves. The number of spike per $m^2$ was 713 and the plant height was 103cm. The heading date of 'Dagreen' was April 24 which was 7 days earlier than that of "Koolgrazer". It was adaptable for forage use at an early stage as a whole crop. Lodging resistance was higher than that of check variety 'Koolgrazer'. The chemical components and quality of forage showed 10.2 % crude protein, 36.6 % ADF, 62.4 % NDF and 59.9 % TDN. 'Dagreen' showed high resistance to powdery mildew and leaf rust than those of check variety in the field condition. The average dry matter (7,010kg $ha^{-1}$) of 'Dagreen' harvested at April 28 were 6 % higher than 'Koolgrazer'. This variety is recommended for all of the rye cultivation area in Korea.
This paper has two aims (1) to address the common European past by way of considering the development of the official archives of the European Union; and (2) to give specific attention to the activities of archivists in Germany. The EU archives contain the all the documents officially recording the common history of European integration from the establishment of the European Coal and Steel Community in 1951. It was at the beginning of the 1980s, thirty years after the production of these documents, however, that the Archives of the European Community (EC) began to be systematized for public use when the European University Institute in Florence in Italy was chosen as the deposit location for the archive. After the coming into effect of the Maastricht Treaty in 1993, the EC Archives were renamed as the EU Archives. Through the cooperation of the national archives of the each Member State of the EU with this EC Archives common norms regarding deposit were developed. This archives is a veritable gold mine for serious research into all and any official aspect of the institutional and policy history of today's EU, so for the formation of common European identity. The denazification process using the evidence of the archives contributed to the orientation of the New Germany towards Europe. The German archives then have been contributing to the redressing the past to a significant degree since after the Second World War. More recently, the establishment of the "Memory, Responsibility, and Future" Foundation in 2000 in Germany made possible cooperations with the archives of the East European countries and especially for the purpose of the providing evidence about former enforced workers under the Nazi regime. There has thus been developed European-wide networks among archives. These developments have furthered the common redressing of the European past and this process in turn has been contributing the enhancing the European spirit and identity. The thesis of this paper then is that historical research based on the EU archives and individual Member States can not only illuminate in great detail the stages of the history of European integration to date. The dissemination of such research can itself contribute to the process of the spreading of supranational ideas beyond Europe to other regions of the world.
Despite the institutional, organizational, and technological advances in the level of national records management that has occurred during the past several years, there has been no significant change in the condition of records management within individual public institutions, which may be an outset for records management. In order to begin the advance in national records management with overall innovation in records management by public institutions, it is necessary to distinctly set up the direction of innovation and a project to carry out. Also, a person in charge of records management, who is supposed to lead records management in each institution, should share the directions and projects. Against this backdrop, this study aims to define "the evaluation of records management" as a vehicle to establish a common goal for the innovation of records management and the role of a person in charge of records management as well as to develop evaluation indicators that might be applicable to all public institutions. With this aim, the study drew requirements of records management from domestic and overseas cases in the evaluation of records management conditions as well as the laws and standards of records management, and a roadmap for national records management innovation. Then, the study developed evaluation indicators by classifying the requirements according to three areas involving an organizational environment, records management job, and records management in the offices that create and file their own documents. The organizational environment area is concerned with the evaluation of the records management policy and the responsibility of an institution, and the evaluation of human resources and physical environment. The records management business area includes the measurement of the level of jobs, such as the records creation control conducted by the records management authority of each institution, the management of records schedules, the accession, preservation, and appraisal of records and their service, and the monitoring of records management. The area of records management in the offices is composed of the creation, registration, arrangement, and transfer of records as they are intended to be used during the monitoring of records management conditions. The study made it possible to measure all evaluation indicators with a quantitative evaluation method by clearly proposing the standard for objective and accurate evaluation.
This document illustrates the culture of archives should be improved to get better in local autonomy. In 1994, the municipal elections were held to perform autonomous activities in Korea. It has been sixteen years, since the first municipal election had been held. The local autonomy can be accomplished well, based on the economic independence from the central government and growing awareness of locals. Not only that, if local records were well archived and suitably used, autonomy could be more active. However, since the independence from Japan in 1945, records of the self-government has not been archived well. Not only archives of local government have not been established, but also organization, budget and professional staff have not been arranged well. This brought about local records administration's inactive performance. As a result, numerous number of meaningful records are lost and people are difficult to make out the local administration policy. If the records of local government preserved well, administrative efficiency, responsibility, transparency can be realized in better way. When local officials' work experiences and achievements were on record and referred to a successor of officials properly, administrative efficiency would be highly promoted. In addition, with the well-preserved work records, people are able to see where the responsibility lies. A local autonomous entity might be able to obtain administrative transparency by showing administrative processes and results to locals to the public. In this manner, the premise to archive the records of local autonomous entity is to establish a department which can archive local records and the disposition of professional archivists. According to "the law on public archives management", the governor of a province should discuss with a minister of administration to set up plans for archives' establishment and management. In this way, local archives administration would work well, when not only the department of local records administration is established, but also the department of local archives places local records under their control at the same time. Moreover, based on active records movement, municipal officials and locals would realize the importance of local record and examine local records administration systems. Not only that, when local records are shown to public and utilized properly, the local autonomy would improve a lot.

We need to move our view that we have focused on public and central sectors to private and local sectors. Local records management based on locality could help to complete the entire puzzle. The way complete the puzzle is various and wide spheres including from cultural space to being extinct village. Locality is defined as the property in certain area or distinctiveness of locals. Establishing production strategies is as important as collecting records produced over the past years for local archiving. Local archiving has to be regionally conducted in phase. Moreover common wealth and recognition of communities are reflected in the acquisition process. In next to archiving local organizations and private records according to collection policy, methodology on local archiving needs for archive management and use in various public and private fields. This methodology could be possible by building a local archive networking tool. It is true that Local archiving is not familiar and clear yet. If we can turn the effort for public records we have made to endeavor for private sectors, we might expect big fruits in private sectors. We easily emphasis on globalization or internationalization, our daily lives start on our villages. Setting aside our small communities, such a puzzle of the whole would never be completed. This is good time to begin finding lost puzzle for future. The key that can find lost puzzles be held in archiving localities.
