The state adopts the policies based on the goals pursued by the state and provides a basic policy for administrative activities related to early childhood education. Therefore, early childhood education policy should be established organically in consultant with the social consent in advance. In most countries will bear the costs of child care and early childhood education can reduce the financial burden of parents and early childhood education consumers are able to understand the will of the government to support the child care services, which they need in a variety of way. The conflict is deepening - among policy officials, front-line institutions participating in policy implementation, and parents - surrounding the infant and early childhood education. And the conflict has caused the difference between this policy and claims that cannot find hardly a solution. In this study, we argue how the policy differences between groups involved in the policy to analyze the influence, to find the policy conflict resolution strategies.

Policy-based Network Management (PBNM) has been presented as a paradigm for efficient and customizable management systems. The approach chosen is based on PBNM systems, which are a promising and novel approach to network management. These systems have the potential to improve the automation of network management processes. The Internet Engineering Task Force (IETF) has also used policy concepts and provided a framework to describe the concept as the Policy Core Information Model (PCIM) and its extensions. There are policy conflicts among the policies that are defined as the policy information model and they are not easily and effectively detected and resolved. In this paper, we present the brief description of PBNM and illustrate the concepts of policy core information model and its policy implementation for a network security. Especially we describe our framework for detecting and resolving the policy conflicts for network security.

This paper focuses on the concept of :"politicization of household labor" to the resolution of houework-related problems which are the products of household work and the women's status. the major discussions of this framework can be summarized as follows: First the policy problems of household labor is that the segregation of market labor and household labor public and private sphere and sex-role affects value of household labor and status of women. Second policy proposals on household labor is related to specific existing policy(family policy women's policy). Third Policy purposes are family welfare and women welfare a symmetry of family and work. Thus policy needs takes concrete shape and policy indicator of evaluing and and policy indicator of supporting. Ultimately it is direct to evaluate the quality of family living.

The purpose of this paper is to shed light on the current status of Industry 4.0 policies in India and provide holistic policy recommendations in the transition towards Industry 4.0. The study was conducted based on the content-centric review of written policy documents like policy memoranda (memos), green papers and white papers, policy briefs, policy reports, opinion pieces, and newspaper and academic publications on Industry 4.0. India lacks infrastructure, regulatory framework, architectural reference model, incentives, skills, and standard roadmap towards Industry 4.0. The current policy status and policy recommendations presented in this study can serve as a great asset for academicians, policymakers, and practitioners to prepare a holistic roadmap for Industry 4.0 policy implementation. The study is first to assess India's current policy status and compare with Germany towards Industry 4.0. Besides, it is expected to assist government policymakers in formulating tangible policy outputs and strategic roadmaps.

본 연구에서는 개관 이래 지난 10여 년간 경기도 내 공공도서관의 발전의 중심 역할을 담당해 온 경기도사이버도서관 설립을 위한 의제설정 및 정책형성과정을 킹던(Kingdon)의 정책흐름모형을 적용하여 분석하였다. 킹던에 의하면 정책 형성은 문제의 흐름, 정책대안의 흐름 그리고 정치 흐름의 결합의 결과이며, 세 흐름이 결합될 때 열린 정책의 창을 통해 정책이슈가 정책의제로 나아간다. 이 때 정책선도자는 정책의 창에서 선호하는 대안을 제시하고 그것이 정책의 창을 통과하도록 노력한다. 본 연구에서는 경기도사이버도서관 정책의 의제설정과 대안의 선택 과정에서 문제의 흐름, 정치의 흐름, 그리고 정책의 흐름을 분석하고 정책의 창에서 정책선도자로서의 사서전문가집단이 어떤 역할을 했는지 분석하였다. 이러한 분석을 통해 정책형성과정의 메커니즘을 밝힘으로써 사서전문가집단이 앞으로의 도서관 정책형성과정에서 적용할 수 있는 시사점을 제시하였다.

본 연구는 산림자원육성정책을 추진함에 있어서 정책결과와 정책효과에 영향을 미치는 요인과 그 관계를 측정 분석하여 이를 바탕으로 앞으로 산림자원육성정책의 성공적 추진을 위한 유용한 정보를 제공하는 데 목적이 있다. 자료는 산림자원 육성정책을 수립 집행하는데 직 간접적으로 관여하거나 영향을 미치는 공무원과 민간인 등 이해관계자를 대상으로 조사하였다. 본 연구는 산림자원육성정책을 LISREL 모델을 이용하여 실증적으로 분석 평가하였다. 분석 결과 산림자원 육성정책의 경우 정책결과는 문제인식의 적합성, 정책결정의 적합성, 정책집행의 합리성이 매우 유의적인 영향관계가 있으며, 정책지지도는 정책효과에, 정책결과는 정책효과에 각각 유의적인 영향을 미치는 것으로 나타났다. 또한 잠재변수와 측정변수 간, 잠재변수 상호간 경로계수가 대부분 유의한 정(+)의 계수를 나타내고 있어 산림자원 육성정책은 정책결과 측면에서 아주 성공적인 정책으로 평가되었고, 정책효과에 있어서도 아주 성공적인 정책으로 평가되었다.

본 연구는 제한된 합리성 하에서 다문화정책의 상대적 중요도와 우선순위를 도출하기 위해 AHP모델을 작성하여 전문가 평가를 실시하였다. 연구결과는 다음과 같다. 첫째, 측정영역에서는 안정된 사회정착지원정책(1순위), 다문화 가족 2세들의 사회적 역량개발 정책(2순위), 사회 경제활동 지원정책(3순위), 협력적 거버넌스(4순위)의 순으로 정책 우선순위가 평가되었다. 둘째, 측정요소의 우선순위이다. 안정된 사회정착 지원정책에서는 사회정착 서비스 대상 확대정책, 다문화 가족 2세들의 사회적 역량개발 정책에서는 사회적 진출지원 정책이 가장 중요하게 평가되었다. 사회 경제활동지원 정책에서는 적극적 경제활동 지원정책, 협력적 거버넌스 정책 추진에서는 정책실천주체들의 협력시스템 구축이 가장 중요한 정책 우선순위로 평가되었다. 이런 연구결과는 다문화정책을 현실적 차원에서 설명하는데 기여할 것으로 판단된다.

In this paper, we propose a novel framework for technology policy aimed both for the generation and diffusion of new technologies. Based upon critical examination of related theories and practice of technology policy, we identify two major problems in current technology generation policy, and the segregated approach to technology diffusion policy from technology generation policy. To remedy these problems, we argue that two goals of technology policy of generation and diffusion should be integrated and synchronized via unified policy framework, and propose the conceptual configuration for policy implementation which can serve the desired objective.

This paper deals with the policy failure in housing markets. In order to understand basic mechanism leading to policy failure, systems thinking and system dynamics modeling is applied to housing markets and housing policy. This paper will show different set of causal maps on housing policy, and compare causal reasons of housing policy and its critics.

This study is made to link lip the policy analysis theory flame and practice concerning the analysis of railroad tourism resources development policy and propose an alternative to feasibility for railroad tourism resources development policy in general. The specific objectives to achieve the purpose of this research are as follow; First. In consideration of railroad tourism resources development policy and theory of policy analysis idea and goals, for analysis of railroad tourism resources development policy analysis are to be instituted more systematically. Second, the theory of railroad tourism resources development policy analysis will be made more systematic and use it as basis of the said analysis for further.
