  • In response to the development of IT technology in the 21st century and the advancement of the public human rights consciousness, it has become necessary to continuously evolve the office environments to support the changes of organizational structure and work methods of the police investigation departments. As a facility standard, continuous researches on standardized design space models and guidelines of the police investigation departments are needed. In respond to the organizational changes for the convenience of the working police investigators and the protection of the human rights of the visiting public, the environmental improvement projects for the office of the investigation department of the police stations are going on since 2014. In this study, analyzation and verification of the 3 cases of pilot projects for the improvement of police investigation departments would be done, based on the policy research project in 2014: 'the standard design direction of police officers for the protection of human rights and benefit of police investigation process.' The purpose of this study is, first of all, the actual situation survey for presenting the standard design space model and guidelines of investigation department of the police department. Secondly, the validation of the spatial model adequacy for for the past 3 years' case study of the police investigation department's environmental improvements by the application of standardized design space models and guidelines. The result of this study would be to enable the more effective police department investigation environment improvement policy by presenting the standard design space models and guidelines of the investigation departments of the police facilities.

A Study on the Reality and Improvement of Autonomous Police System in Jeju Special Self-Government Province (제주자치경찰 시스템의 실태와 발전모델에 관한 연구)

  • Jeju Special Self-Government Province adopted an autonomous police system for the first time since 60 years in Korean police. The purpose of autonomous police system is to offer a police service to be suitable in regional conditions. But Jeju autonomous police system for nearly one year after adoption is criticized to be established on the ground of political reason but not local decentralization. Actually Jeju autonomous police has not a clear cut jurisdiction and operation scope because of the jurisdiction duplication between national and autonomous police. The original task is confined on environment and sightseeing so on given to administration police for local self-government. So criminal investigation authority on general crimes is not to Jeuju autonomous police on account of special judicial police. First, it is the structural rationalization of Jeju autonomous police system. It speaks that Jeju provincial police bureau and police station have to be as national police institution, on the other hand, patrol district station and police box have to be as autonomous police institution. Of course, functional division has to be followed. National police performs managing all the assembly and demonstration by the management law on assembly and demonstration including the suppression against any large scale demonstration and disturbance, also the investigation on serious crimes just as international crimes and broaden area crimes including all the felony. Together national police performs the duty concerned to all the foreign affairs and national securities in along with the investigation on traffic accidents. On the other hand, autonomous police performs the function for citizen's life safety as crime prevention and the enforcement on the violation against police operation law, together the traffic management and the regulation on traffic violations. and the investigation on minor crime as simple violence or petty larceny including the management on local big events. Second, the budgetary of autonomous police is rationalized by the share of budgeting between Korean government and Jeju special self-government province. Third, urgent arrest authority on general crime and the rights of claims for the summary trial on minor crimes are given to autonomous police. Of course, this problem is resolved naturally in case of giving the investigation rights to autonomous police on minor crimes.

  • In the previous research, the research on the development of subway disaster detection system that discovers the disaster early warning of the subway station disaster and the evacuation to the passengers based on the Internet of things. This paper as a follow-up study analyzes the sensor data installed in the station in real time to quickly detect the disaster. In particular, we developed a statistical methodology based on the Mahalanobis distance in consideration of the environment that varies depending on the installation location of the sensor during initial system construction.

Evaluating the Quality of the Differential Police Response Strategy: Applications of Statistical Quality Control Charts (통계적 품질관리도를 활용한 차별적 경찰대응전략의 평가)

  • The purpose of this research is to evaluate the quality of Differential Police Response strategy. Although it has been approximately three years since these new police response systems were introduced, there is no research to evaluate them empirically. Using two types of statistical quality control techniques, Xbar-R control charts for variables data and P charts for attributes data, this study analyzes approximately 3,000 calls reported throughout the year 2012 to the 112 Integrated Dispatch Center in Ik-san police station. The Xbar-R control charts revealed that the police did not consistently respond to an emergency call for service (i.e., code one case) within 3 minutes. The P control chart also identified that there was a significant variation in the portion/number of defective calls where police failed to respond to non-emergency calls for service within 5 minutes. The results from this study suggest the police may need to review the target response time for code 1 and code 2 respectively.

A Study on the Risk of Occupational Infectious Disease of Police Scientific Investigator (The Bacterial Culture of the Putrefying Dead Body Specimen)

  • The unnatural dead body refers to a corpse which is suspicious of unusual death and the dead case has been occurred more than 20 thousands times every year during the recent five years and most of them are found decayed. Police Scientific Investigators investigate unnatural dead bodies and its surroundings in all-around way and determine whether the death is involved with a crime, and most of the Scientific Investigators are exposed to a danger to get infected with pathogenic bacteria which are generated during the decaying process of dead body and are mostly to cause serious injuries on human beings. In line with the fact, the present study conducted a bacterial analysis by collecting excretions from 60 dead bodies and culturing the bacteria to evaluate infection risk of the police agents. The study cultured bacteria from 60 bodies and classified pathogenic bacteria of 108 strains, and its main bacteria are found to be them (; Acinetobacter baumannii 20 strains (19%), Pseudomonas aeruginosa 19 strains (18%), E. coli 18 strains (17%), Klebsiella pneumoniae 11 strains (10%), Proteus mirabillis 10 strains (9%), Enterococcus faecium 10 strains (9%), Staphylococcus aureus 9 strains (8%), Bacillus spp. 5 strains (5%), Streptococcus pneumoniae 3 strains (3%), Candida albicans 2 strains (2%), Mycobacterium tuberculosis 1 strains (1%)). The study results are expected to be used as educational data for preventing the Police Scientific Investigator from infections with bacteria or as a minimum data for improving work environment of the agents.

  • As the contents of crimes become specialized due to the diversification and modernization of modern society, the role of a special judicial police system is becoming important and diverse. Nevertheless, most special judicial police for the fire service, which conducts investigative work, have problems, such as lack of expertise in investigation caused by a lack of manpower, investigation and work due to concurrent fire investigation. Based on the experience gained through the investigation cases of fire crimes, this study suggests improvements of the telegraph restriction system, improvement of the education system, improvement of the education and training system, and the establishment of a dedicated department as measures to improve the actual problems.

  • In this study, a fire cause of setting fire to one's own car to collect the insurance is analyzed. Through a close examination of causes of this car fire, it is suggested to improve current practices and institutions: (1) A collection system of fallen vehicle parts or fire debris in the fire site should be established; (2) A system of providing fire site information in detail should be established when a police station requests National Institute of Scientific Investigation (NISI) to examine causes of vehicle fires; (3) When a burned car is suspected of arson, a fire station and a police station should maintain a mutual cooperation system; (4) Procedures of examining the causes of vehicle arson in National Institute of Scientific Investigation (NISI) should be improved; and (5) Recognition of the examination of fire causes and correlation with analysis equipment should be changed.

Frequency responses of anchovy schools in the South Sea of South Korea in spring and winter (춘계와 동계에 남해안 멸치어군의 주파수 반응 특성)

  • Acoustic surveys using a scientific echosounder and trawl surveys were concurrently carried out in between Geoje and Tongyeong of the South Sea by season. The anchovy schools were identified by trawling in each station and used for frequency response analysis. Frequency responses of anchovy schools by season and species composition ratio were examined using multi-frequencies (18, 38, 70, 120 and 200 kHz). The frequency response r(f), is one of the acoustic characteristics which means the volume back-scattering strength ratio between a reference frequency and other frequencies. In spring, the r(f) of anchovy schools decreased with increased frequency, with the exception of 120kHz. While, in winter, the r(f) continuously decreased inversely proportional to the increase in frequency. Frequency response of anchovy schools presented a distinctive difference between spring and winter, however it did not different in spife of different species composition ratios in schools.

Development of the Design of Korean Policewomen's Uniforms (한국(韓國) 여성(女性) 경찰복(警察服) 디자인 개발(開發))

  • The purpose of this research focuses mainly on the establishment of: the image of the police that can be adopted to meet the demands of reality through the development of the design of policewomen's uniform in the times that require reestablishment of the image of the police; the image of the police that is appropriate for the organic structure of the society; and the image of the police that cooperate with the citizens. For background research I have considered the police and their uniforms from a theoretical point of view and have examined the process by which Korean policewomen's uniforms have changed. Actual research was carried out policewomen of Seoul Regional Police Station, was conducted and the results were utilized to figure out what the problem was. This research suggests an improvement measure by making four suits of summer and spring-and-autumn work-uniforms, and six suits of spring-andautumn and winter full-dress uniform. First the colors of work-uniforms and full-dress uniforms are not blue, which incites a feeling of coldness and stiffness, but are colors that are feminine and emit warmth---red, ivory, khaki, black, and beige. second pure, natural fiber is difficult to wash and is not an appropriate material for policewomen's uniforms when considering its cost and etc., fabrics that are a mix of synthetic fiber and natural fiber were chosen. Because mixed fabrics are cheaper and their ability to maintain shape is superior to that of natural fiber, mixed fabric is an appropriate material for policewomen's uniforms. third the feminine image of policewomen was considered; therefore, masculine image, which is rigid and strong, was avoided and the image was expressed in a serene and beautiful way. Also slim line was added to the current uniforms to emphasize feminine beauty. The conclusion of this study is that police officers in the 21st century want to be seen as the citizens cane and benevolent volunteers that live together with the citizens, not as suppressive and powerful people.

  • It is the fact that crime has always co-existed with human history;that preventive measures have always been taken while it has been transformed and developed in some forms. We, in the meantime;should not be negligent in the matter that our preventive measures are rather short sighted, and non strategic in many ways. Now then, would we be able to question, if our modern crime preventive measures have been modernized and become more strategic? Certain point has been raised to myself;especially regarding (community oriented policing cop); this has been one of the strategic crime preventive measures co-performed by the central police;Jeju-special independent province maybe an appropriate example; which has become special self rule province in July, 2007; establishing not only independant police but also have established police station addition to already existing police stations. To proof my opinion; I have tried to compare and contrast the statistics of the crime rates and types of the Jeju area before and after the establishment of the self police and police station; also to see how patterns changed.(if there has been any.) I have also tried to analyse if there is any special type of crime statistics in Jeju province, by analysing current crimes in accordance to populations. Altough it has not much reached my initial expectations, I hope it still is meaningful to have been able to show some ways to prevent crimes in Jeju-strategically.
