Dilemma of Data Driven Technology Regulation : Applying Principal-agent Model on Tracking and Profiling Cases in Korea (데이터 기반 기술규제의 딜레마 : 국내 트래킹·프로파일링 사례에 대한 주인-대리인 모델의 적용)

  • This study analyzes the regulatory issues of stakeholders, the firm, the government, and the individual, in the data industry using the principal-agent theory. While the importance of data driven economy is increasing rapidly, policy regulations and restrictions to use data impede the growth of data industry. We applied descriptive case analysis methodology using principal-agent theory. From our analysis, we found several meaningful results. First, key policy actors in data industry are data firms and the government among stakeholders. Second, two major concerns are that firms frequently invade personal privacy and the global companies obtain monopolistic power in data industry. This paper finally suggests policy and strategy in response to regulatory issues. The government should activate the domestic agent system for the supervision of global companies and increase data protection. Companies need to address discriminatory regulatory environments and expand legal data usage standards. Finally, individuals must embody an active behavior of consent.

  • In succession to previous study(A Study on the Limit of Anchor Dragging for Ship at Anchor sim I), the experiment of anchor dragging by ship handling simulator was performed to investigate the anchoring stability of ship at anchor in this study. The purpose of this experiment is to check the behavior charateristics of ship being dragged and the limit of anchor dragging for ship at anchor. A small tanker ship, which had been anchored in Jinhae Bay when the typhoon MAEMI passed on September 2003, was chosen as model ship for the experiment of anchor dragging and the result of experiment was confirmed to be very similar to the result of theoretical review and field report.

Medical Care Expenditure in Suicides From Non-illness-related Causes

  • Objectives: Several epidemiological studies on medical care utilization prior to suicide have considered the motivation of suicide, but focused on the influence of physical illnesses. Medical care expenditure in suicide completers with non-illness-related causes has not been investigated. Methods: Suicides motivated by non-illness-related factors were identified using the investigator's note from the National Police Agency, which was then linked to the Health Insurance Review and Assessment data. We investigated the medical care expenditures of cases one year prior to committing suicide and conducted a case-control study using conditional logistic regression analysis after adjusting for age, gender, area of residence, and socioeconomic status. Results: Among the 4515 suicides motivated by non-illness-related causes, medical care expenditures increased in only the last 3 months prior to suicide in the adolescent group. In the younger group, the proportion of total medical expenditure for external injuries was higher than that in the older groups. Conditional logistic regression analysis showed significant associations with being a suicide completer and having a rural residence, low socioeconomic status, and high medical care expenditure. After stratification into the four age groups, a significant positive association with medical care expenditures and being a suicide completer was found in the adolescent and young adult groups, but no significant results were found in the elderly groups for both men and women. Conclusions: Younger adults who committed suicide motivated by non-illness-related causes had a higher proportion of external injuries and more medical care expenditures than their controls did. This reinforces the notion that suicide prevention strategies for young people with suicidal risk factors are needed.

  • This paper analyzes the output characteristics of a self excited induction generator with isolated mode according to change of its speeds and loads for building a hybrid electric propulsion system in special purpose ships by using power take off. The induction generators are being considered as an alternative choice to the well-developed generators because of their lower unit cost, inherent ruggedness, operational and maintenance simplicity. However, the generator working by stand alone has a few problems that the reactive power is required to establish the air gap magnetic flux, and the induced voltage and magnetizing current fluctuate when the load is varied. In spite of its advantages, basic design data of the capacitor bank and behaviors of the output characteristics of the generator are not sufficient for the system. Based on the operating condition(speed range of main engine) of the target boat, a reduced experimental equipment system was constructed to analyze the output characteristics of the SEIG. And a suitable capacitor bank of a stand-alone generator and its output characteristics under various loads was investigated in detail through these experiments. According to the experimental result, it was confirmed that the capacitor bank should be $70{\mu}F{\sim}100{\mu}F$, and the proper SEIG induced voltage should be DC 80 V ~ 250 V in order to storage electrical energy into a battery.

Exploring Occupational and Behavioral Risk Factors for Obesity in Firefighters: A Theoretical Framework and Study Design

  • Firefighters and police officers have the third highest prevalence of obesity among 41 male occupational groups in the United States (US). However, few studies have examined the relationship of firefighter working conditions and health behaviors with obesity. This paper presents a theoretical framework describing the relationship between working conditions, health behaviors, and obesity in firefighters. In addition, the paper describes a detailed study plan for exploring the role of occupational and behavioral risk factors in the development of obesity in firefighters enrolled in the Orange County Fire Authority Wellness Fitness Program. The study plan will be described with emphasis on its methodological merits: adopting a participatory action research approach, developing a firefighter-specific work and health questionnaire, conducting both a cross-sectional epidemiological study using the questionnaire and a sub-study to assess the validity of the questionnaire with dietary intake and physical activity measures, and evaluating the strengths and weaknesses of the body mass index as an obesity measure in comparison to skinfold-based percent body fat. The study plan based on a theoretical framework can be an essential first step for establishing effective intervention programs for obesity among professional and voluntary firefighters.

  • In recent years, the fear of terrorism due to 'Lone Wolf' terrorism is spreading in the United States and Europe. The lone wolf terrorism, which carries out terrorism independently, without an organization behind it, threatens social security around the world. In Korea, those who have explosive national/social dissatisfaction due to damage caused by national policies, and delusional mental disorders can be classified as potential 'Lone Wolf' terrorists. In 'Lone Wolf' terrorism, unlike organized terrorism, it is difficult to identify signs of terrorism in advance, and it is not easy to identify terrorist tools and targets. Therefore, in order to minimize the damage caused by 'Lone Wolf' terrorism, it is necessary to architect an independent monitoring and tracking system for the police's quick response. In this paper, we propose to architect response system that can collect information from organizations that can identify the signs of potential 'Lone Wolf' terrorism, monitor the continuity of abnormal behavior, and determine the types of 'Lone Wolf' terrorism that can happen as continuous abnormal behaviors.

Semantic network analysis of schizophrenia through newspaper articles. (신문기사를 통해 본 조현병의 의미연결망 분석)

  • This study explored the change in keywords and topics in newspaper articles related to schizophrenia after the Gangnam murder case. The study examined newspaper articles related to schizophrenia for five years before and after the Gangnam murder case. A semantic network analysis was conducted using the NetMiner 4.4.1 program. 610 articles between 2013 and 2018 were retrieved from 8 national newsletters. The most frequent core keyword was 'treatment' before the murder case, but 'incidents' after the case. Four topics were identified: 'becoming chronic if missing the time of treatment due to prejudice', 'being curable with early treatment', 'living an ordinary life with medication', 'being indicted as a murderer while impaired by a mental disorder' before the murder case. After the case, four topics were identified: 'committing murder for delusions, not misogyny', 'medication non-adherence leads to more impulsive behavior', 'claiming leniency for criminals due to the mental impairment', 'killing the police who were mobilized to stop stabbing rampage'. These findings suggest that newspaper articles should provide accurate information about schizophrenia to reduce prejudice and stigma toward patients with schizophrenia and other forms of mental illness.

  • This study explores fire prevention measures for single-person households on the phenomenon of an increase in single-person households due to changes in the family structure due to low birthrate and aging population, full marriage, non-marriage, separation, bereavement, and returning to farming villages, and increased flexibility in the labor market. The factor that affects the fire of single-person households is the residential environment problem at the structural level. In terms of behavior, there is an increase in fire occurrence due to the rearing of companion animals. In order to prevent fires in single-person households, safety regulations without exceptions are needed to improve the residential environment at the structural level. At the behavioral level, it is necessary to expand the prevention and safety guidance of related organizations. In addition, as a measure to prevent fire caused by companion animals, manufacturers of electric ranges should develop safety devices to prevent fires caused by companion animals, such as an automatic power-off device or power supply using a timer. It can also be an important means to create and distribute promotional videos of measures necessary to safely raise companion animals, or to develop and distribute disaster preparedness programs implemented in virtual reality.

Preliminary Report of Validity for the Infant Comprehensive Evaluation for Neurodevelopmental Delay, a Newly Developed Inventory for Children Aged 12 to 71 Months

  • Objectives: Early detection of developmental issues in infants and necessary intervention are important. To identify the comorbid conditions, a comprehensive evaluation is required. The study's objectives were to 1) generate scale items by identifying and eliciting concepts relevant to young children (12-71 months) with developmental delays, 2) develop a comprehensive screening tool for developmental delay and comorbid conditions, and 3) assess the tool's validity and cut-off. Methods: Multidisciplinary experts devised the "Infant Comprehensive Evaluation for Neurodevelopmental Delay (ICEND)," an assessment method that comes in two versions depending on the age of the child: 12-36 months and 37-71 months, through monthly seminars and focused group interviews. The ICEND is composed of three parts: risk factors, resilience factors, and clinical scales. In parts 1 and 2, there were 41 caretakers responded to the questionnaires. Part 3 involved clinicians evaluating ten subscales using 98 and 114 questionnaires for younger and older versions, respectively. The Child Behavior Checklist, Strengths and Difficulties Questionnaire, Infant-Toddler Social Emotional Assessment, and Korean Developmental Screening Test for Infants and Children were employed to analyze concurrent validity with the ICEND. The analyses were performed on both typical and high-risk infants to identify concurrent validity, reliability, and cut-off scores. Results: A total of 296 people participated in the study, with 57 of them being high-risk (19.2%). The Cronbach's alpha was positive (0.533-0.928). In the majority of domains, the ICEND demonstrated a fair discriminatory ability, with a sensitivity of 0.5-0.7 and specificity 0.7-0.9. Conclusion: The ICEND is reliable and valid, indicating its potential as an auxiliary tool for assessing neurodevelopmental delay and comorbid conditions in children aged 12-36 months and 37-71 months.

The Improvement Method of "Question and Research Guides" Training for Private Security (민간경비원의 질문.검색 요령 교육훈련에 관한 개선방안)

  • For the quality improvement on private security industry, the quality of personnel in private security should be advanced through the systematic training. If the personnel in private security provide an advanced service in applying knowledge and technique to the field when in training, they can obtain the reliability from people. With the point of this side, practical and systematic training is essential to the restoration on the private security industry. The personnel of private security face many people in the field. So they must work with an active concept that can prevent additional crime from behavior suspicions through scientific observation method and systematic inquiry method rather than negative work with providing a friendly service in the field. For conducting this concept, therefore, this study suggested the improvement training program of "Question and Research Guides" from new employee training on existing private security. The scientific observation standard is specifically suggested from the study 'people watching' of Professor Morris, D. and an act contact question from lead technique that US FBI, police, and inspection institute are taking through the feature of human act and 'METT' that is the program for emotion capture training through human minute look is going to be applied on "Question and Research Guides" training. This will provide the educational mood for students with the training content that is available for the practical training program and the real work, and will help to restore the private security industry with obtaining people's reliability through the scientific work and advanced field treatment.
