본 연구는 경찰공무원의 조직학습이 경찰조직 극대화 방안으로서 임파워먼트 구성요인간에 어떠한 영향이 있는가를 규명하기 위한 분석 연구이다. 이러한 본 연구를 위해 2013년 7월 14일~8월 15일까지 1달간 광주지방경찰청 소속으로 재직중인 경찰관172명을 모집단으로 선정하였다. 광주광역시를 특정지역으로 한 이유는 지역적 특성을 고려한 조직적 환경을 면밀히 살펴보고자 함이다. 표본추출방법은 무작위표본추출(rendom sampling method) 그리고 설문조사는 자기평가기입법(self-administrated method)을 실시하여 총 163(95.5%)명의 자료를 최종분석 자료로 사용하였다. 수집된 자료는 SPSS for Win Version 18.0 통계프로그램을 이용하여 각 변인들 간의 Pearson's 상관관계분석과 독립표본 T검증 independent samples t-test), 일원변량분석(oneway anova), 다중회귀분석(Multiple Regression Analysis)을 실시하였으며 다음과 같은 결론을 도출하였다. 첫째, "사회인구통계학적 특성에 따라 조직학습 및 임파워먼트에서 차이가 있을것이다" 라는 가설은 부분 채택되었다. 둘째, "조직학습은 구성원의 임파워먼트에 영향을 미칠 것이다"라는 가설은 채택되었다.

To improve the educational system of Korea Maritime Police Agency(KMPA), the authors investigate and evaluate the present course and curricula in details comparing with the systems of USCG and JCG. As a result, it is suggested that KMPA find the diverse route to recruit good-quality officers, develop the future-oriented system, coordinate the course and curricula to meet the role and mission of KMPA. Besides, KMPA build the own training facility and train special instructors.

Background: This study examines quality of life (QOL) of a sample of police officers in India. The concept of QOL includes well-being, social obligations, relationships of a person, and his association with environment. The study examines the factors on which QOL of police officers depend and their relationships with each other. The issues linked with QOL are important because they directly affect the individual's ability to maintain a healthy lifestyle and affect organizational performance in the long run. This study explores relevant factors that have an impact on the QOL of the employees of police department in India. Method: In this paper, literatures review, ISM, MICMAC, and DEMATEL methodology have established eleven factors that impact the QOL of police officers in India. Mutual relations between factors have been established using the ISM approach to develop a model to represent these relationships. DEMATEL methodologies were used to analyze these factors. Results: Results indicate that "fair compensation, work overload, workplace safety, and job stress" are the top-level factors that affect QOL of police officers. Conclusion: The identification of factors and their mutual relationships that affect QOL are important for police officers and have to be dealt with according to their order of importance. The research model developed in this study shows how the factors of police officers' QOL are interrelated and presents the interrelationships among these factors. A comprehensive model depicting the relationships among these factors has been established, so that the QOL of police officers can be improved.

본 연구의 목적은 부산경찰청의 정보공개제도 운영 현황을 분석하고 개선방안을 제시하는 것이다. 이를 위해 부산경찰청의 정보공개처리대장(2010년~2020년 6월), 이의신청처리대장(2010년~2020년 6월), 원문공개율(2014년~2019년) 등의 자료를 바탕으로 정보공개 처리율, 이의신청 처리 현황, 원문공개율 등의 정량적인 분석을 실시하였다. 또한, 부산경찰청 홈페이지와 정보공개포털에서 제공하는 데이터를 통해 사전정보공표 및 정보목록 현황을 분석하였다. 분석 결과, 정보공개 접수건수 대비 타 기관으로의 이송율이 높고 이의신청을 통해 비공개 결정이 공개로 전환되는 경우가 많으며 원문공개율이 낮고 사전공표되는 정보의 수가 적고 홈페이지의 이용자 편의성이 좋지 않다는 문제점이 도출되었다. 이러한 문제점들을 해결하기 위한 개선 방안으로 부산경찰청과 유관 기관들이 보유하고 있는 기록물의 범위를 이용자들에게 명확하게 안내하고, 원문공개를 확대하고, 사전공표할 정보를 발굴하고 홈페이지의 편의성을 높일 것 등을 제안하였다.

A mission of the police as described by law is to guard the life, body and property of all citizens. Such duties should be accurately performed based on legal and democratic procedures because the works of the police are directively influencing the overall lives of the citizens by restricting their freedom. The national police agency is setting up the figure of the police trusted and beloved by citizens. The strategies of police reform is to recognize the proposition of 'change the mind and you will see the bright future' and the historical mission of 'It is possible to survive only through the reform'. We are frequently watching the traffic police on the street or road. Traffic policing aims to reduce crime and the opportunities for criminal activity in relation to the use of roads, that is to improve road user behavior in order to reduce accidents. This study examines perceptions of drivers on the traffic police. For this purpose, this study surveys the opinion and view of drivers in Andong city based on the survey research and interview methods. The major findings of this study is as follows. Many drivers in Andong city evaluate negatively the kindness toward civilians, fair(rational) law enforcement of traffic police. So, this study suggests the improvement of the traffic police image.(for example, kindness toward civilians, service attitude, fair and rational law enforcement, etc)

최근 통계적인 기법을 이용하여 대량으로 생산되고 있는 텍스트 데이터를 통해 다양한 인사이트 발굴을 하기 위한 연구가 활발히 진행되고 있다. 본 연구는 경찰청에서 생산하는 텍스트 데이터를 통해 연도별 경찰청의 업무 트렌드를 파악하고, 각 지방청별로 생산되는 문서에서 주요 키워드를 파악하여 지방청 간의 업무 특성을 비교하고자 하였다. 의미 있는 결론을 도출하기 위해 각 자료 특성에 맞는 전처리 과정을 시행하고 문서별 단어 빈도수를 계산하였다. 문서에 나타난 키워드의 단순 출현 빈도로는 해당 키워드가 문서에서 갖는 중요도를 설명하기 힘들기 때문에 단어-역문서 가중치를 이용하여 각 단어에 대한 빈도수를 새롭게 계산하였고 단어의 문서별 및 연도별 빈도 비교를 위해 L2 정규화 기법을 이용하였다. 이러한 분석은 향후 경찰청 업무 개선 정책에 새롭게 활용될 수 있는 기초 자료로 사용될 수 있으며, 경찰청 업무 효율성 향상 및 청내 업무 개선 수요 파악을 위한 방법으로 활용될 수 있다.

본 연구는 기계학습의 하나인 신경망 분석과 음이항 회귀분석을 활용하여 경찰신고건수를 예측하고자 2016년 6월부터 2017년 5월까지 충남지방경찰청에 접수된 112신고 데이터를 이용하여 예측모델을 개발하였다. 모델을 개발하기 위해 경찰신고건수에 영향을 줄 수 있는 시간, 휴일, 휴일 전날, 계절, 기온, 강수량, 풍속, 관할면적, 인구, 외국인 수, 단독주택비율, 기타주택비율 변수 등을 활용하였다. 변수의 종류에 따라 몇몇은 경찰신고건수와 양의 상관관계 또는 음의 상관관계가 확인되었다. 사용된 두 개의 방법론을 비교한바, 신경망분석의 예측 결과는 예측 값과 실제 값의 상관계수 0.7702, RMSE 2.557이고, 음이항 회귀분석은 상관계수 0.7158, RMSE 2.831으로 나타났다. 신경망분석은 해석가능성은 낮지만, 음이항 회귀분석에 비해 예측력이 뛰어나다는 것이 확인되었다. 향후 경찰관서에서 본 연구의 예측모델을 기초로 하여 최적의 경찰력 배치를 할 수 있을 것으로 기대된다.

혈흔지문은 매우 중요한 증거물이다. 본 실험은 지류에 유류된 혈흔지문에 대해 화학시약인 닌히드린, leucocrystal violet (LCV), fuchsin acid, 요오드, dimethylaminocinnam aldehyde (DMAC) 시약들의 증강효과를 확인한 것이다. 혈흔지문은 종이에 순차적으로 유류시킨 후 실온에서 건조해 사용하였다. 혈흔지문 융선이 비교적 선명할 경우에는 닌히드린과 LCV 시약이 가장 효과적이었지만, 눈에 보이지 않는 융선에 대한 증강효과는 크지 않았다. Fuchsin acid 시약을 사용하면 종이 표면이 염색되므로 혈흔지문의 contrast는 오히려 감소했다. 요오드 시약으로 혈흔지문 융선이 증강되긴 했지만, 반응 후 발색이 약하고 증강효과도 크지 않았다. DMAC 시약은 선명한 혈흔지문에 대한 증강효과가 좋지 않았지만, 희미한 융선에 대한 증강에는 매우 효과적이었다. 메탄올로 세척함으로서 DMAC로 증강된 혈흔지문의 contrast를 높일 수 있었다.

Should the Korea Maritime Police Agency (KMPA) be a comprehensive, multi-functional organization for a unique on-scene service at sea, as in the case of the U.S. Coast Guard, or should it be simply a water police agency, confining its mission only to law enforcement? The argument about enlarging or limiting KMPA's function has been and will be repeated. In this paper, Lee Sangjib highlights the internal and external issues facing KMPA, stemming partly from deficiencies of its struggles for advancement of the organization and partly from shortcomings of political support for it. In this regard, he urges KMPA to practise a scientific management system for maximizing cost-effectiveness of its administrative resources and for maintaining its identity and characteristics as a lead maritime agency. In addition, he also suggests that KMPA adopt the Total Quality Management System for quality improvements in services and greater efficiency in its organization structure to meet the future competition in the changing political and legal environment. He further recommends the proactive, non-regulatory 'Prevention Through People' program, pioneered by the U.S. Coast Guard, as a way of changing KMPA's existing lopsidedly legalistic culture. He concludes by providing a 6-point vision statement for KMPA from the standpoint of favoring enlarging the function of KMPA.

이 연구는 경찰 수사 환경이 탐정 합법화 인식에 미치는 영향을 살펴보기 위한 연구로서, 연구의 완성도를 높이기 위하여 현직경찰로부터 설문조사를 실시하여 얻은 데이터를 통계적 기법으로 분석하였다. 경찰 수사 환경이 탐정 합법화 인식에 미치는 영향을 살펴본 결과, 경찰 수사 환경을 구성하고 있는 "장기미제 사건으로 인한 업무부담"이 높을수록 탐정 발전가능성을 높게 보고 탐정 시장을 긍정적으로 인식하며, 퇴직 후 탐정업체에 재취업하고자하는 의지가 있는 것으로 나타났다. 그리고, "형사사건 외 수사"로 인한 어려움이 많을수록 탐정 발전가능성을 높게 보고, 탐정업체에 재취업하고자하는 의지가 있는 것으로 나타났다. 또한 "전문분야에 대한 수사의 한계"로 인한 어려움이 많다고 생각하는 경찰관일 경우 탐정의 발전가능성과 탐정 시장에 대하여 긍정적으로 바라보는 것으로 나타났다. 경찰의 수사 환경이 탐정 합법화에 유의미한 결과를 나타내고 있는 것으로 나타났다. 이러한 결과가 나타난 것은 경찰이 수사하는 범죄의 양적·질적 난이도가 높아짐에 따라 전문적이고 장기간 수사가 가능한 탐정제도 도입의 필요성을 증명하고 있다. 이를 바탕으로 탐정 도입에 활용 할 수 있기를 기대해 본다.
