  • The purpose of this paper is to measure the relative efficiency of the police agencies in Korea with data collected from 2018 to 2020, using data envelopment analysis (DEA), as put forward by Charnes et al., which is used to construct a scalar measure of efficiency for all police agencies. The results of this study can be used to assist police agencies in delivering better and more efficient services to the community. The analytical results based on DEA identify potentially weak and strong police agencies on policing performance, their efficient benchmarking, and the levels of clear-ups that would make inefficient police agencies efficient. We could suggest that higher levels of the police force are associated with higher performance efficiency against crimes. But, it is a little hard to say that higher levels of the police force can keep the local police agencies efficient without explaining the contribution of other input variables to criminal arrest and prevention. On the other hand, our analysis presents that differences in operating environments and socioeconomic factors do not have a significant influence on the efficiency of local police agencies. But, it is necessary to note that we need to examine the effect of environments and socioeconomic factors on crime to create the better-policing performance.

The data were obtained from a social survey of family violence agencies, counselling center/shelter/helpline 1366, police, medical center, social workers of community center and of public sector in Seoul and Kyeongi area. The major results are as follows: 1) the level of inter-agency coordination is low, specially the referal cases of police and medical center is very poor. 2) The type of inter-agency coordination is referals and information sharing among agencies. 3) the factors affecting inter-agency coordination is agency type, wills and efforts of agency, information sharing, experience of family violence education. The current findings suggest that the delivery system to promote inter-agency coordination efforts and for police and medical center, social worker in private and public agency to respond promptly and properly would be built up.

  • Postmortem interval (PMI) is very important in the crime scene investigation. However, it is very difficult to estimate of the interval since death after a decomposition. Recently, there have been various studies on the postmortem interval since a decomposition. In particular, the total body score (TBS) and accumulated degree days (ADD) used to estimate the postmortem interval after a decomposition. This study was conducted with the aim of applying the TBS and ADD to estimate the postmortem interval in real forensic caseworks. In first murder case, TBS was 12 and ADD value was 132, respectively. An estimated time of PMI was around 23:00 on June 21, and the suspect's statement was 01:20 on June 22. Our estimated interval since death and the suspect's statement for the PMI differ by only 2 hours and 20 minutes. In second forensic case, TBS was 3 and ADD value was 55, respectively, an estimated time of PMI was around 02:26 on September 23. The suspect's statement was 10:30 on September 23. Our estimated time and the suspect's statement for the PMI differ by 8 hours. In these cases, we were able to have confirmed the feasibility of TBS and ADD on the real forensic cases. Overall, our finding suggested that the quantitative method could be used to produce PMI estimates that are accurate to within days or even hours.

  • It is true that the police have been faithful to the role of the regime's sewer and committed many disruptions and errors, and have been criticized and criticized by the public. It should now be the foundation of the democratic police and an organization supported by the people. The problem is that the quality, personality, and values of 130,000 police officers should be changed and should be in line with the spirit of the times. One of the theories of police corruption is the "rotten apple hypothesis." The theory is that there is a high possibility that the entire police force will be corrupted, as if the defective apple in the apple box is rotten and the whole apple is rotten, without filtering out potential corrupt police officers during the recruitment phase. In other words, the cause of corruption is based on personal flaws. This study intends to analyze the causes of police corruption and improvement measures. The purpose of this study is to ensure that police officers in charge of national security are usually armed with ethics and good conduct. The police should be trusted by the people and need a stronger prescription for police corruption. In this respect, this study aims to solve the corruption problem of police officials, analyze anti-corruption, and find out what are the desirable countermeasures. The main study methods of this study are as follows; First, we first tried to collect data through research on corruption-related literature. The analysis was focused on the related papers of police corruption and government reports. Second, police corruption theory and anti-corruption alternatives were analyzed. It was reviewed focusing on the theory of corruption or translated data. Third, a literature survey was analyzed to examine the National Police Agency's perception of police corruption. Based on these research methods, we tried to derive the desirable control measures for the hypothesis of police corruption. This study is believed to have contributed to supporting the organizational corruption and culture of the apple box, including the personality of the individual's values, which is a rotten apple theory of police corruption.

  • Last year, the Moon Jae-In administration made an attempt to abolish the presidential security office overseeing the presidential security and to transfer the work to the presidential security service under the National Police Agency. Currently, all of the G7 nations maintain a security system spearheaded by the police, so the policy of transferring the presidential security to the National Police Agency may be discussed. However, it is necessary to focus on the following reality. First, the current presidential security system is consisted of the overlapping security organizations classified into (1) inner ring of the presidential security agency, (2) middle ring of the police agency, and (3) outer ring of the capital defense command. If the presidential security agency is abolished, a vacuum will result as per the principle of class. Second, for the efficient security guard of the President, currently, the presidential security agency at the Presidential Security Safety Measure Committee plays the role of coordinating the tasks. If the National Police Agency becomes the control tower of the presidential security, whether command will be available for the military and diplomatic aspects of the presidential security work should also be considered. Third, Korea is currently in a truce with North Korea, so there is a big difference in terms of the security environment with such G7 nations as the UK, Germany, France, and Japan.

  • In modern society, there are diverse sorts of VIPs including a king and individuals. Some like a king or president are in need of professional secret services, and others become VIPs by being guarded by a bodyguard company at their own request. The former is called a public guard, and the latter is a private one. In the field of the public guard, the nation should be furnished with a guard system in consideration of political circumstances to protect VIPs. That is, the parliamentary cabinet system and presidential system call for a different guard system, and the guard system's professional features vary to some degree with political situations and cultural climate. If the ultimate goal of guard is to protect the chief of the democratic and open state in a most efficient and safe manner, it's mandatorily necessary to set up a professional and specialized guard organization to provide democratic and efficient secret services. It's desired that the domestic presidential guard division should be staffed with not only expert guards but other personnels dispatched from the military and police. In the police, guard mission is splitted among various guard and security agencies, including the National Police Agency's public security bureau or the Seoul Metropolitan Police Agency's public security division, 101 security unit, mobile police and 22 special guard division. As a chain of command is separated and it's difficult to manage such organizations effectively, the National Police Agency should be exclusively in charge of VIP guard and security. In the area of private guard, the private police system has shared national security task as a middle organization between the private police and private guard. But now its intent has gradually weakened, and its mission should be redefined. In addition, the way people look at private guard should change, and they should be well informed that it could serve to prevent possible crimes, protect them against crimes and get rid of their inconveniences. To make a good impression on people, the guard associations and businesses should put their efforts into reinforcing publicity activities, and the government, academic circles and press should team up with them as well.
