The main purpose of the research is to examine the mediating effect of cooperation with the police on compliance with the law in the causal relationship between procedural justice and police legitimacy and criminal deterrence. This research employs a survey questionnaire to evaluate procedural justice, police legitimacy, cooperation with the police, and compliance with the law. The number of subject of the study is 312 citizens residing in Daegu metropolitan city and some cities of Gyeongsangbuk-do province. The study employs Structural Equation Model by using AMOS 24 to analyze the mediating effect of cooperation with the police on compliance with the law. As the result of analysis, the mediating effect of cooperation with the police on compliance with the law is statistically significant at the level 0.01. The key findings of this study is that in the community-based policing, cooperation with the police and compliance with the law are very important determinants in controlling and deterring crimes and the police need to reinforce a cooperative relationship with residents to reduce crimes through strengthening the willingness of compliance with the law.

Police officers' job satisfaction has usually been measured by quantitative methods such as survey. This research is the first attempt to interview police officers in Korea to find how satisfied they are with their job. Based on e-mail interview with fourteen police officers in Korea, the study measured the multiple dimensions of job satisfaction including work condition, relationship with supervisors and colleagues, personnel management, pay and benefit, and discretion. The results suggested that police officers' attitude toward their job and motivation of becoming police officers may influence their job satisfaction. Other findings and policy implications are also discussed.

우리나라에서는 해방이후 여러 차례 경찰의 민주성 확보 차원에서 자치경찰 논의는 있었으나 시행되지는 못했다. 그러나 현 참여정부에서는 2006년부터 본격적인 자치경찰제 시행을 앞두고 금년 10월부터 시범운영을 하려고 하고 있다. 현재 추진 중인 자치경찰 모형은 국가경찰과 병렬적으로 기초자치단체인 시${\cdot}$군${\cdot}$구에 자치경찰대를 창설하고 기초자치단체장들이 자치경찰에 임명권을 가지며 이중 현행 국가경찰공무원들을 특별임용 할 수 있도록 하고 있다. 본 연구는 이런 상황 하에 현행 국가경찰공무원들이 자치경찰은 어느 정도 지원하려고 하며 어떤 요인이 자치경찰 지원 결정에 영향을 미치는지에 대한 연구문제를 가지고 탐색적으로 조사하였다. 경찰관들을 대상으로 설문조사한 자료를 분석한 결과 국가경찰공무원들이 자치경찰의 지원희망은 높지 않은 것으로 나타났다. 자치경찰 지원결정에 영향을 주는 요인으로는 보수가 유리할 것이라는 기대감과 현행 경찰조직 보다 덜 관료적이고 민주적일 것이라는 조직분위기에 대한 기대감으로 나타났다. 그리고 승진이나 근무여건의 유리, 더 나은 사회적 대우에 대한 기대감은 영향을 미치지 않는 것으로 분석되었다.

The purpose of this paper is to measure the relative efficiency of the police agencies in Korea with data collected from 2018 to 2020, using data envelopment analysis (DEA), as put forward by Charnes et al., which is used to construct a scalar measure of efficiency for all police agencies. The results of this study can be used to assist police agencies in delivering better and more efficient services to the community. The analytical results based on DEA identify potentially weak and strong police agencies on policing performance, their efficient benchmarking, and the levels of clear-ups that would make inefficient police agencies efficient. We could suggest that higher levels of the police force are associated with higher performance efficiency against crimes. But, it is a little hard to say that higher levels of the police force can keep the local police agencies efficient without explaining the contribution of other input variables to criminal arrest and prevention. On the other hand, our analysis presents that differences in operating environments and socioeconomic factors do not have a significant influence on the efficiency of local police agencies. But, it is necessary to note that we need to examine the effect of environments and socioeconomic factors on crime to create the better-policing performance.

Directorate of Traffic of the Regional Police D.I. Yogyakarta as part of the Indonesian Republic Police (Polri) institution also experiences problems related to the performance of police members as well as the Polri institution in general. The problems which relate to the police performance are influenced by various factors such as low compensation and as a result low motivation in the work environment of Directorate of Traffic of the Regional Police D.I. Yogyakarta. Therefore, the objective of this study is to empirically test and prove the effect of the work environment and compensation on work motivation and police performance of Directorate of Traffic of the Regional Police D.I. Yogyakarta, Indonesia. This study used a survey method for collecting data. By using proportional stratified random sampling, 143 members of Directorate of Traffic of the Regional Police D.I. Yogyakarta were selected as the respondents. The results of this study indicate that work environment has a positive effect on work motivation, police performance as well as compensation on work motivation and police performance. In addition, work motivation has a positive effect on police performance. Thus, this study concludes that work motivation mediates the effect of work environment and compensation on police performance.

본 연구는 국내 최초로 설치되어 운영되고 있는 서울지방경찰청 관광경찰대를 중심으로 관광경찰대의 도입과 적응단계에 관한 인식을 조사한 것이다. 관광경찰대의 목적, 운영방향, 활동분야의 성격, 근무 환경에 대한 심층 면접을 통하여 자료를 수집하고 분석하였다. 관광경찰대 경찰공무원들의 활동에 대한 인식은 향후 관광경찰대 설치에 많은 영향을 줄 수 있다. 조사는 서울지방경찰청 관광경찰대 소속 경찰공무원 16명을 대상으로 실시하였으며, 자료의 분석은 질적 연구 분석 프로그램인 NVivo 10.0을 통해 진행되었다. 관광경찰대원들의 업무 경험에서 나타나는 인식을 착수기, 시행착오기, 숙련기, 관망기로 구분하였으며, 각 단계별 차이를 분석하였다. 각 단계는 개인별 근무 기간에 따라 차이를 나타냈으며, 관광경찰대의 정착과 완성도에 대한 견해도 차이를 나타내고 있음을 확인하였다.

본 연구는 동서독 경찰통합시 동독의 인민경찰이 통일독일의 경찰체제에 어떻게 흡수되었는지를 살펴보고, 이러한 독일의 사례가 남북한 통일시 북한경찰을 흡수 활용하는데 주는 시사점을 제시함을 목적으로 하였다. 한 연구에 의하면 통일과도기 북한 지역내 소요와 폭동에 대처하기 위해서는 대략 11만 명 정도의 경찰력이 필요하다고 한다. 이러한 대규모 인원을 통일이라는 급박한 상황에서 짧은 기간에 남한에서 전부 확보한다는 것은 결코 쉽지 않은 일이다. 바로 이점에서 독일 통일과정에서 구동독 경찰의 흡수 사례는 우리가 참고해야 할 좋은 시사점을 제시할 것이라고 본다. 서독 경찰은 경찰통합을 주도하면서 동독지역의 인민경찰을 일정한 요건 하에 선별하여 통일독일의 경찰로 재임용하여 활용하였기 때문이다. 이를 통해 향후 남북한 통일과정에서 요구되는 높은 치안수요에 대비하여 마찰 없이 북한 인민경찰을 흡수함으로써 남북한 경찰의 원활한 통합을 도모할 필요가 있다.

미국 경찰 역사상 3세기 동안 경찰 교육도 상당히 개선되었음을 보여주고 있다. 경찰학교 탄생과 더불어 일반 국민이 경찰에 거는 기대도 커졌으며 경찰이 보여주는 능력도 성장했다. 1960년대 이후 현장 훈련 과정, 기관 내 훈련 등을 개발 운영해오고 있다. 최근 몇 년 동안 여러 지역의 경찰학교 훈련에서 대학식 접근법을 택하고 있는데 특히 COP식 경찰 업무 수행과 전문화를 이루도록 하는데 목표를 두고 있다. 우리나라는 관련법규의 미정비, 비체계적인 교육과정, 학교교육과 실습교육의 Switch System의 한계, 열악한 교육여건 및 환경 등이 문제점으로 대두되고 있어 개선을 위한 방안은 첫째, 교육훈련 법규를 통합, 정비 둘째, 교과과정을 체계적으로 개편 셋째, 교육훈련효과의 극대화를 위하여 Switch System을 정착 넷째, 교육여건 및 교육환경을 개선시켜야 한다.

우리나라의 경우 오늘날 경찰행정은 외부적으로 변화하는 치안환경하에서 국민들의 치안서비스의 질적 향상 요구와 경찰기능의 변화에 대한 새로운 경찰개혁의 요구에 직면해 있다. 국민은 경찰이 공정하게 서비스하기를 원한다. 치안서비스의 신뢰에 있어 가장 심각하게 지적되고 있는 문제는 서비스질에 대해 공급자와 소비자가 갖고 있는 인식의 격차가 매우 크다는 데에 있다. 치안서비스 전달 과정에서 국민들의 신뢰를 받으려면 경찰 스스로 정당성, 일관성, 전달의 적시성, 적절성, 효율성을 갖추는 것도 중요하지만 치안서비스의 소비자인 일반시민들의 인식이 더욱 중요하다. 즉, 국민의 치안서비스의 공정성에 대한 인식이 평가에 있어서 중요한 기준이 된다. 위와 같은 경찰에 대한 국민의 요구에 어떻게 대응할 것인가는 현재 치안서비스의 질을 평가해보고 결정하여야 할 것이다. 경찰활동의 질을 평가하려면 과연 고객이 원하는 것이 무엇인지에 관심을 가져야 한다. 본 연구에서는 치안서비스의 제고를 위한 경찰활동 방안으로 첫째, 치안서비스에 대한 지속적인 평가, 둘째, 품질인증제도의 도입 및 강화, 셋째, 지속적인 서비스 교육훈련, 넷째, 치안서비스의 기준 강화를 제시하였다.
