An Extraction Way of Benchmarking Ports through Tier Analysis for Korean Seaports (Tier분석을 통한 벤치마킹항만 적출방법)

  • The purpose of this paper is to show the empirical extraction way of benchmarking ports for overcoming the shortcoming which the traditional DEA method has by using 20 Korean ports in 2003 for 2 inputs (birthing capacity, cargo handling capacity) and 2 outputs(Export and Import Quantity, Number of Ship Calls). Because DEA method has produced the limited set of efficient units which are reference to inefficient units respective of their differences in efficiency scores, it is necessary to adopt the more feasible benchmarking information according to the path analysis(tier or stratification). The core empirical results of this paper are as follows. Benchmarking ports against inefficient ports according to the tier analysis are that Masan Port(Janghang$\rightarrow$Jeju$\rightarrow$Seogoipo$\rightarrow$Yeosu), Jinhae Port(Janghang$\rightarrow$Mogpo$\rightarrow$Seogoipo$\rightarrow$Wando), Pohang&DonghaePort(Janghang$\rightarrow$Samcheonpo$\rightarrow$Pyungtag$\rightarrow$Samcheog), and Sogcho Port(Janghang$\rightarrow$Mogpo$\rightarrow$Seogoipo$\rightarrow$Wando). The policy implication to the Korean seaports and planners is that Korean seaports should introduce the new methods like Tier analysis of this paper for evaluating the port performance and enhancing the efficiency in short term, mid term, and long term according to the tier 3 stage, the tier 2 stage, and the tier 1 stage with original DEA stage.

Dynamic Analysis for the Mooring Safety at KwangYang Port (광양 제품부두의 계류안정성 해석)

  • This study is aiming to find one of reasonable guidelines to select a proper berthing ship at Kwang Yang harbors for loading/unloading for the POSCO(Pohang Steel Co. Ltd.). For dynamic analysis for the moored ships, the selection of subjected vessels has to be given the priority, so that the motion characteristics are figured out. The calculation of the dynamic fluid forces and wave, wind and current forces in time domain are followed. Then, the dynamic mooring analyses are performed. This study might contribute to make a new guideline by which the proper sized and loaded ships could be moored safety at the berths of Kwang Yang Harbor.

Wave Prediction in a Harbour using Deep Learning with Offshore Data (딥러닝을 이용한 외해 해양기상자료로부터의 항내파고 예측)

  • In this study, deep learning model was set up to predict the wave heights inside a harbour. Various machine learning techniques were applied to the model in consideration of the transformation characteristics of offshore waves while propagating into the harbour. Pohang New Port was selected for model application, which had a serious problem of unloading due to swell and has lots of available wave data. Wave height, wave period, and wave direction at offshore sites and wave heights inside the harbour were used for the model input and output, respectively, and then the model was trained using deep learning method. By considering the correlation between the time series wave data of offshore and inside the harbour, the data set was separated into prevailing wave directions as a pre-processing method. As a result, It was confirmed that accuracy and stability of the model prediction are considerably increased.

A Feasibility Study of the K-LandBridge through a Linear Programming Model of Minimum Transport Costs (최소운송비용의 선형계획모형을 통한 K-LandBridge의 타당성 연구)

  • China has recently advocated a national strategy called "One Belt One Road" and transferred to execution to refine it into detailed action plans and has continued to fix the complement. However, the Korean Peninsula, including the North Korea remains could not be included at all in the Chinese development policy and framework in terms of the International Logistics. Currently it is raised between Korea-China rail ferry system again and that is when we need to make effective policy development on international multimodal transport system in Northeast Asia. This paper introduces the K-LB (Korea LandBridge) as its execution plan and conducted a feasibility study on this. K-LB consists of a Korea-Russian train ferry system based in Pohang Yeongil New Port(light-wing) and a Korea-China train ferry system based in Saemangeum New Port(left-wing). These two wings are linked to the existing rail system in Korea. This study is convinced that the K-LB is an effective international logistics system in the current terms and conditions and also demonstrated that it is feasible to introduce th K-LB on the peninsula. More strictly speaking, through a linear programming under objective function that minimize the transport cost quantified prior to demonstrate the feasibility, the available ranges and conditions for the transportation costs that are ensured the effectiveness of the K-LB are presented as results. According to the results, if the transport cost of K-LB is cheaper about 34.5% than that of sea transport such as container transport, the object goods may be transported by K-LB on this route. It means that the K-LB system has a competitive advantage due to more rapid customs clearance as well as omitted loading and unloading procedures over container transportation system. It also noted that the threshold level may not be large. Therefore, K-LB has competitive enough to prove its introduction in the Northeast Asian logistics system.

Wave Height and Downtime Event Forecasting in Harbour with Complex Topography Using Auto-Regressive and Artificial Neural Networks Models (자기회귀 모델과 신경망 모델을 이용한 복잡한 지형 내 항만에서의 파고 및 하역중단 예측)

  • Recently, as the strength of winds and waves increases due to the climate change, abnormal waves such as swells have been also increased, which results in the increase of downtime events of loading/unloading in a harbour. To reduce the downtime events, breakwaters were constructed in a harbour to improve the tranquility. However, it is also important and useful for efficient port operation by predicting accurately and also quickly the downtime events when the harbour operation is in a limiting condition. In this study, numerical simulations were carried out to calculate the wave conditions based on the forecasted wind data in offshore area/outside harbour and also the long-term observation was carried out to obtain the wave data in a harbour. A forecasting method was designed using an auto-regressive (AR) and artificial neural networks (ANN) models in order to establish the relationship between the wave conditions calculated by wave model (SWAN) in offshore area and observed ones in a harbour. To evaluate the applicability of the proposed method, this method was applied to predict wave heights in a harbour and to forecast the downtime events in Pohang New Harbour with highly complex topography were compared. From the verification study, it was observed that the ANN model was more accurate than the AR model.
