The drive for sustainable economic growth for the sub Saharan African region continues to occupy a central place in the debate of how to move the region forward. For decades, governments, policy makers, Non Governmental Organizations and world bodies including the World Bank, IMF, ADB, USIAD and the European Union have engaged policies aimed at bringing solutions to the horrendous poverty crisis to nations of this region. Despite these noble actions and intents, poverty and underdevelopment has prevailed in countries of the region such as Cameroon. Cameroon is mainly an agricultural economy with its products facing declining prices and competition from synthetic substitutes resulting to deficits of balance of trades. This has resulted to borrowing and debt. At the same time, it is a country blessed with an abundance of tourist resources. From the literature review, tourism potency to economic growth is overwhelming. This research was motivated by the quest to find answers to questions such as; why development policies during the last two decades not succeeded in achieving Economic growth in countries of this region particularly Cameroon and why the country/ region still beleaguered by poverty and debt despite haven implemented various economic development plans. In recent years, the role of tourism has become increasingly recognized in its role of economic growth and poverty alleviation. This study attempts to unveil tourism's contribution to economic growth and to push for Tourism development as an al ternative economic growth alternative to Cameroon. Previous economic policies have ignored to tie economic growth within the country's socio-economic, geo-political and environmental circumstances. Findings from this work suggest that any sound economic policy can not afford to ignore the country's stock of both human and fiscal capital. Findings presented herewith validate Tourism as a feasible indigenous economic growth alternative that helps bringing employment, capital investment and protect the environmental ruin.

The purpose of this study is to suggest the visual landscape plan for Shinan province with ecological landscape resources, which is comprised of more than 1,000 islands. The plan was done by the order of image plan, landscape structure plan and detained landscape plan. The image of Shinan province was elicited as 'nature', 'complexity' and 'connectivity', by the aspects of planning, cognitive and strategic sides. The landscape zones are planned, such as leisure zone, rural & marine ecological zone and marine tourism zone, and the landscape axes are also set, such as marine axis, ecological axis and circular axis. Especially to conserve the ecological resources, some conservation zones are proposed and design guidelines for each landscape type are also provided, which are not commonly included in the urban landscape plan. Consequently, the landscape plan and ecological environmental plan were complementary to each other. In the detailed landscape plan, more specific plans and design guidelines are suggested for coastal scenery, village and forest scenery, historical and cultural landscape management and promotion. To improve the visual landscape in terms of planning and administrative aspects, the visual landscape plan has become increasingly important for the local governments. The establishment of visual landscape plan may hopefully help to make Shinan province more beautiful and attractive. The landscape plan and ecological environment plan should be integrated, and the further discussion and research are necessary.
As city tourism has recently been evaluated as a major indicator of urban competitiveness, strengthening the role of cities as tourist destinations has received more attention. However, industrialization and urbanization of many cities lead to population decline, extinction of traditional industries, and deterioration of living environments, weakening urban functions and competitiveness. Thus, it is essential for declining cities to build a measure to restore urban competitiveness by enhancing urban functions. Accordingly, this study focused on socio-cultural urban regeneration by exploring physical spaces for tourism destinations in declining cities. Different from general tourist destinations, tourism destinations of urban regeneration have a temporal perspective covering the past, present, and future. How does the temporal perspective of urban regeneration tourist destinations affect tourists' satisfaction and behavioral intention? In order to address these questions, this study conducts an empirical analysis based on structural equation modeling (SEM) using the sample of tourists who have visited urban regeneration tourism destinations. With SEM, this paper investigates structural relationships across variables by testing the hypothesis established in the proposed research model. The results show that precious memories of the past are the most important factor for tourists to visit urban regeneration tourist destinations. The empirical findings of this study will contribute to the research areas of urban tourism, urban regeneration tourism, and urban regeneration tourism destinations. In addition, this study can provide practical implications to develop socio-cultural contents of urban regeneration areas as tourism resources to establish plans for urban regeneration projects and achieve sustainable development strategies.
Ecotourism has been attracting much attention as an example industry that can vitalize local economy markets and preserve natural resources. Implementation of 'Ecotourism Designation System' is under consideration to provide ecotourism products that can both emphasize the original meanings of ecotourism and ensure stronger trust from customers than ever before. This research introduced the direction, principles, subjects, and assessment indicators by subjects in terms of implementing the system and proposed fundamentals for both designation assignment and score calculation. In the face of implementing such a system in Korea, the investigation sought subjects whose target areas and programs are in need of examination. For assessment criteria by subjects, six assessment indicators were selected in the end for ecotourism sites, including: (1) the value of natural/ecological preservation (2) facility's ecological design (3) understanding both the environment and local culture (4) systems connecting local communities for cooperation (5) long/short term preservation and maintenance strategies/plans (6) willingness to further develop ecotourism and cooperative platform. In addition, seven assessment indicators were selected for program assignments, including: (1) the value of natural/ecological preservation (2) minimization of environmental effects (3) expansion of environmental understanding (4) sharing the local culture (5) vitalizing local connections and economical activities among communities (6) securing and maintaining professionality among human resources (7) odds of continuation, creativity, and aptness to improve programs. After considering the pros and cons of both categorizing system and yes/no system, implementation of categorizing system for the short term and yes/no for the long term were suggested, followed by additional suggestions of a score calculation system for each system. The official implementation of the 'Ecotourism Designation System' is scheduled for launch in 2013 after the trial operation in 2012. The assessment indicators and fundamentals suggested in this research, considering judgment, must be improved via systematic and practical methods through the trial operation.

Theses days, there are 3 prerequisites for dam building in Korea: First one is how to build the dam safe and stable from the technical points of view. Second one is how to design and construct the dam environmentally sound with the minimum change of the surrounding area of the dam site. Third one is how to activate the local economy of the surrounding area of the dam site in order to make the dam construction sustainable from the social and economical points of view. As far as technical aspects far dam building, there are hardly any problems in dam design and construction in our country. However, there are a little difficulty according to the location of the dam site. In order to fulfill the second option it is believed that a lot of effort should be made to accomplish the second task not only because that fairly large area shall be inundated with water after impounding but also because that ecological environments shall be changed due to change of water environment. Therefore, thoughtful investigation and assessment of the environmental features of the local regions have to be preceded before starting of the dam building. In order to overcome these difficulties Hantan river dam has been declared as an Eco-dam with 3 strategies and 9 activities plan at the design stage after sufficient consideration of the local identities of these region and coupled national plans for surrounding areas. Finally, Eco-tourism with the several coupled network-wise touristic courses, namely PERTH model, has been proposed after thorough analysis of the local identities by the Jahari window to make local economy being activated. Detailed descriptions for 3 strategies and 9 activities plan for declaration of Eco-dam and proposal of Eco-tourism with the network-wise touristic courses will be mentioned in the main content.
First, generally the more business employ the financial and non financial outcome analysis for evaluation process, the higher the success rate of new product development becomes in the domestic restaurant market. Second, the study shows that the financial outcome tends to be considered more than non financial outcome on deciding success of the new product development. Third, it is indicated that although detailed plans have a large impact on the outcome of new product development, communication between departments within a company is not a considerably important factor for deciding success of the new product. Fourth, 'market environment' has significant influence on deciding adoption level of financial and non financial outcome analysis, organizational resources and culture.

This study intends analyzes the experience urbanites need regarding rural amenities when visiting rural areas for leisure. For this purpose, 18 rural amenities that can be experienced at 65 traditional rural villages and are designated by the rural development administration(RDA) were selected. Based on rural amenity selection, a questionnaire survey was conducted in 10 cities with 1,052 urban residents. The cities were divided into 5 metropolitan cities(Seoul, Busan, Daegu, Kwangju and Daejeon) and 5 small cities in each province(Chuncheon, Suwon, Jeonju, Chungju and Pohang). The study results suggest that of the 18 rural amenities, urbanites want greater experience with landscape resources near water and forests, health resources related to food and traditional resources such as traditional architecture and culture. Those amenities not chosen were animals, famous people and agricultural landscapes. In addition, women indicated more experience needs than men. Specifically, women want to experience the rural amenities dealing with tradition and health. In addition, people under 40 want to experience active program related festivals(events) and arts and crafts, whereas the group over 40 prefers a non-active program, such as observing the rural landscape and planting. College graduates want to experience the landscape while college students prefer arts and crafts and festivals(events). Those with below average salaries want to experience the most rural amenities. There were no differences in experience needs between those surveyed in metropolitan cities and those in small cities. Finally, the people who visited rural areas within the last year want to experience water, plants, agricultural landscape, health and rural life resources more than other groups, and there is correlation between plans to visit rural villages and experience needs. The results of this study provide insightful information for rural planning strategies such as selection of the type of marketing segments.
In the recent WTO/DDA negotiations, discussions are progressing to forbid fishery subsidies which have negative effect on the natural environment and the fishery resources and to lower or to eliminate the tariff/non-tariff barriers that distort trade liberalization. As a result, linking to the weak structural environment of Korea's fishing villages; such a scheme has jeopardized the livelihood of fishermen who settle down in local fishing harbors. Against this backdrop, the government is attempting to positively respond to changes in the fishing environment in a number of different ways: promotion of fishing tourism, fishing harbor reinforcement in function, developing fishing villages, and harbors. With respect to investment by priority in fishing harbor development, it is very important to appropriately select investment targets based on objective criteria. A small number of harbors are chosen and investment plans by harbor are systematically devised, economic feasibility and the effects of investment are analyzed and reviewed in relation to each target harbor. This paper is designed to review and assess objective evaluation methods and the degree of importance for the designation of target harbors, dealing with local harbors in Chung Nam Do as a model. Each local government has tried to reorganize existing harbors and develop new harbors, considering a fall in the number of fishing vessels and the expansion of maritime leisure activities. In order to overcome the limit of existing harbors in function, to raise the income of fishermen, and to activate tourism, they have shifted their focus from simple functions such as vessel evacuation and anchoring to harbor beautification, which can work as a basis for fishing tourism. This paper points out that the AHP analysis method for prioritizing local harbors in Chung Nam Do should help to be chosen target harbors in other cities and provinces. Each local government has attempted to reorganize existing harbors and to develop new harbors, taking into consideration the decline in the number of fishing vessels and the expansion of maritime leisure activities. This study was accompanied to develop the management and application plans as resources for rural tourism through the analysis of distribution characteristics, inhabitants' practical use, need item for management and application, and aesthetic/recreation function of Palustrine wetland in rural area. The 2.3 Palustrine wetland per farm village were located, and 77.5% of total wetland was used by agricultural water, landscape, rural tourism The management and water quality were steadily getting better in used wetland than in unused wetland. Also, 91.8% of respondents answered that there is a practical use plan afterward, and much preferred the mode of ecotourism through restoration of ecological wetland. As the results from the appropriateness evaluation of management and application in used wetland for ecotourism, improvement item was required in observation deck, entrance lane, guidance facilities etc. And, insufficient result was deduced in appropriateness of operation program and special learning course, and in participation of inhabitants and experts. The result of evaluation of the aesthetic and recreation functions generally appeared high, but the need improvement item was required in artificial water wall and plantation base that deteriorate biological diversity. These results will be used to data for conservation, management and practical use of wetland, an important natural resource in farm village, which are confronted in crisis of land reclamation by use reduction of use and false management.

This study aims to provide the basic materials for the development of leisure and tourism contents in connection with Osaek cableway for the revitalization of Osaek District. For such a purpose, the following policy directions were presented through the analysis of the present situation and conditions of Osaek District, the direction of development of leisure and tourism contents of Osaek District, etc. The first is increasing the participation of local residents and reinforcing their capabilities. The suggested promotion plans are ① establishing organizational system and strengthening support, ② reinforcing the capabilities of local residents and ③ constructing networks with external human resources. The second is setting the guidelines for contents development. It was proposed to prepare contents for leisure experience using the natural environment of Osaek District in response to the trend of increase of people who enjoy "contents using culture and arts" and leisure. The third is typological approach to contents. It was proposed to develop cultural contents with the theme of Osaek such as "Osaek Light Festival", "Osaek Concert", "Osaek Photo Exhibition" and "Osaek Good Men and Women Contest" for the promotion of the brand of the place name of Osaek and the creation of the "Picture Book Village" for the compilation of the history and culture of Osaek District with pictures. The fourth is securing marketing channels. For this, it was proposed to produce the website of Yangyang County or a website tentatively named as "Osaek-ri with Beautiful Osaek" and introduce an integrated travel product (transportation + lodging + foods + experience (hot spring, mineral water therapy, leisure experience, etc.) + purchasing local specialty products, etc.) composed of the leisure and tourism contents, transportation, lodging, foods, etc. of Osaek District through travel agencies. The final policy direction presented was phased implementation of the development and operation of the contents. Proposed policies include support of a consulting project to upgrade the organization of local residents; implementation of "Tourism Dure (Cooperative)" project for the solution of the problem of tourism in Osaek District by the residents themselves together using the space of culture and arts made by remodeling idle public and private facilities after benchmarking exemplary places; system improvement for the introduction of leisure and tourism contents appropriate for local conditions; and the establishment of a master plan for the introduction of various leisure and tourism contents in Osaek District.
