  • Many enterprises have implemented packaged enterprise resource planning (ERP) solutions rather than system development on the promises of feasible strategic benefits. Typical feasible benefits include adoption of global standards and processes through a proven integrated system, continuous version upgrading by vendors, and thus the easiness of system maintenance. The objectives of this research are to identify what makes a post-implementation success of ERP system and to figure out the critical issues and factors for the successful upgrade of packaged ERP systems. This case study was conducted based on five different organizations that have experienced system upgrade implementation. Success factors of ERP system upgrade include (1) clear statement of upgrade goals, (2) good coordination and communication among the implementation partners, (3) thorough management of customization and maintenance history including documentation, (4) Planning of system requirements of higher version, and (5) redefinition of role between business departments and IT department.

  • International standards recommend typical phases to be included within any national program for the development of a geological repository dedicated to disposal of the high level radioactive wastes generated in countries using nuclear power. However, these are not universally applicable and the content of each of these phases may need to be adapted for each national situation and regulatory and institutional framework. Several national geological repository programs have faced failures in schedules and have revised their programs to consider an adapted phased management approach. The authors have observed that in the case of those countries in the early phases of a geological repository program where boundary conditions have not been fully defined, international recommendations for handling delays/failures in the national program might not immediately help. This paper considers a case study of the influences of the national context risks on the current planning schedule of the Romanian national geological repository. It proposes an optimum solution for an integrated response to any significant adverse impact arising from these risks, enabling sustainable program planning.

  • With environmental problems and pollutions accumulated by continuous towns or cities developments events, it is becoming necessary to develop in consideration of environmental effects. This consensus leads to prepare a plan system and instrument for ecological city development, which can be a series of planning indicators. To develope a series of process for environmental friendly development, this study has three main goals as follows; development of policies and programs for environmental friendly development, suggestion of environmental friendly urban design models and standards, development of planning indicators and design guidelines Korean land use plan is operated by both zoning system and detailed plan system. But the available kinds of zoning type are too limited to apply to various and vernacular places. In addition to, the detailed plan is understood to be another regulation which constricts the freedom of building right. In this study, Plan System of Environmentally Friendly Space was studied for domestic affairs In German, Plan System of Environmentally Friendly Space is the field have been progressed before. so In this study, example of German was researched intensively, and Plan System of Environmentally Friendly Space was developed, applicable for the real state in domestic. This study was focused on methodology of landscape planning and planning for afforestation. Landscape planning is performed on condition detail investigation of existent state of nature and local characteristic, and Investigation of Planning for afforestation is more detailed than that of Landscape planning. In the basis of methodology of landscape planning and planning for afforestation, Plan for Environmentally Friendly Urban Habitation Model was developed. • Background : Efforts towards increasing insurance coverage for traditional Korean medicine (TKM) are being continued. However, various difficulties are faced in generating evidence for TKM due to limited financial support and the low quality of research methodology. Objectives : The objectives of this study were to review the Swiss evaluation program for complementary and alternative medicine (CAM) and assess the expansion in public health insurance coverage of complementary medicine as approved by referendum in Switzerland. Methods : The regulations of CAM in the European Union were assessed. Research articles, reports, government publications and websites which deal with the 'Programm Evaluation $Komplement{\ddot{a}}rmedizin$ (PEK)' and the referendum in Switzerland were searched for and analyzed. Results : The PEK was conducted from 1998 to 2005. The PEK evaluated the efficacy, utilization and cost-effectiveness of anthroposophical medicine, homeopathy, neural therapy, phytotherapy and traditional Chinese medicine. However, clear conclusions could not be drawn from the evaluation according to the PEK Report. Later, a referendum was implemented in which 5 therapies would be added to the Switzerland Constitution with the support of the public. The coverage of CAM was approved by Swiss a plebiscite with an approval rate of 67.0%. Conclusions : The reason for the successful referendum is suggested to be public support and the solidarity with CAM experts and politicians. It may be surmised that recognition of the political efforts and scientific aspects required to expand insurance coverage of TKM, and towards obtaining public support, is necessary.

  • Recently, South Korea has prepared laws and systems to systematically manage rural spaces in response to the era of population decline and is making various efforts to promote related policies. However, various basic studies that can support this are still insufficient. In particular, in this study, the functions and roles of each settlement class were established along with the classification of the sedentary classes in rural areas, and the classification system for rural living services was established, and the hierarchy by functional facilities and the minimum standards for vulnerable areas (accessibility) were established. Specifically, in this study, the settlement class was divided into 4 classes of "central area - midpoint area - small point area - hinterland", and each function and role was presented, and the rural living service classification system was finally reestablished as 10 sectors and 31 functional facilities. In addition, the hierarchy and accessibility standards of rural living service functional facilities was set within 5 to 15 minutes for 'lower and basic services', within 10 to 20 minutes for 'medium and basic services', within 15 to 30 minutes for 'intermediate and complex services', within 20 to 60 minutes for 'high car/complex service' and within 10 minutes for 'urgent service'.

  • In the 21st century numerous universities continue to have an interest in building a more sustainable campus. The concept related to sustainable development and sustainability is applied to new master plan of university or university building planning. The field of sustainable development can be conceptually broken into three constituent parts: environmental sustainability, economic sustainability and social sustainability. The realization of sustainable development will become when considered eco-friendly life of users, not only environmentally friendly technologies. This study aims to research the method of sustainable access to university building planning in Europe and Canada. First, certification and standards will focused on acquisition Green Building Certification. Then we look at trends of sustainability based on users and community through the system of prior consultation between university and users. For the desirable development of the sustainable campus, the sustainable planning of campus should be investigated with campus community, members and local residents considering the generation, the preservation, the maintenance of existing building.

  • Studies on landscape ecology have focused on conceptual aspects, while empirical focus for spatial planning has been rarely conducted. This study conducted an empirical analysis to enhance landscape ecological performance of urban developments using landscape ecology. To do so, concrete criteria and standards to analyze structural, functional and variational mechanisms of urban landscape ecology were developed. An integrated landscape ecology assessment model that can be applied to urban development planning was established by combining the criteria. Next, Landscape Ecological Management System (LEMS) was developed to implement an integrated assessment using GIS. To verify the effectiveness of the system, a case study was conducted using LEMS on Byulnae City in the Seoul Metropolitan Area. The LEMS can be useful for urban planners and policy makers in their selection of desirable planning alternatives. Moreover, the LEMS developed in this study can be a useful tool for academia in terms of the implementation of further related studies, and for planning professionals in their environmental impact assessment tasks.

  • The post-war period has witnessed the emergence of new towns in a number of countries in Southeast Asia. New town development started in Malaysia with Petaling Jaya as a satellite town in 1953 to accommodate the rapid growing population of Kuala Lumpur. New towns have been designed in accordance with the British town planning principles, based on the modern ideal city. Nonetheless, they have constituted a regional character as they have incorporated local factors such as local technologies as well as site and climatic conditions. In the shaping of the new towns in modern cities, regulatory aspects have played important roles. The regulations decide the basic framework for planning of new town, block plan and unit plan. The ultimate goal of this study is to understand the identity of the new town planning of Malaysia. As a first step, we reviewed the local regulations, standards, and design guidelines which are applicable to the new town planning from the national land use to local plans. As a result, we categorized the guidelines into four areas: urban space, site plan, street system, block plan and unit plan. We expect this study to provide the framework of the Malaysia's new town planning from the perspective of the local regulations.
