  • The tourism sites and attractions of South Korea in many ways have little specialties in their image due to the local development plan's uniformed way of designing and improving landscape. The lack of specialties in tourist sites and attractions have caused displeasure from the local residents, as the sites don't characterize the locals as attractively and appealingly as is the potential. There have been no research or studies on the scenic effect on tourism or resort development thus producing an urgent call for local authorities to develop planned landscapes of local sites. This study compares Bugok Onchon (hot spring), whose image hardly differentiates itself from the others, with Kinosaki Onsen (hot spring). Bugok Hot Spring, which is the case study of this report, has recorded a steady decline of visitors due to a result of uniformed development planning. In the case of Kinosaki Hot Spring, scenery development, however, has made a breakthrough in tourist increase despite its no-so-easily-accessible location. The study assumes that scenery effects changes in promoting local tourism, thus analyzing and comparing the two hot springs to unearth critical factors in tourist site development, as well as viewing the present state of Bugok Hot Spring for further study. Furthermore, the study provides tourist site developers with a guideline of the two comparative Hot Spring cases. Investigations and analyses are mainly focused on colors, which are important factors in making underlying images of tourist sites, and the comparison of Bugok Hot Spring with Kinosaki Hot Suing. Bugok Hot Spring shows the influences of accent colors as well as a variety of color combinations and similarities of color tones. Kinosaki Hot Spring shows a combination of naturally-generated colors its own scenic beauty by trimming the landscape. Through the comparative study of the two hot springs, Bugok (boulevard) uncovers a typical case of Korean local landscape planning, even with the well-known tourist attraction 'Bugok-Hawaii', and calls upon a new, serious landscape-improvement plan to increase visitors.

  • Purpose: The purpose of the study is to explore the factors which influence the night-time economic development in Hanoi, Vietnam. The results can help policymakers achieve a scientific basis to plan the development of night-time economy in Hanoi. Research design, data and methodology: The research model is developed from literature review with 7 independent variables, including natural conditions and resources, infrastructure, safety, environmental issues, promotion and international integration, development of sharing economy, and institution and policy. This model is then adjusted by exploratory factors analysis to have 4 new variables: Institution and environment, Infrastructure and safety, Promotion and sharing, and Nature and resources. The model is regressed based on the data of 463 observations of night-time economy in Hanoi, Vietnam. Results: Consistent with the current literature addressing night-time economy, the results show positive impacts of all of the independent variables studied. Conclusions: It is recommended for the local authorities to strengthen advertising and promoting investment for NTE development in Hanoi city and also enhance the role of state management in NTE activities by raising awareness of the state management apparatus towards a more open-minded multi-dimensional view of the NTE, developing the NTE to overcome the barrier of thinking "if it cannot be managed, it is forbidden" in state management agencies, and defining responsibilities and authority among state management agencies in the management of NTE activities and strengthening decentralization and decentralization of powers for localities in the management and development of NTE.

  • There have always been dilemmas between development and environmental conservation throughout the world. Gradually environmental contamination threatens sustainable development and conservation. we try to study on the sustainable development with environmental conservation. One of the instruments to get this goal is Environmental Impact Statement. Environmental Impact Statement has now become a standard tool of decision making in Environmentally Sound and Sustainable Development. The objectives of this study is to explore and suggest some suggestions for improvements of EIA. 1. Identify all criteria and standards that apply to physical and social environmental components and dynamics. 2. Giving attention to the purpose of the criterion and standard, with respect to resource use and quality. 3. Demonstrate the relevance legal, technical, and scientific authority by early planning through construction, operation and maintenance phases. 4. Implement rationales and protocols for the documentation of standard analytical methods, location of sampling points and statistical analysis of data. 5. Establish precise protocols by predictions of environmental impact relevant for established criteria and standards. Reviewing these protocols with relevant legal authorities prior to their implementation is important.

  • Purpose: The aim of the study is to provide information about selecting school sites for new schools in congested urban areas and to propose a method to manage harmful environments around primary and secondary schools. Method: Four schools were selected around Gilum New Town and Ilsan City. The problems were identified by counting the businesses classified as harmful and prohibited in a school zone through surveying, collecting reports from relevant sources, and asking questions of authorities in school districts. Results: It was found that many harmful businesses prohibited by the Law of School Health were present in the safe zone of schools in both Ilsan city and Gilum New Town. The school site of Bohyun Elementary School was classified as poor because there was a steep ascent at the entrance and the school was surrounded by a dangerous, steep boundary. We suggested that an education and environment assessment system by completed before the school site was selected. Conclusion: There is a urgent need to improve the approval and permission process of harmful businesses as well as regulatory standards of school site selection in the light of the shortage of land.

  • The worldwide energy market is enlarging rapidly according to current issues like globalization, deregulation, global warming and strengthening for environmental regulation as well as the energy technology is developing speedily by the add of information and communication techniques. In spite of these advanced techniques in the field of the renewable energy, solar power depends on the governmental aid largely in comparison with other renewable energy sources because of the high initial investment cost. Therefore it is important to investigate scrupulously for the expected erection site of solar power plant from the planning stage. This paper shows actual measurement data of solar radiation of scheduled solar power locations in the waterworks site with consideration of waterworks facilities and regional specialties and presents the data which was analyzed comparably with the radiation data of adjacent locations served by national authorities. In addition, these data were analyzed using RETScreen and used for making decision on the business validity.

  • Investigators planning to use animals in their research and the Institutional Animal Care and Use Committee (IACUC) members who review the research protocols must take personal responsibility for ensuring that they have the skills and knowledge to perform their duties, applying the Three Rs principles of Russell and Burch. The two Korean laws introduced in 2008 and 2009 regulating animal use for scientific purposes in line with the Three Rs principles have been revised a total of 11 times over the last 6 years. Both regulatory agencies, e.g., the Animal and Plant Quarantine Agency and the Ministry of Food and Drug Safety, provide regular training based on the legal requirements. Based on the amended Animal Welfare Act, the IACUC appointment framework has been upgraded: appointments are now for two-year terms and require a qualified training certificate issued by the Animal and Plant Quarantine Agency since 2012. The authors reviewed the current curricular programs and types of training conducted by the two governing agencies through Internet searches. Our Internet survey results suggest that: a) diversity should be provided in training curricula, based on the roles, backgrounds and needs of the individual trainees; b) proper and continued educational programs should be provided, based on trainees' experiences; and c) active encouragement by government authorities can improve the quality of training curricula.

  • Recently water demand is increasing as the industry prospers. The increase of water demand is followed by the increase of wastewater discharge which pollutes rivers and ground water extensively. These rivers, reservoirs and ground water are sources for drinking water and their contamination affects the quality of water supply and other potable water. In Korea there are 776 water treatment plants which supply drinking water from main rivers or reservoirs. Rivers are the biggest water source for drinking water is being contaminated, the innovation of treatment process is needed. The construction and operation of water supply facilities is under the control of the Ministry of Construction and the water supply offices of cities and provinces. However, drinking water quality is under the control of the bureau of sanitation in the Ministry of Health and Social Affairs. There are 33 items in drinking water quality standards of Korea. Trihalomethanes, Selenium, Diazinone and other three of pesticides have been included lately, The Ministry of Health and Social Affairs is planning to enhance. the level of $VOC_S$(Vola-tile Organic Compounds) standard. Drinking water quality standard is the goal to protect the quality of supply water and ground water. In order to protect the source water from domestic or industrial water, technological improvement and adequate investment should be urgently made. The ultimate goal of drinking water quality is safety and health of consumers. The more stringent the standard are, the better the water quality will be. As the drinking water quality standards become more stringent this year, various and positive solutions by the authorities concerned must be prepared.

  • The Five Laws of Library Science was introduced into Japan in 1935. After World War II, it was widely disseminated among young librarians by the education for librarianship developed in the 1950's. Its concept, "Books for All," met a serious opposition from local authorities based on their long continued concept of "preservation." After they realized that people eagerly use local libraries, they interpreted that the duty of public library was "lending books." They introduced "Privatization" of libraries into quite a few local libraries in order to save money. For overcoming problems, it is important to disseminate the library concept among the public, the assembly members and government officials planning to change their attitude of disregarding libraries. As the fundamental library philosophy, the Five Laws of Library Science is important. In the commentary of the Five Laws written by the present writer, he included an illustration of triangle pyramid showing the structure of the Five Laws. He included here the spiral of study on the library and the library science, based on the Section 814 of the Five Laws. He welcomes discussions on his Japanese angle from different viewpoints in order to develop further understanding of the Five Laws.

  • It is difficult to define the urban fringe using a specific geographical designation in the physical planning system because the existence of the urban fringe is certainly not equal in all directions from the inner urban area to the rural area, and is often a discontinuous spatial phenomenon from the inner fringe to the urban shadow. Nevertheless, the urban fringe raises land use management issues which stem from its own peculiar set of land use characteristics. For example, in the UK, how the public can enjoy access to the countryside in the urban fringe while at the same time recognising and acknowledging the importance of landowners and farmers property rights\ulcorner how can a poor quality environment and degraded landscape be improved aesthetically and physically to meet the multiple recreational needs of a diverse population when local authorities are confronted with limited ability to fund and acquire land for these purposes\ulcorner The challenge of addressing these land use management issues necessitates approaches which build a coalition of interest groups and public and non-government organizations in the management processes in order to improve the physical, economic and social environments and facilitate the management mechanism.
