Rainfall observation using rain gage network or satellites includes the sampling error depending on the observation methods or plans. For example, the sampling using rain gages is continuous in time but discontinuous in space, which is nothing but the source of the sampling error. The sampling using satellites is the reverse case that continuous in space and discontinuous in time. The sampling error may be quantified by use of the temporal-spatial characteristics of rainfall and the sampling design. One of recent works on this problem was done by North and Nakamoto (1989), who derived a formulation for estimating the sampling error based on the temporal-spatial rainfall spectrum and the design scheme. The formula enables us to design an optimal rain gage network or a satellite operation plan providing the statistical characteristics of rainfall. In this paper the formula is reviewed and applied for the sampling error problems using several multi-dimensional precipitation models. The results show the limitation of the formulation, which cannot distinguish the model difference in case the model parameters can reproduce similar second order statistics of rainfall. The limitation can be improved by developing a new way to consider the higher order statistics, and eventually the probability density function (PDF) of rainfall.
The satellite visible data have been successfully applied to study the ocean color. Another ocean color sensor, the Ocean Scanning Multi-spectral Imager (OSMI) on the Korea Multi-Purpose Satellite (KOMPSAT) will be launched in 1999. In order to understand the characteristics of future OSMI images, we have first discussed the simulation models and procedures in detail, and produced typical patterns of radiances at visible bands by using radiative transfer models. The various simulated images of full satellite passes and Korean local areas for different seasons, water types, and the satellite crossing equator time (CET) are presented to illustrate the distribution of each component of radiance (i.e., aerosol scattering, Rayleigh scattering, sun glitter, water-leaving radiance, and total radiance). A method to evaluate the image quality and availability is then developed by using the characteristics of image defined as the Complex Signal Noise Ratio (CSNR). Meanwhile, a series of CSNR images are generated from the simulated radiance components for different cases, which can be used to evaluate the quality and availability of OSMI images before the KOMPSAT will be placed in orbit. Finally, the quality and availability of OSMI images are quantitatively analyzed by the simulated CSNR image. It is hoped that the results would be useful to all scientists who are in charge of OSMI mission and to those who plan to use the data from OSMI.

The Sixteenth Meeting of the Conferences of Parties of the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES), which was held in March 2013 in Bangkok, Thailand, listed five shark species and one genus, and uplisted one sawfish species. All new species listings will be come into force of the eighteen months delay, on the fourteenth of September, 2014. The purpose of the delay is to support the preparation of the domestic measures on shark trade by the parties, as there has been no previous experience in trading the commercially exploited aquatic species in the CITES. The CITES Secretary-General has visited several potential shark trade countries to encourage and facilitate the implementation of the new CITES listings. The newly listed sharks have been caught as a target or non-target species by Korean distant water fisheries and introduced into Korea. So the establishment or change of the domestic laws, regulations, and measures for the implementation of the new CITES species must be prepared before the effective entry date. This paper is prepared to assess the effects of the trade of the CITES listed shark species, and to suggest effective government service measures for the management of Korean distant water fisheries. The Ministry of Environment (MOE) is the general Management Authority of the CITES, and the Ministry of Food and Drug Safety (MFDS) is in charge of the medical trade of CITES listed species in Korea. By law, all imported medicines and medical materials must be inspected by the MFDS during the customs examination; this kind of authority sharing is reasonable and effective way of providing government service. Similarly, the designation of new CITES Management Authority for the trade of commercially exploited aquatic CITES species is critical and the Ministry of Oceans and Fisheries (MOF), which is now in charge of the trade of fisheries products, is the most appropriate governing body for this purpose in Korea. The revision of the National Plan of Action for Conservation and Management of Sharks, initially submitted to the Food and Agriculture Organization (FAO) of the United Nations in 2011 as a practical guideline for shark conservation in all Korean fisheries, could be a effective measure to achieve unification of conservation of endangered species and sustainable use of fisheries stocks. The proper CITES measures for the trade of listed species, such as the establishment of the documenting system for Non-detriment Findings, domestic measures suitable for the "Introduction from the Sea" clause, species specific Harmonized System Codes for the customs service, and an effective shark catch data reporting system should be in place prior to the fourteenth of September 2014.

In this study, in order to establish a plan that will enable safe use of renewable resources such as diverse industrial by-products and urban recycled materials, we conducted experiments that focused on flow, bleeding, compressive strength and environmental pollution evaluation to evaluate the material properties of low strength concrete using BFS and SS. In the case of low strength concrete using BFS and SS, blending of at least BFS 6000 within a 30% range regardless of the type of sand used was found to be the most effective approach for improving the workability by securing the minimum unit quantity of water, restraining the bleeding ratio and establishing compressive strength by taking account of the applicability at the work site. In particular, in view of the efficient use of SS, the optimal mixing condition was found to be the mixing of BFS 8000 with in the 30% range, not only for improving the workability restraining the bleeding ratio and establishing the compressive strength but also for application to the work site. Further, the results of tests on hazardous substance content and those of elution tests conducted on soil cement using SS indicated that all values satisfied the environmental standards without any harmful effects on the surrounding environment.
This study presented politic proposals and diverse utilization-type in coastal areas by analyzing results of reviewed related-statements of marine environment during the one year period of 2007 by Marine Environmental Impact Assessment Center. Total of 358 cases were reviewed, which was a significant increase from 270 in 2006. Consultation on the utilization of sea areas (CUSA) accounted for the largest number of 165 (46.1%) and it was followed by 104 cases of environmental impact assessment (EIA) (29.0%) and 89 cases of prior environmental review (PER) (24.9%). As such, evaluation statements (EIA+PER) related to consultations of the Ministry of Environment accounted for approximately 54% of the entire cases reviewed. To analyze the overall results of reviewing marine-related evaluation statements, utilization and planning were conducted by 47.9%, 38.4% and 13.7% in the South Sea, West Sea and East Sea of Korea, respectively. In evaluation statements (EIA+PER), port construction, industrial complex construction, urban management plan and road construction took up most of the part by 40.9%, 20.2%, 10.4% and 7.3%, respectively. In terms of CUSA-statement, it was evaluated that consultations were mostly carried out on use and reclamation of public water surface in coastal areas and on sea aggregate extraction process in EEZ. The largest number of plans for coastal use were established for Jeollanam-do, followed by Gyeongsangnam-do, Chungcheongnam-do, Gyeongsangbuk-do and Gyeonggi-do. In particular, development plans were concentrated on Jeollanam-do and Gyeongsangnam-do with stable marine environment and outstanding view of the nature. In most cases, these regions are adjacent to the areas designated as a sea area for environmental management and fisheries resources protection zone. Therefore, conflicts exist between development and preservation. Also, rather than random development, more detailed marine environmental impact assessment, gathering of public opinions and politic harmony are essentially required. For efficient coastal management and environmentally sound and sustainable development, fulfilling consistent and transparent coastal policies as well as active and reliable decision making to center on coastal environment by management bodies will be important.

The purpose of this study is to investigate conservation and management methods of the Joseon Royal Tombs under the Eastern District Management Office. Through the literature survey, we understood the process of change of Joseon royal tombs, and through field surveys and interviews, we understood the status of the interior and the surrounding area. In this process, topography, land use and flow of human traffic, architecture and stone objects, water system, historical forests, and facilities were set as the main evaluation indicators. Urbanization has damaged the original terrains of Royal Tombs as national roads, buildings and facilities have constructed in the inner and outer area of Joseon Royal Tombs. Construction of underground passage, land purchase, relocation and demolition of the buildings are required for the conservation of the Royal Tombs area, and then it is necessary to recover the original terrain. In the case of land use and pathways, there are many disconnection of the original ritual circulation, they should be maintained to remind the sacred atmosphere of the royal tomb. And It is necessary to collect accurate information on the lost buildings and stoneworks through literature survey and excavation investigation, and that investigations should be lead to the exposure or restoration of the ruins. Historical forests require periodic and ongoing monitoring and management, and it is necessary to establish new entrance area and appropriate facilities following the long-Term conservation and management plan. These plans should be classified into short, medium and long-Term projects according to urgency and securing financial resources with a long perspective to implement continuous and systematic projects.

In this study, the satellite images and the GIS technique are used to select the basin characteristics parameters as the basis of water resources management of river basin. The study area is Geum-ho river basin and the hydrologic characteristics data are computed through the database of the basin characteristics parameters classified by subjects with 35 maps correspond to the study basin of 1:25,000 scale as the basic map. As the result, the drawing up of land use map through satellite image processing that provides the quantitative informations for the land is very efficient to analysis the extensive land use information of the basin, and exact analysis of mass surface data is possible and the feasibility of statistic computation between spatial subjects as it superpose on other subject map is ascertained. It is thought also that the analysis of the basin characteristics data can be utilized very effectively for the basin management and the analysis of basin surface area, once it is expressed numerically for database, since the superposition analysis with different subject map and the correlative analysis with the property data are possible although the tracing process of each subject in the basic map is not efficient. Especially, modification and renewal of the data for the change of land surface become easy, therefore more rapid and exact selection of the basin characteristics data and the construction of more efficient basin management plan are possible.
The purpose of this study is to construct a GIS / DB by grasping a small but ecologically valuable village wetland distribution, and to propose conservation management and wise use plan. The study area is Seocheon-gun, a typical farming village. Firstly, based on the digital topographical map (1:5,000), the Arc-GIS tool was used to identify the provisional(draft) village wetlands. In addition, for the management of village wetlands, wetlands with an area of more or less than $625m^2$ each were derived and according to ecological regions study area was classified into urban areas, inland areas and coastal areas. And finally, according to the wetland identifying indicators, the village wetlands were identified as the final village wetlands through indoor and field trips. The results of the study show that there are 570 village wetlands in Seocheon - gun province, which are 74 in urban areas, 220 in inland areas, and 276 in coastal areas. The case study for village wetland identification was conducted in one out of two urban areas (Seocheon - eup), two of four coastal areas (Biin - myeon and Seo - myeon), and three of seven inland areas (Masan - myeon, Hansan - myeon, and Sicho - myeon). The distribution of village wetlands was found mainly to be a village wetland with an area of less than $625m^2$. In addition, compared with inland areas, the discrimination rate of village wetlands in coastal areas and urban areas was relatively low, indicating that inland areas were still less disturbed, and land use in urban areas and coastal areas is changing rapidly. Especially, land with less awareness such as village wetlands is relatively easily damaged, and management strategy is urgent.
The development and utilization of underground spaces are increasing as the use of land based on ground surface became limited due to rapid urbanization triggered by population growth and industrialization. Despite its merit of efficient use of limited land and space, it may contribute to occurrence of various disasters such as sinkholes and damage to underground facilities. After the sinkholes formed and occurred across the country in 2014, there has been an effort to establish Underground Space Integration Map containing 15 types of underground information. Still, there is an increasing demand to improve the quality of underground information stemmed from continuation of such events including the rupture of the hot water pipe in Goyang-si and the fire in the KT site in Ahyeon-dong, Seoul. Hereby, with the aim to improve the quality of Underground Space Integration Map, this study analyzes quality standards, regulations, and guidelines related to spatial data to improve quality inspection standards and methods included in the production rules for the Underground Space Integration Map. In particular, it suggests improvement plan for data quality management for pipe-type underground facilities, known as lifelines, which are essential part of daily life of the citizens, and the largest cause for accidents according to 15 types of underground information managed through the Underground Space Integration Map.

Despite the easing of social distancing, demand for non-face-to-face services continues to rise. Recently, the EU is pursuing a comprehensive plastic use reduction by expanding the scope of plastic use regulations for packaging plastics according to the New Cyclical Economy Action Plan(NCEAP). In response to this trend, the packaging industry is moving away from conventional non-degradable/petroleum-based plastics and conducting research on packaging materials using biodegradable plastics such as PLA(Poly Lactic Acid), PBAT(Poly Butylene Adipate-co-butylene Terephthalate). On the other hand, ginkgo leaves occur in large quantities in Korea and act as a cause of slip accidents and flooding. In this study, a method to utilize ginkgo biloba leaf as a new alternative biomass resource was proposed by producing lactic acid through pretreatment, enzymatic saccharification, and fermentation processes. For the efficiency of lactic acid production, a comparative analysis of lignin content from before and after browning was performed. In addition, the degree of glucan extraction was evaluated by applying a pretreatment method using three catalysts: hot water, sulfuric acid, and sodium hydroxide. It is difficult to expect high production of lactic acid with single process. Therefore, an integrated process operation using both the pretreated hydrolyzate and the residual solid enzymatic saccharification solution must necessarily be applied.
