벌크 화물선용 자동 밸러스트수 교환계획 시스템 개발 (Optimized Ballast Water Exchange Management for Bulk Carriers)

  • Many port states, such as New Zealand, U.S.A., Australia, and Canada, have strict regulations to prevent arriving ships from discharging polluted ballast water that contains harmful aquatic organisms and pathogens. They are notified that transfer of polluted ballast water can cause serious injury to public health and damage to property and environment. For this reason, ballast exchange in deep sea is perceived as the most effective method of emptying ballast water. The ballast management plan contains the effective exchange method, ballast system, and safety considerations. In this study, we pursued both nautical engineering analysis and optimization of the algorithm, in order to generate the sequence of stability and rapidity. A heuristic algorithm was chosen on the basis of optimality and applicability to a sequential exchange problem. We have built an optimized algorithm for the automatic exchange of ballast water, by redefining core elements of the A$\ast$ algorithm, such as node, operator, and evaluation function. The final version of the optimized algorithm has been applied to existing bulk carrier, and the performance of the algorithm has been successfully verified.

  • 1999년 "공공기관의 기록물관리에 관한 법률"이 제정된 이후, 급속하게 변화된 기록관리 환경에 부합하도록 현행 법률을 "공공기록물관리에 관한 법률"로 전면 개정했음에도 불구하고 비밀에 관한 부분만은 걸음마 단계를 벗어나지 못하고 있다. 이러한 상황에서 본 논문에서는 현행 기록관리법령과 유관법령을 고찰하여 기록물관리기관에서 적용할 수 있는 비밀기록관리 제도개선 사항을 도출하고자 하였다. 국가기록원의 기록관리 정보화계획과 육군의 특수기록관 사례를 고찰함으로써 실무적 접근을 병행하였으며 분석된 결과를 바탕으로 기록물관리기관에서 모범적으로 수행되어야 할 비밀기록 관리절차를 '이관단계', '보존관리단계', '활용단계'로 구분하여 제언하였다.

  • Constructing high buildings is a global trend, and skyscrapers for residing are also increasing. But a period of works for finish construction is different depending on a company while a period of works for frame construction of skyscrapers for residing in the country is regular when considering a difference of a method of construction, and the increase of repeated construction for high buildings and number of related process for finish construction are stressing the importance of improving productivity through construction management and plan for works. Because there are many compositive factors affecting productivity other than technical factors, we should intensively study the way of improvement and prevention preferentially through analyzing factors affecting productivity. So in this study, we present important management factors for making systematic strategy and plan for improvement of productivity by finding factors affecting productivity depending on the degree of importance unifying factors affecting productivity of plan factor(internal factor of construction process) and management factor(outer factor of construction process).

초고층 프로젝트 양중 계획의 실패 유형별 핵심 리스크 요인 분석 (An Analysis of The Critical Risk Factors in Failure Cases of Lifting Equipment Plans in High-rise Construction Project)

  • 최근 국내 외 대도시를 중심으로, 글로벌 경제 위기와 부동산 경기 침체로 중단되거나 연기되었던 초고층 프로젝트들이 재개되고 있으며, 이를 수주하기 위한 건설사들의 경쟁은 전보다 더욱 치열해지고 있다. 국내 건설사들이 초고층 건축 분야에서 경쟁력을 높이기 위해서는, 전체 프로젝트의 근간이 되는 중요한 요소인 양중계획의 체계적인 리스크 관리가 반드시 수반되어야 하지만, 여전히 개인적 경험에 의존하여 작성 된, 양중계획의 오류로 인한, 현장 전체의 공기 지연 및 원가 관리 실패의 문제가 빈번하게 발생하고 있다. 따라서 본 연구에서는, 양중계획의 정확성을 높이기 위한 방안으로, 현행 양중계획 체계의 문제점을 분석하고, 계획 요소에 따라 실패 유형을 도출하였으며, 각 실패 유형이 전체 프로젝트의 공정, 원가, 안전관리에 미치는 영향도를 분석하였다. 또한 양중 장비별 세부 리스크 요인을 분석하고, 이를 바탕으로 FMEA 기법을 적용하여 초고층 프로젝트 양중계획의 핵심 리스크 요인을 도출하였다.

  • 2007년에 시행된 런던 템즈 게이트웨이 광역 재생사업은 런던동부 켄트 에섹스로 연결된 템즈강 하류 구역을 배경으로 기후변화 인구밀도 주거문제 녹지조성 지역 불균형 교통문제 등을 해결하기 위해 추진한 사업이다. 사업 운영에 있어서 총 16개의 사업지구 분할과 시행기관선정으로 자치성 부여와 지자체 연계를 충실히 수행하였으며, 개발과 보존의 가치를 균형 있게 추진한 성공적인 수변공간 재생사례로 평가된다. 본 연구는 자연성 토지이용 접근성 도시경관을 골자로 한 2015년 한강변 관리 기본계획과 런던 템즈 게이트웨이 광역 재생 사업을 비교하여 다음의 결론을 도출하였다. 첫째, 현 서울시 계획안이 서울의 문제를 포괄적으로 인식하는 확산적 사고로의 검토가 필요하다. 둘째, 한강과 인접하는 지자체 및 중앙정부와의 포괄적 운영방안의 제시가 필요하다. 셋째, 수변공간을 적극적으로 활용하는 운송수단의 제시를 통해 서울의 교통문제 개선에 대한 대책마련이 필요하다.

개발제한구역관리계획의 환경성 강화방안 연구 - 수도권 개발제한구역관리계획을 대상으로 - (A Study on the Environmental Enhancement of the Development Restricted Zone(DRZ) Management Plan)

  • Under the 「National Land Planning and Utilization Act」, Development Restriction Zones(DRZ) is one of the designated use district where the Minister of Land, Infrastructure and Transport deems it necessary to control urban development in order to prevent urban sprawl and conurbation and ensure a healthy living environment for citizens by conserving the natural environment surrounding metropolitan cities. DRZ was first designated around the Seoul Metropolitan city in 1971, and had been expanded to the 14 metropolitan areas across the country since 1977. The designated areas were accounted for about 5.4% of the total national land and its importance was demonstrated by contributing to control urban sprawl, curbing real estate speculation, and providing green space to citizens. However, DRZ has been repeatedly relaxed its regulations and allowed development under government. As a result, much of the green areas was damaged and several cities were merged and extended(conurbation). In particular, deregulation implemented for the purpose of securing land as part of national projects and local outstanding business(i.g. constructions of national rental housing, industrial complex, and international stadium) have caused continuous environmental damage around the metropolitan cities. In addition, the habitat fragmentation is in serious situation. Thus, the systematic plans for managing DRZ are necessary, since it is concerned that urban environment become deteriorate in the mid- to long-term. This study aims to continuously protect the urban environment from lifting DRZ. Therefore, firstly, we examined the environmental status through analyzing DRZ Management Plan which shall be drawn up by the Special Metropolitan City Mayor, the Metropolitan City Mayor or the Mayer/Do governor having jurisdiction, every five years to collectively manage DRZ. Secondly, we investigated the actual condition in DRZ based on the case study of Management Plan in Metropolitan areas(i.e. Seoul Metropolis, Gyeonggi-do, and Incheon Metropolis). Finally, we suggested the seven feasible improved political plan for managing DRZ.

Practitioners' Perception on Relationship between Production Planning and Waste Occurrence in Construction Projects

  • Construction management has been suffering from many problems, which need to be solved or better understood. Most of construction projects have not achieved efficiency as expected. In this context, waste was also considered as a problem of efficiency decrease, and poor production planning was considered as a cause for waste. This study was conducted on the basis of waste concepts and production planning processes based on the philosophies of Lean Construction. A survey to find out the relationship between them was carried out through questionnaire, which was answered by experienced people in construction projects. The results have shown that frequency of wastes occurrence is quite high, and production planning processes are superficially performed in construction phase. There is a significant negative relationship between production planning and waste occurrence (r = -0.262). Weekly Work Plan (WWP) is the most dominant plan for waste control with seventeen in total of nineteen waste factors, and phase plan is the most dominant plan for two remaining waste factors. A case study was adopted to validate the relationship between production planning and waste occurrence. The results showed that the better the project was planned, the fewer the waste would occur on construction sites.

Assessing the Health Benefits of the Seoul Air Quality Management Plan Using BenMAP

  • Health benefits from implementing air quality control measures were assessed using the Environmental Benefits Mapping and Analysis Program (BenMAP). BenMAP developed by US EPA is a GIS-based software tool that estimates the health impacts and associated economic values connected with changes in ambient air pollution. Once a set of BenMAP-required data was collected, the health benefits from implementing Seoul Air Quality Management Plan (SAQMP), an official AQ improvement plan for Seoul Metropolitan Area, was assessed using BenMAP. The PM10 concentrations assuming the SAQMP implemented successfully were predicted with the MM5 (Mesoscale Meteorological model version 5)/CMAQ (Community Multiscale Air Quality) model. A PM 10 exposure related premature mortality function was adopted trom a well-known epidemiology study. Economic valuation functions driven from benefit transfer methods were utilized. Through the SAQMP, PM10 concentrations were estimated to be lowered by $15{\mu}g/m^3\;to\;75{\mu}g/m^3$ depending on air quality modeling grids. 5,569 premature deaths (95% CI $3,264{\sim}7,809$ deaths) could be avoided in the Seoul Metropolitan Area. The economic value of the deaths avoided was estimated to $13.2 billion $(95%\;CI\;$890\;million{\sim}$28.2\;billion)$ using the benefit transfer value. BenMAP could be a useful tool for developing effective air quality improvement policy, enabling the policy makers to anticipate the effects of regulatory changes on people's health and the economy.

  • 지능융합 클러스터는 전기전자정보통신, 컴퓨터공학부, 건축공학부, 디자인공학과로 구성된 학제간 융합 프로그램이다. 지능융합 클러스터의 효과적인 운영방안을 도출하기 위하여 클러스터 소속의 학생과 교수를 대상으로 설문조사를 실시하고, 이 설문을 바탕으로 효과적인 운영안을 도출하였다. 운영안은 교과과정 운영 개선과 연구 활성화를 위한 두 가지 측면으로 제시되었다.

  • 1960년대 이후 건설된 발전시설들이 오늘날에 이르러 노후화 되었고, 급속히 늘어나는 전력 소비량을 충당하기 위해 각종 발전시설들이 확충되고 있다. 따라서 이들 시설물에 대한 안전성확보차원의 조치가 이루어져야 한다. 본 연구에서는 전력구조물의 유지관리방안마련에 대한 일환으로 RC시험보를 제작 구성하여 외력작용시 RC시험 보의 변형 상태에 대한 모니터링과 변형량 산출을 위해 근거리사진측량방법에 대한 방법을 모색하였고, 이를 토대로 토류벽공사현장에 대한 변형량산출 및 모니터링을 통한 변형상태 파악 및 지하굴착으로 인한 인접구조물에 미치는 영향을 측정·해석 하므로서 전력구조물에 대한 유지관리에 활용할 수 있는 자료를 제공하였다.
