중국 자율주행차 테스트베드 관련 표준 분석을 통한 K-City 고도화 방안 수립에 관한 연구 (Study on the Development of K-City Roadmap through the Standard Analysis of the Test-Bed for Automated Vehicles in China)

  • The Ministry of Land, Infrastructure and Transport (MoLIT) and the Korean Automobile Testing and Research Institute (KATRI) are supporting the development of Lv.3 automated vehicle (hereinafter, AV) technology by constructing an automated driving pilot city (as known as K-City) equipped with total 5 evaluation environments (urban, motorway, suburban, community road, and autonomous parking facility) which is a test bed exclusively for AV (2017~2018). An upgrade project is in a progress to materialize harsh environments such as bad weather (rain, fog, etc.) and reproduction of communication jamming (GPS blocking, etc.) with the purpose of supporting the development of Lv.4 connected & automated vehicle (hereinafter, CAV) technology (2019~2022). We intend to proactively establish a national level standard for CAV test-bed and test road requirements, test method, etc. for establishment of a road map for the construction of the test bed which is being promoted step by step and analyze and, when required, benchmark the case of China that has announced and is utilizing it. Through this, we plan to define standardized requirements (evaluation facility, evaluation system, etc.) on the test bed for the development of Lv.4/4+ CAV technology and utilize the same for the design and construction of a test bed, establishment of a road map for the construction of a real car-based test environment related to the support for autonomous driving service substantiation, etc. through provision of an evaluation environment utilizing K-City, and the establishment of a K-City upgrade strategies, etc.

Lung Cancer Screening With Low-dose Chest Computed Tomography: Experience From Radon-contaminated Regions in Kazakhstan

  • Objectives: The aim of this study was to present the baseline results of a pilot project conducted to evaluate the effectiveness of lung cancer screening using low-dose chest computed tomography (CT) in regions with excessive radon levels in the Republic of Kazakhstan. Methods: In total, 3671 participants were screened by low-dose chest CT. Current, former, and never-smokers who resided in regions with elevated levels of radon in drinking water sources and indoor air, aged between 40 and 75 with no history of any cancer, and weighing less than 140 kg were included in the study. All lung nodules were categorized according to the American College of Radiology Lung Imaging Reporting and Data System (Lung-RADS 1.0). Results: Overall, 614 (16.7%) participants had positive baseline CT findings (Lung-RADS categories 3 and 4). Seventy-four cancers were detected, yielding an overall cancer detection rate of 2.0%, with 10.8% (8/74) stage I and a predominance of stage III (59.4%; 44/74). Women never-smokers and men current smokers had the highest cancer detection rates, at 2.9% (12/412) and 6.1% (12/196), respectively. Compared to never-smokers, higher odds ratios (ORs) of lung cancer detection were found in smokers (OR,2.48; 95% confidence interval [CI], 1.52 to 4.05, p<0.001) and former smokers (OR, 2.32; 95% CI, 1.06 to 5.06, p=0.003). The most common histologic type of cancer was adenocarcinoma (58.1%). Conclusions: Implementation of low-dose CT screening for lung cancer in regions with elevated radon levels is an effective method for both smokers and never-smokers.

농업인 물절약 교육의 정성적 효과 연구 (A Study of Qualitative Effects of Agricultural Water-Saving Education of Farmers)

  • Recently, alarming rates of climate change have amplified the importance of water conservation in the agricultural sector; emphasizing the implementation of an integrated approach as the principal water management strategy. As part of comprehensive measures to cope with drought in the agricultural and rural sectors, water-saving education models and pilot projects for farmers' education have been implemented since 2016, but these activities were launched as a one-time project in limited areas. Therefore, systematic and extensive efforts are required to highlight the site-specific and tangible benefits of water-saving education and public relations projects. As part of this study, educational sessions and surveys were conducted in the Yeoju-Icheon, Seosan-Taean, and Gyeongju areas to reflect the on-site applicability of the water-saving education model. Based on the survey of previous studies, a total of 16 water-saving effectiveness factors were developed and the effectiveness was derived for each factor. As a result of farmer education, the overall effectiveness evaluation score of 1.13 increased to 3.34, and the effectiveness of each factor was also improved. These water-saving education effectiveness factors can be used as basic data for determining and launching future policies or systems to improve the water-saving education of farmers. In addition, this study raises the need to prepare feasible related systems that can lead farmers to actively participate in water management and conservation and to promote systematic and continuous water conservation education and promotion policies.

숙련 외국인 어선원 확보를 위한 제도 개선 방안 : 연근해 어업을 중심으로 (Policy Suggestions to Retain Skilled Migrant Fishermen in Korea : Focus on Offshore Fishing )

  • With the restriction of foreigners' entry into Korea due to the COVID-19 pandemic, the fishery industry faced significant challenges in supplying migrant workers. In response to this, there is growing interest in methods that could facilitate the stable employment of migrant workers. This paper investigates whether the current system used for the employment of migrant workers in the fishery industry, which is highly dependent on them, adequately performs its function of providing a stable and skilled workforce amid the intensified labor shortage resulting from decreasing numbers of households with employment in the fishery and the aging Korean fishermen. To this end, past studies and government documents pertaining to the current system were analyzed, and a survey targeting the owners of offshore fishing boats that employ migrant workers was conducted. A total of 147 owners of fishing boats responded to the survey, and the data of 499 migrant workers employed by them were used for the analysis. The analysis indicated that the migrant fishermen had difficulty in acquiring minimum scores for the change of visa status according to the criteria for the Skilled Worker Points System. Furthermore, distinct differences were found between the characteristics and working conditions of migrant workers employed through the Employment Permit System (EPS) and the Foreign Seamen System. Based on this result, this paper suggests the reorganization of the skilled migrant worker system in the fishery industry and the expansion of the regional specialized visa pilot project.

Pediatricians' perception of factors concerning the clinical application of blockchain technology to pediatric health care: a questionnaire survey

  • Background: Interest in digital medical information has increased because it allows doctors to easily access a patient's medical records and provide appropriate medical care. Blockchain technology ensures data safety, reliability, integrity, and transparency by distributing medical data to all users over a peer-to-peer network. This study attempted to assess pediatricians' thoughts and attitudes toward introducing blockchain technology into the medical field. Methods: This study used a questionnaire survey to examine the thoughts and attitudes of 30- to 60-year-old pediatricians regarding the introduction of blockchain technology into the medical field. Responses to each item were recorded on a scale ranging from 1 (never agree) to 7 (completely agree). Results: The scores for the intentions and expectations of using blockchain technology were 4.0 to 4.6. Pediatricians from tertiary hospitals responded more positively (4.5-4.9) to the idea of using blockchain technology for hospital work relative to the general population (4.3-4.7). However, pediatricians working in primary and secondary hospitals had a slightly negative view of the application of blockchain technology to hospital work (p=0.018). Conclusion: When introducing the medical records of related pediatric and adolescent patients using blockchain technology in the future, it would be better to conduct a pilot project that prioritizes pediatricians in tertiary hospitals. The cost, policy, and market participants' perceptions are essential factors to consider when introducing technology in the medical field.

우즈베키스탄 내 ICT기반의 수자원정보화 마스터플랜 수립 및 시설기반강화 시범사업 사업수행용역 소개 (Introduction to Master Plan and Pilot Project with ICT-Based Integrated Water Resources Management System in Uzbekistan)

  • 우즈베키스탄은 수자원의 의존도가 매우 큰 국가이다. 과거로부터 농업이 발달하였으며 하천에서 용수를 취수하여 농업용수로 이용하지만 연간 강수량이 적어 수자원의 대부분은 중앙아시아 공유 하천인 Amudarya강과 Syrdarya강에서 취수하여 사용한다. 이들 하천의 수자원은 하천의 상류에 위치한 키르기스탄과 타지기스탄에서 주로 기원하고 있어 우즈베키스탄은 물안보에 매우 취약한 실정이다. 우즈베키스탄은 물사용량 중 약 90%가 농업용수로 이용되고 있으나 수자원의 양이 부족하고 관개시설의 노후화 및 비효율적인 용수공급으로 농업생산성이 낮다. 우즈베키스탄은 수자원의 관리를 위하여 주요 하천 및 수로지점에 유량관측소를 설치하여 운영하고 있지만 시설의 노후화로 인하여 관측자료의 정확도가 낮으며 수기로 일단위로 측정하여 보고하는 방식으로 인하여 적기에 합리적인 용수배분 의사결정이 어려운 실정이다. 이러한 문제를 해결하기 위한 하나의 방법으로 우즈베키스탄 수자원부는 우즈베키스탄에 수자원 관리 정보화사업을 소개하고 적용하는 것이 필요하다고 판단하였으며, 수자원정보화사업을 우즈베키스탄에 적용하기 위하여 수자원정보화에 있어서 선진국이라 할 수 있는 한국의 기술을 우즈베키스탄에 활용하도록 요청하였다. 이에 따라 2016년부터 "우즈베키스탄 ICT기반의 물관리 마스터 플랜 수립 및 시설기반강화 시범사업"을 수행되게 되었다. 본 사업의 목적은 "수자원정보시스템의 개발 및 역량강화로 수자원정보화 기반을 구축"하는 것으로 우즈베키스탄 전국에 ICT 기반의 수문계측 및 수자원관리 시스템 구축 등 선진화된 수자원 정보 시스템을 개발하고, 향후 지속가능한 유지·보수·관리를 위한 현지 전문가 대상의 역량 강화 사업(수문계측기기, 시스템운영 및 유지보수 등)을 통해 본 사업의 현지정착을 도모하고자 하는 것이다.

Reliability and responsiveness of Equivital Lifemonitor and photoplethysmography based wristwatch for the assessment of physiological parameters during a simulated fatigue task

  • Objective: To investigate test-retest reliability and responsiveness of Equivital Lifemonitor and photoplethysmography based wristwatch tools in assessing physiological parameters during a simulated fatigue task. Methods: Ten university students (Mean age, 30.6 ± 1.7 years) participated in this pilot study. Participants were asked to perform a 30-minute of a simulated fatigue task in an experimental setup in a lab. The physiological parameters (e.g., heart rate, heart rate variability, respiratory rate, electrodermal activity, and skin temperature) were measured at baseline and immediately after the fatigue task. An intraclass correlation coefficient (ICC2,1) was used to evaluate the test-retest reliability of each tool in assessing physiological measures. In addition, the responsiveness of each tool to measure changes from baseline to posttest was calculated using a standardized response mean. Results: The Equivital Lifemonitor has shown good to excellent test-retest reliability for the assessment of heart rate (ICC, 0.97), heart rate variability (ICC, 0.86), respiratory rate (ICC, 0.77), and local skin temperature (ICC, 0.76). However, photoplethysmography based wristwatch showed moderate to good test-retest reliability for the assessment of heart rate (ICC, 0.71), heart rate variability (ICC, 0.73), electrodermal activity (ICC, 0.80), and skin temperature (ICC, 0.72). A large standardized response mean (>0.8) indicates that both tools can capture the changes in heart rate, heart rate variability, respiratory rate, skin temperature, and electrodermal activity after a 30-minute of fatigue task. Conclusions: The Equivital Lifemonitor and photoplethysmography based wristwatch devices are reliable in measuring physiological parameters after the fatigue task. Additionally, both devices can capture the fatigue response after a simulated construction task. Future field studies with a larger sample should investigate the sensitivity and validity of these tools in measuring physiological parameters for fatigue assessment at construction sites.

항공기용 복합소재 인증 고찰 (An Overview of Composite Material Qualification for Aircraft)

  • 항공기에 사용되는 복합소재는 항공기의 감항성 확보를 위하여 인증된 소재를 사용해야 하며 소재의 물리적 특성 및 공정을 확인하여 재료규격 및 공정규격서등의 인증 문서와 시스템을 승인하는 방식으로 인증이 진행된다. 국내 복합소재 인증시스템은 국토교통부의 항공기용 복합재료 시범인증 사업을 통해 마련되었으며 현재 항공기 전문검사기관인 항공안전기술원에서 인증 및 공유 데이터시스템을 구축하여 운영하고 있다. 본 논문은 실증을 바탕으로 구축된 항공기용 복합소재 인증체계의 개선사항을 식별하고 이에 대한 개선 방안 도출을 통해 국산 항공기용 복합소재의 인증 및 산업 활성화 방안을 제시하였다.

성향점수매칭(PSM)-이중차분(DID) 결합모형을 이용한 혁신조달 정책의 기업지원 효과 분석 (Analysis of the Firm Support Effects of the Innovation Procurement Policy Using Propensity Score Matching and Difference in Differences)

  • 혁신조달 제도는 전략적 공공조달 정책의 일환으로 혁신제품 지정 및 우선구매제도를 활용해 기업의 혁신역량 향상과 공공부문의 사회문제 해결능력 향상을 동시에 추구하는 정책으로 도입됐다. 혁신제품에 대한 시범구매 사업은 2019년에 처음 도입됐으며 2020년부터 정부 부처의 혁신제품 지정·발굴 체계가 확립된 후 혁신제품 우선구매제도가 본격적으로 실시됐다. 이에 본 연구는 혁신조달 제도가 본격적으로 시행된 이후 해당 제도의 기업지원 효과에 초점을 맞춰 정량적 분석을 진행했다. 이를 위해 2017년에서 2021년까지의 기업 재무제표 및 고용 자료를 이용했으며, 분석방법으로 성향점수매칭(PSM) 및 이중차분(DID) 방법을 활용했다. 본 연구를 통해 혁신조달 제도가 기업성장과 고용증대에 기여했으며 추가적인 공공 및 민간판로 개척 효과를 창출했음을 확인할 수 있었다. 한편 혁신조달 참여기업이 제품지정 종료 이후에도 자생성을 갖추기 위해서는 혁신제품 지정기업과 기존의 중소기업 지원정책을 적극 매칭하는 등 혁신조달 제도를 고도화할 필요가 있다.

한국 재가노인의 욕구중심 사정도구 개발에 관한 연구 (Research on the Need Assessment Tool for the Korean Elderly at Home Focused on their Desires Based)

  • 본 연구는 지역사회 내에 거주하는 재가노인의 신체적, 심리적, 사회·환경적 상황을 종합적으로 평가하고 그에 적합한 서비스를 제공하기 위한 욕구 중심의 사정도구를 개발하는데 목적이 있다. 본 연구를 통해 개발된 사정도구는 총 200문항으로 구성되어 있으며, 재가노인의 신체, 심리, 사회·환경적 상황을 통합적으로 사정한다는 장점을 가지고 있다. 또한 노인이 현재 생활하며 느끼는 실제적인 욕구를 적극적으로 반영할 수 있는 주관적 호소를 포함시킴으로써 전문가적 입장에서 관찰되는 객관적 측면뿐만 아니라 노인의 주관적인 삶의 모습을 표현하게 하였다. 본 도구의 개발은 2004년 7월부터 2006년 3월까지 21개월에 걸쳐 이루어졌으며, 크게 그 과정을 세 단계로 나누어 볼 수 있다. 1단계에서는 문헌고찰, 외국자료 조사 및 분석을 통해 욕구 중심의 통합적 사정을 위한 문항들을 수집하였으며, 2단계에서는 1차적으로 개발된 도구를 노인장기요양보험제도 시범사업에 적용하였다. 이 과정에서는 시범사업에서 선정된 250명의 재가노인과 본 연구팀이 자체적으로 선정한 재가노인 200명의 대상자에게 본 도구를 적용한 후, 도구의 미흡한 점을 수정, 보완하였다. 3단계에서는 개발된 도구의 신뢰도와 타당도를 확보하기 위해 포커스 집단 활용과 전문가 집단의 자문을 활용하여 최종적으로 도구를 완성하였다. 본 도구는 13개의 하위영역에 총 200문항이 구성되었다. 그 하위영역은 기본정보, 주관적 호소내용, 주수발자의 기본정보, 현재 이용하고 있는 서비스, 주거환경, 건강상태, 재활상태, 일상생활(ADL, IADL, 배변, 배설, 조력), 사회적 지지, 행동장애, 의료건강, 생활습관, 강점으로 구성되었다.
