System Improvement for Application and Diffusion of Earthwork Surveying Automation Technology (토공측량 자동화 기술의 적용 활성화를 위한 제도개선 방안)

  • The purpose of this study is digitalization of earthwork such as development of 3D terrain analysis platform using latest technologies including unmanned aerial vehicle and terrestrial laser scanner to ultimately achieve earthwork automation. It is necessary to develop related element technologies and to establish regulations so that it can be applied to the domestic construction projects. As a result of pilot project about the earthwork surveying automation technology, it was confirmed that information such as terrain coordinates, soil, boring, and excavation volume is acquired smoothly. In this paper, we investigate related regulations and manuals in Japan and propose the improvement plan of domestic regulation. We plan to study regulations from early to final construction stage, combine with the 'regulation for public surveying', and improve the regulations in detail.

A Study on Construction of Digital Cadastral Map for the GIS (GIS활용을 위한 지적도 전산화 방안 연구 -지적도 도형자료 제작 지침을 중심으로-)

  • The :Ministry of Transportation and Construction has a plan to finish up the construction of digital topographic map which is based. on airphoto intepretation method by the end of 1998 as a part of NQS (National Geogaphic Information System) Project. The digital topographic map, especially 1:1,000 scale, is used as a basemap of many local government's GIS projects. The digital topographic map, however, does not include property information such as cadastral and urbanplan data that are essential for the GIS database of many local governments. This study aims to develop a set of technical guidelines for the construction of digital cadastral map, which can be used together with the 1:1,000 scale digital topographic map, through 1) analysis of the inconsistency between topographic map and cadastral map, 2) comparison of technical methods for the integration of GIS data that have different accuracy, and 3) requirement analysis of the departments related to urban planning of Seoul Metropolitan Govemment. For this research, edited digital cadastral map has been experimentally produced in pilot study area, a part of Hwanghak-dong, Shindang-dong, and Soongin-dong in Seoul.

Appilication of a Green City Index as a Green Space Planning Index for the Low-Carbon Green City of Gangneung-si

  • This study aims to establish baseline data for sustainable monitoring by applying the green city index (GCI), which is set up to evaluate the city level, to the city of Gangneung-si, which was designated as a pilot city for the Low-carbon Green Growth City project by the Ministry of Land, Infrastructure, and Transportation. The GCI was applied in the framework of European systems, while considering the social and economic status of Korea. Indicators from 7 areas-$CO_2$, energy, building, transportation, water, waste, and quality of atmosphere were analyzed, except for qualitative indicators. Results indicate that total $CO_2$ emissions were 30.8 tons per capita, or 2.2 tons per one million units of real GDP. The total final energy consumption was 0.231 TOE/capita, or 0.317 TOE per one million units of real GDP. The percentage of total energy derived from renewable resources was 0.41% and energy consumption by the building was $433.5Mwh/1,000m^2$. The total percentage of the working population travelling to work daily by public transportation (limited to bus) was 19%. Further, the total annual water consumption was $99m^3/capita$, and the water lost in the water distribution system was $0.057m^3/capita/day$. The total annual waste collected was 0.0077 ton per capita, The annual mean emission were 0.014 ppm/day for $NO_2$, 0.005 ppm/day for $SO_2$, and 0.019 ppm/day for $O_3$. The annual mean for PM10 emissions was $39{\mu}g/m^3/day$.

  • The purpose of this study is planning a representative model of a modernized school with rearrangement of existing two primary schools(Nammyun and Namjin) and a middle school(Seonam) in Nammyun distric. Nammyun district, which is adjacent to Tae-an national ocean park, is the Place where gas a natural advantage. However, in the result of the rural exodus follwed by industrialization, the population in this province are decreased rapidly and it still be on the process of the rural exodus. Hence, the total number of students, each school is under 100 at the moment and the number will be less in the future. Under this consequences, the rearrangement of these school is inevitable. For the new modernized school plan Narnmyun district, estimate the scale of school on the basis of decreased number of students, the analysis the 7th education plan and the questionnaire and face-to-face interview investigation, which is a resident-orented investigation, were carried out preferentially. The major research contents are as follows; o Expansion of schools facility and space for operating the 7th education plan(classified level schools level and subject-based class school plan) o Over-all improvement of educational environment to take all-out advantages of school, social and home education. o The school which can take a part of an educational center of a rural community in schools off-time-after school and summer and winter vocation. o The school which is related to the local cultural, sports and entertainment utility, On the basis of this research, the basic concept and purpose of a new school model model plan in Nammyun will be established and the new school plan represented for the result of this research.

Operational Direction of Regional Building Safety(RBS) Center for Preliminary Review of Architectural Administration in Korea

  • In Korea, local government officials are in charge of buildings, and as such are supposed to review submitted documents related to the architectural administration to ensure that they comply with the legal standards. However, these officials generally put a greater emphasis on the preparation of the set of documents required for the administrative work than the content the documents contain. For this reason, many experts point out that the shortage of officials specialized in buildings and construction, as well as the lack of expertise among the building officials in the local governments, may result in repeated safety accidents during building construction. The purpose of this study is to propose the operational direction of a Regional Building Safety (RBS) center to secure the performance and safety of buildings by utilizing private resources. In this study, we carried out a pilot project to verify the effects of an RBS center and to derive the specific number of experts required. As a result, the technical matters were resolved in approximately 15% of the total cases of the document processing procedure, and the level of technical specialization among the officers has also been improved through the provision of guidance. The research findings support the validity and effects of the introduction of the RBS center. Finally, this study proposes (1) the types of RBS Centers that should be established, (2) the roles and business scope of the RBS Center, (3) the specific number of experts required, (4) the qualifications of the experts, and (5) the business regulations of the RBS Center.

A Case Study of the Economic Performance Measurement of Information System Integration in Public Sector (공공부문 정보시스템 통합의 경제적 성과 측정 사례연구)

  • This case study quantifies the savings that can be realized through integration in National Computing & Information Agency (NCIA) of the Korea Government. It is based on the process of the NCIA development project that consolidating and integrating distributed 24 agencies. And it used the widely accepted Gartner TCO (Total Cost of Ownership) Solution and applies that methodology consistently before and after integration. Specific measurement items for examining the information system integration saving cost are developed pilot test for 2 agencies through compare TCO before integration and TCO after integration. The results of measuring on information system integration in NCIA are showed lots of economic cost reduction in TCO by integrating and consolidating each computing environment in agency. Especially in detail, NCIA realized the most savings in IT Capital Cost including development of hardware, software and recovery system. Also IT Support Cost and IT Administration Cost examined more savings than before IT integration.

An Analysis of Roundabout Application Effects Based on Before and After Field Studies (사전·사후 비교분석을 통한 회전교차로 도입 효과분석)

  • PURPOSES: Though the situation that the roundabouts are actively constructed, researches on the effect of the roundabouts focus mainly on the analysis of the expected effects of using only traffic simulation on the operation. Considering such problems, this study is conducted to analyze the effects of the various aspects based on field observation studies. METHODS: This study evaluated and analyzed the effects from the aspects of traffic operation, traffic safety, and traffic behavior by performing field observation studies with six roundabouts with/without signal controls on the pilot project areas for the roundabouts installed in 2010. RESULTS: Through the study results, it was found that the average travel time decreases by 14.7% and 2.4% on the signalized intersections and unsignalized intersections, respectively. The average travel speed increases by 9.7 and 5.8km/h on the roundabouts with/without signal lights. Regarding traffic safety, the speed deviation among individual vehicles decreases by approximately 18.4 to 32.7km/h, thus confirming the safety effects. As the decrease of the number of conflicts, it might be explained that car crashes and collision with pedestrians decreased by 62.2% and 66.7%. Also the result shows that the lowest point of speed in roundabouts appears near the yield line on the entry area on the roundabouts. When passing through the roundabouts, vehicles enter at a speed of 20-30km/h, which is the design speed of the circulatory lane and drive out the roundabout with a higher speed than the entry speed. CONCLUSIONS: When a roundabout is introduced at the intersections below certain traffic volume there are effects of traffic operation, traffic safety, and traffic behavior.

A Study on Design of Microstrip Patch Antenna for Dedicated Short Range Communication (DSRC용 마이크로스트립 패치 안테나 설계 연구)

  • As the development and distribution of the intelligent transport system is spreading recently and some of the services are commercialized through a pilot project, interest in DSRC with high utilization is increasing and antennas for roadside and on board equipment are being studied. A single patch was used for a vehicle antenna due to the requests of miniaturization of size, but there was performance degradation in most cases due to miniaturization. In addition, some methods to improve performance have been used in the antennas that were previously researched using the arrays, but they have the disadvantages of bulkiness in size of the antennas when using the arrays. Therefore, in this paper, the CPW fed microstrip patch antenna with the simple structure of being compact and easy to produce, which can be used in the OBU of DSRC, was designed.

Experiences with Guiding Students with Mental Health Support Needs among Middle and High School Teachers (중·고등학교 교사의 정신건강 관심군 학생 지도 경험)

  • Purpose: The purpose of this study is to clarify the social stigma phenomenon in teachers' perceptions and attitudes toward students who are classified as mental health support needs students in middle and high schools. Methods: Qualitative research was conducted through in-depth interviews and observations of 17 teachers and 2 consultants from 2 middle and high schools in Green City, which were evaluated as successful among the six pilot project schools designated by the Ministry of Education in 2013. The study's analysis is based on Hatch's hermeneutical method. Common categories were developed from the interviews and observations. Then, inferences were made per category and given importance to draw conclusions and lessons. Results: Teachers had a strong stigma in their perceptions of and attitudes to special needs students. Their perception was that those students are bound to go wrong due to family problems, even some having difficulty breathing, and that it's beyond their limit to help them. In addition, their attitudes included stereotypes, favoritism, punishment, and referral to experts. As a result, teachers did not expect those students would be cured or change and showed passive attitudes while shifting the responsibility to families and experts. Conclusion: This study is meaningful in that it showed the limitations of the role of teachers regarding mental health support needs students from the perspective of the teachers themselves. Today, when students' mental health problems are emerging as a serious issue, it is necessary to provide support to improve teacher's awareness and capabilities regarding adolescent mental health problems. In addition, we suggest the current selective policy that sorts out special needs students and provides care for them to evolve into a universal policy that improves public awareness and focus on prevention.

An Analysis of Three-Dimensional Head Anthropometric Data to Select Respirators for Korean Users (호흡보호구 선정을 위한 3차원 머리 인체측정학적 데이터의 분석)

  • Objectives: This was to examine and explore the elements of Size Korea 6th 3D head anthropometric database and to provide basic information for the selection of respirators in Korea. Methods: This was a pilot study for the first year of work in a two-year-project initiated at KOSHA in 2021. 3D head dimensions data were obtained from the Size Korea Center managing the Size Korea 6th 3D national anthropometry survey databases. The 3D head dimensions data, including 45 dimensions, were used in line with ISO standards (e.g., ISO/TS 16976-2) for examinations, comparisons, statistical analyses, etc. Results: A total of 3,088 subjects were finally determined in this study. The main features were: Male subjects were 52.5%; the highest age group was 15-29 at 36.7%; unhealthy weight group based on BMI was 31.7%; and survey area was the capital region. For the 6th 3D head dimensions data with 45 items, the means and standard deviations for 'Face length' were 115.9±7.5 cm for males and 107.3±6.9 cm for females respectively while those for 'Face width' item were not available since there was no such item in the data. Numerous findings were discussed accordingly. Conclusions: This study showed that there were likely requirements for improvements in the 6th 3D head anthropometric data as follows: Standardization of Korean and English terms; addition of head dimensions items missed in the Size Korea survey; and reliability of generalizability for subjects, suggesting that the study results can be used for further studies or improvement of respirator selection in Korea.
