A Methodology for Analyzing on the Correlation of Factors Affecting the Acquisition of Military Weapons Systems : Focused on Factor Analysis of Naval Ship Acquisition Delay Cases (국방무기체계 획득영향요인 상호관계 분석 : 함정획득지연 사례 및 요인 분석을 중심으로)

  • Naval weapons systems of the Republic of Korea are acquired through the Defense Planning Management System. Recently, acquisition of some naval ships have been delayed, and the causes of the delays have been recognized as inappropriate project management at the Execution Phase. However, we argue that the delay problem in naval ships acquisition should be approached, with due regard for the entire Defense Planning Management System. That is, We should try to investigate from Planning Phase to those of Programming, Budgeting and Execution Phases. Therefore, in this study, we investigated the actual cases of the delay in naval acquisition at all phases of the Defense Planning Management System. Based on the investigation, we tried to identify the naval ship Acquisition Delay Factors and find out the Weights of those factors. As the next step, we calculated the Influence Measures on the naval missions, including the Cost of Naval Capability Gap derived from the delays in acquisition of naval ships. As a final step, we calculated the Acquisition Delay Measures based on the interrelationship between the Acquisition Delay Factors and the Influence Measures. Then we evaluated and analyzed what the results stand for. Finally, we made suggestions for future improvement. The improvement suggestions we made for preventing delay in acquisition of naval ships in this study are as follows. First, we need a shift in perception. It is necessary to measure the Acquisition Delay Factors in acquiring naval ships and manage them from the Planning Phase. Second, resolution must be concerted efforts. All relevant agencies, not just a few, should work together to resolve the problems of acquisition delay. Third, analysis must be based on the accumulation of data. This allows the elaborating of naval ship Acquisition Delay Factors and Delay Measures. If this research method is applied to other military weapons systems in the future, we may be able to not just identify the Acquisition Delay Factors in acquisition of other military weapons systems, but also pursue improvement in those cases.

A Compact 3-Layer EBG Structure with Square Ring Stripline (사각 링 스트립선로를 결합시킨 소형 3층 EBG 구조)

  • In this paper we propose the compact three-layer EBG structure. The unit cell of the proposed EBG structure is composed of a square patch in the upper layer and a square ring stripline in the lower layer that are connected to the ground plane through conducting vias. Reflection phase analysis method and tangential transmission method were considered to accomplish effective EM simulation and measurement. EM simulation results indicate that bandgap characteristics of the EBG structure using both methods is nearly identical. Parametric studies have been performed with the EM simulator to analyze the properties of the EBG structure by investigating the phase shift of the normally incident plane wave, and the transmission measurements between simple monopole antennas positioned near the EBGstructure have been done. The operating fiefuency bandgap of the proposed EBG structure is about 34 $\%$ lower than the conventional EBG structure with the same size. Measured results show bandgap from 0.930 GHz to 0.945 GHz.

Corrosion Monitoring of Reinforcing Bars in Cement Mortar Exposed to Seawater Immersion-and-dry Cycles (해수침지-건조 환경에 노출된 모르타르속 철근의 부식속도 평가)

  • The primary purposes of this study are to understand a fundamental aspect of current uniformity around a reinforcing bar (rebar) in cement mortar, and to develop an accurate monitoring method in a wet-dry cycling process with the alternative current (AC) impedance method. Three cement mortar specimens with two embedded rebars were prepared in the laboratory. As a main variable, the distance between two rebars was designed to be 10, 20 and 30 mm with the same thickness of 20 mm. To simulate the corrosion of rebars in concrete structures in a marine environment, three cement mortar specimens were exposed to 15 wet-drying cycles (24-hour-immersion in seawater and 48-hour-drying in a room temperature) in the laboratory. It was observed that the potential level shifted to a noble value during corrosion potential monitoring, which is attributed to acceleration of dissolved oxygen diffusion at the drying process. AC impedance was measured in a frequency range from 100 kHz to 1 mHz on a wet-drying process. A theoretical model was proposed to explain the interface condition between the rebars and cement mortar by using the equivalent circuit consisting of a solution resistance, a charge transfer resistance and a CPE (constant phase element). It was observed that the diffusion impedance appeared in a low frequency range as corrosion of rebars progresses. At the drying stage of the wet-drying cycles, the currents line for monitoring tended to be non-uniform at the interface of rebar/mortar, being phase shift, ${\theta}$, close to $-45^{\circ}$.

Mössbauer Studied of Multiferroic Bi2/3La1/3FeO3 Nanoparticles (Multiferroic Bi2/3La1/3FeO3 나노입자의 Mössbauer 연구)

  • La substituted perovskite $BiFeO_3$ have been prepared by a sol-gel method. Magnetic and structural properties of the powders were characterized with Mossbauer spectroscopy, XRD, SEM, and TG-DTA. The crystal structure is found to be a rhombohedrally distorted perovskite structure with the lattice constant $\alpha=3.985{\AA}\;and\;\alpha=89.5^{\circ}.\;Bi_{2/3}La_{1/3}FeO_3$ powders that were annealed at and above $600^{\circ}C$ have a single-phase perovskite structure. However, powders annealed at $900^{\circ}C$ have a typical perovskite structure with small amount of $Bi_2O_3$ phase. The Neel temperature of $Bi_{2/3}La_{1/3}FeO_3$ is found to be $680\pm3K$. The isomer shift value at room temperature is found to be 0.27 mm/s relative to the Fe metal, which is consistent with high-spin $Fe^{3+}$ charge states. Debye temperature far$Bi_{2/3}La_{1/3}FeO_3$ is found to be $305\pm5K$. The average hyperfine field $H_{hf}(T)$ of the $Bi_{2/3}La_{1/3}FeO_3$, shows a temperature dependence of $[H_{hf}(T)-H_{hf}(0)]/H_{hf}(0)=-0.42(T/T_N)^{3/2}-0.13(T/T_N)^{5/2}$ for $T/T_N<0.7$ indicative of spin-wave excitation.

Model-Based Approach to Flight Test System Development to Cope with Demand for Simultaneous Guided Missile Flight Tests (동시다발적인 유도무기 비행시험 수요에 대응하기 위한 모델기반 비행시험 시스템 개발)

  • Flight test systems should monitor various conditions in real time during flight tests and take safety measures in an emergency. The importance of ensuring test safety increases in more complicated and wider test environments. Also, due to the transition of wartime operational authority, many guided missile systems must be developed simultaneously. Early deployment and budget reduction by shortening the development and T&E periods are also necessary. Consequently, the risk of flight tests under the circumstance of inefficient test resources is increasing. To address this deficiency, a flight test system model using SysML was proposed in this study. The method of designing and verifying the test system is based on the agile shift left testing methodology of advanced T&E labs and utilizing a system reference model in the aerospace field. Through modeling and simulation analysis, early identification and correction of faults resulting from inconsistent test requirements can mitigate the risk of delays during the T&E phase of flight tests. Also, because the flight test system model was constructed using SysML, it can be applied to test various guided missile systems.

Activation of the NF-$\kappa$B p50/p65 Complex in Human Lung Cancer Cell Lines (인체 폐암세포주에서 NF-$\kappa$B p50/p65 Complex의 활성화)

  • Background: NF-$\kappa$B is a characteristic transcriptional factor whose functional activity is determined by post-translational modification of protein and subsequent change of subcellular localization. The involvement of the NF-$\kappa$B family of the transcription factors in the control of such vital cellular functions as immune response, acute phase reaction, replication of certain viruses and development and differentiation of cells has been clearly documented in many previous studies. Several recent observations have suggested that the NF-$\kappa$B might also be involved in the carcinogenesis of some hematological and solid tumors. Investigating the possibility that members of the NF-$\kappa$B family participate in the molecular control of malignant cell transformation could provide invaluable information on both molecular pathogenesis and cancer-related gene therapy. Method: To determine the expression patterns and functional roles of NF-$\kappa$B family transcription factors in human lung cancer cell lines NCI-H792, NCI-H709, NCI-H226 and NCI-H157 were analysed by western blot, using their respective antibodies. The nuclear and the cytoplasmic fraction of protein extract of these cell lines were subsequently obtained and NF-$\kappa$B expression in each fraction was again determined by western blot analysis. The type of NF-$\kappa$B complex present in the cells was determined by immunoprecipitation. To detect the binding ability of cell-line nuclear extracts to the KB consensus oligonucleotide, electrophoretic mobility shift assay(EMSA) was performed. Results: In the cultured human lung cancer cell lines tested, transcription factors of the NF-$\kappa$B family, namely the p50 and p65 subunit were expressed and localized in the nuclear fraction of the cellular extract by western blot analysis and immunocytochemistry. Immunoprecipitation assay showed that in the cell, the p50 and p65 subunits made NF-$\kappa$B complex. Finally it was shown by Electrophoretic Mobility Shift Assay(EMSA) that nuclear extracts of lung cancer cell lines are able to bind to NF-$\kappa$B consensus DNA sequences. Conclusion: These data suggest that in human lung cancer cell lines the NF-$\kappa$B p50/p65 complex might be activated. and strengthen the hypothesis that NF-$\kappa$B family transcription factors might be involved in the carcinogenesis of human lung cancer.

  • Currently, Building Information Modeling (BIM) is an emerging technological shift that involves applying and maintaining an integral digital representation of all building information for different phases of the project life-cycle. Although BIM has been recognized as a main stream in the construction industry, it is difficult to ensure the quality of BIM data due to the problems such as internal errors of BIM tools and lack of guidelines considering design quality. Such problems give lots of difficulties to BIM adoption for designers, constructors, and owners. Therefore, it is necessary to develop the requirements including the object-oriented modeling method and property definition by applying the Industry Foundation Classes (IFC) which is an ISO/PAS 16739 standard for ensuring the quality of BIM data. This research aims at proposing the requirements considering the quality of BIM data and demonstrating the efficiency of the requirements with using the Solibri Model Checker (SMC) which is a quality control tool in a case study.

Synthesis, Characterization, and Application of Zr,S Co-doped TiO2 as Visible-light Active Photocatalyst

  • A series of Zr,S co-doped $TiO_2$ were synthesized by a modified sol-gel method and characterized by various spectroscopic and analytical techniques. The presence of sulfur caused a red-shift in the absorption band of $TiO_2$. Co-doping of sulfur and zirconium (Zr-$TiO_2$-S) improves the surface properties such as surface area, pore volume, and pore diameter and also enhances the thermal stability of the anatase phase. The Zr-$TiO_2$-S systems are very effective visible-light active catalysts for the degradation of toluene. All reactions follow pseudo firstorder kinetics with the decomposition rate reaching as high as 77% within 4 h. The catalytic activity decreases in the following order: Zr-$TiO_2$-S >$TiO_2$-S >Zr-$TiO_2$>$TiO_2$$\approx$ P-25, demonstrating the synergic effect of codoping with zirconium and sulfur. When the comparison is made within the series of Zr-$TiO_2$-S, the catalytic performance is found to be a function of Zr-contents as follows: 3 wt % Zr-TiO2-S >0.5 wt % Zr-$TiO_2$-S> 5 wt % Zr-$TiO_2$-S >1 wt % Zr-$TiO_2$-S. Higher calcination temperature decreases the reactivity of Zr-$TiO_2$-S.

LLR Based Generalization of Soft Decision Iterative Decoding Algorithms for Block Turbo Codes (LLR 기반 블록 터보 부호의 연판정 복호 알고리즘 일반화)

  • This paper presents generalization and application for the conventional SISO decoding algorithm of Block Turbo Codes. R. M. Pyndiah suggested an iterative SISO decoding algorithm for Product Codes, two-dimensionally combined linear block codes, on AWGN channel. It wascalled Block Turbo Codes. Based on decision of Chase algorithm which is SIHO decoding method, SISO decoder for BTC computes soft decision information and transfers the information to next decoder for iterative decoding. Block Turbo Codes show Shannon limit approaching performance with a little iteration at high code rate on AWGN channel. In this paper we generalize the conventional decoding algorithm of Block Turbo Codes, under BPSK modulation and AWGN channel transmission assumption, to the LLR value based algorithm and suggest an application example such as concatenated structure of LDPC codes and Block Turbo Codes.

Growth of SiO2 nanowire by Vapor Phase Evaporation (기상휘발법에 의한 이산화규소 나노와이어의 성장)

  • $SiO_2$ nanowires were synthesized using the vapor evaporation method. Grown nanowires had a different shapes by kind of substrates. Diameters and lengths of the nanowires increased with increasing growth temperature and time. Mean diameters and lengths of $SiO_2$ nanowire were different by kind of substrates. These variations were attributed to nanowire densities on the substrates. The kind of substrates affected microstructure and PL properties of grown nanowires. In case of $Al_{2}O_3$ and quartz substrates, additional $O_2$ were supported during growth stages, and made a nucleation site. Therefore relative narrow nanowire was grown on $Al_{2}O_3$ and quartz substrates. Optical property were measured by photoluminescence spectroscopy. Relatively broad peak was obtained and mean peak positioned at 450 and 420nm. however in case of quartz substrates, mean peak positioned at 370nm. These peak shift was contributed to the size and substrate effects.
