본 연구는 지식 정보기만 사회에서 국방분야의 직무전문성을 향상하고 군 인적자원을 효율적으로 활용하기 위한 수단으로서 국방자격제도 개선을 제안하고 있다. 국방자격제도는 기존 군 내부 제한된 영역에서 운영되는 틀에서 벗어나 민간과 상호 교류를 위해 선진국처럼 댐 국가적 차원으로 확대 승격시키기 위해 국방자격법을 제정하고 관련조직을 운영할 필요가 있다. 이렇게 함으로써 국방자격제도는 군 전문분야 및 기술수준을 체계적으로 관리할 수 있으며, 기존의 장병자격취득 지원제도를 혁신적으로 발전시킬 수 있을 것으로 기대된다. 또한 군이 필요로 하는 전문기술인력을 안정적으로 확보하고 군 경력의 사회적 인정을 통한 전역 후 취업지원을 보장할 수 있을 것이다.

Purpose: The purpose of this study was to provide a fundamental data for improving nurses' working environment and securing quality of nursing care. Method: It was consisted of analyzing education system and employment status of nursing personnel, and focus group interviews in Cheju Island. Results: Total graduates were 4,139 by 2006 from two nursing schools in Cheju. Difficulties in working conditions from focal group interviews were classified into four categories; Lack of anonymity of nurses, the burden from performing nontraditional nursing roles due to shortage of physicians, irregularity of working schedule and too many night shifts for taking care of female colleague's condition related with pregnancy, and poor support for implementing and developing professional nursing. Conclusion: A survey revealing working condition of nursing personnel of all health care institutions in Cheju Island will provide the comparison between Cheju Island and other areas. It needs to cultivate the public opinion about the importance of quality of nursing care proceeded by the broad support for improving nurses' working environment. It is essential to support continuing education to bring professional nurses and establishing the system to utilize them to overcome the shortage of physicians in Cheju Island.

우리 군의 사이버 공간은 적으로부터 지속적인 위협을 받고 있다. 이 같은 사이버 위협에 대응하는 수단은 결국 군(軍) 정보보호 전문인력이다. 하지만 현재 우리군의 고급 정보보호 전문인력은 소수에 불과하며 체계적인 양성계획은 미비한 상태이다. 따라서 본 논문에서는 세계 주요국인 미국, 영국, 이스라엘, 그리고 일본의 사이버 전문인력 양성정책을 조사하였다. 그리고 국내 정보보호 전문인력 양성정책을 조사하여 간략하게 제시하였다. 그리고 국방 사이버안보 전문인력 양성을 위해 4단계 전문인력 양성 및 중장기 계획 수립, 단계별 교육체계 정립, 인증제 도입을 제시하였다.

이 논문에서 동경소방청 소방공무원의 신규채용제도, 능력인정제도, 능력검증에 의한 승진제도, 전문가 양성제도 등에 대해 분석하였다. 신규채용은 전문계, 1류, 2류, 3류로 분류되며 모두 임용계급은 소방사이다. 소방공무원으로 재직 중 신규채용구분에서 정한 일정한 자격을 갖추면 자신의 실력에 따라 3류$\rightarrow$2류, 1류, 전문계로, 2류$\rightarrow$1류, 전문계로, 1류$\rightarrow$전문계로 채용구분을 바꿀 수 있는 능력인정제도를 갖추고 있다. 또한 열심히 일하고 계급에 걸맞은 실력을 갖추고 이를 철저히 검증받아야 승진할 수 있는 제도를 갖추고 있다. 그리고 다양한 위탁연수와 자격제도를 마련하여 직원 및 간부들의 전문성을 높이고 있다.

Information that can be obtained from nuclear power plant trip cases is important for the efforts to reduce the trip occurrences. However, trip case reports, generally printed in documents, have shortcomings in using the contents. A database system called Information System of Trip Event Cases (INSTEC) is being developed to improve the use of trip information. INSTEC will provide the information obtained from the analysis of Korean nuclear power plant trips, such as component failures or human errors that induced the trips, problems contributed to the trips, and the sequence of unit events. In this study, in the process of INSTEC development, information analysis has been performed and a prototype of the system was developed. The prototype of INSTEC with user interface was presented to plant personnel to collect their opinion on INSTEC by using a questioninnaire. As results, it is confirmed that INSTEC would be helpful and useful for plant personnel to review the trip case information.

There is a system in Korea named "Advanced Practice Nurse System" qualified by the Minister of Health, Welfare and Family Affairs for Advanced Practice Nurse besides nurse licence. Medical practice is, in today's medical law, understood as a general concept colligating medical practice, nursing practice and midwife practice and so on, for it is defined as a deed of medical technique practiced by medical personnel. Referring to the fact that the Supreme Court recognizes medical personnel as people who have medical expert knowledge, nursing practice can be recognized as a region of medical business and therefore it is not necessary to prescribe nursing practice separately from the definition of medical practice on a precedent, because nurse belongs to medical personnel. According to the precedent regarding 'Unlicensed Medical Practice of Advanced Practice Nurse for Anesthesia' recently sentenced by the Supreme Court, the medical practice is only allowed a doctor because it is 'in need of special knowledge and experience because of high danger on human body' and it is judged to be an unlicensed medical practice prohibited in medical law if it is to be done by a nurse. When considering the actual situation that System for Advanced Practice Nurse for Anesthesia is established under the circumstance that an anesthetist is in want and therefore the operation has not been performed on time, and that it is being expected an anesthetist to be in need, it is necessary to legislate for the range of medical practice of Advanced Practice Nurse so that Advanced Practice Nurse System can be practically legalized, for the role of Advanced Practice Nurse has the great possibility of shrinking because the precedent has considered Advanced Practice Nurse for Anesthesia doing anesthetic operation in clinic today as a potential wrongdoer.

유비쿼터스 환경을 위한 센서 네트워크 분야에서 RFID 관련 기술들은 매우 중요한 부분을 차지하고 있다. RFID는 정보의 실시간 처리 및 네트워킹의 특성으로 현재 사용되고 있는 바코드를 대체하여 유통 및 물류 분야 등의 산업 전반과 각종 원격측정장비 그리고 보안분야에 걸친 다양한 응용 서비스분야에 이용되고 있다. 현재 RFID 기술을 이용한 항만의 관리 시스템은 컨테이너 차량의 이동, 화물 장치, 화물 선적 등의 분야에 이용되어 작업 시간의 단축 및 정보의 정확성의 향상 등에 이점을 제공하고 있지만, 물적 자원을 위주로 운영되고 있어 인적 자원에 대한 관리는 미흡한 실정이다. 이에 본 논문은 항만 내 작업인원에 대하여 2.4GHz 대역의 RFID 태그를 소지하게 하여, RFID 리더를 통해 위치 정보를 수집하여 모니터링 할 수 있는 시스템을 설계하였다.
