과학기술 공공연구조직의 연구행정 효율성: 전산시스템 고도화와 직무소진에 대한 탐색적 이해 (Research Administration Efficiency of Science & Technology Research Institutes: Advancing Computer Systems and Burnout)

  • 본 연구는 선행문헌을 발전시켜 연구행정 효율성을 위해 '행정전산시스템 고도화'가 중요하게 조명되어야 함을 역설하고, 연구행정 자체 효율성에 대한 학문적 논의를 연장하고자 한다. 이에, 두 가지 연구 질문에 답하고자 하였다. 하나는 본 연구가 연구행정 효율성을 위해 주장하는 '행정전산시스템 고도화'에 대해 연구행정 담당자들은 어떻게 생각하는지에 대한 것이고, 다른 하나는 (외부관료)통제가 연구행정에 종사하는 행정인력의 직무소진에 미치는 영향이 어떻게 나타나는지 그리고 직무소진은 연구-행정 관계 및 신뢰에 어떤 영향을 주고, 궁극적으로 성과에 어떻게 영향을 미치는지에 대한 것이다. 인터뷰 및 설문을 통한 분석 결과는 다음과 같다. 출연연 현장의 인터뷰 분석을 통해, '전산시스템 고도화'는 현실적인 우려와 의심을 가지고 있음과 동시에 연구행정 효율화에 기여할 수 있는 가능성이 있음을 확인하게 된다. 또한 복잡한 문제가 얽혀있음도 보게 된다. '전산시스템 고도화'에 반대하는 입장에서는 전산보다는 제도·규정·문화 효율화가 먼저라는 의견은 일견 타당한 측면이 있고 숙고해야 할 매우 중요한 지적이라 판단한다. 한편 직무소진과 관련된 회귀분석을 통해 출연연 행정직에 대한 중앙정부 관료의 통제가 증가하면 직무소진이 커지는 경향을 실증적으로 보여준다. 이렇게 증가한 직무소진은 연구자-행정인 신뢰에 악영향을 주게 됨을 확인하고, 성과에도 안 좋은 영향을 주는 흐름을 보여준다. 이상의 논의를 통해 연구행정 효율성에 대한 학계 및 정부의 관심을 촉구하고자 한다.

  • The significance of intellectual property in the knowledge-based society has been increasing and as a result, the patent customer's demand for a top quality patent administration service has increased as well. Therefore, Korean Intellectual Property Office(KIPO) adopted 6 sigma as a tool for KIPO's innovation to improve the quality of patent administration and enhance customer satisfaction. KIPO's steadfast promotion of 6 sigma resulted in many successful outcomes such as improvement of policy and service process from customer's point view, streamlining the administrative procedures, increased work efficiency, capability enhancement of core personnel, and so on. Since 6 sigma has proved itself to be equipped with features suitable for innovation in public sector, it can be used as an extensible innovation tool to meet the challenges in rapidly changing administration environment and to achieve a competitive edge.

인사관리의 운영방식이 기업의 성과에 미치는 영향 (A Study on the Effect of Operation System of Human Resource Management on Business Performance)

  • 본 연구는 인사관리의 운영방식이 기업의 성과에 미치는 영향을 분석하였다. 첫째, 인사관리의 일차적인 목표, 인재선발방식, 인사관리의 운영방향은 거의 모든 성과변수에 영향을 미쳤다. 즉, 인사관리의 일차적인 목표를 고정적인 인건비 절감보다는 근로자의 애사심 고취에 둘수록, 단기고용의 외부충원보다는 장기고용의 내부육성방식을 선호할수록, 단기적 성과 향상보다는 장기적 관점에서의 근로자 육성 개발에 무게를 둘수록 노동생산성, 제품 및 서비스의 질과 혁신성, 근로자 주도 혁신활동, 이직률 감소, 노사관계에 긍정적인 영향을 미쳤다. 한편, 인사관리의 일차적인 목표와 인재선발방식은 재무적 성과에도 긍정적인 영향을 미쳤으나, 인사관리 운영방향은 재무적 성과에는 유의한 영향을 미치지 못했다. 둘째, 주 활용근로자 유형은 제품 및 서비스의 질과 노사관계에 영향을 미쳤다. 즉, 비정규직보다 정규직 근로자를 활용하려는 노력은 제품 및 서비스의 질과 노사관계에 긍정적인 영향을 미쳤다. 셋째, 인사관리의 운영 단위는 제품 및 서비스의 혁신 정도에 영향을 미쳤다. 즉, 인사관리의 운영 단위를 팀워크보다는 개인의 업적/성과에 둘수록 제품 및 서비스의 혁신 정도에 긍정적인 영향을 미쳤다. 본 연구는 대규모 패널 데이터 분석으로 인사관리의 운영방식이 기업의 재무적 또는 비재무적 성과에 어떠한 영향을 미치는지 그 효과를 구체적으로 검증한 데 의미가 있다.

간호사 및 간호조무사 활용에 관한 개업의사의 의견조사 (A survey of private physician's opinion on utilization of nursing manpower)

  • The medical insurance system has been adopted in 1989. Since then, the utilization of medical care services has increased rapidly. It appears that the medical institution needs more nursing manpower such as nurses and nurse aides to meet an increased demand for medical care for the residents. However, the medical care clinics run by a medical practitioners has a more shortage of nursing manpower than hospitals. The purpose of this survey was to analyze the current employment status and to obtain an opinion on the improvement of utilization such as recruitment and retention of nursing manpower. The questionnaire sent to the private physician and the response rate was 28.7% ; 87 out of 300 physicians. 82.6% of the respondents employed nurses aides rather than nurses and an average number of employees per clinic was 2.5 persons. Most physicians had difficulties in recruiting nursing manpower. It took more than one month for replacement on average, therefore, they were suffering from giving good continual care for the patient and also high resignation of nursing personnel. The low wage, long working hours, hard work and lack of incentives are the biggest reasons for the difficulty in recruiting and retaining of the nursing personnel obtained for the clinics survey. The above mentioned problems would be solved in the near future by changing those difficulties. In the meantime, the private physicians are marking an effort to retain the nursing personnel by keeping a relationship of the private physician's cooperatives.

한국 사서직제 개선방안에 관한 연구 (A Study on the Improving Personnel System of Librarianship in Korea)

  • 이 연구의 목적은 국내 사서직제의 개선방안을 제안하는데 있다. 이를 위하여 5가지의 대안(현행 직제를 유지하되 직급을 상향 조정하는 방안, 사서직렬을 행정직군에서 분리하여 단독직군으로 전환하는 방안, 사서직과 관련 직종을 묶어 독립직군으로 신설하는 방안, 사서직을 학예직군 아래의 연구직렬로 이속시키는 방안, 그리고 복수 직군화하는 방안)을 상정하여 각각의 논거, 장점과 단점, 실현가능성 등을 정밀 분석하였다. 그 결과, 제3안(사서직, 학예직, 기록관리직을 통합한 가칭 '기록문화직군 또는 기록정보직군'의 신설)을 한국 사서직제의 가장 바람직한 대안으로 제안하였다.

Effect of R&D competence of Materials·Parts·Equipment Corporations on management performance

  • Purpose: This study aims to examine the effect of SMEs' R&D competence on management performance. Research design, data, and methodology: The empirical data of this study are derived from 2,375 SMEs that participated in the material, parts, and equipment research and development support project conducted from 2014 to 2018. Among them, 2,230 data were analyzed by classifying them into high-tech and low-tech fields. SPSS 24.0 was used for statistical analysis and correlation analysis and T-TEST were applied. Results: It was analyzed that the level of R&D organization, research personnel, and the number of patent registrations all affected operating profit and sales. In particular, it has been proven that research personnel have a greater impact on management performance among the level of R&D organization, research personnel, and the number of patent registrations. In addition, there was a difference between high-tech and low-tech industries in the impact on operating profit and sales, which are indicators of management performance. Conclusions: This study suggests that R&D competence are strengthened to advance the material, parts, and equipment industries and to promote future growth, while differentiated support is needed according to each company's R&D competence and technology level.

  • Localization trends in Korea and trade liberalization in the world are the important challenges to agricultural extension services in Korea, and strategic directions in terms of system, organization, programs and conciousness would be necessary for adapting to the new circunstances. Some of the measures to improve and activate agricultural extension services in Korea should include the following: 1) Modification of extension personnel appointment regulations to secure specialized extension agents by the provincial administrators and county directors at the provincial and county level rural extension services. 2) Flexible organization and operation of county level rural guidance offices to meet the specific needs of local areas. 3) Strenghening the central government's financial support for effective local extension services in terms of facility and manpower. 4) Expansion of agricultural extension programs for women and urban people and quality inservice training for extension personnel.

Therefore, Research background sets out that there is no basic guideline for employment management one of the most important elements in Enterprise administration. and I examined employment control's concept and concept about softness of labor market in theoretical background setting. Also, was abreast of employment control effect, case study and literature research about employment control's basis. Finally, In fluctuation change of Enterprise's employee number, I examined which relation is formed in comparison with sales amount, net profit and the employee number of individual Enterprise using investment analysis material of Stock Company focused on Enterprise that stock is listed on the stock exchange.

중소병원의 전문화와 경영성과 - 수익성 분석을 중심으로 - (Specialization of Small and Medium-Size Hospitals and Managerial Performance)

  • The main purpose of this article is to analyze the managerial performance of small and medium-size hospitals that are specialized in certain areas of medical services. Data of 189 hospitals were obtained from the data file of Korea Institute of Health Services Management The items include general characteristics of the hospitals, fianancial reports, and utilization records. Degree of specialization is measured by concentration(Herfindahl) index, and the sample hospitals are accordingly classified into specialized and unspecialized groups, by means of cluster analysis. These groups are compared in terms of various measures of managerial performance, which include several profitability indices such as operating margin, return on assets(ROA), and return on equity(ROE). To examine the relationship between specialization and managerial performance, we estimate the regression model, where the profitability indices are used as the dependent variables and the concentration index as the independent variable, controlling for the hospital characteristics such as size, type and location. Also, we perform 'Du Pont' analysis, to investigate the basic elements that can explain the differences in profitability between specialized and unspecialized hospitals. Major findings are as follows: 1. Managerial performance is better for the specilized hospitals than the unspecilized, in all aspects of profitability(operating margin, ROA, ROE). 2. Regression analysis suggests that there is a positive, statistically significant relationship beween the degree of specialization(i.e. concentration) and hospital profitability. 3. Main reason for the higher profitability of specialized hospitals lies in lower expenses rather than higher revenue. 4. In particular, personnel and material expenses are significantly smaller for the specialized hospitals, and this result seems to stem from the efficiency of operating fewer lines of business.(some kind of 'economies of scale') 5. Specialized hospitals also have fewer employees compared with the unspecialized, especially in administrative departments, which implies their efficient personnel management.

  • With vigorous development of global network community, smart phones and mobile devices, enterprises can rapidly collect various kinds of data from internal and external environments. How to discover valuable information and transform it into new business opportunities from big data which grow rapidly is an extremely important issue for current enterprises. This study treats Company S as the subject and tries to find the factors of big data application in enterprises by a modified Decision Making Trial and Evaluation Laboratory (DEMATEL) and perceived benefits - perceived barriers relation matrix as reference for big data application and management of managers or marketing personnel in other organizations or related industry.
