The relevance of the research is due to the fact that the issue of poverty is one of the most acute social problems of the beginning of the third millennium. The phenomenon of poverty is widespread in third world countries as well as it is observed in relatively developed countries. Poverty rates in Latin America are threatening. Consequently, the issue of social and economic inequality in these countries has become extremely acute. The purpose of the research: to identify the causes of poverty and social inequality and substantiate the main directions of poverty reduction in third world countries. The research methods: comparative analysis; index method; systematization; grouping; generalization. Results. The classification of the causes of poverty has been carried out and the directions of its overcoming in the countries of Latin America on groups of indicators have been defined, namely: 1) political; 2) economic; 3) demographic; 4) regional-geographical; 5) social; 6) qualification; 7) personal. Based on the Net Domestic Product indicator, a comparison of economic indicators of the studied countries has been carried out. It has been revealed that from 1990 to 2018 income inequality increased in 52 of 119 countries studied, and decreased in 57 states. Inequality has increased in the world's most populous countries, particularly China and India. In general, countries with growing inequality are home to more than two-thirds (71%) of the world's population. Trends in the distribution of income in the world have been investigated by applying the Gini index, the high level of which is observed in Latin America (Colombia 48,9%, Panama 46,1%, Chile and Mexico 45,9%). The forecast of the impact of the Covid-19 pandemic on this issue has been outlined; the ways of its impact on the economies of the countries have been studied. As a result of the study, the main directions and mechanisms of the strategy for poverty reduction and social inequality in the third world countries have been identified. The implementation of the poverty reduction strategy presented in this academic paper may have a positive impact on the economic situation of the population of Latin American countries.

Currently, hospitals and medical practices have a large amount of unstructured information, gathered in time at each ward or practice by physicians in a wide range of medical branches. The data requires processing in order to be able to extract relevant information, which can be used to improve the medical system. It is useful for a physician to have access to a patient's entire medical history when he or she is in an emergency situation, as relevant information can be found about the patient's problems such as: allergies to various medications, personal history, or hereditary collateral conditions etc. If the information exists in a structured form, the detection of diseases based on specific symptoms is much easier, faster and with a higher degree of accuracy. Thus, physicians may investigate certain pathological profiles and conduct cohort clinical trials, including comparing the profile of a particular patient with other similar profiles that already have a confirmed diagnosis. Involving information technology in this field will change so the time which the physicians should spend in front of the computer into a much more beneficial one, providing them with the possibility for more interaction with the patient while listening to the patient's needs. The expert system, described in the paper, is an application for medical diagnostic of the most frequently met conditions, based on logical programming and on the theory of probabilities. The system rationale is a search item in the field basic knowledge on the condition. The web application described in the paper is implemented for the ward of pathological anatomy of a hospital in Romania. It aims to ease the healthcare staff's work, to create a connection of communication at one click between the necessary wards and to reduce the time lost with bureaucratic proceedings. The software (made in PHP programming language, by writing directly in the source code) is developed in order to ease the healthcare staff's activity, being created in a simpler and as elegant way as possible.

The relevance of the research involves outlining the need for modern professionals to acquire new competencies. In the conditions of rapid civilizational progress, in order to meet the requirements of the labor market in the knowledge society, there is a readiness for continuous training as an indicator of professional success. The purpose of the research is to identify the impact of various forms of application of information technologies for lifelong learning in order to provide the continuous self-development of each person without cultural or age restrictions and on the basis of rapid digital progress. A high level (96%) of need of the adult population in continuing education with the use of digital technologies has been established. The most effective ways to implement the concept of "lifelong learning" have been identified (educational camps, lifelong learning, mass open online courses, Makerspace activities, portfolio use, use of emoji, casual game, scientific research with iVR game, implementation of digital games, work in scientific cafes). 2 basic objectives of continuing professional education for adults have been outlined (continuous improvement of qualifications and obtaining new qualifications). The features of ICT application in adult education have been investigated by using the following methods, namely: flexibility in terms of easy access to ideas, solving various problems, orientation approach, functional learning, group or individual learning, integration of leisure, personal and professional activities, gamification. The advantages of application of information technologies for continuous education (economic, time, and adaptive) have been revealed. The concept of continuous adult learning in the context of digitalization has been concluded. The research provides a description of the structural principles of the concept of additional education; a system of information requests of the applicant, as well as basic technologies for lifelong learning. The research indicates the lack of comprehensive research in the relevant field. The practical significance of the research results lies in the possibility of using the obtained results for a wider acquaintance of the adult population with the importance of the application of lifelong learning for professional activities and the introduction of methods for its implementation in the educational policy of the state.
Decentralized SSI(Self Sovereign Identity) has become an alternative to a new digital identity solution, but an efficient de-identification technique has not been proposed due to the unique algorithmic characteristics of data transactions. In this study, to ensure the decentralized operation of SSI, we propose a de-identification technique that does not remove identifiers by restructuring the verification results of ZKP (Zero Knowledge Proof) into a form that can be provided to the outside by the verifier. In addition, it is possible to provide restructured de-identification data without the consent of data subject by proposing the concept of differential sovereignty management for each entity participating in verification. As a result, the proposed model satisfies the domestic personal information protection law in a decnetralized SSI, in addition provides secure and efficient de-identification processing and sovereignty management.

This study aimed to investigate the effects of social disaster risk perception levels of Koreans on government trust. To this end, differences in disaster risk perception levels based on social disaster types and the effects of social disaster risk perception levels on government trust were analyzed. In the preliminary survey, three types of social disasters with high risk levels (bird flu, fine dust, and nuclear power plants) were selected. The survey was conducted on 1,109 Korean men and women aged 20 years and older. First, the analysis results demonstrated that social disaster perception levels differed based on social disaster types. Second, the results showed that, in terms of social disasters, proactivity, personal knowledge, familiarity, severity, fear, and risk associated with chances of recovery did not affect government trust. Third, the perception of delayed social disaster risk had a positive effect on government trust. Fourth, scientific knowledge about social disasters, control capabilities, lethality, and risk perception at the onset time had a negative effect on government trust. In conclusion, the implications and limitations of this study were discussed.

Diabetes Mellitus (DM) is one of common chronic diseases leading to severe health complications that may cause death. The disease influences individuals, community, and the government due to the continuous monitoring, lifelong commitment, and the cost of treatment. The World Health Organization (WHO) considers Saudi Arabia as one of the top 10 countries in diabetes prevalence across the world. Since most of the medical services are provided by the government, the cost of the treatment in terms of hospitals and clinical visits and lab tests represents a real burden due to the large scale of the disease. The ability to predict the diabetic status of a patient without the laboratory tests by performing screening based on some personal features can lessen the health and economic burden caused by diabetes alone. The goal of this paper is to investigate the prediction of diabetic and prediabetic patients by considering factors other than the laboratory tests, as required by physicians in general. With the data obtained from local hospitals, medical records were processed to obtain a dataset that classified patients into three classes: diabetic, prediabetic, and non-diabetic. After applying three machine learning algorithms, we established good performance for accuracy, precision, and recall of the models on the dataset. Further analysis was performed on the data to identify important non-laboratory variables related to the patients for diabetes classification. The importance of five variables (gender, physical activity level, hypertension, BMI, and age) from the person's basic health data were investigated to find their contribution to the state of a patient being diabetic, prediabetic or normal. Our analysis presented great agreement with the risk factors of diabetes and prediabetes stated by the American Diabetes Association (ADA) and other health institutions worldwide. We conclude that by performing class-specific analysis of the disease, important factors specific to Saudi population can be identified, whose management can result in controlling the disease. We also provide some recommendations learnt from this research.

Recently, various social network services have been grown. Among them, personal relationships based social network services such as Facebook and Twitter make a remarkable growth of industry. In such services, users' profiles are very important for establishing the relationship between two users. However some information in a user's profile causes the leakage of the user's privacy, and thus we have to deal with the information in the profile. Especially, we have to treat contact information, such as the phone number and the e-mail address, very carefully since an adversary can use the information to violate the user's privacy in real life. In this paper, we propose two profile management systems that can enhance the privacy of users in social network services. We compare our systems with existing profile management techniques in well-known social network services such as Facebook and Twitter, and show that our systems provide enhanced privacy.

This study aimed to identify the effectiveness of the use of distance-evaluation tools and methods among students with learning difficulties from the teachers' point of view, to achieve this goal. A scale was built, and the psychometric characteristics were validated. It consisted, in its final form, of 17 items distributed on four axes, in addition to three open questions. It was applied to a random sample of (149) teachers of students with learning difficulties in Makkah Region. The results showed that teachers' keenness to encourage students with learning difficulties, so that they would not feel frustrated with the distance learning process. It was also evident that teachers did not use achievement portfolios in the evaluation process. In connection with the appropriate evaluation methods, the majority indicated the use of work sheets and visual evaluation methods that rely on audio and visual skills, such as presenting videos, pictures, audio and games, and applying short objective tests. Among the proposals to improve evaluation methods and tools: Individual evaluation, attention to individual treatment, obligating personal attendance of students to school, splitting the required tasks, and not increasing the skills required to be mastered. As for the obstacles that teachers face: Lack of time, difficulty in communicating with students with distance learning difficulties and problems related to the Internet such as interruption, weakness, or lack of availability.

To support early intervention, it is necessary to develop programming system tools that enable accurate, valid, and reliable assessments and can help achieve reasonable, generalizable, and measurable goals. This study examined the Assessment, Evaluation, and Programming System (AEPS) used by associations of children with disabilities in Saudi Arabia to assess its suitability for children with intellectual disabilities. A group of 16 specialists with different professional backgrounds (including special education, physiotherapy, occupational therapy, speech therapy and psychology) from 11 associations of children with disabilities took part in semi-structured personal interviews. The study concluded that AEPS is generally suited for use with children with intellectual disabilities. However, its suitability depends on the type and severity of the child's disability. The more severe the disability, the less effective the AEPS is likely to be. On the basis of this finding the researchers formed interdisciplinary teams to organise and integrate the children's learning and assess the benefits of AEPS, including its accuracy and ability to achieve adaptive, cognitive, and social targets, enhance family engagement and learning and develop basic development skills. This study also identified obstacles associated with the use of AEPS. These include the lack of comprehensiveness and accuracy of the goal, lack of precision and non-applicability to large movements and the fact that it cannot be used with all children with intellectual disabilities. In addition, the research showed that non-cooperation within the family is a major obstacle to the implementation of the AEPS. The results of this study have several implications.
The government and private companies are endeavoring to help the digital healthcare industry grow. This includes easing regulations on the big data industry such as the amendment of the Data 3 Act. Despite these efforts, however, there have been constant demands for the amendment of laws related to the medical field and for securing medical data transmissions. In this paper, the Data 3 Act of Korea and the legal system related to healthcare are examined. Then the legal, institutional, and technical aspects of the strategies are compared to understand the issues and implications. Based on this, a legal and institutional strategy suitable for the digital healthcare industry in Korea is suggested. Additionally, a direction to improve social perception along with technical measures such as safe de-identification processing and data transmission are also proposed. This study hopes to contribute to the spread of various convergent industries along with the digital healthcare industry.
