연구목적: 본 연구는 국내 건설업 분야에 종사하는 외국인 근로자들의 고용안정을 위해 필요한 제도적 개선방안을 마련하고자 하였다. 연구방법: 외국인 근로자 현황을 조사하기 위해 통계청 및 관련 보고서를 분석하였고, 이를 기반으로 한 제도 개선 방안을 마련하였다. 연구결과: 현시비교우위지수(RCA) 분석을 통해 내국인 근로자 대비 외국인 근로자의 기술주준을 평가한 결과 형틀목공, 철근공, 콘크리트공, 석공(타일공), 방수공의 순으로 분석되었다. 결론: 건설업 활성화를 위해 부족한 현장인력 문제를 해결하기 위해 도입된 외국인 근로자 근무제도를 활성화하고 문제점을 개선하기 위해 건설현장에서의 고용허가제 운용을 개선할 필요성과 고용허가제를 도입하는 건설업 규모를 제한할 필요가 있다.

The Rural Housing Standard Plans for improving the quality of life and housing stability in rural areas has been developed 87 types from 1994 to 2012. However, some types of Plans do not satisfy the current legal standard in accordance with social and legal changes. Standard plans has the same effect as a building permit, and replace it, so legal suitability of Plans is an important. Therefore, it is required the suitability analysis on the legal standards of Rural Housing Standard Plans. The Purpose of this study is to derive improper types and items of the Rural Housing Standard Plans on the legal standards. In this study, we analyzed its suitability on the legal standards(law on fire-fighting system installation and safety management, energy saving design criteria for buildings, structural checklist for small buildings, the types of drawing for building permit) in accordance with "rules for the operation of standard plans". And we analyzed the utilization of the Rural Housing Standard Plans through downloads from welchon portal.

본 연구는 남북한 통일을 대비하여 준비하고 있는 과제 중 북한지역에 있는 토지에 대한 관리 및 운영 실태를 파악하여 북한지역의 사회적 혼란과 경제적 손실을 최소화하고 주민의 기본적인 삶의 보장과 사회보장, 생활의 계속성 유지 등 북한 주민들의 인간다운 생활 안정화를 위하여 토지처리 방안을 제시하고자 한다. 따라서 북한 지역의 토지 처리방안으로 전(前) 소유자에 대한 소유권을 인정하지 않고 재국유화하여 통일 후 일정기간 동안은 토지 소유권을 국가가 보유하고 현재 점유, 이용하고 있는 토지는 북한 주민에게 분배하여 토지이용권을 설정해주고 이후 사(私)토지소유권으로 전환될 수 있는 방향으로 개편하여 사용권을 점진적으로 사유화하는 방안을 제시했다.

Recently, the load increasement and new regenerative systems of electrified railway system make it a difficult to distinguish between the load current and fault current. The failure of traction system perhaps causes over-current to flow. The high current can collapse other railway systems. If failures of the traction system takes place, the failures are detected and protected lest it should provoke high current flow. The over current from such a traction system failure permit to charge high tension voltage and produces high temperature arc, voltage instability, current cutting, and break down railway systems. The traction system failures detect and the system has to immediately cut off from over-current flow. To isolate the failure, the system can distinguish failure current from current flows. It forces us to adapt such as a new intelligent protection system. The protective system in traction system play a role of detecting and isolating failure points. In this paper, we proposed intelligent algorithm for discriminating normal and abnormal situation instead of the system being operated abnormally.

본 연구의 목적은 제주시에서 운영하고 있는 거주자우선주차제 사례를 통하여 최근 우리나라 지방자치단체에서 주로 채택하고 있는 거주자우선주차제도의 문제점을 찾고, 그에 대한 성공요인을 모색하는 것이다. 제주시는 2005년 10월부터 거주자우선주차제를 시범운영하였고, 2007년 10월부터는 본격적으로 도심 지역에서 실시하고 있다. 그 도입 배경을 보면 첫째, 주택가 이면도로의 무분별한 주차로 인하여 발생할 수 있는 각종 재난사고의 확산 방지로 주민의 안녕 유지, 둘째, 쾌적한 주차환경 조성으로 주민의 생활 영위권 보장을 위한 것이다. 거주자우선주차제 성공을 위한 방안을 물어본 결과 "의사결정시부터 지역주민의 참여가 이루어져야 한다"에 대한 설문에서 '그렇다'와 '매우 그렇다'라고 응답한 비율이 87.5%로 가장 높았다. 가장 우려하는 내용은 "친척들이 방문해도 유로로 주차가 가능하도록 제도를 개선해야 한다"라는 질문에 있었다. 응답자의 36%가 부정적인 의견이었으며 이는 친척들이 무료로 방문할 수 있기를 바라는 마음에서 우려하는 것으로 이해할 수 있겠다. 로지스틱 회귀분석 결과 특히 중요시해야 할 요소는 "단속을 철저히 해야 한다", "친척들이 방문해도 유료로 주차가 가능하도록 제도를 개선해야 한다", "인근 상권 주민의 매출감소를 해결하는 방안을 마련해야 한다" 등으로 정책적 제언을 하자면 첫째, 단속강화, 둘째, 친지방문을 위한 주차공간 확보, 셋째, 주변 상권에 대한 영향 최소화, 넷째, 소방도로의 기능과 거주자우선주차제와의 조화유도, 다섯째, 주차공급 확보를 위해 회전율 높이기라고 할 수 있다.

배출권거래제는 대표적인 기후정책으로 온실가스 총배출량의 87%(2021년 기준)에 대한 감축 유인체계를 형성한다. 상당량의 감축이 기대되는 가운데 배출권가격 변동이 경제, 에너지 및 환경 부문에 미칠 파급 효과에 대한 심도있는 이해가 필요하다. 본 고는 거시계량 기반 연립방정식 모형을 통해 배출권거래제의 정책효과를 분석한 국내 최초의 연구로, 한국표준산업분류(경제), 에너지밸런스(에너지), 국가온실가스인벤토리(환경)를 연결해 현실 설명력을 제고한 데 의의를 지닌다. E3 동학에 대한 분석결과에 따르면 4년에 걸친 배출권가격의 50% 인상 충격은 온실가스 배출량 감소(-0.043%)와 함께 주요 거시변수인 실질GDP(-0.058%), 민간소비(-0.003%) 및 투자(-0.301%) 등의 하방 이동으로 귀결된다. 배출권가격의 인상은 온실가스 감축목표 달성의 필수불가결한 요소로, 가격 인상 충격에 따른 이행리스크에 대응함으로써 거시 경제의 지속가능성을 담보하기 위해 경매수익을 활용한 세수환원 방안을 검토할 수 있다. 본 연구는 법인세 경감 및 경상이전지출 확대 등 세수환원 수단 중 성장 측면에서 후자의 정책 비교우위를 확인했다.

Individual sewage treatment system is classified into a sewage treatment system which treats all the domestic sewage and a water-purifier tank which treats only effluent flushing from the toilet. The number of registered manufacturers has increased rapidly since 2001. As a result, price competition has increased among the manufacturers and has caused the problems such as the inappropriate production of individual sewage treatment system, the unreasonable permit for building completion and the shortage of the professional technology of the community's public officials in charge. This study collected the problem cases that are related with existing individual sewage treatment system and operation. Efficient improvement plan for the stable supply, installation, maintenance of individual sewage treatment system were suggested.

외국인근로자의 임금을 둘러싸고 그동안 균등대우와 합리적 차별문제를 부분적으로 다루어져 왔다. 또한 외국인근로자라는 측면에서 생산성논의와 함께 합리적 차별의 문제가 논의되기는 하였으나 극히 제한적이었다. 외국인근로자에 대한 최저임금적용 제외를 계속하여 경영계로부터 주장이 되어 오고 있다. 내국인 근로자와 달리 외국인근로자는 고용허가를 받아 비교적 제한된 장소, 제한된 기간 동안 임금을 목적으로 근로를 제공하는 지위에 있다는 점에서 임금을 둘러싼 법과 현실과의 괴리되어 있는 점을 확인할 수 있다. 이것은 임금을 둘러싼 고용주와 근로자의 고충과 갈등으로 표출되어 나타나고 있다. 그동안 임금에 관한 균등대우 등에 부분적으로 연구는 있어왔지만 명확하게 논의가 정리되었다고 보기는 어렵다. 물론 이 연구에서도 이와 관련하여 연구의 한계성은 있을 수밖에 없을 것이다. 이 논문에서는 고용허가제 이후 임금을 둘러싼 실태와 고용주와 외국인근로자의 고충과 갈등요인을 살펴보고 임금관련 법제도적 개선방안을 제시하고자 하였다.

This paper discusses the project's structural system, permit process, groundbreaking project specific testing, and several of the challenges the team overcame, all of which open the door to future Mass Timber projects; particularly in the United States.

This paper analyzes the performance of a rectangular dielectric ceramic antenna by the theoretical cavity model such as input impedance resonant frequency quality factor efficiency and bandwidth. Through a compu-ter simulation variation of the antenna characteristics is found as a function of the antenna parametes. (permit-tivity permeability antenna size etc) Based on the results we propose a new design method for the dielectric ceramic antenna to be employed in Global Positioning Systems.
