Review on Soil Erosion and Loss Management System of the Calgary City Government, Albert, Canada (캐나다 앨버트 주 캘거리 시의 토사관리제도에 관한 고찰)

  • In this paper, soil erosion and soil loss management system (SMS) of the City of Calgary in Albert, Canada was reviewed. Regulatory basis supporting this soil management system, permit process and conditions, guidelines and principles for the SMS, and monitoring and repair duties, inspection were discussed. Permit process in the City of Calgary is handled mainly by Urban Development Division, in which special task force called CPAG (Coorporative Planning Application Group) (if necessary circulated through related subdivisions). Inspects all the permit conditions and decides permit or refusal, and LUM (Land Use and Mobility) advertises the approval, if there is no appeals, permit is released to developers. If permit is rejected, applicant can appeals Development Appeal Board, it can approve or reject. In addition to permit, the city has manual for soil management plan, which includes BMP selection, design, monitoring, maintenance, and inspection activities. Perfect SMS policy does not necessarily guarantee relieving the soil-particle related pollution problem, but in Korea, we have to recognize that construction works during development is potentially the most destructive stage of environmental pollution. The central and local governments must make preparations for the effective and tight regulations and ordinance which is appropriate for regional social-economic conditions.

Development of High-level Method for Representing Explicit Verb Phrases of Building Code Sentences for the Automated Building Permit System of Korea (서술부의 함수체계화를 통한 인허가관련 건축법규의 자동검토 응용방안)

  • As building information modeling (BIM) is expanding its influence in various fields of architecture, engineering, construction and facility management (AEC-FM) industry, BIM-based automated code compliance checking has become possible prospects. For the automated code compliance checking, requirements in building code need to be processed into explicit representation that enables automated reasoning. This paper aims to develop high-level methods that translate verb phrases into explicit representation. The high-level methods represent conditions, properties, and related actions of the building objects and clarify the core content of the constraints. The authors analyze building permit requirements in Korea Building Code and establish a standardized process of deriving the high-level methods. As a result, 60 kinds of the high-level methods were derived. In addition, method classification, analysis, and application are introduced. This study will contribute to the representation of explicit building code sentences and establishment of the automated building permit system of Korea.

An Comparative Study on the Foreign Worker's Employment System of Fishing Vessels in Korea and Japan (한·일 외국인선원 고용제도 비교 연구)

  • The aim of this study is to reduce the foreign fishermen's rate of deserting from coastal and offshore fishing vessel in Korea and to suggest the future direction of foreign fishermen's employment policy. There are several employment systems for foreign fishermen who work on a coastal and offshore fishing vessels in Korea and Japan. Foreign fishermen's employment systems can be divided by the following forms : 1) Employment permit system for foreigners in Korea 2) Foreign seamen system in Korea 3) Skill training system for foreigners in Japan Foreign fishermen's rate of deserting from Korean fishing vessel is very high compared to that of Japan. The recent rate is 29.6% in employment permit system, and 21.5% in foreign seamen system in Korea. However, 2.2% in skill training system for foreigners in Japan. In this paper, the author investigated and compared the employment status of foreign seamen's in 2 country's fishing vessels and suggest to reduce the rate of deserting from workplace in Korean fishing vessels.

Valuation of the Water Pollution Reduction: An Application of the Imaginary Emission Market Concept (수질오염물질 감소의 편익 추정 -수질총량제하 가상배출권시장 개념의 적용-)

  • This study attempts to estimate the value of the water quality improvement by deriving the equilibrium price of the water pollutant emission permit for the imaginary water pollutant emission trading market. It is reasonable to say that there is already an implicit social agreement for the unit value of water pollutant, when the government set the Total Water Pollutant Loading System for the major river basin as a part of the Comprehensive Measures for Water Management, particularly for the Nakdong River Basin. Therefore, we can derive the unit value of water pollutant emission, which is already implied in the pollution allowance for each city or county by the Total Water Pollutant Loading System. Once estimated, it will be useful to the economic assessment of the water quality related projects. An imaginary water pollutant emission trading system for the Nakdong River Basin, where Total Water Pollutant Loading System is already effective, is constructed for the estimation of the equilibrium price of water pollutant permit. By estimating marginal abatement cost curve or each city or county, we can compute the equilibrium price of the permit and then it is regarded as the economic value of the water pollutant. The marginal net benefit function results from the relationship between the emission and the benefit, and then the equilibrium price of permit comes from constructing the excess demand function of the permit by using the total allowable permit of the local government entity. The equilibrium price of the permit would be estimated to be $1,409.3won/kg{\cdot}BOD$. This is within reasonable boundary compared for the permit price compared to foreign example. This permit price would be applied to calculate for the economic value of the water quality pollutants, and also be expected to use directly for the B/C analysis of the business involved with water quality change.

Supply Chain Coordination Under the Cap-and-trade Emissions Regulation (탄소배출권거래제도에서의 공급망 조정 모형)

  • This paper considers a supply chain consisting of a manufacturer under the cap-and-trade emissions regulation and a permit supplier. We study joint production quantity and investment in reducing permit production cost decisions for centralized and decentralized supply chains. We formulate two supply chain contracts with aims to coordinate the decentralized supply chain; wholesale price contract and cost-sharing contract. Under the cost-sharing contract, the manufacturer shares a part of the investment in reducing permit production cost and then is allowed to purchase emission permit at a lower price. We analytically find that the proposed cost-sharing contract with reasonable parameters can coordinate the supply chain whereas the wholesale price contract is not desirable to achieve the system-wide profit. Numerical example is followed to support the analysis.

System Implementation Plan for Applying Spatial Information to Road Occupation Permit Administrative Works (도로점용허가 행정업무에 공간정보 활용을 위한 시스템 구축방안)

  • Most of the administrative works are executed based on the address. Therefore, spatial information is an essential factor for administrative works. So far, many systems, which apply spatial information to administrative works, have been implemented. However, there is little approach to apply spatial information to road occupation permit works. In this paper, we introduce system implementation plan for applying spatial information to road occupation permit administrative works. System implementation plan includes work analysis, applying scenarios extraction, system function extraction, and datamart construction plans. First, work processes and activities are defined based on the analysis of work handbook. Also, activities are displayed in diagram. Second, scenarios applying spatial information to road occupation permit works are extracted. Third, we derive service functions for system, which realize work processes and applying scenarios. Finally, spatial information datamart construction plan is established. Proposed system implementation plan in this research includes application architecture and part of data architecture. For implementing the system, plan for hardware and software architecture should be studied.

Methodology for Generating Information Requirements for BIM-based Building Permit Process (BIM 기반 인허가 요구정보 생성 방안)

  • Using BIM (Building Information Modeling)-based design information to analyze various engineering processes has been widely adopted in construction projects. However, since typical building permit processes often require traditional 2D-based design information for submission and to obtain building approval, there are some challenges in delivering such data thru BIM-based design information. This paper proposed a methodology to generate and meet information requirements for permit applications and approvals based on BIM-based design information. To that end, we analyzed the required information necessary to make submissions for building approvals using the Seumter system. We then suggested a process to collect the required information from BIM-based data, and classified this into two types: BIM-internal and BIM-external information requirements. In addition, we proposed three algorithms to extract and to match between extracted BIM data and BIM-internal information requirements using IFC(Industry Foundation Classes). The proposed methodology enables to ensure the efficiency and the accuracy when providing data for building permit review and approval.

A Study on Devices of Reducing Foreign Fishermen's Rate of Deserting from Coastal and Offshore Fishing Vessels in Korea (연근해어선 승선 외국인어선원의 무단이탈률 저감 방안에 관한 연구)

  • The aim of this study is to reduce the foreign fishermen's rate of deserting from Korean coastal and offshore fishing vessel. There are two employment systems for foreign fishermen who work on a coastal and offshore fishing vessel in Korea. One is employment permit system and the other is foreign seamen system. The former permits the foreign fishermen to work on the fishing vessels which are less than 20 gross tonnage. The latter permits the foreign fishermen to work on the fishing vessels which are more than 20 gross tonnage. The recent rate of deserting from their workplace are 21.5% in foreign seaman system and 26.8% in employment permit system by October 2011. In this paper, the authors propose eight means to reduce the rate of deserting from their workplace.

Improvement on Development Permit System after the Abolition of the Regulation against Continuous and Adjacent Development (연접개발제한 폐지 이후 개발행위허가 심의제도 개선방안)

  • The regulation of continuous and adjacent development was introduced to prevent unplanned and improper development and to protect environment in green zone and non-urban area that was deficient in infrastructure. Though it has been effective, it was repealed in 2011 by disorderly development problem caused by crafty tricks around restrictions. Alternatively, the Urban Planning Commission is now deliberating on the development permit, but there are still much to be resolved such as improper committee formation and abuse of power, insufficient green corridor preservation, a lack of use of planning information system, discordance between landscape management guidelines in laws, etc. Therefore, we suggest several ideas for improvement of development permit system as follows; intensive deliberation system in the Urban Planning Commission, integrated commission for green corridor prevention, early establishment of urban planning information system, making a development permission guideline to minimize discretional act of the Urban Planning Commission, etc.

Spatial Designation of Impact Fee Zone based on the Parcel Development Permit Information (개발허가필지의 지리정보를 이용한 기반시설 부담구역 지정방안)

  • One of the criteria provided by the law to spatially determine the zones to levy the so-called development impact fee requires that the increase rate of the development permit should exceed that of the entire locality by more than 20 percent. Since the permits are issued to scattered parcels, however, it renders significant difficulties in accurately figuring out the finite local areas that exceed such legal criteria. This study, in this context, tries to join the development permit time-series data with the Korea Land Information System (KLIS) so that, with the aid of the landform layer and existing infrastructure layer, it could pinpoint the local area where the development activities are concentrating. Taking a sector in Yangpyong County as the case, the study demonstrates the methods to designate the zone by processing the permit information data.
