Low impact development (LID) technique is relatively new concept to reduce surface runoff and pollutant loading from land cover by attempting to match predevelopment condition with various integrated management practices (IMPs). In this study, computational model for designing and evaluating LID, named LIDMOD, was developed based on SCS-CN method and applied at Andong bus terminal to evaluate LID applicapability and design retention/detention area for volume or peak flow control. LIDMOD simulated with 21 years simulation period that yearly surface runoff by post-development without LID was significantly higher than that with LID showing about 2.8 times and LID could reduce efficiently yearly surface runoff with 75% reduction of increased runoff by conventional post development. LIDMOD designed detention area for volume/peak flow control with 20.2% of total area by hybrid design. LID can also efficiently reduce pollutant load from land cover. Pollutant loads from post-development without LID was much higher than those from pre-development with showing 37 times for BOD, 2 times for TN, and 9 times for TP. Pollutant loads from post-development with LID represented about 57% of those without LID. Increasing groundwater recharge reducing cooling and heating fee, creating green refuge at building area can be considered as additional benefits of LID. At the point of reducing runoff and pollutant load, LID might be important technique for Korean TMDL and LIDMOD can be useful tool to calculate unit load for the case of LID application.
In a red pine (Pinus densiflora) forest, changes of pH, electric conductivity, total carbon, total nitrogen, available phosphate and available potassium in soil and runoff have been studied at intervals for 1 year after early spring fire. Phytimasses of herb and shrub were measured following the current and the subsequent year. The pH, E.C., total nitrogen and phosphate of soil in burned site wee 1.1, 1.5, 1.6 and 2.0 times higher than in unburned site, respectively. But potassium showed no significant difference. A rise in pH, E.C., and total nitrogen in burned site were maintained throught the study period while phosphate maintained 4 months after the fire. The E.C., total carbon, $NO_2-N$ and $NH_4-N$ of runoff in burned site were 1.3, 1.3, 1.3 and 29.0 times higher than in unburned site, respectively, while $NO_3-N$ in unburned site was 4 times higher than in burned site. In burned site, phytomasses of herb and shrub were 148 and 33% of unburned site in a current year and 107 and 51% in a subsequent year, respectively. The considerable amount of increase in soil nutrient after the fire was conserved by the uptake of the fast regrowing plants and by the immobilization of $NH_4=N$.
Characteristics of water quantity and quality of the Anyangcheon were analyzed through many field measurements and the distributed hydrologic simulation model, Soil and Water Assessment Tool (SWAT). Event mean concentrations (EMCs) and baseflow mean concentrations were calculated from the data and the daily runoff were simulated by SWAT. The runoff was divided into the direct runoff and the baseflow. Using those values and quantity and quality data of release from the wastewater treatment plant (WWPT), unit loads of BOD, COD, SS, $NO_2-N$, $NO_3-N$, $NH_3-N$, and Dis-P were derived. EMCs of BOD and SS were even higher than the baseflow mean concentrations. The total runoff from October to April (7 months) of 2004 was just 13.5%, since the rainfall usually is concentrated in summer season. Futhermore BOD and SS were loaded during the event by 50.9% and 70.9%, respectively and over three quarters of total COD, $NO_2-N$, $NO_3-N$, $NH_3-N$, and Dis-P were flowed into the Anyangcheon during the remaining period. Therefore, the efficiency of WWPT for COD, $NO_2-N$, $NO_3-N$, $NH_3-N$, and Dis-P should be intensified from Oct. to Apr. and the runoff quality management of BOD and SS should be planned during the summer season.
After Disaster Impact Assessment(DIA) Program was particed, the wide variety of hydrological data are estimated by introducing the concept of critical storm duration to calculate the stormwater impoundments as the alternative of increasing runoff due to many developments. Critical storm duration is varied by a lot of hydraulic structures, drainage characteristics, temporal distribution of design rainfall, return period, and runoff models. In this study the methods of estimating the proper volume to design the stormwater impoundments are proposed to determine the required volume by comparing and analyzing the maximum stormwater impoundments in accordance with the impoundment volume and rainfall duration by using the concept of storage ratio presented in the existing studies. The methods of determining the critical storm duration of design rainfall which cause the maximum load from the runoff hydrograph will be studied as analyzing rainfall-runoff using the various runoff models and observed data.
Litter wastes on highway runoff are gradually being considered one of the major pollutants of concern in protecting the integrity of receiving waters for beneficial use. The California State Water Resources Control Board has identified in their 303(d) list at least 36 water bodies where trash or litter is considered a pollutant of concern. The first TMDL adopted by the Region 4 (Los Angeles area) of the California State Water Quality Control Board was for trash in the Los Angeles River. The first flush characteristic study was developed to obtain first flush water quality and litter data from representative stormwater runoff from standard highway drainage outfalls in the Los Angeles area. Total captured gross pollutants in stormwater runoff were monitored at six Southern California highway sites over two years. The gross pollutants were 90% vegetation and 10% litter. Approximately 50% of the litter was composed of biodegradable materials. The event mean concentrations show an increasing trend with antecedent dry days and a decreasing trend with total runoff volume or total rainfall. Event mean concentrations were ranged 0.0021 to 0.259g/L for wet gross pollutants and 0.0001 to 0.027g/L for wet litters. The first flush phenomenon was evaluated and the impacts of various parameters such as rainfall intensity, drainage area, peak flow rate, and antecedent dry period on litter volume and loading rates were evaluated. First flush phenomenon was generally observed for litter concentrations, but was not apparent with litter mass loading rates. Litter volume and loading rates appear to be directly related to peak storm intensity, antecedent dry days and total flow volume.

Runoff behaviors by five bias correction methods were analyzed, which were Change Factor methods using past observed and estimated data by the estimation scenario with average annual calibration factor (CF_Y) or with average monthly calibration factor (CF_M), Quantile Mapping methods using past observed and estimated data considering cumulative distribution function for entire estimated data period (QM_E) or for dry and rainy season (QM_P), and Integrated method of CF_M+QM_E(CQ). The peak flow by CF_M and QM_P were twice as large as the measured peak flow, it was concluded that QM_P method has large uncertainty in monthly runoff estimation since the maximum precipitation by QM_P provided much difference to the other methods. The CQ method provided the precipitation amount, distribution, and frequency of the smallest differences to the observed data, compared to the other four methods. And the CQ method provided the rainfall-runoff behavior corresponding to the carbon dioxide emission scenario of SRES A1B. Climate change scenario with bias correction still contained uncertainty in accurate climate data generation. Therefore it is required to consider the trend of observed precipitation and the characteristics of bias correction methods so that the generated precipitation can be used properly in water resource management plan establishment.

As a first step of pesticide runoff studies, runoff losses of captafol were measured under natural rainfall conditions in apple orchard area. The maximum concentration of captafol was 180 ppb at 5 th sampling period when the rainfall occurred within 24 hours after captafol was applied, and the concentration of samples from other periods was below than 20 ppb. Total runoff loss of captafol was below 0.1%. About 10 fold of dilution factor was observed at the merging point with stream near outlet from orchard and about 50 fold was observed at the next merging point which is located further down. Therefore, captafol will not harm the aquatic organisms due to dilution factor$(10{\sim}50\;fold)$ and rapid hydrolytic degradation rate even when it was run off into a stream nearby.

The objective of this study is to analyze the relation of critical duration according to hydrologic characteristics in urban areas. RRL, ILLUDAS, SWMM, and SMADA urban runoff models were applied to the Seongnae and Banpo watershed and experiment area of the Dong-Eui University. Also, hydrologic characteristics such as temporal pattern of rainfall, rainfall intensity formula, antecedent moisture condition, return period, and urban runoff model were used to simulate the critical duration of the test areas. The results of this study are as follows; (1) The type of temporal pattern of rainfall which causes maximum peak discharge in urban area has resulted in Huff's 4th quartile distribution. (2) The critical duration in urban areas were not influenced by hydrological factors except urban runoff model. (3) Peak discharge and critical duration in urban areas were influenced by the urban runoff model, and the SWMM model using Huff's 4th quartile distribution shows maximum critical duration.
This study is to suggest a method to estimate the design low-flow based on the runoff hydrology. The recession time model to transform a return period into the recession time is derived under the similarity between dry spell and low-flow runoffs event. The proposed recession model can be applied to the gaging station and the ungaged outlet. This recession time model contains the parameters: for climate conditions, watershed characteristics, and runoff characteristics etc. And the recession model is composed of the parameters which are initial discharge and recession constant. This model is applied to the Yongdam gaging station and the other temporary gaging station. Consequently, it is proved that this model can be used for an alternative practice to estimate the design low-flow at the gaging station with short-term runoff data or the ungaged outlet.
We have examined the runoff characteristics of nonpoint source (NPS) in fields. Two monitoring sites were equipped with an automatic velocity meter and water sampler. Monitoring was conducted at fields 1 and field 2 during the rainfall event. Ten rainfall-runoff events were monitored and analyzed during the study period. The results show that runoff occurred if daily rainfall and intensity were higher than 40 mm and 1.6 mm/hr except a few extreme rainfall events with very high intensity. Runoff of field 1 was approximately twice of that of field 2. Event mean concentrations (EMC) and pollution load of analyzed water quality indices were also higher in field 2 than in field 1. Especially, TN load from field 2 was $75.4 mg/m^2$ and was about 5 times higher than that from field 1. Analysis of Pearson correlation coefficient of water quality parameter indicates that besides of TN all items in fields 1 have tight relationship respectively (p < 0.01). But those of fields 2 have a significant (p < 0.05). Estimating units loading of NPS, we suggested that variable such as soil texture, rainfall amount and intensity and slope were needed to be considered from agricultural landuses. The results of this study can be used as a basic data in the development and implementation of total maximum daily loads (TMDL) in Korea.
