In video-on-demand(VOD) systems it is important to minimize initial latency and memory requirements. The minimization of initial latency enables the system to provide services with short response time, and the minimization of memory requirements enables the system to service more concurrent user requests with the same amount of memory. In VOD systems, since initial latency and memory requirement increase according to the increment of buffer size allocated to user requests, the buffer size allocated to user requests must be minimized. The existing static buffer allocation scheme, however, determines the buffer size based on the assumption that thy system is in fully loaded state. Thus, when the system is in partially loaded state, the scheme allocates user requests unnecessarily large buffers. This paper proposes a dynamics buffer allocation scheme that allocates user requests the minimum buffer size in fully loaded state as well as a partially loaded state. This scheme dynamically determines the buffer size based on the number of user requests in service and the number of user requests arriving while servicing current requests. In addition, through analyses and simulations, this paper validates that the dynamics buffer allocation outperforms the statics buffer allocation in initial latency and the number of concurrent user requests that can be supported. Our simulation results show that, in proportion to the static buffer allocation scheme, the dynamic buffer allocation scheme reduces the average initial latency by 29%~65%, and in a systems having several disks. increases the average number of concurrent user requests by 48%~68%. Our results show that the dynamic buffer allocation scheme significantly improves the performance and reduce the capacity requirements of VOD systems.

The maximum demand controller is an electrical equipment installed at the consumer side of power system
for monitoring the electrical energy consumed during every integrating period and preventing the target
maximum demand (MD) being exceeded by disconnecting sheddable loads. By avoiding the peak loads and
spreading the energy requirement the controller contributes to maximizing the utility factor of the generator
systems. It results in not only saving the energy but also reducing the budget for constructing the natural base
facilities by keeping thc number of generating plants ~ninimumT. he conventional MD controllers often bring
about the large number of control actions during the every inteyating period and/or undesirable loaddisconnecting
operations during the beginning stage of the integrating period. These make the users aviod the
MD controllers. In this paper. fuzzy control technique is used to get around the disadvantages of the
conventional MD control system. The proposed MD controller consists of the predictor module and the fuzzy
MD control module. The proposed forecasting method uses the SOFM neural network model, differently from
time series analysis, and thus it has inherent advantages of neural network such as parallel processing,
generalization and robustness. The MD fuzzy controller determines the sensitivity of control action based on
the time closed to the end of the integrating period and the urgency of the load interrupting action along the
predicted demand reaching the target. The experimental results show that the proposed method has more
accurate forecastinglcontrol performance than the previous methods.

Since the year of mid 2000, the EPC industry in Korea has the highest amount of orders received due to tremendous need form middle east asia region. However, the quality requirement from the owner is getting critical, which lead to the more competitive engineering capacity equipped. In order to do so, the development of objective and quantitative evaluation model of engineering process is essential. In order to develop the engineering checklist model for case-based evaluation of EPC project, first, the general description of worldwide EPC industry as well as the literature review of prior study have been performed. Then, the survey interview with experts in the engineering area of EPC project was performed In order to Identify the engineering work tasks and the critical check items, which should be checked during engineering process. Based on these checklist, the weights of check items as well as engineering work tasks also have been defined. The developed checklist model evaluated the two EPC project cases of S company in Thailand in order to explore its applicability. From the analysis of evaluation results, it is expected that the continuous implementation of evaluation based on checklist model can help the EPC practitioner check the critical items in engineering process more efficiently and take an appropriate action for better engineering performance, which finally can lead to the Korea EPC industry being more competitive.

The first Korean geostationary weather satellite, Communications, Oceanography and Meteorology Satellite (COMS) will be launched in 2008. The ground station for COMS needs to perform geometric correction to improve accuracy of satellite image data and to broadcast geometrically corrected images to users within 30 minutes after image acquisition. For such a requirement, we developed automated and fast geometric correction techniques. For this, we generated control points automatically by matching images against coastline data and by applying a robust estimation called RANSAC. We used GSHHS (Global Self-consistent Hierarchical High-resolution Shoreline) shoreline database to construct 211 landmark chips. We detected clouds within the images and applied matching to cloud-free sub images. When matching visible channels, we selected sub images located in day-time. We tested the algorithm with GOES-9 images. Control points were generated by matching channel 1 and channel 2 images of GOES against the 211 landmark chips. The RANSAC correctly removed outliers from being selected as control points. The accuracy of sensor models established using the automated control points were in the range of $1{\sim}2$ pixels. Geometric correction was performed and the performance was visually inspected by projecting coastline onto the geometrically corrected images. The total processing time for matching, RANSAC and geometric correction was around 4 minutes.
Error characteristics of a mirror loss measurement system using an exponential decay method were studied, with the two samples having about 200-ppm-loss and 30-ppm-loss, respectively. In order to minimize the decay signal deviation from an exponential curve due to cavity length fluctuation, a data average method was tried. The data average method significantly improved the exponential curve fitting error of the decay signal, so that for a 6 decay signal data average the loss measurement error was reduced by about 2.4 times for the 200-ppm-loss mirror and 1.3 times for the 30-ppm-loss mirror compared with a single shot measurement. Day-to-day mirror loss repeatability error for the two samples was investigated. The repeatability error was measured to be about 5% for the 200-ppm-loss mirror and about 26.4% for the 30-ppm-loss mirror. Low decay signal average effect and high repeatability error in the low loss mirror measurement were explained with non-uniform spatial loss distribution of the sample and contamination from the environment, in addition to the error sources of the mirror loss measurement system itself. The influence of cavity length fluctuation and cavity length measurement error on the mirror loss measurement system performance was theoretically calculated. It confirmed that the requirement for the cavity length parameters was not so strict in the mirror loss measurement system of several ppm resolution. ution.
The art of dynamic images has experienced three development stages, including experimental films, recording art, and new media image. By introducing all kinds of new materials, new media to the art, and the art of dynamic images has created more freedom for art creation. With the development of digital information technology, dynamic image works have put forward an increasingly high requirement of visual art. The combination of dynamic images and visual illusion can give rise to different forms and expression methods, thus endowing artworks with more vigor. This paper provides an overview by sorting out the lineage and development of dynamic images in the background, as well as understanding the application and performance of contrasted visual illusion. Based on the understanding of the characteristics of visual illusion, we discuss the new characteristics of applying the theory of visual illusion to new media dynamic images in relation to the technical approach of dynamic images. Through the analysis of specific works of Telematic Vision, we search for its reasonable combination and find the appropriate technical means of implementation. We discuss how to use digital multimedia technology and spatial optical illusion to make the design more novel and impactful, and consider how the combination of digital dynamic image technology and visual illusion should be interpreted and applied.
Under the Korean Marine Environment Management Act (hereunder, the KMEMA), the duty to arrange spill clean-up equipments, including spill clean-up vessels, required by the article 67 of the KMEMA is in essence the provision of public goods since it is a precautionary or preventive measure for the efficient performance of oil spill cleaning up. Also the obligation to control marine pollution and the duty to arrange of anti-pollution measures imposed on polluters is the obligation imposed by the public law in accordance with "the Polluter-Pays Principle". Therefore, the execution of such obligations shall be accompanied by the minimum legal and institutional arrangements. On the other hand, judging whether to form the roles of the public and private sectors in providing public goods is basically a matter of policy decision. However, even if the private sector is allowed to participate in the provision of public goods, it is imperative that a minimum requirement be provided to secure the public interest. Although major countries allows polluters to conclude a preliminary contract with a civil anti-pollution management company, these civilian institutions are in principle constituted by the owners of oil storage facilities. Additionally it is worth noting that it operates as a non-profit organization. In particular, if the practitioner performs pollution control for commercial purposes, their profitability may depend on the size of the pollution, the period spent on pollution control, the size of the equipment and manpower mobilized in the pollution control, and so on. Considering the above problems, caution should be taken to allow marine environmental management companies to be un-limitedly entrusted with the responsibility of arranging measures such as pollution control. In order to allow the marine environmental management contractor to be entrusted for the assignment of duty to protect the marine environment, the marine environment management business should be expanded so that the marine pollutant management capacity satisfies the statutory control capacity. Various wood defects occur during tree growing or wood processing. Thus, to use wood practically, it is necessary to objectively assess their quality based on the usage requirement by accurately classifying their defects. However, manual visual grading and species classification may result in differences due to subjective decisions; therefore, computer-vision-based image analysis is required for the objective evaluation of wood quality and the speeding up of wood production. In this study, the SIFT+k-NN and CNN models were used to implement a model that automatically classifies knots and analyze its accuracy. Toward this end, a total of 1,172 knot images in various shapes from five domestic conifers were used for learning and validation. For the SIFT+k-NN model, SIFT technology was used to extract properties from the knot images and k-NN was used for the classification, resulting in the classification with an accuracy of up to 60.53% when k-index was 17. The CNN model comprised 8 convolution layers and 3 hidden layers, and its maximum accuracy was 88.09% after 1205 epoch, which was higher than that of the SIFT+k-NN model. Moreover, if there is a large difference in the number of images by knot types, the SIFT+k-NN tended to show a learning biased toward the knot type with a higher number of images, whereas the CNN model did not show a drastic bias regardless of the difference in the number of images. Therefore, the CNN model showed better performance in knot classification. It is determined that the wood knot classification by the CNN model will show a sufficient accuracy in its practical applicability.
In this paper, we review the applicability of fog screen to implement 'Spatial Augmented Reality' which displays the image on the whole space of real space or in real space by separating display equipment and user, in contrast to the traditional Augmented Reality. Through three exhibitions and one performance, we confirmed t hat the fog screen, which can be passed through, is a suitable material for implementing the Spatial Augment ed Reality. We found that the hologram production was easier than before because of fog screen. Through the questionnaire survey conducted on performers along with the exhibition, we found that only about half of people know what a fog screen is, and about 10% of the total respondents saw the fog screen. In order to investigate the effect of fog screen on the surrounding space, we conducted an experiment to observe the change of humidity according to the time and distance in the Children's Culture Center of the Asian Culture Center. We found that the humidity within a radius of 5m around the fog screen could increase by 2~3%($6,400m^3$ standard). Thus we provided some safety requirement with fog screen when works made of materials vulnerable to moisture such as paint, paper, and wood are exhibited at the same time with fog screen in the exhibition hall.
The purpose of this study was to develop evaluation indicators which can help decision making in the quality control and improvement of the job capability strengthening program for the vocational high school depending on the situation, input, process and output of CIPP evaluation model. For this purpose, through the literature review and the research of expert opinions, the evaluation indicators for the job capability strengthening program in the vocational high school was designed. In addition, the Delphi research was conducted to 15 teachers in charge of job searching in specialized high schools and education related experts to validate it. The CVR value which indicates the value of validity was analyzed through the findings of the collected Delphi questionnaires and the degree of opinion consistency was analyzed through the degrees of agreement and convergence. Through the correction and complementation, the final evaluation criteria and evaluation indicators was decided. The evaluation criteria developed from the findings include 7 references such as requirement analysis, objective setting, implementation plan, implementation contents, program activities, program control & evaluation and program performance. Each Criteria has 41 evaluation indicators. It is expected that the finally decided evaluation indicators would be used by the people concerned with the job capability strengthening program at the vocational high schools and contribute to the quality improvement of the job capability strengthening program at the vocational high schools as well as its future directions.
