  • The construction industry has mainly relied on financially focused performance measurements, and studies on performance measurement systems (PMSs) have been carried out at the project level. However, recently, the demand for performance evaluation and management at the company level has increased. A few previous efforts have aimed to develop a conceptual model for company performance, but there have been few follow-up studies. From this perspective, we have developed a web-based performance and informatization measurement system to measure and compare the business performance and the level of informatization of construction companies. Then, we carried out a performance evaluation and system test using the data set of 78 Korean construction companies and identified practical issues for the implementation of our PMS.

A Case Study on the Building of Performance Evaluation System Using BSC: Focusing On Government Agency and Public Sector (BSC를 이용한 정부 및 공공기관의 성과관리 구축에 대한 사례 연구)

  • This study is to review the main concepts of BSC(Balance Scorecard) and compare the BSCs applied in the private and the public sectors. This comparison suggests a few important aspects that must be attended when BSC is put to use in the public organization. First, the BSC used in the public sector must put the top priority to customer perspective over financial one. The primary mission of a public organization must be the "better service" for the people. Secondly, each of BSC's four main perspectives should be modified and re prioritized according to the goals and objectives of the public organization. Finally, CSFs(Critical Success Factors) and KPIs(Key Performance Indicators) must be integrated into the framework of BSC which also incorporates already existing performance management systems. This case study shows how the redundant and unrelated performance management systems(evaluation management, government task evaluation, job performance appraisal, and customer satisfaction evaluation) are merged into the BSC performance management system in the public organization.

  • This paper is targeted on proposing ameliorating alternative to performance assessment method of GSEM through evaluating the current one, which is initiated by SMBA to induce fair competition among 5 GSEM across the country and accommodate the quality improvement of entrepreneurship education since 2005 after beginning the SMBA support, from the perspective of BSC(Balanced Scorecard) tool. Ultimately, it complements the policy defects of SMBA over GSEM, in particular, in the process of performance assessment and management. This paper carries out two studies as follow. First, throughout reviewing the previous studies relating to BSC applications to non-profit organization, it set out the direction of introducing BSC in assessing performance of GSEM in order to enhance its effectiveness. Second, it evaluate the rationality of performance assessing tools apllied to GSEM by SMBA on the basis of BSC application over non-profit organization, especially in education institution. Research results shows the following implications. First, the current evaluation system over GSEM is just merely assessment itself and not much contributions for the post performance management. Second, The annual evaluation just remains to check up whether the policy goals are met or not. Third, the current evaluation puts much emphasis just on financial inputs and hardware infra, not considering human resources and utilization of government policy and institution. Fourth, the policy goals are unilaterally focused on entrepreneurs. Fifth, the current evaluation systems do not contain any indexes relating to learning and growth perspectives for concerning sustainable and independent growing up. However, lack of empirical testing require this paper to need the further study in the future.

A Methodology for Determining Cloud Deployment Model in Financial Companies (금융회사 클라우드 운영 모델 결정 방법론)

  • As cloud services and deployment models become diverse, there are a growing number of cloud computing selection options. Therefore, financial companies need a methodology to select the appropriated cloud for each financial computing system. This study adopted the Balanced Scorecard (BSC) framework to classify factors for the introduction of cloud computing in financial companies. Using Analytic Hierarchy Process (AHP), the evaluation items are layered into the performance perspective and the cloud consideration factor and a comprehensive decision model is proposed. To verify the proposed research model, a system of financial company is divided into three: account, information, and channel system, and the result of decision making by both financial business experts and technology experts from two financial companies were collected. The result shows that some common factors are important in all systems, but most of the factors considered are very different from system to system. We expect that our methodology contributes to the spread of cloud computing adoption.
