Directions for Linkages between Policy Measures and the OECD Agricultural Environmental Indicators (OECD 농업환경지표와 정책연계 방안)

  • Agricultural environmental indicators (AEIs) are useful tool for evaluating environmental performance induced by agri-environmental policy measures. General and specific criteria have been set to assess the linkages between policy measures and environmental states. In addition, a number of specific AEIs such as nutrient balance indicators and farm management indicators have been posit to review environmental performance associated with agri-environmental policy measures. The proposed environmental subjects encompass soil quality, qualities of underground and surface water, water resource preservation, species and genetic diversity, diversity for wildlife habitats, and agricultural landscapes. The developed AEIs may contribute to establishment or adjustment of environmental targets and ex-ante or ex-post evaluation for environmental performance associated with policy measures. In addition, the AEIs may be useful to consider introduction of new agri-environmental measures and enhance policy efficiency by assessing environmental performance, considering specific locality, and harmonizing support measures.

Developing Bibliometric Indicators for Analysis & Evaluation of National R&D Programs (국가연구개발사업의 과학적 성과분석을 위한 새로운 계량지표 개발에 관한 연구)

  • Science and technology (S&T) is one of the most important elements in a nation's competitiveness. In an effort to strengthen their national competitiveness, all countries are focusing on upgrading the level of eir S&T. With these factors in mind, Korea has increased its support of national research and development (R&D). In recent years, this added support has resulted in an increased interest in the effectiveness of R&D. We have made continuous efforts to enhance the accountability and effectiveness of R&D by strengthening performance evaluation and considering R&D evaluation results during the budget review (appropriation) process. In order to change to a performance based system, we need to develop objective and scientific indicators to measure and evaluate the quality of the research performance of R&D programs. One of the primary research outcomes is publications. The impact factor of publications is widely used to evaluate overall journal quality and the quality of the papers published therein. However, the use of impact factors has been criticised because they can vary greatly when works from different subject areas are compared. In order to overcome this limitation, we have developed three kinds of qualitative indicators, which are functions of the impact factor. Two of these qualitative indicators, Modified Rank Normalized Impact Factor and Ordinal Rank Normalized Impact Factor, are based on order statistics (rank) for all journals from a specific specialty. The third qualitative indicator, Relative Field Impact Factor, uses the average impact factor of all journals within a subject category. We also suggest a quantitative indicator, Percentage of Contribution. In this study, we suggest 4 indicators and use them to evaluate the performance of outcomes from three R&D programs supported by the Ministry of Education, Science & Technology. We also perform a simulation study to verify the effectiveness of the proposed indicators. It can be shown that the proposed Ordinal Rank Normalized Impact Factor is the most reliable and effective indicator for comparing research performance across subject categories. However, we recommend using previous indicators in combination with the proposed indicators in this study for the research evaluation of R&D programs.

Analysing Evaluation Indicators for the Research Institutes in Science & Technology Sector in the Perspective of Intellectual Capital Model (지적자본 관점에서의 과학기술계 연구기관 평가지표 분석)

  • This work firstly aims to analyse the balance between tangibles and intangibles as well as among human capital, structural capital and relational capital of evaluation indicators for the research institutes in science and technology sector conducted in 2006, by adopting intellectual capital model. The research question of this work comes from that while the R&D activity can produce both tangibles and intangibles, there have no been methodologies to relevantly measure and rationally judge these, in particular, intangible performance. The result shows that the institute evaluation system in 2006 had given more weight on tangibles and structural capital than intangibles and other intellectual capitals such as human capital and relational capital, in comparison to the past evaluation system, even though, in principle, the current evaluation system has to deal with the intangible research performances as well as tangible ones in economic, social and cultural perspective. Finally, based on these analysis, I will try to suggest some policy directions for overcoming the deficits of indicators in institute evaluation system.

A Study on the Improvement in Evaluation Indicators of Public Libraries (공공도서관 운영평가지표의 개선 내용에 관한 연구)

  • This study was to investigate the usefulness of the measures of the Korean Public Library Operation Assessment. The analyzed data were collected through a fulfillment degree of the evaluation indicators and the opinions of librarians for public libraries evaluation indicators. Same time, the comparative analysis of public library statistical indicators and evaluation indicators was performed. Based on the results of the analysis, I was selected assessment items that need to delete and modify. The improvements proposed in this study will provide a direction for the improvement of the Korean Public Library Operation Assessment. And may be applied to improve the process of the public library evaluation.

  • The quality of performance evaluation on engineering consultants that provide design-related technical services is difficult to be measured, and only a handful of papers discussed the quality during the design stage. Although design cost is relatively far less than construction cost for a project, the decisions made in the design phase have a significant impact on the final products of the project, especially for large public construction projects. Therefore, this research focuses on reviewing and then establishing a performance evaluation framework for the consulting firms that execute detailed design and provide technical services for the Taipei Rapid Transit Systems (TRTS). By interviewing experts, this study first established a set of indicators to evaluate these firms' performance. Then, those indicators were incorporated into the four aspects of balanced scorecard (BSC) to establish the architecture of the evaluation mechanism. The weight of each indicator was calculated by analytic hierarchy process (AHP) from a survey conducted among experts. The results showed that the top-three indicators were quantity take-off, functions conformity, and budgeting. The framework of performance evaluation established by this study can be applied to measure service performance during the design stage. It not only facilitates the monitoring of consulting firms, but also helps to reduce unnecessary change orders and disputes during the construction stage.

  • Local governments in South Korea are making efforts to promote highly effective policies through activating communication with citizens as a major innovation strategy. The performance evaluation system includes new performance indicators related to communication with citizens. This is a change to build a consumer-centered performance management system. The purpose of this study is to present guidelines when developing and applying the communication indicators promoted by local governments with interest. For this purpose, the development scope and management methods of the communication performance indicators are presented. For communication performance management, this study emphasized building a strategy planning based performance management system, presenting information that can be understood by citizens, complying with the development procedures of performance indicators, and improving qualitative indicators. In addition, for effective performance management, this study presented the decision-makers' strong willingness, gradual expansion of communication evaluation, establishment in organizational performance culture, and so on.

Severity-Adjusted Mortality Rates of Coronary Artery Bypass Graft Surgery Using MedisGroups (MedisGroups를 이용한 관상동맥우회술의 중증도 보정사망률에 관한 연구)

  • Background : Among 'structure', 'process' and 'outcome' approaches, outcome evaluation is considered as the most direct and best approach to assess the quality of health care providers. Risk-adjustment is an essential method to compare outcome across providers. This study has aims to judge performance of hospitals by severity adjusted mortality rates of coronary artery bypass graft (CABG) surgery. Methods : Medical records of 584 patients who got the CABG surgery in 6 general hospitals during 1996 and 1997 were reviewed by trained nurses. The MedisGroups was used to quantify severity of patients. The predictive probability of death was calculated for each patient in the sample from a multivariate logistic regression model including the severity score, age and sex. For evaluation of hospital performance, we calculated ratio of observed number to expected number of deaths and z score [(observed number of deaths - expected number of deaths)/square root of the variance in the number of deaths], and compared observed mortality rate with confidence interval of adjusted mortality rate for each hospital. Results : The overall in-hospital mortality was 7.0%, ranged from 2.7% to 15.7% by hospital. After severity adjustment the mortality by hospital was from 2.7% to 10.7%. One hospital with poor performance was distinctly divided from others with good performance. Conclusion : In conclusion, severity-adjusted mortality rate of CABG surgery might be applied as an indicator for hospital performance evaluation in Korea. But more pilot studies and improvement of methodologies has to be done to use it as quality indicator.

Structural Performance Evaluation of System Scaffolding for Elevator Installation Work (엘리베이터 설치 작업용 시스템 비계의 구조 성능 평가)

  • This study performed a structural performance evaluation of a system scaffolding for elevator installation work developed in previous studies. The structural performance was evaluated via a structural test conducted to apply the working load specified in the design standard. The deflection of the horizontal member and the stress of each member constituting the system scaffolding were measured. Consequently, the structural safety evaluation including structural behavior and required performance was performed using the deflection and stresses measured from the structural test. The structural test and safety evaluation results based on the heavy working load corresponding to the design load indicated that the deflection, which is the performance criterion of the horizontal member, did not exceed the allowable value. Further, each member's stress, which is a safety evaluation indicator, did not exceed the allowable strength for both horizontal and vertical members with bending behavior and fordable bracing with tensile behavior, while also satisfying the required safety factor. In addition, the results confirmed the safety against deformation, partial damage, and destruction owing to excessive and maximum load. Therefore, the system scaffolding developed in this study satisfies both the structural performance and safety required by the design standards; thus, it can be applied to elevator installation work sites.

A Study on the Performance Indicator Development of Public Hospital (공공의료 책임운영기관의 성과지표 개발에 관한 연구)

  • Changed the business environment, private sector focuses on the performance management, so to manage the performance he uses BSC that overcomes the limitation of financial indicators. Also, it is getting emphasized to evaluate the performance about services that the public sector provides and obliged for the public sector to be responsible for managing and improving its performance as the private sector has been doing. But lacks of knowledge and experience on performance management and evaluation are blocking the public sector from introducing and implementing new performance management systems. To solve those problems, this study has derived general guidelines and KPIs that public sector should keep in mind when BSC is introduced new management system. This study focused on the public hospital which is the performance management and evaluation system of Government administration.

Evaluation of Torsional Vibration Isolation Performance Using In-situ Driveline Output Torque Measurement (구동 출력 토크 측정을 이용한 비틀림 진동 절연 성능 평가)

  • This paper presents a proof-of-concept study on the evaluation of torsional vibration isolation performance through in-situ output torque measurement by using a non-contacting magneto-elastic torque transducer installed in the vehicle driveline system. The de-trending processing is first conducted to extract the torsional vibration from the measured driveline output torque. In order to estimate the transmissibility, primary performance indicator of a vibration isolator, the magnitude of transmitted torsional vibration with different frequencies is compared. From the conservative estimation results, the torsional damper built in a lock-up clutch of a torque converter is identified to be a vibration isolator. The evaluation results show that the fluid damping by torque converter outperforms the vibration isolation function of a torsional damper, and the isolation performance needs to be enhanced.
