Contributory Negligence Study on Traffic Accident in Area Between Crosswalk and Stop Line at Intersections (횡단보도와 횡단보도 정지선간 이격공간에서의 과실상계 연구)

  • Korea Claim Adjustor Association(KCAA) defines the near pedestrian crossing accidents as those accidents that occurred in the area within 25m from pedestrian crossing on the arterial road and within 15m from pedestrian crossing on other classes of road. Accidents between pedestrian crossing and stop line are classified as the accident near pedestrian crossing. Reviewing of current statute and court precedent, three kinds of traffic accidents which are accidents occurred in the pedestrian crossing. near pedestrian crossing and the area between pedestrian crossing and stop line. should be distinguished by different pedestrian contributory negligence. To find out how different they are. we surveyed transportation society members about the contributory negligence of traffic accidents between pedestrian crossing and stop line and the results are as follows : (1) The current two classification of pedestrian crossing accidents and near pedestrian crossing accidents should be changed to three classification of pedestrian crossing accidents that includes accidents on pedestrian crossing, near pedestrian crossing and between pedestrian crossing and the stop line. (2) For the pedestrian's contributory negligence, the least reasonability to pedestrian is accident on the pedestrian crossing. The next one is the accident between pedestrian crossing and stop line and the last is the accident near pedestrian crossing. (3) Pedestrian contributory negligence for accident by space is recommended as 〈table 8〉, 〈table 9〉, 〈table 10〉. (4) Contributory negligence rate of the accident on the pedestrian crossing during red light should be modified to be less than that of near pedestrian crossing.

  • The number of big traffic accident cases of pedestrian death appeared to be minor, however compared to death rate in car to car accidents is very high and quite a few of the pedestrian death rates among all traffic accidents are counted to be almost 40%. Previous pedestrian safety studies were mostly aimed at reducing the degree of pedestrian injuries from a vehicle to pedestrian collision, and less at preventing a collision itself. This research was conducted with a method of using road facilities to prevent vehicles from rushing into the sidewalk. This research used one of the collision analyzing programs, called PC-Crash to simulate the vehicle rushing into the sidewalk. Based on the program, it could derive an optimal safe zone location where the pedestrian can wait for the pedestrian light safely. Also, changing road facilities such as pedestrian light pillars or signal controllers can widen 440% compared to the present safe zone. Accordingly, researchers have to consider a method to analyze and apply pedestrian safe zones along with road facilities location when designing a road.

  • In this research, Check the problems through analysis of traffic accidents while the elderly walking. Propose a way to reduce elderly traffic accidents. Therefore, analyzing the characteristics(by time and place etc) in order to reduce the traffic accident in the elderly pedestrian. Proposed the following Policy alternatives. First, Build a pedestrian safety island on the center of the road. Secondly, Should install the pedestrian crossing signal facilities which show the spare time and the guard rail to prevent crosswalk. Third, Should expend the installation area of pedestrian-operating traffic signal. Fourth, the night lighting facilities shall be installed nearby Crosswalk. Finally, Should appoint the elderly care area. Measures presented in this study, I hope they can be the basic data for the elderly in traffic safety policies for the elderly in accordance with the advent of aging society.

Analytical Model in Pedestrian Accident by Van Type Vehicle (Van 형 차량의 보행자 충돌 사고 해석 모델)

  • The fatalities of pedestrian accounted for about 40.0% of all fatalities in Korea (2005 year). In pedestrian involved accident, the most important data to inspect accident is throw distance of pedestrian. The throw distance of pedestrian can be influenced by many variables, such as vehicular frontal shape, vehicular impact speed, the offset of impact point, the height of pedestrian, and road condition. The trajectory of pedestrian after collision can be influenced by vehicular frontal shape classified into sedan type, box type, SUV type and van type. Many studies have been done about pedestrian accident with passenger car model and bus model for simple factors. But the study of pedestrian accident by van type vehicle was much insufficient, and even that the influence of multiple factors such as the offset of impact point was neglected. In this paper, a series of pedestrian kinetic simulation were conducted to inspect relationship between throw distance and multiple factors with using PC-CRASH s/w, a kinetic analysis program for a traffic accident for van type. By based on the simulation results, multi-variate regression was conducted, and regression equation was presented.

The Influence of Traffic Islands on Pedestrian Safety (교통섬 설치가 보행자 교통사고에 미치는 영향 연구)

  • Traffic islands were introduced for drivers and pedestrians to use the road in a safe and orderly way and were also a specified zone between traffic lanes to divide conflicting traffic flows and to provide pedestrian refuge. However, existing research and relevant standards described its purpose and effects only but not a safety standard to decide whether the traffic island warranted. This study was to introduce a parameter which had a high relationship with accidents by analyzing road and traffic conditions and traffic accident data at urban intersections. Based on the relationship between the parameter and the traffic accidents at the intersection, a pedestrian accident probability model was made by using a logit model. In addition, the study reviewed a pedestrian accident probability corresponding to traffic volume and size of the intersection during design of the intersection and then suggested the effectiveness of the traffic island in terms of traffic safety. In conclusion, when a large-scale intersection has significant traffic volumes, a high probability of traffic island-induced pedestrian accidents appears, while in the case of small volumes, the probability is low. Targeted design and operations of a traffic islands is necessary, because its introduction itself does not enhance pedestrian safety in all cases at all intersections. This study can be a useful reference for further development to set up a scheme of the traffic islands in terms of traffic safety.

Research on Selection of Vulnerable Areas to Walking Traffic Accidents for the Elderly Considering Jaywalking Accidents (무단횡단사고를 고려한 노인 보행 교통사고 취약 지역 선정 연구)

  • Purpose: The purpose of this study is to present an analysis method to select priorities for areas where the traffic safety system is applied to reduce pedestrian accidents. Method: Using Kernel density analysis using the coordinate information of the accident point, we performed density analysis of elderly walking accidents and elderly jaywalking accidents, and analysis of the weight of two types of walking accidents. Result: As a result of density analysis of the weight considering elderly jaywalking accidents, it was analyzed that the density of pedestrian traffic accidents for th elderly was higher in Gunsan-si, Jeongeup-si, and Gimje -si compared to Jeonju-si, where the number of elderly pedestrian accidents were high. Conclusion: The analysis results of this study are judged to be possible to use objective indicators for the selection of target sites for the introduction of the traffic safety system.

A Study on the Classification of the Car Accidents Types based on the Negligence Standards of Auto Insurance (자동차보험 과실기준 기반 자동차사고유형 체계화에 관한 연구)

  • According to the Korean Traffic Accident Analysis System (TAAS), more than 200,000 traffic accidents occur every year. Also, the statistics including auto insurance companies data show 1.3 million traffic accidents. In the case of TAAS, the types of traffic accidents are simply divided into four; frontal collision, side collision, rear collision, and rollover. However, more detailed information is needed to assess for advanced driver assist systems at intersections. For example, directional information is needed, such as whether the vehicle in the car accident way in a straight or a left turn, etc. This study intends to redefine the type of accident with the more clear driving direction and path by referring to the Negligence standards used in automobile insurance accidents. The standards largely divide five categories of car-to-car/motorcycle /pedestrian/cyclist, and highway, and the each category is classified into dozens of types by status of the traffic signal, conflict situations. In order to present more various accident types for auto insurance accidents, the standards are reclassified driving direction and path of vehicles from crash situations. In results, the car-to-car accidents are classified into 33 accident types, car-to-pedestrian accidents have 19 accident types, car-to-motorcycle accidents have 38 accident types, and car-to-cyclist accidents are derived into 26 types.

  • This research analyzes current pedestrian's safety zone choice standard problem and described about correct standard re-thesis at real. About problem of pedestrian traffic accidents to specific item statistical data to basis ramification of pedestrian traffic accidents, occurrence type of accident, action type etc. synthetically analyze and mark pedestrian's safety zone by countermeasure for decrease of pedestrian traffic accidents and utilize operating domestic outer garment reward and drew domestic Zone30 zone choice standard. Also, because analyzing effect that traffic discharge and speed through on-the-spot probe get in pedestrian thinking, presented quantitative standard, and analyze accident special quality of back pedestrian traffic accidents occurrence number of item and so on do accident type beside quantitative standard, road function, accident latitude and present standard. Specially, take advantage of statistical data of traffic accidents and put emphasis in pedestrian safety. Also, because establishment standard about safety facility establishment of Zone30 zone and systematic thesis of operation way do not consist, standard guide of consistency it is no and does equipment that is established in Zone30 zone because confusion happens by each local unit presented establishment and operation way, and present Zone30 zone.

A Guideline for the Location of Bus Stop Type considering the Interval Distance of Bus Stops and Crosswalks at Mid-Block (Mid-Block상의 버스정류장과 횡단보도 이격거리를 고려한 버스정류장 배치형태 기준 연구)

  • The national standards for the installation of pedestrian crosswalks prohibits installation of crosswalks within 200 meters of nearby overpasses, underpasses, or crosswalks. In case the exceptional installation is required, the feasibility study is to be thoroughly conducted by the local police agency. However, it is an undeniable fact that the specific installation standards for optimal types and locations of crosswalks are not yet to be established. This paper examines the development of traffic accident prediction model applicable to different types and locations of bus stops(type A and type B) at mid-block intersections. Furthermore, it develops the poisson regression model which sets the "number of traffic accidents" and "traffic accident severity" as dependent variables, while using "traffic volumes", "pedestrian traffic volumes" and "the distance between crosswalks and bus stops" as independent variables. According to the traffic accident prediction model applicable to the type A bus stop location, the traffic accident severity increases relative to the number of traffic volumes, the number of pedestrian traffic volumes, and the distance between crosswalks and bus stops. In case of the type B bus stop model, the further the bus stop is from crosswalks, the number of traffic accidents decreases while it increases when traffic volumes and pedestrian traffic volumes increase. Therefore, it is reasonable to state that the bus stop design which minimizes the traffic accidents is the type C design, which is the one in combination of type A and type B, and the optimal distance is found to be 65 meters. In case of the type A design and the type B design, the optimal distances are found to be within range 60~70meters.

Pedestrian Accident Rate Models of Circular Intersection Near Schools (학교와 인접한 원형교차로의 보행자 사고율 모형)

  • The objective of this study is to analyze the factors affecting the pedestrian accidents of roundabout near schools. To this end, this study has focus on the comparative analysis of pedestrian accidents across different school areas. The traffic accident data from 2007 to 2014 are collected from TAAS data set of Road Traffic Authority. To develop the pedestrian accident rate model, the linear regression model has been utilized in this study. 28 explanatory variables such as geometry and traffic volume factors are used. The main results are summarized as follows. First, the null hypotheses that the number of pedestrian accidents are the same are rejected. Second, 5 multiple linear regression accident models with higher statistical significance (adjusted $R^2$ of 0.651~0.788) have been developed. Third, while the common variables of 3 models (model I~III) related to school location are evaluated to be the pedestrian island, crosswalk, types of roundabout, elementary school and bus stop. Fourth, while the common variable of 3 models (model III~V) related to near school area or not is evaluated to be pedestrian island, type of roundabout, sidewalk, elementary school, speed hump, speed limit sign and number of entry lane. As a result, the installation of pedestrian islands and crosswalk might be expected to decrease the number of pedestrian accidents near schools.
