Dynamic Efficiency Analysis of Korean HRD Programs using Data Envelopment Analysis (DEA 방법론 활용을 통한 국가 HRD사업에 대한 동태적 효율성 분석)

  • This paper investigates efficiency analysis to IT HRD programs in the dynamic perspective. First, empirical result shows that government fund of IT research center is significantly associated with SCI thesis and the more trial goods and SW development is connected with the more patent and technology transfer. Second, ITRC program has been operated efficiently since 2000. Finally, dynamic efficiency analysis implicates that ITRC program is more efficient than other IT SoC program and foreign student support program. The reason why ITRC program is more efficient is generated not from the effect of imitation by catch-up strategy to developed HRD programs, but new operation system introducing and utilizing HRD performance system.

  • Micro-robots are utilized as useful tools in diagnosis and treatment of various human diseases. At present, lots of countries are developing and making many micro-robots. Government of S. Korea are trying to push ahead with the plan as technology policy, for the same reason. So this study examined about micro-robot technology development and trend of S. Korea, by using the method of SWOT(Strength-Weakness-Opportunity-Threat) analysis. As a result, the future policy for micro-robot of S. Korea is to further spur the development of new micro-robot technology and more improvement of the technology level of micro-robots registered by patent as 'micro-robot of bacterium base for lesion treatment' and 'micro-robot moved by compressive fluid'. Finally, It was already confirmed as high level, technology of 'micro-robot of bacterium base for lesion treatment' and 'micro-robot moved by compressive fluid' invented at S. Korea.

Changes of Mortality and Morbidity of Very Low Birth Weight Infants after Neonatal Intensive Care Unit Strategy Alteration in a Single Center: Comparison with 2015 Korean Neonatal Network Report

  • Purpose: The purpose of this study was to investigate the outcome after changes in the treatment strategies for very low birth weight infant (VLBWI) in a single neonatal intensive care unit (NICU) center. Methods: We performed a retrospective review of 300 VLBWI born from 1st January 2010 to 31th December 2016. We compared the outcomes including survival rate, birth weight (BW), gestational age (GA), and morbidities between period I (2010-2013, P-I) and period II (2014-2016, P-II). Results: The average survival rate was not different between P-I and P-II. However, the survival rate of ${\leq}24$ weeks' GA, 25 weeks' GA, 26 weeks' GA were 57%, 69%, 93% respectively in P-II and 31%, 59%, 87% in P-I respectively. The survival rate of infants with birth weight <500 g, 500-749 g, 750-999 g were 100%, 55%, 90% respectively in P- II and 50%, 24%, 80%, respectively in P-I. The incidence of bronchopulmonary dysplasia (BPD) was higher in P-II than in P-I (P=0.012) and moderate-to-severe BPD was also higher in P-II (P=0.004). Incidence of patent ductus arteriosus (PDA) with treatment, necrotizing enterocolitis (stage ${\geq}2$), and abnormal brain sonography were significantly lower in P-II (P=0.027, P=0.032, P=0.005). Incidences of retinopathy of prematurity (ROP) with laser treatment and early sepsis were not different. Conclusion: The survival rate and complications of VLBWI were improved in period II, especially in less than 750 g and below 26 weeks, except incidence of BPD. Changes of NICU strategies were effective to improve mortality and morbidity in VLBWI.

  • Nowadays, we make an attempt for media conversion from old to new media, carrying out to information society. These changes to new media are considered as new threat to printing media. New means such as CAD(Computer Aided Publishing), on-line novel and webzine can be regarded as new media and we are confronted with need of new changes in the field of printing media because of the trend of the present. It suggests that the origin of commodity competitiveness depends on the ability of cultural Contents using design. Cultural commodity is considered as strategy concepts in the more specific and realistic aspect than in the aspect of industrialization. This study introduce the case of Cellpark Co.,Ltd. which has successfully developed commodity design of World-cup cultural contents as a creating tools of innovative value connecting existed design method based on printing media with new method. This study gave the case which created Blue Ocean market through new expression method of design, products protection of contents design by patent registration, and licensing which many design firms often overlook.

Measuring Industry Greening Indices for Korean high priority green technologies by technology-industry concordance analysis (27대 중점녹색기술의 기술산업연계구조분석을 통한 산업녹색도 지수 연구)

  • This study relates to measure impact of green technology on industry sector by uses of industry greening indices. For this study, we performed patent trend analysis, technology-industry concordance analysis, and designed some industry greening indices. Through the results of this research, we found out the impact of Korean high priority green technologies on respective industries, and consequently identified which industries play an important role in the era of green innovation. IT related industries would catch somewhat weak attention in green technology policy, though they manufacture and use plenty of patents at present. Meanwhile, Energy related industry, such as battery industry would catch strong attention in green innovation, showed very high value of industry greening indices. In order to design proper R&D strategy for green technologies, understanding industry and market structure that can adapt and promote green technology innovation is important. In this context, this study could be an effective and systematic tool for assisting green innovation policy. Also, these indices developed are not limited to the case of green technology, other technologies can be used universally as a input for analysis.

  • This paper reports the results of an experimental companson of the winning rates in arbitral awards between the Korean Commercial Arbitration Board and the Japan Commercial Arbitration Association, and analyzed the comparative advantages of KCAB in international arbitration compared with ICC. There are so many factors to analyze the level of internationalizaton and competitiveness in the arbitration. From the recent lituratures, arbitration experts reported and debated tremendous elements which is vital to have a competition in the international arbitration market. Arbitration factors such as fairness, reliability, awareness, extension, enforcement, inexpensiveness, closed and expedited proceedings, arbitrators, expert knowledge, service, arbitral award, etc. are very important to appraise the level of the globalization and competitiveness of arbitration organizations Using these factors, I appraised current level of the globalization and competitiveness of the Korean Commercial Arbitration Board, unique arbitration organization in South Korea. Next, we are able to compare the level of fairness using the concept of 'winning rate' All over the world, only several arbitration organizations published and opened their own arbitral awards even In anonymity. The Japanese arbitration institutions published it regularly as well as the Korean When compared with these two institutions' "winning rates". there is similiar tendency in favor of domestic corporations That is to say, the winning rates in domestic arbitration cases are greater than those in international arbitration cases. This embarks an implication of unequality, a part of unfairness, in these two countries' arbitration. Finally, an analysis was conducted between the statistics of KCAB and ICC, especially to the focus on the number of arbitration cases, arbitration tribunals, arbitration places, parties' nationalities. the types of contents, the amount of arbitration, arbitration costs. There are two meanings to keep in mind for advancement of Korean arbitration. One is to establish new strategy specializing in small amount arbitration less than US$200,000. The other is to rearrange the panel of arbitration, especially in increasing field of arbitration cases such as the disputes of license, technology transfer, patent, etc.

An Empirical Test on Technology Export of Korea SMEs (우리나라 중소기업의 기술수출에 관한 실증연구)

  • This study focused on the Technology export of Korea SMEs. Therefore this study made an empirical analysis for investigating the competitiveness of technology export in Korea SMEs and using panel data 2003-2011 of technology trade data between 72 Countries. In particular, the study deduced the correlation between technology export in Korea SMEs using the variables of Gross Domestic Expenditure on R&D and Per capita GDP, distance, population, free-trade index, firm R&D against industry value added of country, Patent grants by country to USA fixed effect model in panel linear regression model. It is found that the Technology export of Korea SMEs made a significant effect on the per-GDP, Gross Domestic Expenditure on R&D. The results suggest that the study should use technology gap variables and the strategy for activating the Technology export of Korea SMEs should be made for future works.

  • The aim of this project is to develop an adaptive and collective National Marine Biotechnology Plan for the next decade(2014~2023) which is able to reflect current and future changing environment. This effective strategy targets to foster marine-derived active bio-materials, marine bioenergy production technology and many promising technologies in order to promote marine biotechnology industry as a next-generation growth engine. Marine biotechnology industry based on R&D activities since 1980 has been growing as an emerging industry. This new field enables to secure exclusive patent rights and to find new potential bio-active materials from the ocean that requires long-term aggressive R&D investments. The current policy direction is to raise appropriate level of R&D investment because the current Korea's national marine biotechnology R&D fund ratio is less than 2% of the total national biotechnology R&D budget. The result shows three major strategies. First, it recommended a research implementation system and supporting policy that includes establishment of open innovation framework for the 'Industry-Academia-Research Institute Collaborations', strategic research planning and enhanced policy making process. Second, it derived state-of-the-art or new technology in many areas. Third, it formulated more detailed execution plans for successful R&D support and set up performance indicator system in related R&D program.

A Human Resource Perspective on the Industrial Convergence: An Unbalanced Bipartite Network Approach (인적자원, 전공, 산업융합의 구조: 비대칭 이분네트워크의 활용)

  • Prior research regarding the macro patterns of industry convergence has focused on the inter-industry patent network and cross-industry movements of products or services. This article provides a novel approach, according to which human resources embodying explicit and implicit knowledge and technologies are important media driving industry convergence. Drawing on GOMS data (2015-2019) and using information of university graduates' academic majors and their occupations, this article proposes an analytic strategy by which to understand the macro patterns and structural features of industry convergence. Specifically, we build unbalanced bipartite networks of major-industry (occupation) relations, and construct the measures of the industry's niche width and the measure of the average degree of convergence of majors that each industry is linked to. By crossing the two measures, we identify four groups of industries(occupations); specialist, generalist, partial convergence, and full convergence. The convergence group is composed of industries (occupations) that acquire human resources from a number of academic majors each of which plays a role of glue connecting several local industries.
