Modern enterprises should concentrate their efforts on continuous improvements in focusing their development in the core areas of business and to reduce their expenses and to enhance the quality of service for customers. The enterprises should focus on their core business while outsourcing the non-core areas of business to external specialists for the purpose of reducing cost. In South Korea, the enterprises are becoming increasingly interested in outsourcing their logistics function, especially in using IT technologies to the 3PL. The underlying reason for this trend is because the logistics costs of Korean businesses are much higher than that of other advanced countries. This higher logistic costs weakens the price competitiveness of Korean companies in the overseas export markets and even dampening the balance of international trade. Domestically, the higher logistics costs have the effect of raising prices in the local markets and thus affecting the local economy. Therefore a solution is urgently needed to save the logistics costs for the Korean companies in the interest of increasing national competitiveness. Outsourcing to the 3PL is becoming an attraction solution to this problem. Thanks to the increasing supply of professional logistics companies, many of the enterprises are switching to the Third Party Logistics. Nevertheless the enterprises do not yet utilize the integrated third-party logistics services on a full scale. This study analyzes present conditions and problems of the domestic third-party logistics market and suggests directions for future development. To solve the problems in the domestic third-party logistics market, four actions are recommended. First there should be new supporting policies in the laws and regulations and a system for small and medium sized companies to grow. Solutions to structural problems such as abnormal multilevel merchandising, illegal operation of private cars, and freight dumping should be implemented concurrently. Furthermore, standards for new companies entry into the market should be enhanced to allow only the competitive distribution companies to enter the market. Second, development of variety of educational programs is needed through establishing human-resource development system and specialized formal educational institution focused on this market. Third, the third party distribution companies, which seek long-term relationships with the owners of goods, should endeavor to strengthen their communications capability. Fourth, adoption of high-tech distribution system and the advent of U-Logistics, making use of RFID is urgent. This study has the limitation of objectivity because it does not include various comparative case studies about companies relating to the Third Party Logistics and domestic franchise companies. However, this study is significant to the extent that it analyzes the general present conditions and the problems of domestic Third Party Logistics and suggests recommendations for revitalization of Third Party Logistics. For future studies, analyzing the successful cases of international third party logistics companies' empirical data and studying the application into domestic franchise companies would improve the objectivity of the results. This would assist the domestic third party logistics companies not only to perform excellent domestic logistics function but also to enter into the global market for international logistics.
To gain a national competitive advantage in Northeast Asia, Northeast Asia logistics hub strategy was undertaken by Korean Government. Korean Government had published Northeast Asian Logistics Hub Roadmap including the upbringing of total logistics providers to solve the high logistics cost which weakens the competitive advantage of Korean companies. To solve the high logistics cost, the Government had revised the Korean Physical Distribution Promotion Law for the introduction of certification system of the total logistics provider and enacted the Rules on the Certification of Total Logistics Provider and is going to introduce the certification system of total logistics provider. In this certification system, third party logistics related point is very high, the success in this certification system depends on the strategic alliances of the small and medium size logistics companies. The purpose of this paper is to study certification system of the total logistics provider and contribute to gain the competitive advantage of total logistics provider as global logistics provider.

The study is aiming to shed light on not only the influence of logistics output by choosing the third party logistics as the using of third party logistics has been increasing by the manufacturing firms also look over the effect between the factor of third party logistics' choosing and logistics performance in accordance with the changing of the logistics environment. As a result of the study, both service and fame factor among the third party logistics choosing factors have a significant impact on the logistics performance, furthermore the service factor of the logistics environment has an influence on the logistics performance by customer factor after measuring the control effect, and the fame factor has an influence on the logistics performance by both globaliztion and information system factor.
Logistics service is a prerequisite for efficient market economy and to support the purchase and consumption by promoting smooth transport goods between economic actors. Especially, logistics activities of the company are the source of essential business activities and competitiveness, which is responsible for the production and distribution of products and services to be delivered to consumers. Domestic logistics companies have to resolve challenges such as petty status and low productivity, inefficiencies in the logistics industry system, limit the growth of third party logistics market according to the growth as 2PL central logistics companies, and absence of global leader in logistics enterprises. This study examines the definition and development of third party logistics and analyzes the domestic third-party logistics market conditions. Based on the former analysis, this paper presented separately the activated measures of domestic third-party logistics by corporate side, the supply side, and the government's policy support.
The primary purpose of this paper is to investigate the relationships of single party bargaining system on the cooperative and participative labour-management relations using the samples from several teachers' organizations. This study seeks to identify a reasonable single party bargaining scheme though empirical research as well. Results of empirical study are summarized. Finally suggestions, implications and limitations of the present study are also discussed.
The purpose of Emergency Arbitrator System is to provide parties with the possibility of obtaining interim measures before constitution of the arbitral tribunal. This paper examines the Emergency Arbitrator System set forth in Article 32 and Appendix II of Arbitration Rules of Stockholm Chamber of Commerce (SCC) in comparison with Article 37 of ICDR International Arbitration Rules. This paper also provides a case study of 4 Decisions rendered by Emergency Arbitrators under the auspices of SCC in 2010. It was found that it took only 4 days on average from the date upon which the request for emergency interim measures was registered to SCC to the decision rendered by Emergency Arbitrators. The figures of average days reflect its rapidity well, one of the most preferred characteristics of arbitration. However, a case study of SCC decisions shows that only one request for interim measures was successfully granted. In other words, it was found that the requirements for granting of interim measures by emergency arbitrator were quite strictly applied. If interim measures is to be granted, it was found that the requesting party should prove to satisfy the requirements for granting of interim measures as follows: First, the requesting party has to demonstrate that it may suffer irreparable or serious harm in commercially-sensible, not in a strictly literal sense unless the interim measure is granted. Second, the party requesting interim measures has to persuade the Emergency Arbitrator that the request was of an urgent nature. Third, the requesting party is required to meet the reasonable possibility that it may succeed on the merits of the claim.
The purpose of this study is to verify the effect of electoral competition on voters deciding on strategic split-ticket voting under the mixed-member electoral system. As result, the more competitive the constituencies are, the more voters choose to vote for the major parties. The results of logistic regression analysis including interaction terms showed that the more competitive the constituencies are, the more voters choose for candidates from the major parties. Also, the finding shows that major party supporters are less affected by electoral competition than minor party supporters in choosing a candidate in the single-seat districts. In the case of minor party supporters, the more competitive the constituencies were, the more likely they were to choose the major party candidate instead of the minor party candidate. Based on these results, it can be inferred that voters are affected by the presence or behavior of other voters in local constituencies under the first-past-the-post rule. Because of the psychology of not wanting their votes to be useless, voters cast their ballots more strategically as the competition in constituencies intensifies, and as the competition in constituencies slackens, such tendencies weaken, and this trait is particularly evident among minor party supporters.
This study examined the constitutional engineering of the Philippine democracy in terms of power sharing and accountability, and the effectiveness and stability of the Philippine democracy as a result were assessed. Based on the analysis, the nature of the present Philippine democratic system since 1986 was brought to light. This study argues that the system of power sharing between the President and the congress in the Philippines tends to serve for negotiating political interests among the power elites rather than functioning in a constructive way. And the public accountability system is not functioning as it was designed to do. Due to the defects the Philippine democracy continuously suffers the lack of political effectiveness and stability. Despite of the problem, the reason not to break down the system would be the fact that the system served for the oligarchic power elites to circulate and recreate the political power exclusively. The direction of the Philippine constitutional engineering should be weakening the present traditional elite dominated political system, and strengthening the chances of political participation from the various classes. Some concerned people suggested the constitutional change to parliamentary system in order to strengthening party politics, and federal system to cope with the problems of regional conflicts, but such efforts failed repeatedly due to the conflict of political interests. Considering the present circumstance, it would be advisable to reform political party law and election system in the direction of strengthening political party system, and to expand the scope of local government system in the direction of devolving the centralized political power.

The purpose of this study is to examine a potential association between community factors and the establishment of Local Healthy Family Support Centers (LHFSCs). Community factors were population size, community size, local finance independency, number of workplaces per 1,000 people, number of colleges, political party affiliation of mayor, and political party affiliation of congressman. Data of this study were collected from the census indicators of 222 communities from 2004 to 2014 and analyzed by frequency, mean, geographical information system mapping, and the binary logit analysis. The results of this study are as follows. First, LHFSCs are less likely to be established in communities in the provinces of Gangwon, Chungbuk, and Gyeongbuk. Second, the population size was positively related to the establishment of LHFSCs. Third, finance independency was positively associated with the establishment of LHFSCs. Forth, a mayor was more likely to establish LHFSCs if they were affiliated with the ruling conservative political party. However, the establishment of LHFSCs was not affected by other factors such as community scale, number of workplaces per 1,000 people, the number of colleges, and party affiliation of congressman. Thus, the conclusion suggests family policy implications to improve the geographical imbalance of LHFSCs based on the analysis results.
