It is crucial In decision making to select a project delivery system (PDS) adjusted accordingly to the project characteristics. Furthermore, selecting a tendering system is the kernel in the process of selecting PDS. In October 2007, the Ministry of Finance and the Economy of Korea launched two new project delivery systems, "Best Value Contract (Design-Bid-Build)" and "Bridging Contracts (Design-Build)" by revising enforcement ordinances of "Act on Contracts to Which the State is a Party" to provoke the tendering systems. In order to support the proposed purpose, this research developed a selection model for suitable tendering system, which helps a public owner select a tendering system appropriate to the project characteristics. First, the framework of the model was set throughout analyzing previous researches and interviewing relevant experts. Additionally, by analyzing the survey result from 265 experts engaged in architectural and civil engineering business, the relative weights of the selection factors and the effectiveness values of the alternatives were suggested as the quantitative evaluation references. Finally, the practical guideline was suggested to apply this model to three public projects scheduled to be delivered. The result of applying the model to three case projects showed that further researches were needed to make the selection process logical and to suggest the standard weights and effectiveness values according to project type.

Groundwater in the Waikatoregion is a valuable resource for agriculture, water supply, forestry and industries. The 434,000 ha study area comprises the upper Waikato River catchment from the outflow of Lake Taupo (New Zealand's largest lake) through to Lake Karapiro (a man-made hydro lake with high recreational value) (Figure 1). Water quality in the area is naturally high. However, there are indications that this quality is deteriorating as a result of land use intensification and deforestation. Compounding this concern for decision makers is the lag time between land use changes and the realisation of effects on groundwater and surface water quality. It is expected that the effects of land use changes have not yet fully manifested, and additional intensification may take decadesto fully develop, further compounding the deterioration. Consequently, Environment Waikato (EW) have proposed a programme of work to develop a groundwater model to assist managing water quality and appropriate policy development within the catchment. One of the most important and critical decisions of any modelling exercise is the choice of the modelling platform to be used. It must not inhibit future decision making and scenario exploration and needs to allow as accurate representation of reality as feasible. With this in mind, EW requested that two modelling platforms, MODFLOW/MT3DMS and FEFLOW, be assessed for their ability to deliver the long-term modelling objectives for this project. The two platforms were compared alongside various selection criteria including complexity of model set-up and development, computational burden, ease and accuracy of representing surface water-groundwater interactions, precision in predictive scenarios and ease with which the model input and output files could be interrogated. This latter criteria is essential for the thorough assessment of predictive uncertainty with third-party software, such as PEST. This paper will focus on the attributes of each modelling platform and the comparison of the two approaches against the key criteria in the selection process. Primarily due to the ease of handling and developing input files and interrogating output files, MODFLOW/MT3DMS was selected as the preferred platform. Other advantages and disadvantages of the two modelling platforms were somewhat balanced. A preliminary regional groundwater numerical model of the study area was subsequently constructed. The model simulates steady state groundwater and surface water flows using MODFLOW and transient contaminant transport with MT3DMS, focussing on nitrate nitrogen (as a conservative solute). Geological information for this project was provided by GNS Science. Professional peer review was completed by Dr. Vince Bidwell (of Lincoln Environmental).
The political dynamics of Malaysia in 2016 should be seen as a process of losing an political opportunity mainly due to the split in opposition parties. The opportunity for political development was triggered by the ruling party in crisis. The ongoing 1Malaysia Development Berhad (1MDB) scandal involving the Prime Minister Najib Razak would have provided a favorable condition for the transfer of power. The opposition parties have however failed to utilize the chance that has arisen since the general elections in 2008 and 2013 due to the chronic problem of disunity. It can be seen as distortions of political development referring to a phenomenon in which a chance for regime change formed by the crisis in authoritarian regime is distorted by internal conflicts among opposition parties. Malaysia's political turmoil seemed to paralyze its economy while foreign policy was used as a tool for domestic politics. It was reported that the key economic indicator have worsen including exports and budget deficit. The ringgit had dropped to its lowest level since the economic crisis in 1997-98 which was mainly attributed to diminishing credibility on the Najib's administration. Najib's political struggle has also impeded Malaysia's foreign policy which has attempt to embrace China and the Rohingya issue. The chance to manage key risks would be diminished if oppositions' disunity continues as there is speculation that the general election could be held in 2017.
This study was conducted to investigate customer taste related to satisfaction of a baby's first birthday party and re-visit of venues. General characteristics of customers were similar in male and female or the married and the unmarried. Mainstream age of respondents was from in their 20's to 30's. Among them, the number of university graduates were the largest in education level. Theoretical model was composed with seven significant variables of design style and composition and design harmony and color sense for flower decoration, accessibility, facility, service and price, satisfaction, and intention of re-visit based on the result of analysis on these factors. Exploratory factor analysis was performed using SPSS 14.0K. Structural equation modeling(SEM) for simultaneous measure of path coefficient in all casualty of study model, measurement model of AMOS 7.0 for evaluation of validity, and reliability and factor analysis method using technical statistics, frequency analysis, and Cronbach's Alpha for data analysis were used. The result of hypothesis verification showed that design style and composition was the most significant item in satisfaction of parameter and it was followed by design harmony and color sense. While service and price had positive effect on satisfaction, accessibility and facility had no relation to it. It means that the most crucial variable was a flower decoration in planning and representation of the celebration of baby's first birthday. In conclusion, the finding of this study suggests that the effective utilization of these variables will contribute to the enhancement of satisfaction affecting improvement service and price or intention of re-visit.
This comparative study attempts to explore in what politico-social context 'Education Welfare Invest Priority Zone Plan' has been developed and to find politico-social implications of Korean EWIPZP through critically comparing the cases of UK and France. Korean financial crisis brought up the importance of 'Education Welfare' turning into a concrete system, 'EWIPZP' in 2003. This educational welfare policy has expanded since 2005 up to now by the changed name of 'Education Welfare Priority Plan' in 2008, that is structurally different from the original framework which was to support schools in educationally disadvantaged areas. Even the cases of EAZ in UK and ZEP in France started by progressive political parties and established on the ground of 'equity' philosophy, turned into the excellence-based equality policy confronting with the harsh condition of neo-liberalistic global economy under the conservative regime. So does Korea under the critics against this tendency. Comparing Korean case with the cases in UK and France, the current Education Welfare Priority Policy in Korea should be back to the original principle of educational equity and transform into the bottom-up bilateral cooperation model from the top-down model by the authorized party itself in order not to be manipulated politically.
This study aims to identify the micro-level, social psychological foundation of regionalism and analyze its change and continuity by comparing 1988, 2003, and 2016 survey results. Drawing on the theory of prejudice and social identity, it clarifies the concept of regionalism and examines its affective, behavioral, cognitive implications. In the empirical analysis, where it takes advantage of relevant questions of the same or similar wording in three nationally representative surveys, the study identifies the changes in regionalism at the individual level focusing on anti-Honam prejudice and discrimination and attribution of regional conflict. First, anti-Honam prejudice has been in decline nationally as well as regardless of where one has grown up, except for Daegu/Kyungpook area. Second, anti-Honam prejudice has been weakened among younger generations while regional party identification now affects the sentiment in the direction of regional cleavage overlapped with ideological leanings. Third, while most respondents do not experience explicit discrimination, Honam natives are still more likely to experience discrimination, especially identity and self-esteem related, due to his or her home town. Fourth, Honam natives have been more likely to attribute regional conflict to an external, structural factor like government economic policy and less likely to a subjective one like regional sentiment, which seems to be consistent with attributional attitudes of the victims of prejudice. The study ends with the discussion of how to reduce further anti-Honam prejudice, which includes contact hypothesis, recategorization, cross-categorization, and de-categorization.
This research examnied the roles, the strategies and the influence of labor unions on the pension reform. In Italia labor unions were important actors in pension reform politics during 1990s, but in 2004 labor union was excluded from the pension reform. This difference is not only related with diffusion of the leftist party but also the experience of pension benefit retrenchment of the pension reform in 1995 in which labor unions had initiatives. Labor unions choose their strategies, social dialogue or mass struggle, depending on the attitudes of government. After change of government following the failure of the pension reform in 1994 Italian government tried social dialogue. In Dini reform in 1995, laborunions had initiative in making pension reform plan. Labor unions obtained member's approval using membership vote. It had repressed opposition from militant sectors effectively. However Labor unions concentrated on the issues of transition measures and protecting vested rights in seniority pension ignoring problems of contribution evasion of small-firm workers and benefit adequacy of young workers. Even when labor unions leaded social concertation processes and pursued union democracy, labor unions' influences on the pension reform had fundamental limitations.
Kerala, a southern-west state of India, has been vigorously studied due to its unique development status. Indeed, Kerala shows such a high level of social development as Human Development Index indicates, yet it is suffering from the low level of economic. As a result, scholars have examined a broad range of rationales to understand the 'Kerala Development Model' as discussing historical contexts, social welfare policies, land reforms by Communist Party of India, and so on. Among them, scholars agree that education is one of the most critical factors that led to social development of Kerala. Despite the consensus, there has been lack of research that deeply look into how education has been delivered, what impacts it has on people, and why it contributes to social development in Kerala. This research, thus, would discuss the meanings, values and impacts of education with the capability approach that is originally termed by Amartya Sen. The approach criticize the dominant paradigm of 'development' that is materialistic oriented, instead it emphasizes expanding a range of capabilities of people to reach 'development' that people can act upon what they value and cherish. Based on Sen's perspective, we believe that dimensions of education can be re-defined and expanded in a relation to development.
The purpose of the study is to explore the mental health social workers' experiences concerning client's self-determination by grounded theory, one of the qualitative method. Although a lot of previous studies has proved that the practitioners have suffered from the ethical considerations in their practice, on which the matter of client's self-determination is centered, little attention is paid to deep exploration of practitioners' real experience about those aspects. To carry out the research question, first, through literature reviews focusing on clarify the underlying issues about client's self-determination, three intrinsic clues are found out; incompetence, medical benefits, the harm to the third party. Data obtained by in-depth interview with 10 participants are analyzed by employing the methode developed by Corbin and Strauss, which could categorize the raw data into several high-level concepts and constructs. The findings of the study show that most practitioners would consider the clients as the intrinsic subject of self-determination. Therefore, in practice, they are trying to support the client's self-determination even within the some constraints. In addition, they also experience the clients' latent potential in actualizing autonomy and self-determination, and identifies the positive effect of self-determination not only on the client's self-help and mental health but also on the practitioners themselves. The results of the study clearly suggests that it is critical to provide the practitioners with adequate ethical education and training to help them to overcome their ethical suffering concerning clients self-determination.
The major purpose of this paper is to analyze the evolution of the presidential system in South Korea during the past three decades ever since the country's democratization in 1987 from the comparative institutional perspective. As imperial presidentialism during the so-called three Kim's era(1987-2003) disappeared right after the political retirement of the three Kims in 2003, then president-centered presidentialism emerged during the post-three Kim's era, since the country's recent three presidents possessed their relatively low-level of partisan power in terms of their control of National Assemblies and their respective presidents' parties during their presidencies. South Korea has now a strong possibility to transform the current president-centered presidentialism into the American-style separatist presidential system in the near future, since the country's National Assembly has continuously been making its efforts to function as an effective governing body being compatible with the American Congress. In addition, the country's judiciary branch has effectively been playing a political role like the US supreme court ever since the country's democratization in 1987. It is also emphasized that South Korea's civic society is currently playing as a guardian of democracy through its effective and responsive political participations in many public sectors for promoting civic liberties, public welfare, and other democratic values. South Korea now needs to carry out constitutional revisions, political reforms of legislative system, party system, and electoral system as well as correct some contradictory political understandings and habits in a way to transform the current president-centered presidentialism into American-style separatist presidential system in the near future.
