Changes in Consumer Policy and Trends of Local Consumer Administration in Japan - Focusing on the Situations of Reduction and Entrustment to Civil Consumer Groups on Consumer Centers (일본 소비자정책의 전환과 지방 소비자행정의 동향 -소비생활센터의 축소 및 민간위탁 현황을 중심으로)

  • This study reviews trends of Japanese consumer policies, with particular attention to the situations of operating local consumer centers, in an effort to find ways to develop rapidly changing local consumer administration practices in Japan. Budget cut on consumer administration by the Japanese government has resulted in a reduction of consumer centers in Todohuken, while new consumer policy, which seeks greater consumer independence, has encouraged civil consumer groups' participation in consumer administration. In particular, entrustment of consumer centers to civil groups has increasingly stimulated more region-oriented local consumer policies and enhanced the efficiency of consumer administration. To activate local consumer administration, it seems necessary to provide assistance to entrusted civil groups, strengthen business regulations of Todohuken administration, and ensure more effective operation practices of civil consumer groups.

  • Many innovative management processes, which are also termed as best practices or value improving practice, have been proven to successfully improve the value of capital facility projects. With a lack of any guidance on how to implement the most suitable value management process for a particular project, the objective of this paper is to facilitate the VMP implementation. A CII (Construction Industry Institute)'s recent study, titled as 'Development of the Value Management Toolkit,' encompasses a comprehensive structure of value management and provides a new methodology in optimizing the implementation of the value management processes in order to leverage the unique project circumstances, such as project objectives, resource availability, and site limitations, etc. As a pioneering study, the findings contribute to the expedition of implementing value management processes in the industry and maximize the potential benefits in applying the most benefiical value management process for a particular capital facility project.

  • Characterization of a single pass of cDNA sequence, an expressed sequence tag (EST) has been a fast growing activity in fish genomics. Despite its relatively short history, fish EST databases (dbESTs) have already begun to play a significant role in bridging the gaps in our knowledge on the gene expression in fish genome. This review provides a brief description of the technology for establishing fish dbESTs, its current status, and implication of the ESTs to aquaculture and fisheries science with particular emphasis on the discovery of novel genes for transgenic application, the use of polymorphic EST markers in genetic linkage mapping and the evaluation of signal-responsive gene expression.

Production and Perception of English /r/ and /l/ by Korean Learners of English: An Experimental Study

  • Eleven Korean learners of English took part in an experiment where the production and perception of English /r/ and /l/ in four different word positions was investigated. Overall the subjects made more errors on /l/ in both production and identification tests. The frequency of the subjects' errors was also sensitive to word positions in which the two English liquids occur. Especially the subjects made noticeably fewer errors in intervocalic medial position. It is suggested that the Korean subjects' acquisitional pattern in this particular case of foreign phone learning can be explained more by language particular 'interference' effects rather than 'universal' acoustic arguments such as those given in Dissosway et a1. (1982) and Sheldon and Strange (1982). The results of the experiment also support the minority position among second language educators that in some cases of non-native phone acquisition, learners' production abilities can be developed earlier than their perceptual abilities.

Stability of the Robot Compliant Motion Control - Part II : Implementation

  • We have shown how unstructured modeling was used to derive a general stability condition in Part 1. In Part 2, we focus on the particular dynamics (structures modeling) of the robot manipulator and environment. Using rigid body dynamics, the stability condition for the direct drive robots has been achieved in terms of the Jacobian and robot tracking controller. Combining the structured and unstructured modeling, a stability condition for a particular application can be obtained. This approach has been used to analyze compliant motion on the University of Minnesota robot using a feedforward torque controller. We have obtained a stability condition for this application. Through both simulation and experiment, the sufficiency of this condition has been demonstrated. For a sufficient stability condition, recall that if the condition is satisfied, then the stability is guaranteed; however, if the condition is violated, no conclusion can be made.

  • The philosophy of object-oriented has found its role in various applications such as programming languages, databases, distributed systems, etc. Discussed in this paper is an experience of the object-oriented programming technique obtained while developing a particular CAD/CAM system. It has been well-known that the object-oriented programming language has good features enabling the improved reusability and extensibility of an existing code. The features include data abstraction, encapsulation, inheritance, polymorphism, and so on. This paper presents how these features of the object-oriented programming language, C++ in particular, can be applied to the implementation of geometric algorithms as well as graphical user interfaces.

  • MIS researches involve, in particular, the problems of developing appropriate IS for given MIS environments and lay emphasis on identifying prominant IS characteristics pertaining to the system in issue. This study deals with the IS characteristics for the management task of "planning". It investigates empirically the impacts of IS characteristics, under a set of proposed hypotheses, with particular respect to users' information satisfaction and performance in carrying out the task of planning. Futhermore, it examines whether the IS characteristics have different effects depending on the planning modes on the part of IS users. Based on a group of hypotheses accepted, the IS characteristics for planning decision making are not only proposed according to planning modes: preactive, reactive and proactive, but also classified into six subsystem categories: input, process, ouput, storage, interface and communication. Finally, the implications of the findings are discussed.

  • In this paper, we propose a subband pyramid image coding scheme that uses ECVQ (ntropy Constrained Vector Quantizer). In subband pyramid image coding, each subband can be encoded with a coder matched to the statistics of that particular subband, and available versions of the original image at different resolution are easily obtained. ECVQ, aiming at the minimization of the distortion for a fixed entropy of the quantizer output, is well combined with the subband pyramid image coding which yields high compression ratio and good image quality. The optimum bit allocation to each subbands corresponds to the points where the individual distortion rate curves are of particular slope, weighted to the number of samples in that subband, in designing ECVQ.

  • The object of this work is the validation and assessment of the TRACE v5.0 code using the scaled test ATLAS1 facility in the context of a DVI2 line break. In particular, the experiment selected models the 50%, 6-inch break of a DVI line. The same experiment was also adopted as a reference test in the ISP-503. The ISP-50 was proposed to, and accepted by, the OECD/NEA/CSNI due to its technical importance in the development of a best-estimate of safety analysis methodology for DVI line break accidents. In particular, the behavior of the two-phase flow in the upper annulus downcomer was expected to be complicated. What resulted was the need for relevant models to be implemented into safety analysis codes, in order to predict these thermal hydraulic phenomena correctly.

Accurate Measurement of THz Dielectric Constant Using Metamaterials on a Quartz Substrate

  • We present dielectric constant measurements of thin films using THz metamaterials fabricated on a quartz substrate. The resonance shifts of the metamaterials exhibit saturation behavior with increasing film thickness. The saturation frequency shift varies with the real part of the dielectric constant, from which the numerical expression for the particular metamaterial design was extracted. We first performed finite-difference time-domain simulations to find an explicit relationship between the saturated frequency shift and the dielectric constant of a thin film, which was confirmed by the experimental results from conventional techniques. In particular, the quartz substrate enables us to determine their values more accurately, because of its low substrate index. As a result, we extracted the dielectric constants of various films whose values have not been addressed previously without precise control of the film thickness.
