도시공원의 효율적 관리를 위한 환경적 특성을 고려한 근린공원의 유형분류 (Classification of Neighborhood Parks Considering Environmental Characteristics for Effective Urban Park Management)

  • 본 연구의 목적은 대구광역시의 도시공원을 대상으로 환경특성을 고려한 공원의 유형을 분류하고, 공원 유형별 관리방안을 제시하는 것이다. 연구대상 공원은 총 68개의 근린공원으로 설정하였으며, 공원 내 외부의 환경인자를 토대로 유형분류를 수행하였다. 공원의 유형분류 결과, 68개 공원이 총 5개의 유형으로 분류되었다. 평지시설-주거지인접형 공원에는 41개소가 분류되었으며, 산지자연-주거지인접형 공원에는 12개소가 포함되었다. 또한, 평지시설-상공업지인접형 공원에는 6개소, 평지시설-농지인접형 공원에는 3개소, 산지시설-농지인접형 공원에는 6개소의 공원이 분류되었다. 근린공원의 유형별 생태 및 이용적 특성 분석 결과를 살펴보면, 평지시설-주거인접형 공원은 공원접근성이 우수하고, 공원 주변의 이용권 인구밀도가 가장 높게 나타났다. 산지자연-주거지인접형 공원은 공원 내 자연녹지의 존재하고 있어 식생활력이 높은 반면, 공원접근성은 낮은 것으로 평가되었다. 평지시설-상공업지인접형 공원은 식생활력도 및 녹지연결성이 매우 낮으며, 공원접근성과 이용권인구밀도는 높지 않은 것으로 평가되었다. 평지시설-농지인접형 공원은 식생활력도 및 녹지접근성 낮으며, 공원접근성은 매우 취약한 것으로 평가되었다. 산지자연-농지인접형 공원은 식생활력도 및 녹지연결성이 높은 유형의 특성을 가지는 것으로 분석되었다. 이상의 결과들은 향후 도시내 근린공원을 장기적인 관점에서 리모델링 또는 관리 계획을 마련코자 할 경우 효율적인 기초자료가 될 수 있을 것으로 판단된다.

인천광역시 원도심 공원녹지 기본계획 현황 및 이용 평가 (The Evaluation of Present Situation and Use for the Master Plan of Urban Parks and Green Spaces in Incheon Metropolitan's Old town)

  • The purpose of this study is to review and evaluate the proper planning for 2030 Incheon Urban Parks & Green Space Master Plan. Some of the plans are aimed at multiple small districts within the city's old town, as local governments are planned to be sub-subsidized by Incheon Metropolitan City. However, these plans have become simple plans for each district and therefore find it difficult to collect from the perspective of the using system of the residents who are directly used. First, the construction of the urban park and green space network requires the construction of a service using system that can be felt by the users. Second, the basic idea of each district planned as the detailed strategy of the master plan should be planned through consultation with nearby the district. Third, specific targets and directions for the urban park and green space plan through the urban development project are needed.

  • Urban parks and open spaces provide the community residents with the most easily accessible source for outdoor recreation, contributing also to the improvement of quality of natural environment in urban area. The demands of urban residents' for more and better green area are ever-increasing. However, the level of most urban open spaces which are easily accessible for residents are not satisfactory to meet the residents' demand in availability and in quality as well. Most existing urban open spaces are simply built of green areas only or have been developed in almost identical design with little consideration for individual uniqueness of the site. When developing neighbourhood parks in urban housing complexes, for example, little consideration is being given to topographical conditions, interrelation with the adjacent green area, or viability of the urban ecosystem. In many cases, urban park development projects are being done with serious negligence of natural properties of the site, by even destroying existing healthy woodlands. for instance. The objectives of this study are; -To survey on the domestic and the overseas cases of regulatory systems, development status and planning methods for urban open space. -To identify underlying issues of residental park developments in urban housing projects and establish appropriate improvement measures thereof, by studing and analyzing current-use data of developed urban parks and management status thereof. -To establish improved standards for urban open space planning, by integrating above surveys and studies, and recommendation for revision of related legislation is also presented to implement these standards.

  • The purpose of this research is to establish a green space conservation grade for sustainable urban development of Taegu metropolitan city using GIS and RS methods, together with the valuation items of green spaces centered around ecological, useful, and socio-cultural factors. The results of this study are as follows: 1. According to the ecological factor, the first grade is $81.4km^2$ and then Kachag-myun, Dong-gu in order, have needs of sustaining conservation policy of urban environment improvement and protection of the wild habitats. 2. According to the usefulness of urban parks, the first and second grade which is over 150 $persons/km^2$ in population density of the catchment areas, were Talsung park, Sinam park, Yongsan park and etc., the areas of those parks consists of 0.7% of the whole urban parks. 3. According to the socio-cultural factor, the first grade is located in urban natural parks, and the second grade is which are composed of Green Belt and agriculture in Talsung-gun. 4. Analyzing these results synthetically, the first grade conservation is 18%, as the forest in the upper zone of Mt. Palgongsan, Mt. Bisul, and Mt. Daeduck, these regions needed to preserve absolutely. This research is a basic step to show the methodology for all-round evaluation of green space using GIS and RS. Hereafter, it is necessary to consider general evaluation index of green spaces, and to consider the quantitative and qualitative aspect.

NDVI를 활용한 도시 녹지 분석 및 도시공원 조류 종다양성 분석 모형 개발 (Analysis of Urban Green Areas using NDVI and Development of a Model to Analyze Bird Diversity in Urban Parks)

  • Urban parks are important bird habitat in cities. Various studies have evaluated the habitat function of urban parks focused on field surveys. In this study, we performed applicability of NDVI obtained from Landsat 8 OLI image as a factor for spatial planning considered bird diversity. This study was classified with green boundary into three groups using NDVI's value. Environmental variables were calculated by the green area ratio of the surrounding area from 100m to 500m at each groups. The 20 environmental variables such as park area, park shape index, canopy of tree, etc. were derived, the regression analysis was performed as a dependent variable for the bird diversity of urban parks. As a result, the park area and the green area ratio of Group 3, classified high NDVI, within the 100m buffer were adopted as the variables in the regression model. In other words, it was confirmed that as the park becomes larger, the distribution of key green areas within a radius of 100m of the parks becomes higher, the diversity of bird species has increased. It was appropriate to use satellite image, NDVI to analyze species diversity in urban area.

영국의 포용적 도시재생을 위한 공원녹지 정책 사례 연구 (A Case Study on the UK Park and Green Space Policies for Inclusive Urban Regeneration)

  • 본 연구의 목적은 포용적 도시계획과 재생을 위한 공원녹지 정책의 개발 방향을 모색하는 데 있다. 국내 도시공원의 조성 현황 예산 법률 제도를 검토하고, 도시공원의 포용성 수준을 조사하여 다음과 같은 문제점과 한계를 드러냈다. 첫째, 1인당 공원 면적과 녹지율과 같은 공급자 중심의 지표를 지니는 도시공원 제도는 양적 확충에 초점이 맞춰져 있다. 둘째, 도시공원의 분포는 불균등하고, 공원녹지의 질적 수준은 취약계층 거주지일수록 낮다. 다음으로 영국 중앙정부와 런던, 에든버러, 카디프, 벨파스트, 리버풀 등 다섯 개 지방정부를 중심으로 사회경제적 불평등 완화와 포용성 확대를 위한 공원녹지 정책의 수립 배경과 내용을 분석하여 다음과 같은 특징을 밝혔다. 사회경제적 불평등 해소와 포용적 사회 건설의 필요성에 대한 정부의 인식, 물리적 재개발에서 사회경제적 재생으로 도시재생정책 방향의 변화, 공원녹지와 불평등 건강 웰빙의 상호관계에 대한 조사와 연구가 정책 수립의 배경으로 작용하였다. 그 결과, 영국 국토계획의 목표에 포용적 사회 만들기가 반영되었으며, 여러 지방정부의 공원녹지 정책에 박탈 지역과 취약계층을 중심으로 한 공원녹지 공급과 질적 개선 전략이 포함되었다. 또한 공원 결핍 분석 도구와 공원의 질적 평가 방법이 개발되었다. 이와 함께 각 사업의 지속가능성을 위해 별도의 기금 마련과 매칭 펀드 활용과 같은 다양한 재원 프로그램, 그리고 정부 조직 간 협업 기구 설립과 민간 조직의 적극적인 참여와 활성화와 같은 파트너십 구축 방안이 마련되었다. 이를 바탕으로 본 연구는 공원녹지의 불평등과 포용성에 대한 조사와 연구 수행, 공원서비스의 질적 수준 향상전략 개발, 정책 필요 지역 분석도구 개발, 도시재생을 위한 공원사업 유형 개발, 다양한 파트너십 구축과 지원제도 마련 등, 다섯 가지 정책 방향을 제시하였다.

대구광역시 공원형 녹지의 기능적 특성을 고려한 종합 평가 (An Integrated Assessment of Park-Type Green Space Considering Functional Characteristics in Daegu)

  • 본 연구의 목적은 효율적인 녹지의 계획 및 관리방향 설정을 위한 기초자료 제공을 위해 녹지의 기능적 평가를 실시하는 것이다. 이를 위해 연구대상지를 대구광역시 공원형 녹지로 설정하였으며, 녹지의 기능은 자연생태적, 환경조절적, 이용적 기능으로 제한하였다. 선행연구 고찰 및 전문가 설문조사에 의한 MCB 분석을 통해 13개 지표를 선정하였으며, 전문가 설문조사에 의한 AHP 분석을 통해 기능별 지표의 가중치를 설정하였다. 공원형 녹지의 기능별 평가 결과를 살펴보면, 자연생태적 기능 평가에서는 냉천유원지, 대구체육공원, 달창유원지의 녹지 평가 점수가 80점 이상으로 높게 분석되었다. 환경조절적 기능 평가의 경우 복현공원, 만촌공원, 천내공원 등 15개 녹지의 평가 점수가 75점 이상으로 높게 나타났고, 이용적 기능 평가에서는 수성공원, 달성공원, 월배공원 등 11개 공원형 녹지의 점수가 80점 이상으로 높게 평가되었다. 이러한 분석결과들은 향후 공원형 녹지의 신규 조성, 지속적인 관리 및 리모델링이 요구될 경우 효율적인 기초자료 및 가이드라인으로 활용될 수 있을 것으로 판단된다.

환경도시 건설을 위한 도시녹지의 관리권역 설정 - 창원시를 대상으로 - (Establishing a Green Space Management Zone for an Environmental City - Focusing on Changwon City -)

  • The purpose of this study is to classify urban green space, to assess an imbalance by an administrative district (Dong), and to establish the management zone of urban green spaces for the construction of an environmental city in Changwon. The spatial data of 1:5,000 digital maps, park data in Changwon, land cover by the Ministry of Environment, and IKONOS satellite images from 2003 were used for this analysis. The assessment of the imbalance of urban green spaces was analyzed with the Lorenz curve and Gini's coefficient. The establishment of the management zone was performed by network analysis of GIS. The results of this study are as follows: the urban green spaces were classified as a park green space, a natural green space, and a riparian green space. According to the results of assessment of the imbalance of green spaces, Gini's coefficient was analyzed at higher than 0.4. Thus, the spatial imbalance of urban green spaces in Changwon was evident. The management zones to solve the imbalance were established: "rich zone", "fair zone", "poor zone" and "broken zone". Therefore, the rich and fair zones which have rich green spaces must maintain the good conditions through analysis of the green network and a survey of civic attitudes. The poor and broken zones which have poor green spaces must improve quality and quantity through creation of additional green spaces, construction of an eco-industrial park, and utilization of children's parks and pocket parks.

경기도의 옥상녹화 가용면적 추정과 이의 정책적 함의 (Estimation of the Potential Area for Roof Greening in Gyeonggi-do and Its Implications)

  • We estimated the potential area roof greening in Gyeonggi-do that will mitigate the heat island effect. The estimation was based on building age, roof shape, and building use which were recorded in the building register from "Sewoomteo, the Building Administration System in the Ministry of Land, Transport and Maritime Affairs. The estimated potential roof greening area in Gyeonggi-do was approximately $102.5km^2$ assuming that the buildings for residence, public, education(school), office, shopping mall are appropriate for roof greening. The area occupied by apartment buildings over six-story was 76.3% of the potential roof greening area 10.2% for individual houses, 5.9% for under five-story apartment buildings, and 3.7% for school buildings. The result indicated that it is residential buildings that we need to pay attention for roof greening, especially high-rise buildings over six-story. Greening of the whole estimated area, $102.5km^2$, in Gyeonggi-do will result in the increase of green space per capita by $8.74m^2$. This is 1.65 times greater than the area of current urban parks, and 1.97 times greater than the total area of neighborhood parks, children's parks, and pocket parks. Greening of the estimated roof area will increase green coverage of urban area by twice, adding to current green coverage of the urban areas, 11.3%, in 10 major cities. In particular, the effect of roof greening would be remarkable in inceasing the green space of Anyang City, Gwangmyeong City, and Guri City where neighborhood park area falls short.
