  • Paris가 피로균열전파에 파괴역학의 개념을 도입한 이후, Paris 법칙에 의하여 피로균열성장문제를 다루어 왔으나, Elber가 제안한 유효응력강도계수가 균열 전파 실험과 잘 일치하는 것이 밝혀진 이후 많은 연구자들이 유효응력비인 개구비를 정확히 추정하기 위한 연구를 계속하여 왔다. 본 연구는 변동하중 하의 피로균열전파 거동을 해석함에 있어서 균열의 개폐구 거동을 고려한 해석적 수치 모델을 개발하여, 선체구조 설계나 선박검사 시에 활용 가능한 정밀한 균열전파 추정방법을 제안하고자 한다.

Beyond halo mass: the role of vorticity-rich filaments in quenching galaxy mass assembly

  • We examine how the mass assembly of central galaxies depends on their location in the cosmic web. The HORIZON-AGN simulation is analysed at z~2 using the DISPERSE code to extract multi-scale cosmic filaments. We find that the dependency of galaxy properties on large-scale environment is mostly inherited from the (large-scale) environmental dependency of their host halo mass. When adopting a residual analysis that removes the host halo mass effect, we detect a direct and non-negligible influence of cosmic filaments. Proximity to filaments enhances the build-up of stellar mass, a result in agreement with previous studies. However, our multi-scale analysis also reveals that, at the edge of filaments, star formation is suppressed. In addition, we find clues for compaction of the stellar distribution at close proximity to filaments. We suggest that gas transfer from the outside to the inside of the haloes (where galaxies reside) becomes less efficient closer to filaments, due to high angular momentum supply at the vorticity-rich edge of filaments. This quenching mechanism may partly explain the larger fraction of passive galaxies in filaments, as inferred from observations at lower redshifts.

  • Carbon-manganese steel A42 (French standards) is used in steam generator pipes of nuclear center and subject to low cycle fatigue (LCF) loads. In order to obtain the material LCF behavior, the tests are implemented in a hydraulic fatigue machine. The LCF plastic deformation and cyclic stress in macroscope have been influenced by the accumulated low cycle fatigue damage. The constitutive kinematic and isotropic hardening modeling is modified with coupling fatigue damage to describe the fatigue behavior. The improved model seems to be good agreement with the test results.

  • 기후변화에 관한 파리협정(Paris Agreement)은 우리나라의 친환경정책에 많은 영향을 미칠 것으로 보인다. 그동안 건설공사의 설계단계에서 탄소발생량을 줄이기 위한 친환경설계가 적용되어 왔다. 그러나 친환경건축물 인증에 해당하는 프로젝트 외에는 소극적 적용에 그치고 있다. 설계에 친환경요소를 반영하기 위해서는 현재 100억 이상 모든 건설공사의 기본설계 및 실시설계단계에 적용되고 있는 설계VE(Value Engineering) 제도를 활용할 필요가 있다. 하지만 현재 적용되고 있는 VE Job Plan은 친환경 요소를 일부 반영하는데 그치고 있으므로 그 효과는 미미할 수 밖에 없다. 따라서 기존 VE 기법에 친환경요소를 반영한 새로운 형태의 친환경VE 기법의 개발이 필요하다. 연구의 결과 환경비용의 개념은 회계학적으로 정의되고 그 비용의 산정은 이산화탄소 배출량을 기반으로 하는 탄소세, $CO_2$배출권 거래가격, 지불의사금액, 탄소생산성 개념을 이용하는 방법이 많이 사용되고 있었다. 그러나 설계단계에서 친환경VE에 활용하기 위해서는 탄소생산성 개념을 포함한 새로운 개념의 모델이 필요하다. 새로운 개념의 친환경VE모델은 $CO_2$배출량과 잠재적환경오염지수를 사용하는 모델이다. 본 연구에서는 친환경VE의 한 축을 담당할 환경비용에 대한 개념과 친환경가치모델을 정립하고자 하였다.

신재생에너지 보조금 지급에 관한 법적쟁점 고찰 (A Study on the Legal Issues on the Payment of Renewable Energy Subsidies)

  • 온실가스 배출로 인한 지구온난화에 대응하고 지구의 평균 기온상승을 방지하기 위하여 2015년 12월 파리기후협정(Paris Agreement)이 채택되어 신기후체제가 도래하게 되었다. 해수면상승과 삼림고갈, 미세먼지 등과 같은 기후변화로 인한 환경문제에 대응하기 위하여, 신재생에너지의 중요성이 높아졌다. 신재생 에너지의 성장을 위해서는 현실적으로 정부의 지원이 필요하다. 그러나 신재생에너지 산업에 대한 각국 정부의 과다한 지원은 공정 한 경쟁을 저해하고 비용을 높인다는 점에서 문제가 될 수 있으며, 이미 WTO에서도 신재생에너지 보조금과 관련된 제소사례를 찾아볼 수 있다. 본 연구는 WTO의 보조금 및 상계조치 협정과 GATT를 중심으로 하였다. 신재생에너지 보조금에 관련된 WTO 분쟁사례를 살펴보고, 사례에서 쟁점이 되는 조항인 보조금협정의 제2조 특정성과 제3조 (b)항 수입대체보조금, GATT 제20조 일반적 예외를 분석하였다. 기후변화에 대응하는 환경보호적인 관점에서 현재 각 국의 에너지 정책을 반영하고 신재생에너지 산업의 발전을 위하여 보조금협정의 개정 또는 보완이 필요하다. 본 연구에서는 보조금협정 제8조 허용보조금의 재도입 논의 또는 에너지보조금에 관한 특별규정과 같은 방안과 더불어 보조금협정 제3조의 명확한 해석기준이 필요하다고 보았다. 그러나 과도한 정부 보조금의 지급은 무역분쟁을 야기할 수 있으며 환경보호와 자유무역의 형평성, 지속가능한 개발이라는 WTO의 목적에 맞추어 WTO의 규범을 개선해야 한다.

Revising the Korean Arbitration Act From a Civil Law Jurisdiction Perspective: The Example of the French Arbitration Reform

  • In France, arbitration, both domestic and international, has recently been subjected to a major reform. This article discusses the content of the 2011 reform and its aftermath, while putting into perspective the current arbitration act in South Korea, an arbitration-friendly jurisdiction that contemplates reforming its own law. The two legal systems are characterized by their concern for efficiency and rationalization of the arbitration proceedings, through the codification of essential principles previously established by case law and through the promotion of the independence of this ADR vis-$\grave{a}$-vis state courts. The efficiency consideration is strengthened at every stage of the proceedings: from the arbitration agreement often considered valid and rarely challenged, through the proceedings for annulment, recognition and enforcement of the award, up to the judicial assistance of the French supporting judge towards the actual arbitral proceedings. Finally, new concerns are emerging: the increase of transparency and the arbitrability of disputes in some uncertain fields of law.

우연한 패권거부 - 미국의 세계리더십 거부와 중국의 틈새공략 - (The Accidental Denial of a Hegemonic Power's Role - The Reluctance of the U.S's Role as a World Leader and China's Target of a Niche Market -)

  • As the Trump administration withdraws the Paris Climate Agreement and shows its antipathy toward free trade, the U.S.'s soft power is most likely to weaken and its behaviors could be perceived as acts to surrender the U.S. hegemonic leadership in the world stage. Hegemonic stability theory notes that the existence of a hegemonic power contributes to international stability in the sense that it provides international public goods. A lack of the U.S's leadership in international politics, however, could be recognized as its denial of a hegemonic status. Is it intentional or accidental? The U.S's denial of hegemonic roles is the byproduct of the Trump administration's "American First" policy, not the showcase of its intention to transit hegemony to others. What is noteworthy is that China targets a niche market of hegemony as the U.S. denies its roles as the international leader. Put it another way, China attempts to ride hegemony for free when the U.S. denies its hegemonic roles accidentally. Faced with a niche market of hegemony, China has begun to accelerate its national strategy to make "Chinese Dream" come true. To that end, China promised again to keep the Paris Climate Agreement and attempts to play more active its roles in Shanghai Cooperation Organization(SCO), Asia Infra Investment Bank(AIIB), and "One Belt, One Road". Despite all these efforts, the U.S. is most likely to withdraw its denial of hegemony any time soon. The U.S's resumption of Freedom of Navigation Operations(FONOPs) could be a precursor of the return to a hegemonic power's willingness. In this vein, it is noteworthy that the South China Sea serves as a quasi-war zone for hegemonic conflict.

Joint Crediting Mechanism under the Paris Agreement and Its Implication to the Climate Policy in Korea

  • Before the Conference of Parties (COP) 21 of the United Nations Framework Convention on Climate Change (UNFCCC) in 2015, most parties of UNFCCC had submitted their intended nationally determined contributions (INDCs) and to achieve their voluntary targets, some parties consider using international market mechanisms. As one of such mechanisms, Japan promoted its own bilateral mechanism called Joint Crediting Mechanism (JCM). In this study, feasibility studies and projects under JCM have been analyzed by project type, sector, country and region, which could provide some implications in designing Korea's future climate policy to achieve Korea's targets of 11.7% using international market mechanism in INDC. Since 2010, JCM has promoted 542 projects and feasibility studies in 44 countries according to the Institute for Global Environmental Strategies (IGES) database. Among 542 projects, about 80% were feasibility studies implying that JCM was more focused on project identification. However, current trends of JCM show that more projects will be soon implemented based on these feasibility studies. For sectoral categorization, projects were categorized into seven sectors-energy technology, energy efficiency, renewable energy, waste management, city, strategic planning and projects related to the country's efforts to reduce emissions from deforestation and forest degradation (REDD+). JCM projects were mitigation focused with more than 70% of projects were related to energy efficiency, renewable energy and energy technology. At the regional and country level, JCM is highly focused on Asia and especially, more than 100 projects were developed in Indonesia. Based on the analysis of JCM, in order to develop bilateral international mechanism for Korea, it is worthwhile to emphasize that Korea considers Asian countries as her partner. In addition, Korea may consider the collaboration with Multilateral Development Banks (MDBs) to implement projects identified by Korea and Asian partner countries. Furthermore, strategically, it is recommendable to develop jointly with Japan who has already capacity and networks with other Asian countries to mitigate GHG emissions. Such financial resources from MDBs and Japan may contribute to meet the 11.3% of GHG reduction target from abroad according to INDC of Korea.

  • 파리 협약에 따른 post-2020에 대비하기 위한 환경영향평가(EIA : Environmental Impact Assessment) 측면에서의 온실가스 감축방안을 모색하였다. 2010~2019년 금강유역환경청의 EIA대상사업 중 26건의 환경영향평가서(EIS : Environmental Impact Statement)를 사례분석한 결과로, '온실가스 항목'은 대부분 형식적으로 작성된 것으로 분석되었다. 본 연구에서는 EIA시 '온실가스 항목'의 형식적 평가를 개선하기 위한 방안으로서, 1) EIA대상사업별 온실가스 배출량에 따른 배출부과금 할당, 2) "환경오염시설의 통합관리에 관한 법률"에 근거한 '허가배출기준 설정'에 '온실가스 항목'의 추가, 3)이해당사자들이 EIA대상 개발사업의 초기단계에 참여하는 거버넌스 확립으로 온실가스 감축 등을 제안하였고, 구체적인 내용을 논의하였다.

On the origin of the thick discs of spiral galaxies from high-resolution cosmological simulations

  • Ever since thick disk was proposed to explain the vertical distribution of the Milky Way disk stars, its origin has been a recurrent question. We aim to answer this question by inspecting 19 disk galaxies with stellar mass greater than 10^10 solar mass in recent cosmological high-resolution (>34 pc) zoom-in simulations: Galactica and New Horizon. The thin and thick disks are reproduced by the simulations with scale heights and luminosity ratios that are in reasonable agreement with observations. When we spatially classify the disk stars into thin and thick disks by their heights from the galactic plane, the "thick" disk stars are older, less metal-rich, kinematically hotter, and higher in accreted star fraction than the "thin" disk counterparts. However, we found that the the thick disk stars were spatially and kinematically thinner when they were born. Indeed, a large fraction of thick disk stars was born near the galactic plane at earlier times and get heated with time, eventually occupying high altitudes and exhibiting different population properties compared to the thin-disk stars. In conclusion, from our simulations, the thin and thick disk components are not entirely distinct at birth, but rather a result of the time evolution of the stars born in the main disk of the galaxy.
