Safety' can be used in a variety of ways and may also have different meanings when used in theoretical field and routinely used. In this paper, the 'safety' means that human injury, fire or physical accident condition does not occur while used by the end-user. The meaning of safety may be different by era and culture. Even in contemporary era, the meaning can be used differently by country, region and culture. As the rights of consumers are increasingly reinforced, we can expect the acceptable risk or safety level can rise higher. In this paper, the R-map of Japan and the European risk assessment guidelines (RAPEX) were reviewed considering domestic incidents database status and its applicability. Because it is difficult to make a model based on a R-map, a revised model was developed mainly based on European Assessment Model with a combination of the important characteristics of Japan model R-map. Also utilizing this revised model, the availability as a new risk assessment model was confirmed by comparing the test results for the same scenarios to the other risk assessment model (RAPEX/RAG).

Image processing has been utilized for assessment of infrastructure surface coating conditions for years. However, there is no robust method to overcome the non-uniform illumination problem to date. Therefore, this paper aims to deal with non-uniform illumination problems for bridge coating assessment and to achieve automated rust intensity recognition. This paper starts with selection of the best color configuration for non-uniformly illuminated rust image segmentation. The adaptive-network-based fuzzy inference system (ANFIS) is adopted as the framework to develop the new model, the box-and-ellipse-based neuro-fuzzy approach (BENFA). Finally, the performance of BENFA is compared to the Fuzzy C-Means (FCM) method, which is often used in image recognition, to show the advantage and robustness of BENFA.

The risk assessment model is an important subsystem for effective establishment and operation of EMS (environment management system). In case of poor risk assessment long-term and large-scale failure expense might be brought. Managing policy, target and other indices based on risk assessment can guarantee successful EMS. In this paper, we aim at comparative analysis of various risk methods and propose an alternative risk assessment model for EMS.
In this study, the concept of safety impact assessment to achieve 'Design-for-Safety' in design phase is introduced. For this purpose, safety impact assessment model was devised and a methodology using the risk-based safety impact assessment approach for NATM of tunnel projects is suggested. The suggested methodology includes safety information survey, classification of safety impact factors caused by design and construction, and quantitative estimation of magnitude and frequency of safety impact factors. A real-world case study on the safety impact assessment of a tunnel construction project is also provided in the paper.
This paper proposes a simplified elastic-plastic analysis procedure using the penalty factors presented in the Code Case N-779 for strain-based fatigue assessment of nuclear safety class 1 components under severe seismic loads such as safety shutdown earthquake and beyond design-basis earthquake. First, a simplified elastic-plastic analysis procedure for strain-based fatigue assessment of nuclear safety class 1 components under the severe seismic loads was proposed based on the analysis result for the simplified elastic-plastic analysis procedure in the Code Case N-779 and the stress categories corresponding to normal operation and seismic loads. Second, total strain amplitude was calculated directly by performing finite element cyclic elastic-plastic seismic analysis for a hot leg nozzle in pressurizer surge line subject to combined loading including deadweight, pressure, seismic inertia load, and seismic anchor motion, as well as was derived indirectly by applying the proposed analysis procedure to the finite element elastic stress analysis result for each load. Third, strain-based fatigue assessment was implemented by applying the strain-based fatigue acceptance criteria in the ASME B&PV Code, Sec. III, Subsec. NB, Article NB-3200 and by using the total strain amplitude values calculated. Last, the total strain amplitude and the fatigue assessment result corresponding to the simplified elastic-plastic analysis were compared with those using the finite element elastic-plastic seismic analysis results. As a result of the comparison, it was identified that the proposed analysis procedure can derive reasonable and conservative results.
Corrosion assessment has a number of uses but the use considered here is as a precursor to Risk-Based Inspection (RBI) planning. Systematic methods consisting of technical modules of RBI program were used to assess the effect of specific corrosion mechanism on the probability of failure in equipments of petrochemical plants. Especially in part of the damage and corrosion assessment, screening step involved evaluating the combinations of process conditions and construction materials for each equipment item in order to determine which damage mechanisms are potentially active. For general internal corrosion, either API 510 or API 570 was applied as the damage rate in the calculation to determine the remaining life and inspection frequency. In some cases, a measured rate of corrosion may not be available. The technical modules of RBI program employ default values for corrosion, typically derived from published data or from experience with similar processes, for use until inspection results are available. This paper describes the case study of corrosion and damage assessment by using RBI methodology in petrochemical plant. Specifically, this paper reports the methodology and the results of its application to the petrochemical units using the $KGS-RBI^{TM}$ program, developed by the Korea Gas Safety Corporation to suit Korean situation in conformity with API 581 Codes.

Traditionally, road projects are initiated based on an assessment of their economic benefit, after which the environmental, social and governance effects are addressed discretely for the project according to a set of predetermined alternatives. Sustainable road infrastructure planning is vital as issues like diminishing access to road construction supplies, water scarcity, Greenhouse Gas emissions, road-related fatalities and congestion pricing etc., have imposed severe economic, social, and environmental damages to the society. In the process of addressing these sustainability factors in the operational phase of the project, the dynamics of these factors are generally ignored. This paper argues that effective delivery of sustainable roads should consider such dynamics and highlights how different aspects of sustainability have the potential to affect project sustainability. The paper initially presents the different sustainability-assessment tools that have been developed to determine the sustainability performance of road projects and discuss the inability of these tools to model the interrelationships among sustainability-related factors. The paper then argues the need for a new assessment framework that facilitates modelling these dynamics at the macro-level (system level) and helping policymakers for sustainable infrastructure planning through evaluating regulatory policies.
Since 2014, MOLIT (Ministry of Land, Infrastructure, and Transport) is carrying out a KASS project to develop and construct Korean SBAS. KASS can cause damage of human & properties if it has some problem during operation. Therefore, system safety assessment for KASS development is very important. Principal point of system safety assessment is the allocation of DAL(design assurance level) based on the hazard identification and classification. In this parer, the author conducts the allocation of DAL for KASS & its sub-systems based on the international standard(SAE ARP4761), which suggests a best practice of aviation system safety assessment. The result of this paper are the first step of system safety assessment, and can be used for further system safety assessment of KASS project.
Ever since ancient times, earthquakes have been a major threat to the civil infrastructures and the safety of human beings. The majority of casualties in earthquake disasters are caused by the damaged civil infrastructures but not by the earthquake itself. Therefore, the efficient and accurate post-earthquake assessment of the conditions of structural damage has been an urgent need for human society. Traditional ways for post-earthquake structural assessment rely heavily on field investigation by experienced experts, yet, it is inevitably subjective and inefficient. Structural response data are also applied to assess the damage; however, it requires mounted sensor networks in advance and it is not intuitional. As many types of damaged states of structures are visible, computer vision-based post-earthquake structural assessment has attracted great attention among the engineers and scholars. With the development of image acquisition sensors, computing resources and deep learning algorithms, deep learning-based post-earthquake structural assessment has gradually shown potential in dealing with image acquisition and processing tasks. This paper comprehensively reviews the state-of-the-art studies of deep learning-based post-earthquake structural assessment in recent years. The conventional way of image processing and machine learning-based structural assessment are presented briefly. The workflow of the methodology for computer vision and deep learning-based post-earthquake structural assessment was introduced. Then, applications of assessment for multiple civil infrastructures are presented in detail. Finally, the challenges of current studies are summarized for reference in future works to improve the efficiency, robustness and accuracy in this field.

This study develops practical models and methods for the assessment of safety and capacity rating of existing P.C. girder bridges based on the reliability methods. One of the main objectives of the study is to propose a practical but realistic limit state model for safety assessment and LRFR rating criteria, which explicitly incorporates the degree of deterioration and damage as well as actual condition of P.C. girder bridges in terms of the damage factor and the response ratio. The damage factor proposed in the paper is defined as the ratio of the current estimated stiffness to the intact base-line stiffness of a member. Based on the observation and the results of applications to existing bridges, it may be concluded that the proposed methods for the assessment and capacity rating models, which explicitly account for the uncertainties and effects of degree of deterioration or damage, provide more realistic and consistent safety-assessment and capacity rating.
