In this research the issues of record management of national archives in Korea are classified into four categories: 1) improving the status of the Central Archives of Korea, 2) constructing a new national archives, 3) revising the law on the record management, 4) creating qualifications for a professional administrator for Archivist. 1) In order to strengthen the function of the Central Archives of Korea, it is very urgent to create a systematic mechanism in which the Central Archives oversees and administers public archives(documents) collected from all the public institutions not only under the Administration but also the legislature and the judicial authorities. 2) This paper suggests that a new National Archives should be a symbolic building representing Korea as archives. Considering the fact that Presidents archives will be a part of this new National Archives, it also suggests that artistic and decorative pieces which embody Korea's representative archives or people should be included in the building. The budget for these should be supplied by the government. 3) This paper looks at the matter of revising the law on Record Management in two respects: (1)strengthening the function of the Central Archives of Korea, (2)making it obligatory to produce archives not open to the public, or making a protection clause for secret archives. This paper proposes that the Central Archives of Korea will be able to collect all the public archives from all the public institutions, and to oversee and administer them by revising the 5th and 6th clauses of the current law on the record management. It also proposes that some laws which make it obligatory to produce archives for documents not open to the public, and which protect those secrecy. 4) Regarding the qualifications for a professional administrator for the record management, this paper suggests lowering the qualification a little to the bachelor's degree of the record management. Also it suggests taking into consideration the persons in charge of the record management in public institutions and acknowledging their qualifications after a certain period of training at the Central Archives of Korea or something like that. In addition, it classifies the ranks of the professional administrators according to their qualifications.

Backgound : This study is to suggest the standardized format of the clinical sheets and the standardized items of every clinical sheet. The standardization of the medical records will increase the faithfullnes of the contents in them and it will contribute to construct the good health information system. Method : From Jan. 1st. 2001 to March 31st 2001, we gathered as many paper clinical sheets as possible by every class of institutions to review the faithfulness of the clinical contents in them. Clinical sheets of 9 tertiary care hospitals, 6 general hospitals and 56 clinics were gathered. Two experienced medical record administrators reviewed them. The review focus was to check whether the items recommend by the hospital standardization review criteria and hospital service evaluation organization were appeared in the clinical sheets and whether the contents of every item were written. Results : Tertiary care hospitals; In case of administrative data, the contents were filled well if the items were fixed. The clinical data like C.C, history,physical examiniation were filled well, but if the items were not fixed, some items were omitted. The result is that more items are to be filled if they are fixed. General hospitals Administrative data were filled more than 50%. Final diagnosis was filled about 66.7%.But other clinical data were not filled well and not many clinical related items were appeared in the sheets.In the legal point of view, the reason for visiting hosptals or the right diagnosis, patient condition at discharge could not be confirmed well.In surgery cases, surgical procedures could not be confirmed well as many surgical related information(surgery time, fluids and blood, number of sponges, biopsy, etc) were omitted. Clinics More than 70% administrative data were filled and fixed as items. Among the clinical related data, laboratory result was the most credible data. But without the right diagnosis, drug orders were given and doctors' written signatures were not appeared over 96.4%. So the clinical sheets cannot be used as a legal document. Conculusion : There was a tendency that the contents were filled well if the items were fixed in the documents, We also suggest a clinical check list to review the completeness and faithfulness of the clinical sheets. If many hospitals use the suggested clincal check list and if they make the necessary items fixed in the clinical sheets, the quality of the medical record will increase dramatically.
In the Spring of 2000, the Banking Commission of the ICC decided to appoint a working group to draft a supplement to the UCP 500 to clarify the position regarding electronic presentation under a documentary credit. Provisions was drafted to supplement its existing rules for documentary credit, that is, UCP 500. These new provisions known as Supplement to UCP 500 for Electronic Presentation was approved by the ICC Banking Commission at the beginning of November 2001 and came in force as of 1 April 2002 The eUCP covers matters such as definitions of key terms such as electronic record, electronic signature, format, paper document, received. An eUCP Credit must specify the formats in which electronic records are to be presented and if not, electronic records may be presented in any format. Electronic records may be presented separately and need not be presented at the same time. The purpose of this paper is to understand the main substance of eUCP and to facilitate the introduction of electronic letter of credit by studying the problems and revision of eUCP and new electronic UCP. The main substances of eUCP are electronic address as place for presentation of electronic records, flexibility of the formats of electronic records to be presented, endowment of the notice of completeness of presentation to the beneficiary, one electronic record satisfying one or more originals or copies of an electronic record, the electronic records to be examined including the electronic record at the hyperlink to an external system or the referenced system, no remark as to the time period for the examination of documents. The Roles of eUCP are the Promotion of the Electronic Trade, the Supply of Basis on the Uniform Rules for Electronic Letter of Credit, the introduction of Electronic Trade Model. The characteristics of eUCP are a supplement to the UCP, no address of any issues relating to the issuance or advice of Credit electronically, independence of specific technologies and developing electronic commerce system, that is, Bolero Service. The Problems of eUCP are flexibility of format of electronic record, heavy burden on the side of banks, and the problems regrading the number of presentation, the notice of completeness of presentation, no provision in regard to the time to examine the electronic records, and representation of the electronic records. In the revision of eUCP to resolve the problems, the things to be taken into consideration are as follows; the designation of the format allowing the banks to examine electronically, prohibition of the paper documents, the development of the system receiving the electronic records, the addition of the reception notice on the side of the banks, the setting of the time to examine the electronic records, the construction of the backup system or the dual processing system.
It's needed for the archivists to design a flexible and stable ERMS(Electronic Records Management System) which can ingest and store records through a consistent way and let users search and use records easily what they want. The basis of the design for ERMS are the conceptual composition and the logical and physical structure of the records when they are stored and managed in the ERMS. This paper explains the process of defining components and designing structure of electronic records using 3-layered approaches which consist of conceptual, logical and physical layer and shows advantages of this approaches. After benchmarking the information models of OAIS which is a reference model for the long-term preservation of digital information objects, this paper applies the model of AIP to a record as a 'Record AIP' and discusses the composition and structure of it. It's a critical task to identify mandatory or optional metadata groups which consists of the 'Record AIP's in the conceptual layer. This paper emphases that the metadata group related to services for the record information to users is required as a result of benchmarking OAIS information models. Various issues about the structure of 'Record AIP's are discussed according to the kind of preservation strategy such as migration or emulation and whether the encapsulation of records is required or not in the logical layer.

Purpose: This study aimed to identify the effectiveness of educational Electronic Nursing Record System in terms of nursing process preparation ability and satisfaction about the system itself. Methods: A one group pre-post experimental study design was utilized in this study. The effectiveness of the system was examined through quality of nursing diagnoses, interventions, and outcomes and electronic nursing record system satisfaction inventory. Junior and senior nursing students were the potential study respondents and evaluation instruments were applied only for the one who agreed to participated in the study. Education about nursing process and electronic nursing record system was carried out as part of regular classes and students were guided to prepare nursing process upon the scenarios developed earlier. Results: 29 juniors and 33 seniors prepare nursing process documentation related to each scenario and both groups showed significant improvement upon nursing process documentation (t=7.53, p<.001, t=3.23, p=.003, respectively) compared to paper based nursing process preparation. Satisfaction about system itself was 2.78(0.81). Conclusion: Educational electronic nursing record system seems to be effective to train nursing students for nursing process preparation ability. Effort to enhance its utility are called in the area of education and system itself.
This paper summarizes results of a comprehensive analytical study aimed at evaluating the influence of strong ground motion duration on residual displacement demands of single-degree-of-freedom (SDOF) and multi-degree-of-freedom (MDOF) systems. For that purpose, two sets of 20 earthquake ground motions representative of short-duration and long-duration records were considered in this investigation. While the influence of strong ground motion duration was evaluated through constant-strength residual displacement ratios, $C_r$, computed from the nonlinear response of elastoplastic SDOF systems, its effect on the amplitude and height-wise distribution of residual drift demands in MDOF systems was studied from the response of three one-bay two-dimensional generic frame models. In this investigation, an inelastic ground motion intensity measure was employed to scale each record, which allowed reducing the record-to-record variability in the estimation of residual drift demands. From the results obtained in this study, it was found that long strong-motion duration records might trigger larger median $C_r$ ratios for SDOF systems having short-to-medium period of vibration than short strong-motion duration records. However, taking into account the large record-to-record variability of $C_r$, it was found that strong motion duration might not be statistically significant for most of the combinations of period of vibration and levels of lateral strength considered in this study. In addition, strong motion duration does not have a significant influence on the amplitude of peak residual drift demands in MDOF systems, but records having long strong-motion duration tend to increase residual drift demands in the upper stories of long-period generic frames.
The rapid development and distribution of information communication industry facilitates the changes of hospital administration, introducing EMR(Electronic Medical Record) instead of paper-based medical record in the medical field. The developed countries such as U.S. have established EMR system after in the middle of 1970s because the primary advantages of EMR is to store and handle vast amounts of records efficiently and increase the quality of health care. Most of health organizations in Korea also apply medical record system to their administration. As the result, they have accomplished a scientific administration system through the use of medical record to handle a variety of patient's information including patient's confidentiality and privacy such as family history, social status, income level, and so on. However, access to and the misuse of EMR causes illegal infringement of patient's information and finally it becomes a very serious medical issue. Potential leakage and misuse of records may seriously infringe patient's privacy rights. In this respect, the related agencies in the public and private sector have been making efforts to prevent patient's records leakages. Especially, the revision bill of Medical Law in 2002 establishes the ways on the security and standards of electronic records. However, it does not provide the proper guidelines which is applied to the rapid changes of the medical environment. One of the most priorities in the hospital administration is the production and maintenance of an accurate medical records fulfilled by medical recorders. Therefore, it is very important for health care providers to hire ethical-based medical recorders. But, unfortunately most of hospitals overlook the importance of their roles. All parts including government, physician and patient must have more concerns on the problems related to EMR. Therefore, this study aims to propose the proper ways to resolve the problems coming from EMR.
Flash memory has its unique characteristics: i.e., (1) the write operation is much more costly than the read operation. (2) In-place updating is not allowed. In this paper, we first analyze how these characteristics affect the performance of record management in flash memory, and discuss the problems with previous methods for record management when they are applied to flash memory environment. Next, we propose a new record management method to be suitable for flash memory environment. The proposed method employs a new concept of a container that makes it possible to overwrite data on flash memory several times when performing insertions, deletions, and modifications of records. As a result, this method reduces the number of overwrite operations, and consequently does the number of erase operations. The results of experiments show that our method improves the performance by up to 34%, compared with the previous one.

In this paper, the compatibility analysis on the track record operation center for the regional industry upbringing is presented. The renewable energy sources such as solar, wind and battery energy storage system have been widely spread in these days. Also the requirements on the efficiency, reliability and power demands of these distributed systems are increasing and they can be demands on the construction of the data track record center for renewable energy industries in order to promote the local industries. The analysis on the size of the de-centralized power system are performed based on the technical issues. The necessities, requirements and center goals to meet these missions are presented in the following session. The proposal of the 1 MW operation center construction and operations are presented in the result of the compatibility analysis. And the lists of the required equipments in the operation facilities are suggested to have proper operational capabilities. The results of this research can be applied in the fundamental data to promote the regional renewable industries.
When the record management faces to the information environment, the practices based on self-judgment needs more open and considerate policies. New viewpoint that treat records as information and treat information as records will produce new mutual-conscious behavior that create records based on the value of information usage and maintain information data based on the reliability as an record. As the internal aspect how to create records well, how to transfer them well, and how to archives them well used to be the focus of record management, existing legislation, guidelines, and training seem to be mainly related to this front steps. We should also address issues according to the succeeding information services, including opening to the relevant, sharing, duplicating, information security, privacy protection, and constructing collections with continual supplement. This paper observe the confusion of the viewpoints in the recent reports, explain the need of fusion viewpoint, and suggest interconnecting feedback cycle between record management system and general information system.
