Purpose - This paper proposes some ideas with a view to reducing any possible accidents caused by unlicensed drivers and an illegal use of other's name, particularly by teenagers in consideration of easy and simple instruction on smartphone with very weak and mere consciousness on auto life. Research design, data, and methodology - This study analyzes some accident cases between cargo trucks and rental cars in South Korea, and unlicensed vehicle with unlicensed drivers who use rental cars collided with cargo trucks which were loaded a lot of goods to be delivered to buyer designated. In order to fulfill this research, a case study accompanied with literature survey was conducted. Ideal suggestion for the right growth on rental car industry will be realized by legislation of the law. Results - This paper classified bodily injury of the victim, property damage and damaged cargo arising out of the unlicensed who is driving on car sharing service in South Korea. Conclusions - For the purpose of reducing cargo accidents caused by unlicensed drivers and an illegal use of other's name particularly by teenagers, this paper proposes some ideas of Amendment of the law, Paradigm shift of car sharing company, Preparation by association side and Technical Complementary Measures in South Korea.

The disaster damages resulted not only in life and property damages of the individual, but also, could be spread situation of national crisis. The information quality control in disaster management is essential to response and recover in the disaster management process. The improvement of efficiency of disaster management depends on information quality control to be right time and accuracy for effected area for the disaster management This research is to investigate the relationship of information quality and work performance on different phases in the disaster management.

As a part of efforts to examine feasibility of warm forging near-net-shape process for non-heat-treated steel to replace quenched and tempered S45C steel, the optimized process condition has been determined to be $820^{\circ}C$ for heating, 10/sec for strain rate of forging and approximately 250MPa for flow stress from observed results such as the $A_{3}$ transformation temperature of about $790^{\circ}C$, the fully dynamic recrystallized behavior between $800^{\circ}C\;and\;850^{\circ}C$ when compressed up to 63% engineering strain at 10/sec strain rate, and the high temperature microsturctural stability. Also, controlled cooling rate of $6.3^{\circ}C/sec$ by water-spraying at a rate of $0.10cc/sec-cm^{2}$ for 60seconds followed by air-cooling right after forging process has been considered in this study as a feasible approach based on examination of the microsturcture of mixed ${\alpha}-ferrite$ and pearlite, the hardness and tensile properties meeting specification, and the reduced total cooling time to room temperature. Successive works would be carried out for the impact strength, machinalility, and forgeability at this process in the near future.

Whereas in non-symmetrical distribution manufacturing process they are not plotted relatively on the centeral line but plotted on the skew of right-hand side or left-hand side. That is to say, for the prupose of producing either upper-specification-oriented items or lower-specification-oriented items, and when we carry out tighter control so as to have them pass only its specifications, the distribution shape naturally has a non-normal distribution. In these cases, we could use either compressed control limits or variable transformed logarithm control charts. It the above mentioned methods were not available, we should use special purpose control chart-Mode control chart or Gram-Charlier control chart. These are proper methods for manufacturing process control which uses control chart method. In spite of these methods, domestic manufacturing and mining companies are utterly ignorant about these methods. That invites practical problems in their companies. To enhance this improvements, I proved the property of practical applications of control chart method by comparing and analyzing the case studies of practical application of speical purpose control chart method, and also by introducing the application methods.

In this paper, cerium doped lutetium pyrosilicate (LPS) powders with cerium content (0.05 and 0.07 mol%) were prepared by sol-gel process. The formation of lutetium pyrosilicate (LPS) phase was confirmed by XRD analysis for the powders heated at $1,200^{\circ}C$; in these powders, a single phase of $Lu_2Si_2O_7$ (LPS) was observed. Cerium doped lutetium pyrosilicate (LPS) powder was agglomerated and constituted of small spherical particles with diameters of about 300 nm. The photoluminescence spectra of the $Lu_2Si_2O_7:Ce^{3+}$ powders showed the characteristic of excitation and there was an emission spectrum for $Ce^{3+}$ in the host of $Lu_2Si_2O_7$. The emission spectrum shows a broad band in the range of 350-525 nm; the broad wavelength on the right side of the spectra should be ascribed to the same 5d-4f transitions of $Ce^{3+}$, as in the case of cerium doped $Lu_2Si_2O_7$ single crystals.

This study analyzed 1,890 KRF journals to understand the current situation and problems related to copyright management by journal publishers. The results of the study are as follows: 32.6% of journals did not provide any copyright notice, 77.1% of 1,141 journals which gave copyright information with regulation documents did not specify the type of author's property right to be transferred and most of the journals which owned copyright transferred from the author did not specify the permission needed to use their article. This study suggested that journal publishers establish the object and method for distribution of journal articles and then develop and publish their copyright policy suited to their own objective.

This paper aims at overviewing Korean fisheries profile with a view on why Korean fisheries need marine ranching program as a new fisheries paradigm - a community-based co-management approach and drawing some policy implications from the advanced experience in fisheries. The aims of community-based co-management approach as a planned approach can be set out under the planning objectives of efficiency and equity. In this context Tongyeong marine ranching program is an important government-sponsored pilot enterprise. Experiences in the advanced fisheries such as Canadian Snow-Crab case suggest that in order to be successful for marine ranching be successful it is necessary that (i) there should be high-value species, (ii) property right should be established, (iii) there should be the reasonable number of participants involved, (iv) the participants and the government should be able to share resource enhancement/management/utilization responsibilities and associated fisheries management expenses. Among these, management cost sharing based on the practical partnership between fishing communities and government is of particular importance because the government must have a full responsibility for all ranching program expenditure unless revenues sufficient to guarantee reasonable income and to share management cost are generated from the ranching business.

The importance of intellectual property right becomes larger and the number of the person who uses a patent search is increasing. When considering the search pattern of the general user who uses only one or two search terms, it is not easy task to find desirable search result in the massive patent documents. So we present patent search system based on IPC Clustering which helps users confine the search result by using international patent classification (IPC) which provided from all patent documents. By using this system, the general users can find patent search result more effectively.

In contemporary society, though convenience and efficiency of work using information system is growing high, adverse effect problems of malignant code, system hacking, information leak by insiders due to the development of the network are raising their head daily. Because of this, enormous work forces and expenses for the recovery and management of system is needed. The existing system can be divided into two aspects: security solution which surveils and treats virus and malignant codes, and network management solution which observes the system of computer, and practices maintenance and repair such as management, recovery, backup. This treatise applied Active Write Filter mechanism and the technology based on NFS and complemented the maintenance problems of user data of the existing system and designed the system which enables solving problems of intellectual property right such as information protection and illegal work.

The paper looks at protecting copyright owners in Nigeria: a panacea for intellectual development. A descriptive survey design was adopted in carrying out the study. The sample size for the study was 112. Three research objectives guided the study. The study utilized a self-developed questionnaire for data collection. A total of 112 copies of the questionnaire were distributed to librarian and lecturers, out of which 108 copies were duly filled and returned, representing 96.4%. The collected data was arranged in frequency and analyzed using percentage and mean score. The findings revealed that protection of copyright will encourage creators of intellectual works, and that if authors are well remunerated there is likelihood of adequate availability of various publications to meet information needs of Nigerians. The result showed that the right to intellectual properties is one of the ways to encourage intellectual development. The finding revealed that copyright protection provides security for intellectual product and does not negatively affect the availability of intellectual materials. Based on the research findings, it was recommended that owners of intellectual property deserve good earnings for their intellectual works in order to promote Knowledge proliferation and availability so as to meet the reading needs of the citizens at the various levels. The study also recommended that all cases relating to copyright violation in our courts should be summarily dealt with. The study advocated that the provision on the punishment should be reviewed such that it could deter people from infringing on authors rights.
