Currently, the Korean construction industry is shifting its interest to the overseas construction market because of a stagnating domestic market. In the meantime, the international housing construction market is expanding with respect to new city development projects that are supported by population growth and urban migration. Despite the Korean construction industry's expertise in new city development, technology, and systems for apartment supply, the share of Korean players in the international housing construction market is continuously decreasing. As a measure to overcome this situation, the authors of this study considered the paper "The Development of a Cost Effective, Long-life Housing Model and Construction of Testbed," which is currently in progress as a part of national project. Through literature review and interviews with experts, the authors determined that there are "column+minimum interior (infill)" apartments that are similar to the long-life housing in some areas of China, Southeast Asia, and Russia. Candidate countries expected to be feasible for the entry of long-life housing were selected by determining the top countries that have already entered the long-life housing market and analyzing those selections through additional specific techniques. 최근 국내 건설시장은 내수시장의 침체와 포화상태로 인해 위기를 겪고 있다. 이와 같은 위기를 기회로 수많은 건설업체들은 해외로 눈길을 돌리고 있다. 이미 1965년 이후 해외진출은 시작되었지만, 현재까지의 진출 특성을 살펴보면, 플랜트에 치우친 공사수주와 정부의 근시안적인 전략 마련으로 인해 장기적인 시장 확보가 불가능한 상태이다. 본 논문은 이와 같은 국내건설업체의 해외건설시장 진출 특성을 분석하여 문제점을 도출하고, 이 문제점을 해결하기 위해 SWOT 분석을 통하여 새로운 전략을 제안하고자 한다.

건설엔지니어링의 사업비는 공사비의 $3\~5$ 정도에 지나지 않으나, 최종 사업목적물의 성능을 결정하는데 커다란 영향을 미치고 있어 매우 중요하다. 그러나 그동안 정부 및 민간업체에서는 시공분야보다 건설엔지니어링분야의 기술개발투자 및 경쟁력을 강화하기 위한 대책마련이 미흡하였다. 따라서, 본 연구에서는 선진외국의 해외진출 지원제도를 조사 $\cdot$ 분석하였고, 해외출장 및 관련전문가의 면담조사로 국내업체의 해외진출시 문제점 및 애로사항을 조사 $\cdot$ 분석하였다 본고에서는 건설엔지니어링업체의 기술력 향상방안과 해외시장으로 진출하기 위한 정부 및 민간차원의 해외진출 활성화 방안을 마련하였다. 특히, 국내업체의 해외진출 활성화 방안으로, 해외정보 수집지원방안, 조세 및 보조금 지원방안, 타 기관과의 전략적 제휴방안 등을 제안하였다.

국내 건설업체의 해외건설 진출은 최근 10년간 급성장 하였지만 단순도급형 사업과 EPC사업에 주력한 결과 매출액 대비 순이익률은 2007년 6.4%를 기점으로 줄어들어 2012년에는 불과 0.5%만을 기록하였다. 이에 국내건설 업체는 선진 업체가 독점하고 있는 고부가가치 사업인 PMC(Project Management Consultant)분야로 방향 전환을 시도하였으며 몇 년 동안 경험 및 시장 경쟁력을 높이고자 국내 건설업체는 16개의 건축 토목 PMC 관련 사업(용역)을 진행하였다. 하지만 대부분이 토목분야로 진출을 하고 있어 해외 건축사업 PMC분야 진출을 위해 단계별 세부업무 역량의 중요도 및 현재 역량수준을 알아보고 IPA를 이용하여 분석하였다. 계획단계에서의 중요도 대비 현재역량 수준 Gap값이 가장 크고, 다음으로 Gap값이 크게 나타난 건설이후 단계로 나타났다. 특히 계획단계에의 세부업무역량수준을 우선적으로 강화해야 될 것으로 판단된다. 본 연구에서 도출된 분석결과를 통해 해외건축사업 고부가가치 영역인 PMC분야 업무에 향후 국내 건설업체의 진출을 위해 강화해야할 업무역량에 대한 업무항목 및 역량수준파악을 위한 기초 자료로 활용 될 것으로 기대된다.

국내 해외 플랜트 수주액은 2015년 기준 전년도 대비 약 51% 감소하였고 플랜트산업 중 약 63%로서 가장 높은 비중을 차지하는 화공플랜트의 수주액은 약 43% 감소하였다. 현재 해외국가들의 플랜트 건설업체는 고도의 기술력과 경험 및 축적된 노하우를 바탕으로 엔지니어링 분야에서 우위를 선점하고 있다. 이에 세계 플랜트 산업에서 국내 기업의 경쟁력 확보를 위한 대책이 필요하며, 건설기술력 발전을 통한 국가경쟁력 향상을 위해 생산성 관리는 매우 중요한 현안이다. 또한 생산성은 장기적인 성장에 영향을 미치는 중요한 요소임에 따라 경쟁력 확보를 위해 수정 IPA를 이용하고 화공플랜트로 범위를 한정하여 생산성 저해요인을 분석하고자 한다. 이를 통해 해외 화공플랜트와 관련된 생산성 저해요인의 개선방안 및 대책을 제시한다. 그리고 생산성을 향상시킬 수 있는 요인이 무엇인가를 파악하고 생산성 향상을 위한 시사점을 제시함으로서 중 장기적인 대책을 마련할 수 있을 것으로 기대된다.

플랜트 산업은 종합적인 사업으로 관련산업의 파급효과가 크며 고부가가치사업인 반면, 기술력을 갖추기 위해서는 장기간에 걸친 투자가 필요하며, 업계 공동 혹은 국가적인 차원에서 플랜트 산업의 장기 발전전략을 수립하여 지속적으로 추진할 필요가 있다. 플랜트 산업의 해외 수주현황 및 성공요인을 공유할 수 있는 시스템의 구축이 필요한 실정이다. 이에 본 연구는 산업설비 중 해외 플랜트 산업을 주축으로 사례조사를 실시, 특성요인의 통계적 분석을 실시하였으며, 향후 플랜트 산업의 기술력 향상을 위한 방법의 일환으로 D/B(Data Base)구축을 위한 기초자료로 사용하기위해 연구를 수행하고자 한다.

International construction projects typically manifest difficult, complex, and varied types of risk exposures; because of this, there is a need for accurate evaluation of risk-integrated performances during the timeframe of project execution. Given the financial crisis currently affecting the world economy recession, risk management has become a more crucial part for the success of international project management. However, the majority of risk management approaches, particularly for overseas projects, are focused primarily on simple forms of checklists, formalization of risk variables affecting project performance for a specific phase, or more complicated computational methods that restricting practical utilization in real-world projects; moreover, these methods lack the conceptual basis to broadly visualize the level of risk over all phases of a project. This study suggests an efficient, yet simple risk-integrated total index to successfully assess the risk levels of overseas construction projects. To this end, this paper first investigates the life cycles and key processes of decision-making for a given project and then derives formulas to represent the total risk index (TRI) along the key decision-making processes. In addition, the study examines the relationships between TRI and performance levels based on the analysis of 126 real-world project samples. Validations using the proposed TRI showed a high correlation to project performance, signifying the usefulness of the proposed approach for construction firms when investigating the level of risks and key areas for management focus.

건설엔지니어링의 사업비는 공사비의 $3{\sim}5%$정도에 지나지 않으나, 최종 사업목적물의 성능을 결정하는데 커다란 영향을 미치고 있어 매우 중요하다. 그러나 국내 건설기술수준에 대한 전문가 인식도 조사결과에 따르면 설계를 비롯한 우리나라의 엔지니어링능력은 선진국의 70%도 되지 않는 것으로 조사되어 해외진출 위한 국제경쟁력에 심각한 문제가 있는 것으로 판단된다. 본 연구는 국내외 건설엔지니어링 시장동향을 조사 분석하기 위하여 베트남 건설엔지니어링 시장분석을 위해 국내 해외건설 관련업체를 대상으로 해외진출시 문제점 및 전략에 대하여 설문조사를 실시하였고, 기존 문헌의 분석을 통하여 기본적인 이론의 정립과 함께 국내외 전문가 면담조사, 해외출장 등을 통하여 광범위한 의견수렴을 하였다. 본 연구에서는 국내 건설엔지니어링업체의 베트남 시장을 진출하기 위한 시장분석 결과를 토대로 베트남진출전략 방안을 마련하였으며 해외진출 활성화 방안으로서 현지화 기반구축, 기획제안형 사업창출, 공적개발원조의 지원 확대방안 등을 제안하였다.

The widespread dissemination of the green building certification system has led to the ongoing development of information management technologies with the aim to effectively utilize construction product information. Among them, a data crawling technology enables to collect the data conveniently and to manage large volumes of construction product information in Korea and overseas. However, without a standardized classification system, it is difficult to efficiently utilize information, and problems such as an additional work for classifying information or information-sharing errors. Therefore, this study suggests to present a necessity for the standardization of the information classification system through expert interviews, and to compare construction product classification systems in Korea and overseas. This study is expected to present a necessity for the effective management of construction product information and the standardization of information-sharing with regard to various construction certifications.
