해외건설 동반진출은 주계약자와 협력업자간 해외수주 실적의 양극화를 해소하고, 서로의 역량 보완을 통해 win-win하면서 해외건설 진출을 확대할 수 있다. 이러한 동반진출을 활성화하기 위해서는 계약 주체 간의 노력뿐 아니라 정부차원의 제도적 지원과 보상을 통해 유인동력을 마련하는 것이 중요하다. 그러나 동반성장과 협력관계 증진을 위한 제도는 국내건설 부문에 한정된 제도만이 존재할 뿐 해외건설 동반진출 지원을 위한 제도는 매우 미흡한 실정이다. 따라서 본 연구에서는 주계약자와 협력업자간 해외건설 상호협력 실적을 평가하고 우수한 주계약자에게 인센티브를 제공하여 해외건설 동반진출을 유인하기 위한 해외건설 상호협력 평가제도를 구축하고자 한다. 본 제도를 통해 정부는 해외건설 상호협력을 위한 제도화된 가이드라인을 마련함으로서 협력업자에게 실질적으로 필요한 부분으로 주계약자의 지원을 유도할 수 있고, 주계약자는 본 제도의 정량적인 평가결과를 토대로 차후에 부족한 부분을 강화하기 위한 선택적, 집중적 지원을 함으로서 효과적으로 동반성장을 유도하는데 기여할 수 있다.

Plant, civil engineering and construction equipment data of overseas construction are obtained and then analyzed, classified and integrated by experts. With those refined data set, we built classification system and defined property information with reference to international standard (ISO 15926, IRDL). If class in ISO 15926 is predefined for equipment of interest, we used the class as is. If not, we created and defined new classes on the basis of ISO 15926 classes. If there is similar class for equipment of interest, extension or inheritance methods were used. As a result, classification system of five levels and 637 classes were built and construction equipment information were expressed in open structure of XML such as tree structure of classification system and detailed information with number equipments for each specific equipment. We also developed the electronic catalog system which is basically equipment information management system providing various product search functions.

Recently, there has been a steady decrease in the proportion of the construction sector among Korean engineering firms. Thus it is essential for Korean engineering firms in the construction sector, which lack experience in overseas ventures, to identify and improve their competitiveness for successful overseas expansion. Therefore, in this study, changes in Korean engineering firms' capabilities for the last decade were analyzed to promote entry into overseas road and water resource engineering markets. Competency factors that require urgent improvement were derived based on Importance-Performance Analysis (IPA) as a tool for quantitative measurement. As a result, the factor that shows low performance compared to the importance is an overall understanding of the target country in the road and water resource areas. Knowledge of regulatory issues on design, the ability of time management software, and knowledge of the regulatory problems on construction safety are also insufficient. This study can be used as a research methodology to identify competitiveness that Korean engineering firms have to strengthen when they advance into overseas markets in roads, water resources, and other areas.

Korean construction industry has developed with national economy growth for a couple of decades. However, because of slump of real estate, the domestic construction industry was intimidated. In this situation, many construction company has no choice but to go abroad to find construction projects. However, almost small or medium-sized construction companies are very hard to operate their business because they have small funding ability and weak labor power. Therefore, this study aims to propose an assessment tool through analyzing risk factors of overseas construction projects for small or medium-sized companies by examining preceding research and interviewing industry experts. Weights of the risk factors are determined through the surveys of the industry practitioners. All of the data is configured into the assessment tool and this converts the quantitative information which leads to the optimal of strategies choice. This paper provides a quantitative measurement of possible performance and detailed assessment of each itemized risk factors. This assessment tool is qualified for industry experts so that it can safely be applied to the future projects. Ultimately, many small or medium sized construction companies will benefit from the tool proposed in this study to examine the potential of the overseas market expansion.

1960년대부터 우리나라 건설사는 중동 건설 붐을 통해 노동집약적인 건설산업을 부흥시키기 위해 진출을 하였고, 이를 자양분으로 삼아 경제 부흥에 큰 일조를 하였다. 하지만 최근 20년간 해외 건설산업은 매출규모는 이전에 비해 비약적인 증대를 보였으나 이익 측면에서는 개선이 이루어지지 않으며 오히려 그 추세는 하향세를 그리는 것을 알 수 있다. 따라서 본 연구에서는 대형시공사의 최근 30년간 180여개의 프로젝트를 구성하는 요소가 손익율에 어떠한 영향을 미치는지 통계적인 시각에서 그 독립변수가 종속변수에 미치는 영향에 대해 알아보려 한다. 통계적인 기법은 다중회귀분석을 선택하였고, 다수의 독립변수가 하나의 종속변수에 미치는 영향정도를 도출하여 향 후 해외 건설 프로젝트 입찰 또는 수행 시 참고가 가능한 판별 기준을 설정하고자 한다.

As domestic construction investment has been gradually reduced, expanding overseas construction is one of the most important issues for Korean construction companies. Among these issues, strategies for overseas CM services have widely been discussed, because the CM services have features of high growth potential and value-added area when compared with other construction sectors. Therefore, recent efforts focus on further development in advanced CM capabilities and expansion to overseas market. However, there has been lack of quantitative research to investigate current status and future direction of CM industry. In this sense, this research investigated what CM has achieved for the past 17years (between 1997 and 2013) and what CM should accomplish for future strategies. The purpose of this research is to statistically analyze total of 2,983 CM service contracts over the past 17 years published in KISCON (Knowledge Information System of Construction Industry) in order to examine current status of CM industry in terms of market type, contract size, commodity type, and owner's type. Based on this research, it is expected to suggest for future strategies and development directions from the CM industry perspective that could provide quantitative analyses, improve current CM statistics systems and strengthen the competitiveness in international CM market.

최근 10년간 국내 해외건설사업 수주금액 현황은 지역별로는 중동지역과 공종별로는 산업설비(플랜트)가 전체 사업의 54.05%와 68.09%를 각각 차지하고 있는 실정이다. 중동지역 내 국가별 국내 해외건설사업의 비중은 2014년 기준으로 사우디아라비아가 34.1%로 가장 많은 부분을 차지하고 있는 상황이며, 공종별로는 산업설비(플랜트)가 56%로 가장 많은 비중을 차지하고 있다. 국내 해외건설사업은 최근 유가하락 등의 직 간접적인 영향이 중동지역의 산업설비(플랜트) 수주 감소로 이어져 어려움을 겪고 있다. 이러한 시점에서 경제변동에 따른 국내 해외건설사업의 수주규모 유지 및 공종 다변화를 위한 고찰이 필요할 것으로 판단된다. 이에 본 연구는 사우디아라비아를 대상으로 진출국가 경제변동이 공종별 국내 해외건설사업 수주실적에 미치는 영향을 실증분석하였다. 분석결과 대부분의 공종이 GDP와 투자기금의 영향이 높았고, 건축, 토목공종이 산업설비(플랜트)의 대체관계임을 확인할 수 있었다. 이는 국내 해외건설사업 수주실적 유지 및 공종다변화를 위한 기초자료로 활용 될 것으로 기대된다.

해외건설 시장은 건설기업들의 적극적인 참여와 정부의 지원 아래 괄목할만한 성장을 해왔으며, 해외진출 50여년 만에 6000억 불 수주를 돌파하였다. 이러한 양적인 성장에도 불구하고 해외건설기업에 대한 명확한 평가기준의 부재로 인해 정부 및 유관기관에서는 지원 대상 및 주요 사업자 선정이 어려웠으며, 해외 발주자들의 건설기업 평가자료 요구에도 적극적으로 대응하기 어려웠다. 더욱이 건설기업들 조차도 자사의 해외공사 수행능력에 대한 판단이 미흡하여 합리적인 해외진출 의사결정이 부족하였다. 이에 본 연구는 해외건설능력 평가에 대한 필요성을 확인하였으며, 현행 평가체계 및 관련 연구를 분석하여 새로운 평가체계의 개발방향을 제시하였다. 해외건설에 필요한 기업의 능력을 총 15회의 인터뷰를 통해 해외 발주자 대기업 중견기업의 관점 별로 분석하고, 설문 및 자문을 통해 평가 항목의 적절성, 계량화 가능성, 자료 획득 가능성의 세 가지 기준을 충족하는 31개 주요 평가지표를 도출하였다. 이후 국내 건설기업 24개 업체에 대한 검증을 실시하여 적용 가능성을 검토 받았다. 본 연구에서 제시된 평가체계는 기존 평가 제도의 단점을 보완하여 해외건설능력 평가 기준의 명확화를 통한 적격 업체 선정에 도움이 될 뿐만 아니라, 결과적으로 기업 자신들의 내부역량을 향상시킴으로써 해외건설 산업의 전반적인 발전을 가져다 줄 것이라 기대된다.

From 2000, the world plant market, especially plant developing business related to oil and gas, has been increasing. Domestic construction companies advance to overseas plant construction market actively, and proportioning to this, an importance of utility construction is increasing. However, the project becomes large and high-tech, and many companies experience difficulty of project management due to relatively high risk of overseas construction. In this study, we built the standard process with which domestic company can evaluate the risk of overseas plant utility construction. Primary factors for risk evaluation is derived, classification system is made out, primary factor is analyzed, and counter plan is suggested. And thorough management of risk is performed by risk management organization that manages the risks, risk control methods, reports and monitors through risk sheet and risk action log from the start of project to the end.

건설엔지니어링의 사업비는 공사비의 $3\~5\%$ 정도에 지나지 않으나, 최종 사업목적물의 성능을 결정하는데 커다란 영향을 미치고 있어 매우 중요하다. 그러나 그동안 정부 및 민간업체에서는 시공분야보다 건설엔지니어링분야의 기술개발투자 및 경쟁력을 강화하기 위한 대책마련이 미흡하였다. 따라서, 본 고에서는 미개척국가이면서, 시장의 잠재력이 큰 러시아, 리비아, 인도네시아를 대상으로 국내 건설엔지니어링업체의 경쟁력을 SWOT 분석법을 이용하여 비교 $\cdot$ 분석하였고, 해외출장 및 관련전문가의 면담조사로 국내업체의 해외 진출시 문제점 및 애로사항을 조사 분석하였다. 또한, 본고에서는 건설엔지니어링 업체의 기술력 향상과 대외경쟁력 저하원인을 다양한 측면으로 분석하여 해외시장으로 진출하기 위한 정부 및 민간차원의 해외진출 활성화 방안을 마련하였다. 특히, 국내업체의 해외진출 활성화 방안으로, 해외 정보 수집지원방안, 조세 및 보조금 지원방안, 타 기관과의 전략적 제휴방안 등을 제안하였다.
