  • Domestic construction companies have difficulty in establishing strategies when entering overseas markets because they do not have an overseas construction economic sentiment index to refer to for data on overseas construction prospects. Considering that the fluctuation of overseas construction orders over the past decade has been substantial and large companies and SMEs are actively advancing overseas, this study developed an evaluation model for an overseas construction business sentiment index to grasp the economic experience of overseas construction companies. In 2021 Korean companies earned 30.6 billion in overseas construction contracts, 87% the level of the previous year, despite difficulties such as COVID-19 and low oil prices, thanks to efforts by construction companies to strengthen their strategies for entry, such as regional diversification, and government support for winning orders. Since the overseas construction industry fluctuates greatly due to changes in the international environment, it is necessary to investigate and analyze the economic sentiment index of overseas construction companies. In particular, despite the increase in overseas expansion of small and medium-sized construction companies and engineering companies, the provision of information on the overseas construction market sentiment index is insufficient, limiting the establishment of strategies for overseas construction expansion. Therefore, this study intends to develop an overseas construction market sentiment index model that can understand the economic sentiment of overseas construction companies, provide a forecast for overseas construction, and use it to establish overseas construction strategies and policies.

  • Because of the recession of the Korean construction market, many construction companies are expediting overseas business. Despite the rapid growth of international markets, the polarization of profit with SMCCs (Small and Medium Construction Companies) and large construction companies in the international construction market has become more serious. This problem causes competition to provide the lowest prices, which makes the future of overseas business for the SMCCs uncertain. Thus, the SMCCs require a reasonable capability evaluation system for overseas business. However, the existing evaluation methods focus on large construction companies. To address this problem, this study proposes a system to evaluate the overseas business capabilities. The 27 indicators to evaluate the overseas business capabilities are derived from a literature review and are verified through expert interviews. The indicators are classified into 4 large categories, and a questionnaire-based survey of 50 Korean SMCCs is conducted to analyze the correlation between overseas business capability and the indicators. The system expects to provide the effect of the indicators on the overseas business capability and the chance to evaluate the capability for overseas business.

  • This study have derived the big issue of overseas construction through big data analysis. For identification of big issues on overseas construction, domestic online articles, 30 daily newspapers like the JoongAng Ilbo, 7 construction related articles including construction economy and 1,759 local newspapers and small media companies were analyzed from October 1st, 2015 to September 30th, 2016. 13,884 cases in total were used for big data analyses and big issue candidates were identified. The analysis result is as shown below. First, looking into major issues on overseas construction for a year, construction orders in the Middle East decreased because of the drop in oil prices. Accordingly, there were discussions on concerns and crises we may face as profitabilities worsened in overseas construction. • This study analyzed diversification and diversification indices by region and construction type of overseas construction in major global countries using the Berry-Herfindahl Index. The analysis found that advanced European countries account for most of the countries with a high overseas share of global design and construction companies, and a high degree of diversification by engineering and by region. Korea is pushing for diversification through the specialization of construction enterprises by type of construction, and design enterprises are concentrated in some areas and specializations by type of construction and region. In the future, Korea's global construction companies need to strengthen their overseas competitiveness by diversifying their overseas business areas and their industrial sectors in the way that advanced countries have.

  • Recently, domestic construction companies have been moving towards overseas markets due to decreasing orders and an increase in competitiveness within the domestic market. However, there is a higher risk involved in the overseas construction Industry than in the domestic construction industry. Especially, because domestic construction companies lack development's experience, such a companies have a weakness of hidden risk factors. For Overseas New Town development project's success of domestic construction companies, preferentially, It Is necessary to deduce and analysis of risk factors in real estate development phases. This study would possibly be able to provide the preliminary data for Overseas New Town development projects in the future.

  • With the number of social overhead capital(SOC) projects that introduce private capital on the rise, overseas construction global companies today need to establish and advance their overseas order strategies. In this context, the purpose of this study is to develop the public private partnership(PPP) capacity evaluation model for developing countries and use it for domestic overseas construction companies to establish strategies for overseas expansion. The PPP competency evaluation model analyzes the importance of PPP competency evaluation items and infrastructure environment competency evaluation items through a review of previous studies and an interview survey with overseas construction experts. Through the above analysis results and expert surveys, problems that may occur when overseas construction companies enter the PPP market were derived, and improvement measures were proposed. Countries with a high probability of overseas construction companies entering the PPP market were determined to be those that have a mature PPP system, low risk in construction, and a good entry environment with a high infrastructure market size and growth rate. In addition, a lack of PPP investment experience, the absence of information on the infrastructure environment, and a shortage of PPP experts were identified as problems when entering the overseas construction PPP market. As an improvement measure, it was suggested to enter in cooperation with domestic and foreign companies. In addition, a plan was proposed to develop a curriculum to secure experts in areas such as PPP finance and contracts and to provide PPP information for each country. These findings are expected to contribute to overseas construction companies proposing strategies for entering the overseas construction market and using them for overseas expansion strategies and policy establishment.
