A Study on Policies of Chinese Overseas Talents and Entrepreneurial Activities in Distribution Industry

  • Purpose: This study analyzed the policies on and changes of elite training through overseas study and their impact on China's national development when entrepreneurs return home. In particular, it analyzed returnee entrepreneurs in the distribution industry. Research design, data and methodology: This study largely analyzed the Chinese government's policy of attracting foreign talent and the results of the policy. The research method utilized the Chinese Statistical Yearbook and various literature. This study also used case analysis methods for start-ups by haigui in the distribution industry. Results: According to the analysis, the Chinese government is implementing various policies to attract talent. Representatively, the government actively attracts talent through the Hundred Talents Plan, Thousand Talents Plan, Chunhui Program and Chizi Program. In addition, the Changjiang Scholars Program is attracting foreign talent. As a result, many talented people are leading development of the Chinese economy. Conclusions: The Chinese government is actively pursuing policies to attract talents from overseas. In addition, it has established a system in which government ministries and research institutes can work closely together to secure effectiveness in attracting overseas talents. Through this, overseas talents are playing an important role in China's economic development through new start-up activities including the distribution industry.

China's Brain Gain at the High End: An Assessment of Thousand Youth Talents Program

  • While studies have viewed the effect of Chinese talent-attracting programs launched by government since reform and open door policy, little of them has assessed these programs empirically and pertinently. This article intends to assess an important program - the Thousand Youth Talents Program (TYTP). Frist, this paper proposed a transnational migration matrix of the academics to clarify the dynamic mechanism of academic brain gain at the high end. Then, the Kaplan-Meier analysis and Cox regression model are used to empirically analyze the policy effect of TYTP. The results show that, academic ability have double edged impacts on brain gain at the high end, some scholars whose last employer's academic ranking is world's Top100 have stronger willing to return, and the negative effect of academic ranking decreases with time passing; while scholars with a tenure-track position, a tenure position or a permanent position tend to stay overseas, and the hazard rate of staying increases with age. The older scholars have more intentions to go back China, while gender was not a significant factor influencing academic return at the high end. That is, the talent-attracting programs has partly succeeded in bringing back the academics at the high end.

보건계열 대학생의 비교과 교육프로그램 요구도 조사 (The Study on Needs of Health college students on Extracurricular Programs)

  • 본 연구는 보건계열 재학생의 비교과 교육의 방향성 제고와 체계적인 비교과 교육과정 및 운영 체계 구축을 위해 수행하였다. 이를 위해 보건계열 재학생을 대상으로 비교과 교육 프로그램의 요구도 및 우선순위를 조사하고 보리치 요구도 분석과 로커스 포 포커스 모형을 활용하여 우선순위와 요구도를 분석하였다. 연구결과 보리치 요구도 분석 상위 10위 내 프로그램에는 '자격증', '진로탐색', '해외봉사', '제2외국어', '취업교육', '재능기부', '영어, '컴퓨터 활용', '국내봉사', '전공 융·복합학습'이 포함되었다. 로커스 포 포커스 모형에서의 우선순위는 '자격증', '진로탐색', 취업교육', '해외봉사, '영어', '국내봉사', '제2외국어', '재능기부', '컴퓨터 활용 순이었다. 보리치 요구도 분석과 로커스 포 포커스 모형을 접목하여 총 9개 프로그램이 도출되었으며 우선순위로는 '자격증', '진로탐색', '해외봉사', '제2외국어', '취업교육', '재능기부', '영어', '컴퓨터 활용', '국내봉사'였다. 이상의 연구결과를 종합한 결과 보건계열 재학생은 취업 및 봉사 관련 프로그램에 대한 비교과 프로그램의 요구도가 높게 도출되어. 향후 요구도 및 우선순위를 반영한 교육이 필요하며, 대학에서는 이를 반영하여 보건계열 재학생들을 위한 비교과 프로그램 운영 체계를 갖춰나가야 할 것이다.

  • International transfer of technology is not a simple mechanical progress obtaining technology from overseas, but a sysmetic progress for advancing ability of domestic research development through technology, men of talent, advanced management and its experience. In this progress, it is a important yardstick measuring a country's standard of technology & productivity and self-reliance of industrialization whether countries have introduced some technologies or settled them somehow or not. Through these views, this paper is dealing in major features on each stage in connection with economic system's change, strategy of economic development and industrialization of China regarding transfer technology in China extended during five decades after war.

국내·외 패션교육에 있어서 3D 어패럴 CAD 시스템 활용 사례연구 (A Study on the Cases of the Application of 3D Apparel CAD System to the Domestic and Overseas Fashion Education)

  • The development of computer graphics and Internet technology has created a 3D Web-based virtual world that has transformed the global fashion industry environment. In this study, the application cases of 3D virtual fashion education were analyzed to discuss the necessity and application of a 3D apparel CAD curriculum as part of a special education for global fashion talent at Korean fashion-related colleges. Prior studies, literature, photo data and Internet data (in and out of Korea) were used for this study. The demonstration case studies were conducted for the virtual fashion education 'SLCC 2007' of Buffalo State College (U.S.), 'Ratava's Line (2004)' of SFU/FIT Collaborative Design Project (Canada and U.S.) and '2011 Graduation Fashion Show' of Ueda Fashion College (Japan). The results of the study show that the 3D apparel CAD system (as a core technology of the IT fashion industry) would allow the current mass production concept to change to a new paradigm of 'mass customization' along with new fashion business types that include global fashion companies and Web-based Internet, mobile and virtual-world shopping malls. In addition, it appears that the system should be included in the curriculum of fashion-related colleges and institutes to educate technical designers for the global fashion industry and global fashion talent with comprehensive system operation and management ability, and to promote single proprietor companies.

홍릉강소특구와 해외 바이오 클러스터 간 협력 방안 연구 (A Study on Cooperation Strategies between the HongNeung Bio Cluster and Overseas Bio Clusters)

  • 최근 coronavirus disease 2019 팬데믹은 약물 개발 및 백신 제조에서 기회와 발전을 촉진하여 시장 성장을 가속화했다. 이에 따른 바이오시장의 급격한 팽창에도 불구하고, 한국의 바이오 시장은 상대적으로 부족한 점유율을 가지고 있다. 이를 해결하기 위해, 정부는 바이오 클러스터의 설립을 포함한 다양한 전략을 시행하여 바이오산업에서의 혁신과 성장을 촉진하고 있다. 본 연구는 한국의 홍릉 강소연구개발특구를 중심으로 미국의 보스턴 바이오 클러스터와 싱가포르의 바이오폴리스와 비교 분석하고 있다. 이들 클러스터의 발전 역사, 구조, 성공요인을 인프라, 내부구성요소, 정책 및 제도의 세 가지 분류를 통해 각 클러스터의 공통점과 차이점을 분석한 후, 홍릉강소특구에 적용하여 향후 발전방안을 모색하였다. 홍릉강소특구가 선도적인 바이오 클러스터로 성장하기 위해서는 강력한 정부 지원, 혁신적인 인프라 확충 및 인재 유치, 전략적 파트너십 등의 맞춤형 정책시행이 필요하며 이를 위해서는 해외 바이오 클러스터와의 적극적인 협력체계 구축 및 교류가 요구된다.

  • The advent of the information age, advancement of the multi-media, and proliferation of internet are all ushering-in a new era of a cyber world. The artistic expression is unfolding into a new genre of a new era.. In the modern art, the boundary between the fine art and the applied art is becoming blurred, and further, distinction of fine art from popular art is also becoming meaningless. The advancement of science and technology, by offering new materials and visual forms, is contributing to the expansion of the morden art's horizon. As fashion illustration is gaining recognition as a form of art which mirrors today's realities, it has also become increasingly necessary to add variety and newness. Fashion illustration is thus becoming the visual language of the modern world, capable of conveying artistic emotion, and at the same time able to effectively communicate the image of fashion to the masses. The increasing awareness of artistic talent and ingenuity as essential components of fashion illustration is yielding greater fusion between fashion illustration and art & technology. This has resulted in the use of the advanced computer technology as a tool for crafting artistic expressions, such as fashion illustration, and this new tool has opened-up new possibilities for expressing images and colors. Further, the computer-aided fashion illustration is emerging as a new technique for expression. The concept of fashion illustration, history of fashion illustration from its incepton to modern date is reviewed and the simplicity has been researched throughout past studies published in Korean and overseas Journals.

육군 위탁교육 변천과 성과평가 발전 방향 (The Transition Process and Performance Evaluation Plan of Commissioned Education by the ROK Armed Forces)

  • 1948년부터 시작된 국외 군사교육과 1958년도에 육사 교수요원 학위취득을 위해 시행된 전문학위 위탁교육은 4차 산업혁명시대에 육군의 미래와 변혁을 주도할 인재를 육성하기 위해 앞으로도 더욱 확대될 것으로 전망된다. 그러나 육군의 위탁교육제도는 고비용 저효율이라는 비판을 받고 있으며 위탁교육 성과에 대한 체계적인 평가도 미흡하여 제도 전반에 대한 개선이 요구되고 있다. 따라서 본 연구는 CIPP 평가모형을 적용하여 육군 전문학위 위탁교육 성과평가 연구 결과를 4년이 지난 시점에서 평가영역을 재검증하고 위탁교육의 발전방향을 제시하는 것이다. 이를 위해 본 연구에서는 육군의 위탁교육 변천 과정을 살펴보았고 육군 위탁교육 성과평가를 위한 CIPP 평가모형의 단계별 평가영역에 대한 타당성은 전문가 델파이 조사와 토의 결과를 적용하였다. 연구결과 위탁교육 성과평가를 위한 평가영역에 대한 타당성은 전문가 델파이 조사결과 모두 적합하였고 위탁교육에 대한 다양한 의견을 얻었다.

제품 및 금형 연계 창의 캡스톤 디자인 교육과정에 관한 연구 (A development of creative capstone design process by product and mold design)

  • The fourth industrial revolution calls for an integrated talent by improving working-level skills within the big framework of creativity and convergence. Therefore, university education focuses on solving the problem of practical ability education by improving employment ability. Based on this improvement in practical skills, this study is based on the field-based design curriculum of Capstone. Currently, the Capstone Design Course is being implemented at most universities, extending its scope to the fields of engineering, humanities, social studies and arts. However, there is a limit to the core concept of Capstone design education and capacity education developed in line with the foreign educational environment and applied directly to our nation's university education. In terms of overseas cases, the core focus is to develop practical, design, and prototype capabilities by forming a team among all grades and multidisciplinary institutions to support the capital and manpower of the industry. However, the nation's industrial linkage and curriculum have difficulties in carrying out multi-disciplinary education. In this study, students were asked to team up and solve the challenges that the industry needs based on the expertise acquired in the lower grade curriculum by applying majors and 3D printing through the first and second semester courses of the fourth grade to address these limitations. In addition, business skills for the process of creativity and leadership experience in our country through a suitable design capstone class to review the efficiency of education by applying a model. In order to achieve the purpose of Capstone design subject, the goal setting, class model composition, class model application, verification and evaluation, and final class model development procedures were carried out. Through this process, it will be used as a basic material for educating design class capstone design.

융합인재를 위한 유아 코딩 교육 프로그램 사례 연구 (A Case Study on Early Childhood Coding Education Program for Convergence of Human Resources)

  • 본 연구는 4차 산업혁명 시대의 융합교육을 수업에 적용하고 이를 통해 창의적 문제 해결 능력을 이루어 낼 수 있는 프로그램의 차후 발전 방향을 제안하는 것을 목적으로 한다. 연구 방법으로는 해외 코딩 교육의 사례를 조사하고, 유아와 학부모를 대상으로 심층 인터뷰를 진행하였다. 사례 조사와 심층 인터뷰 결과 첫째, 유아들이 집에서도 선행 및 복습을 할 수 있도록 하는 것 둘째, 유아 스스로 참여하도록 흥미로운 놀이의 프로그램을 제공하는 것 셋째, 코딩에 대해 접근이 부족했던 부모들을 위한 별도의 프로그램을 제공하여 부모들과 유아가 함께 학습하도록 하는 것이 중요하다. 향후 연구에서는 단점들을 보안하여 국내 특성에 맞게 기존의 코딩 교육과 흥미로운 교육을 접목시켜 진행될 수 있도록 구체적인 제안으로 긍정적인 효과가 있을 것으로 기대한다.
