  • This paper is succeeding research of change of management paradigms and techniques in library From 1980's major industrialized nations adopted new public management theory with ideological source and strategic technique of administrative reform and management renovation. The researcher analyzed the reasons which applies NPM, the state where its concrete technique is applied in public library management reform, and transfiguration process of management forms(outsourcing, contracting out and designated manager system, private finance initiative. etc.)

Analysis and Solution of Contracting out of Public Libraries in Korea (공공도서관 위탁경영의 분석과 해법)

  • In most countries the public library run as a public institution and a symbolic icon for a democratic society. Therefore public library's publicity is absolutely essential value and profit should not be made on their maintenance. More recently, as the government's budget spending increase, however, many local governments contract out to manage an entire library or new library system. Three main reasons could be identified. Firstly, alternative solutions for maintenance were supposed to save money. Secondly, contracting out provides an opportunity to improve the quality of service delivery. Thirdly, central government and some local authorities had very strong ideological reasons for contracting out of the public libraries. However, nothing proved that alternative maintenance had caused lower cost and better services in Korea. In this paper, the reasoning of a move from the traditional form of public library governance is discussed, as well as the advantages and disadvantages contracting out of the public libraries, and suggested various practical solutions in Korea.

A study on the Economic Analysis of Electronic Records & Archival Management in the Public Institutions (공공 전자기록관리의 경제성 분석을 위한 연구)

  • This study aims to propose a tool for a comparison of public electronic records management in a public institution and a private records management facility and to reveal the considerations prior to decisions on the way of management. For developing a tool, it chooses CoMMPER as a basic model and modifies it after reviewing existing cost models, because only CoMMPER can over public records management. Modified-CoMMPER is added a new cost area[Aquisition], and is modified and extended cost elements and generic cost factors for the comparison. Public institutions which consider whether commission the management of public electronic records can use Modified-CoMMPER for comparing economic impacts in terms of long-term preservation. To make a rational decision on the way of management based on the economic analysis, this study proposed 3 main task. Fist, the scope of the activities has to be defined, second, the cost-effectiveness has to be estimated base on the cost model, for example Modified-CoMMPER, third, policy-making for the management of public electronic records must be proceeded based on the various researches on the cost of records management.

An Improvement of Algorithms for Assembly-type Flowshop Scheduling Problem with Outsourcing (부품외주를 고려한 조립형 Flowshop 일정계획 해법 개선)

  • This paper improves algorithms for an assembly-type flowshop scheduling problem in which each job is to assemble two types of components and makespan is the objective measure. For the assembly, one type of the components is outsourced with job-dependent lead time but the other type is fabricated in-house. When both components for a job are prepared, the assembly operation for the job can be started. This problem had been proved to be NP-Complete, so branch-and-bound (B&B) and heuristic algorithms have already been developed. In this paper, we suggest other dominance rules, lowerbound and heutistic algorithms. Also, we develop a new B&B algorithm using these improved bound and dominance rules. The suggested heuristics and B&B algorithm are compared with existing algorithms on randomly-generated test problems.

The Role of Public Developer in Urban Regeneration Projects

  • With the passing of Special Act on Promotion and Support for Urban Regeneration (will be hereafter referred to as the Urban Regeneration Special Act) in December 2013, urban regeneration projects have begun in full scale. 13 regions including Jongno District, Seoul were selected as the urban regeneration leading area in 2014 and 33 regions as urban regeneration general regions in 2015 to push ahead a nationwide urban regeneration front supported by government funds. However, it is not clear if these urban regeneration projects will be revitalized by the sole means of government's financial support. Above all, cooperation among all interested parties including the central government that is propelling urban regeneration, local governments, state corporations, private entities, and citizens is urgent. In an urban regeneration project, delegation between state and private entities is absolutely crucial. The central government and the pertinent local government must provide their support by forming new policies and repairing old institutions that are right for urban regeneration, securing the necessary subsidy, and outsourcing government-owned land development. A state corporation must play its part in every aspect that requires public character such as an overall project management of an urban regeneration project, cooperation with the local government, and infrastructure installation. The private stakeholder must share his private capital and know-hows as a construction investor and a development businessman to make possible a successful urban regeneration project. In order for these public and private entities to cooperate with one another, it is necessary to reestablish the role of a public developer and contemplate running an urban regeneration project that permeates public character through a public developer.

An Efficient Provable Secure Public Auditing Scheme for Cloud Storage

  • Cloud storage provides an easy, cost-effective and reliable way of data management for users without the burden of local data storage and maintenance. Whereas, this new paradigm poses many challenges on integrity and privacy of users' data, since users losing grip on their data after outsourcing the data to the cloud server. In order to address these problems, recently, Worku et al. have proposed an efficient privacy-preserving public auditing scheme for cloud storage. However, in this paper, we point out the security flaw existing in the scheme. An adversary, who is on-line and active, is capable of modifying the outsourced data arbitrarily and avoiding the detection by exploiting the security flaw. To fix this security flaw, we further propose a secure and efficient privacy-preserving public auditing scheme, which makes up the security flaw of Worku et al.'s scheme while retaining all the features. Finally, we give a formal security proof and the performance analysis, they show the proposed scheme has much more advantages over the Worku et al.'s scheme.

  • Information Technology Service Management (ITSM) System has been adopted and operated by many governments and public institutions to intensify their global competitiveness. Recently these organizations are facing many problems because of the increased demands and complexity of Information Technology (IT) service. Especially, difficulty with ITSM gets bigger and bigger because of increasing IT outsourcing. An expectation regarding ITSM is grown up when facing to solve problems. Therefore, this study suggests effective alternatives about ITSM organization structure for public sectors. The ITSM organization structures changes from traditional structures based on functions to new structures based on its goal, customer, and its process. In other words, ITSM organizational structure can be composed of Service Strategy directorate, Service Design directorate, Service Transition directorate, Service Operation directorate, and Service Improvement directorate. To ensure the effectiveness and the professionalism of ITSM in an organization, this paper specifies the roles of participants and the responsibilities for each unit. The proposed ITSM organization structures will be useful for public sectors.

  • During the 1990s the workplace has grown more complex and business competition has increased world-wide. All organizations, whether for-profit or non-profit have been forced to respond to market changes. More advanced information and technology, greater product diversity, shorter product life cycles, increased quality requirements, more regulation oversight, decreasing productivity, more competitors, and increasing overhead costs have motivated organizations to focus on ways to deliver products cheaper, better, and faster. Many organizations are searching for ways to reduce costs through downsizing, reengineering business processes, implementing quality management, outsourcing, and improving cost management. Support departments that provide services internal to an organization such as human resources, legal, and environmental, safety, and health (ES&H) are often the first organization targeted for cost reduction and cost control initiatives because these functions are part of a rapidly increasing overhead cost. Recently, ES&H functions are incresingly being integrated into the business of business to contribute value to organization beyond mere compliance with ES&H regulations. The discussions and development of the ISO compatible Environmental Management Standards or Occupational Safety and Health Management Standards is another impetus to integrate ES&H function into the business of business. Thus, ES&H professional need new skills to analyze the cost of their function and communicate the value of the products and services they provide. In recent years, the need for and the importance developing cost management and business skills by ES&H professionals have been emphasized in the literature. Communicating with decision makers in terms of cost and value to the organization, and by using business language and business arguments is the first step toward effectively integrating ES&H activities into the business of business. Activity-based costing (ABC) is a cost management method that measures the cost of a product or service based on the actual use of resources by activities, and based on the actual amount of activities used to produce a product or service. ABC is recommended as a tool for managers of ES&H organizations to determine the cost of developing and providing ES&H products within a for-profit firm or non-profit agency. This paper discusses the trend of integration of ES&H functions into the mainstream of business activities within an organization. The general principles of treditional cost accounting are presented as a bases for understandging why and how ABC will provide more accurate estimates of cost. The principles and concepts of ABS are presented as a tool for determining more accurately the true cost of ES&H products and services.

Managing Deadline-constrained Bag-of-Tasks Jobs on Hybrid Clouds with Closest Deadline First Scheduling

  • Outsourcing jobs to a public cloud is a cost-effective way to address the problem of satisfying the peak resource demand when the local cloud has insufficient resources. In this paper, we studied the management of deadline-constrained bag-of-tasks jobs on hybrid clouds. We presented a binary nonlinear programming (BNP) problem to model the hybrid cloud management which minimizes rent cost from the public cloud while completes the jobs within their respective deadlines. To solve this BNP problem in polynomial time, we proposed a heuristic algorithm. The main idea is assigning the task closest to its deadline to current core until the core cannot finish any task within its deadline. When there is no available core, the algorithm adds an available physical machine (PM) with most capacity or rents a new virtual machine (VM) with highest cost-performance ratio. As there may be a workload imbalance between/among cores on a PM/VM after task assigning, we propose a task reassigning algorithm to balance them. Extensive experimental results show that our heuristic algorithm saves 16.2%-76% rent cost and improves 47.3%-182.8% resource utilizations satisfying deadline constraints, compared with first fit decreasing algorithm, and that our task reassigning algorithm improves the makespan of tasks up to 47.6%.

A Study on the Real Condition and the Improvement Directions for the Protection of Industrial Technology (산업기술 보호 관리실태 및 발전방안에 관한 연구)

  • This study is to present a improvement directions for the protection of industrial key technology. For the purpose of the study, the survey was carried out on the administrative security activity of 68 enterprises including Large companies, small-midium companies and public corporations. survey result on the 10 items of security policy, 10 items of personal management and 7 items of the assets management are as follows; First, stable foundation for the efficient implement of security policy is needed. Carrying a security policy into practice and continuous upgrade should be fulfilled with drawing-up of the policy. Also for the vitalization of security activity, arrangement of security organization and security manager are needed with mutual assistance in the company. Periodic security inspection should be practiced for the improvement of security level and security understanding. Second, the increase of investment for security job is needed for security invigoration. Securing cooperation channel with professional security facility such as National Intelligence Service, Korea internet & security agency, Information security consulting company, security research institute is needed, also security outsourcing could be considered as the method of above investment. Especially small-midium company is very vulnerable compared with Large company and public corporation in security management, so increase of government's budget for security support system is necessary. Third, human resource management is important, because the main cause of leak of confidential information is person. Regular education rate for new employee and staff members is relatively high, but the vitalization of security oath for staff members and the third party who access to key technology is necessary. Also access right to key information should be changed whenever access right changes. Reinforcement of management of resigned person such as security oath, the elimination of access right to key information and the deletion of account. is needed. Forth, the control and management of important asset including patent and design should be tightened. Classification of importance of asset and periodic inspection are necessary with the effects evaluation of leak of asset.
