A Research on the Formulation and Execution of the 2nd Medium- and Long-Term Development Plan for Public Libraries in Cheongju City (청주시 공공도서관 제2차 중·장기 종합발전계획 수립 및 추진에 관한 고찰)

  • Many local governments in Korea have competitively shown great interests in establishing and operating public libraries and carried out various projects. With this, an increasing number of local governments have recently established and implemented medium- and long-term development plans for their public libraries, based mostly on the findings from researches committed to the outside experts. Cheongju City has formulated the First Medium- and Long-Term Development Plan for Public Libraries in Cheongju City (2012-2016) in 2011 and the Second Plan (2017-2021) in 2016. The goal of this study is to help accomplish the planned goals of the Second Plan by conducting an interim check on the current state of execution and content of the Second Plan. To reach the research goals, first, we identified the outcome and limitations of the First Plan, as previously carried out. Second, we analyzed the trend in the change of the cultural environments of public libraries in Cheongju City. Third and lastly, we reviewed the promotion strategy and operation outcome of the Second Plan. In particular, this study focused on the expansion of an organizational structure, the reinforcement of professional workforce, and the increase in budgetary support as the core elements required for developing public libraries in Cheongju City.

A Study on Production and Expansion for Environmentally Friendly Chestnuts in Korea (친환경 밤의 생산실태 및 확대방안에 관한 연구)

  • This study has the object of deriving schemes for not only securing safety of chestnuts, which is the most important forest product in terms of both production and exportation, to consumers with implementing persistent production of them in harmony with the environment, but also producing environmentally friendly chestnuts that can contribute to the increase of a farm household's income through price differentiation from other chestnuts, which are grown by generally accepted ways. In order to do this, I performed an analysis of the reality and outcome from the management of farm households that produce environmentally friendly chestnuts. The result of the analysis demonstrated some problems such as poor establishment of farming skills in a beginning stage, administrative problems with weeding operations and prevention of blight, difficulty in ensuring distribution channels and high production cost. Therefore, propelling productive expansion of environmentally friendly chestnuts after resolving these problems requires many supports and ideas: establishment and diffusion of farming skill system under the cooperation of civil and government organizations, construction of environmentally friendly INM (Integrated Nutrient Management) and IPM (Integrated Pest Management), creation of production areas for improving productivity, introduction of 'Institution of Income Conservation for Environmentally-Friendly Production' that can help farmers to preserve integrity of income on their switchover to production of environmentally friendly chestnuts from generally-grown chestnuts, and finally strong and persistent promotion of environmentally friendly chestnuts towards existing farmers and consumers.

Exploring the Improvement Plan for Science-Gifted Education through Analysis of the Performance Result of Master plan for Identifying and Nurturing of Science-Gifted Student (과학영재 발굴·육성 종합계획 성과분석을 통한 과학영재교육 발전방안 탐색)

  • The purpose of this study is to analyze the outcome of 'The second plan for identifying and nurturing of science-gifted student' and investigate the implications for the third plan. 'The second plan for identifying and nurturing of science-gifted student' was made for the promotion of science-gifted education from 2013 to 2017. This plan is composed of three strategies with 25 sub-projects: a systematic identification of science-gifted students with potential, an activation of creative and integrated science-gifted education and an establishment of optimized science education supporting system. We supposed six implications through the investigation of the performance analysis of each sub-project. First, the third plan should be composed of projects to be able to be supported directly. Second, the paradigm shift is needed from quantitative expansion to qualitative expansion. Third, third plan should include a special support for profoundly gifted students. Fourth, a specialization plan for science-gifted institute is required. Fifth, it is necessary to establish a camp or residential type gifted institute. Sixth, it is needed to have a quality management of science-gifted programs and MOOC (massive open online course) on science-gifted programs are needed.

A Comparison of the Results of BPTB and Hamstring ACL Autograft - Function, Stability & Tunnel Expansion - (골-슬개건-골 및 슬괵건을 이용한 전방 십자 인대 재건술의 비교 - 술후 슬관절의 기능, 안정성 및 대퇴, 경골터널 확장정도에 대하여 -)

  • Purpose : The purpose of this study was to compare the results of ACL reconstruction using bone-patellar tendon-bone to hamstring. Materials and Methods : Thirty-two ACL reconstructions with autogenous BPTB and eighteen reconstructions with hamstring were compared in terms of functional outcome, stability and tunnel expansion. Results : The functional score of BPTB group was higher than hamstring group in OAK(Orthopadishe Arbeitsguppe Knie) and IKDC(International Knee Documentation Committee) system. In BPTB group, OAK scores were 71.6$({\pm}10.0)$ preoperatively and 88.5$({\pm}7.9)$ finally. In hamstring group, OAK scores were 73.9$({\pm}11.5)$ and 82.5$({\pm}12.9)$ respectively. There was no difference in stability checked by either $KT-1000^{TM}$ or stress view. Anterior tibial translation measured by $KT-1000^{TM}$ were 2.4$({\pm}1.8)$mm in BPTB and 2.3$({\pm}2.4)$mm in hamstring group. Anterior tibial translation in stress view were 2.8$({\pm}3.4)$mm in BPTB and 2.8$({\pm}2.5)$mm in hamstring group. There was no difference in tibial tunnel expansion but femoral tunnel was more enlarged in hamstring group than BPTB (P=0.03). Conclusion : As there was no difference in stability between two groups, it seems prudent to select either graft defend on such factors as anterior knee pain, skeletal maturity and cosmetic concern. Tunnel expansion seems not to affect stability, but further study is needed to confirm that decrease of which might improve stability.

Analysis of the Use of Ambulance Services Among Pregnant, Childbearing, and Postpartum Women Using Data from the Korea Health Panel (한국의료패널을 이용한 구급 이송 서비스 이용 특성 분석: 임신, 출산, 산후기 여성을 중심으로)

  • This study examined the socio-economic and clinical characteristics associated with the use of ambulance services among pregnant, childbearing, and postpartum women based on data from the 2008-2016 Korea Health Panel. The analysis revealed that among the pregnant, childbearing, and postpartum women, the proportion using all ambulance services was 18.9% whereas 12.0% used private and 119 ambulances. Moreover, among those using ambulance services, delivery was the most common reason (38.7%) followed by complications of labor and delivery (20.0%) and pregnancy with abortive outcome (17.3%). There were statistically significant differences between the users and non-users of ambulance services in terms of the average annual household income, emergency arrival time, and delayed arrival at the emergency room. As childbirth becomes more complicated due to low fertility and elderly mothers, the expansion and improvement of ambulance services as a social safety net for pregnant, childbearing, and postpartum women will become increasingly important.

Evaluation of Process and Satisfaction for Selective Courses in a Medical School (의과대학 선택교육과정의 운영절차와 만족도 평가)

  • The necessity of embracing selective courses in medical curriculum is increasing due to the expansion of medical knowledge and changes in the health care environment. In contrast to the abundant evidence regarding elective or selective courses during the clinical phase, articles focusing on the preclinical period are relatively scarce. This study aims to explore the development, implementation, and evaluation of newly-adopted selective courses in the first-year medical curriculum in a medical school which recently underwent a major curricular revision. First of all, the Curriculum Committee established goals and operating principles of the courses, and then the committee encouraged all participating professors to attend a related faculty development workshop after finalizing the list of courses. A survey was conducted at the end of each course for evaluation. Of the 36 courses opened in 2016, the overall satisfaction of students was $4.98{\pm}1.06$ (out of 6) and showed a strong correlation with students' previous expectations, reasoning- and participation-oriented teaching, and outcome of the courses including increased motivation. In the open-ended responses, students and professors described not only intended outcomes such as acquisition of medical knowledge and increased interest in new topics, but also unintended outcomes including positive impression for selective courses and even high satisfaction and rewarding experiences, especially from the teachers' perspective. Although long-term outcomes remain to be seen, the results of this study show the feasibility and impact of selective courses and will contribute to effective implementation in other medical schools.

Study on Influence and Diffusion of Word-of-Mouth in Online Fashion Community Network (온라인 패션커뮤니티 네트워크에서의 구전 영향력과 확산력에 관한 연구)

  • The purpose of this study is to investigate the characteristics of members and communities that have significant influence in the online fashion community through their word-of-mouth activities. In order to identify the influence and the diffusion of word-of-mouth in fashion community, the study selected one online fashion community. Then, the study sorted the online posts and comments made on fashion information and put them into the matrix form to perform social network analysis. The result of the analysis is as follows: First, the fashion community network used in the study has many active members that relay information very quickly. Average time for information diffusion is very short, taking only one or two days in most cases. Second, the influence of word-of-mouth is led by key information produced from only a few members. The number of influential members account for less than 20% of the total number of community members, which indicate high level of degree centrality. The diffusion of word-of-mouth is led by even fewer members, which represent high level of betweenness centrality, compared to the case of degree centrality. Third, component characteristic shares similar information with about 70% of all members being linked to maximize information influence and diffusion. Fourth, a node with high degree centrality and betweenness centrality shares similar interests, presenting strain effect to particular information. Specially, members with high betweenness centrality show similar interests with members of high degree centrality. The members with high betweenness centrality also help expansion of related information by actively commenting on posts. The result of this research emphasizes the necessity of creation and management of network to efficiently convey fashion information by identifying key members with high level of information influence and diffusion to enhance the outcome of online word-of-mouth.

The Fluctuation of Biological Communities as an Effect of Marine Sand Mining in the Gyeonggi Bay (경기만의 해사채취에 의한 생물군집 구조변동)

  • The purpose of this study was to investigate effects of large scale marine sand mining on the marine ecological community. For the study, four stations along the coast were selected and monitored in 1998 and 2001 at mining areas and non-mining areas about the Gyeonggi Bay. The result revealed that in 1998, 9 species of fishes, 16 species of crustaceans, and 6 species of mollusks were collected where as in 2001, 11 species of fishes, 5 species of crustaceans, and 2 species of mollusks were collected, uncovering the fact that fishes have diversified while crustaceans and mollusks have reduced on a grand scale. Also, there were two key characteristics regarding the changes of biological communities in mining and nonmining areas. The first was the dwindling of crustaceans inhabiting the sand area. This outcome may be accounted for by the facts that physical removal of seabed sediments and re-sediment due to expansion of floating particles cause direct influence on the ocean floor ecosystem and have continuous effect on the communities of crustaceans which feed on them. Secondly, the newly arrived species and their population during spring and summer seasons have increased in the non-mining areas and have decreased in the mining area. It can be concluded that highly nomadic fish species migrate toward areas with less disturbance or destruction of ecosystem from marine sand mining, and consequently, the communities of fishes change in the sea area. Setting aside the characteristics of the investigated sea areas where the arriving conditions of species vary by seasons, the clear differences of population of organisms in those areas are due to environmental alterations owing to the marine sand mining ; if those large-scale marine sand mining activities continue in the Gyeonggi Bay, their effects on biological communities in the areas will only grow.

Three Cases of Prevention Therapy to Reduce Perinatal HIV Transmission (사람면역결핍바이러스 수직감염 예방치료 3례)

  • In 2008, the Joint United Nations Programme on HIV/AIDS (UNAIDS) estimated that about 430,000 children worldwide became infected with HIV, mostly through mother-to-child transmission (MTCT) during pregnancy, labor, delivery, or breastfeeding. The MTCT prevention program proved to be feasible and effective in reduction of perinatal HIV transmission. Three babies born from HIV-infected mothers were admitted to the National Medical Center in 2009. Only two women received antiretroviral (ARV) therapy during pregnancy, labor, and after delivery, and their infants received zidovudine (AZT) for 6 weeks. The outcome, after a follow-up period of 4 months to 16 months, was favorable in all patients. Thus, we emphasize the need for expansion of antenatal HIV screening of pregnant women, implemented for early HIV diagnosis and effective ARV therapy for reduction of perinatal HIV transmission.

Identifying Other Effective Area-based Conservation Measures for Expanding National Protected Areas (국가 보호지역 확대를 위한 기타 효과적인 지역 기반 보전 수단(OECMs)의 발굴)

  • This study aims to establish the integrated system of national protected areas by identifying OECMs which are not officially recognized as protected areas, but effectively and enduringly deliver the conservation of biodiversity and ecosystem service to expand them up to the level recommended by the international community. In order to identify them, candidates for OECMs were listed and it was developed a three-step systematic screening tool based on preconditions, essential characteristics, and sustainable means for conservation outcome of them. As a result of using the tool that considers domestic conditions, seven areas which included Development Restriction Zones, Urban Natural Park Areas, Fishery Resources Protection Zones, Riparian Zones, Natural Recreation Forest Zones, Water Source Protection Areas, and Buffer Zones for Korea National Arboretum were selected as OECMs. And the system of national protected areas was built by integrating them with national protected areas(NPA). Compared with the NPA, the system has been expanded by them and has reached to 17.88%, exceeding the target of 17% for terrestrial and inland water protections. It was proven that they were very effective in enlarging these protections. However, it failed to contribute to the target for marine protections. The expansion of marine protected areas requires different approaches, such as discovering new types of marine protected areas or linking them to biologically important marine areas all over the world.
