보건소 모성과 어린이 건강관리사업의 효율적 운영을 위한 조직구축 연구 (Development of Organization System for Health Management Program of Maternal-child in Public Health Centers)

  • Purpose: The purposes of this study are: to evaluate the effectiveness of organizations engaged in MCH programs; and to suggest the executive organizational system of maternal and child health (MCH) services linked to HP services at public health centers. Method: This study analyzes data on the present conditions and evaluates the organizational effectiveness of MCH workers at public health centers nationwide. The organizational effectiveness of MCH organization is assessed by MCH workers. Finally, this study seeks to obtain consensus among experts in the field of MCH. Result: The results are as follows. Of public health centers, 61.9% have a MCH organization for their MCH programs. For the other 38.2%, MCH services are undertaken by HP organization. Executive organizational systems for MCH services at leading MCH health centers are classified into three types: Type I (provides MCH and HP services through MCH organizations); Type II (provides MCH and HP Services through HP organizations) ; and Type III (provides MCH services through MCH organizations and HP services through HP organizations). The evaluation of the organizational effectiveness of MCH organizations shows that Type II is the most effective in terms of teamwork, autonomy, service quality and resource utilization. Conclusion: This study suggests that executive organizations for MCH and HP services for women and children should be established in accordance with lifetime health programs in order for public health centers to utilize the limited MCH and HP resources efficiently.

Strategic Bundling of HRM for Organizational Performance: an Empirical Study of Publicly Listed Companies

  • Strategic bundling of Human Resource Management (HRM) practices among themselves works together as an entire HRM system rather than individual HRM practices to achieve organizational objectives. The bundles of HR practices support the effectiveness of one another assuming the effectiveness of any practice depends on other practices in place. It is said that the greater the total degree of bundling among the various components of HRM policies and practices, the more will be the organizational outcomes. Realizing these facts, this study aimed to explore the level of strategic bundling and examined the impact of such bundling on organizational performance to the publicly listed companies of Nepal. This empirical study is based on description and exploratory design for which data collected through the questionnaire based on 5-point liker scale. Total population of the study at the time of data collection are 234 organizations publicly listed in Stock Exchange of Nepal. Questionnaire is distributed to all organizations listed, response received from 105 organizations, as a unit of analysis, which is fairly good response. The study of strategic bundling of HRM practices perhaps the first study in Nepal, found that only 32 percent organizations have followed high bundling HR practices and these high bundling organizations are significantly different with low bundling organizations. Business organizations are trying to practice being close association of HRM policies and practices within them except labor relation with employee participation and business strategies. Supporting to the international literature, strategic bundling of HRM practices among themselves shows statistically significant effects on quality of product or services, labor productivity, financial performance, employee satisfaction, rate of innovation, employee commitment and market share.

고용지원센터 상담직원의 조직연계 활동에 영향을 미치는 요인에 관한 연구 (Research on Factors that Influence Interorganizational Relations of Job Center Consultants)

  • 본 연구는 고용관련 조직간 연계 활성화에 필요한 정책적 실천적 지침을 마련하기 위한 것이다. 이를 위해 전국 38개 고용지원센터 상담직원의 조직연계 상황을 실증분석 하였고, 이러한 조직연계에 대한 조직요인, 관리자요인, 개인요인의 영향을 위계적 회귀분석 방법으로 분석하였다. 분석결과를 통해서 고용관련조직과 연계를 강화하고 특히 지역에 따라 차이를 보이는 민간조직들과의 연계 활성화를 위해서는 구조적 혁신과 더불어 담당자들의 전문능력 향상, 자기 업무에 대한 이해를 높이기 위한 조치들이 필요함을 알 수 있다.

  • Objectives: The community network is a foundation laid by the local community which has been formed historically and geographically to develop itself. This paper as a Korean way of healthy network survey for the community capacity building is an exploratory research to grasp the character of Korean society and then to organize an resident-governing partnership for that. Methods: Research objectives are CBOs(Community-Based Organizations) in S-district of Seoul. This region is a new town, however the solidarity and volunteerism of this resident is lively. The survey tool is Cho's CBOs Evaluation Questionnaire which was originated to measure the community capacity. The period of survey is from the January 2009 to the March 2009 and the study organizations which were collected by snowball sampling were 80. Results: The result shows two main networks: one is the civil society and craft union cluster, the other is welfare organization cluster. Groups of high centrality were organizations whose members are mainly women and craft organizations which were organized before 1990's. The group of high betweenness was the Association of Women's Organizations(0.188). Bi-components were six and they could be divided by organization's aim. In terms of the determinants of the participation to the health center enterprise, only the number of link(B=-0.60, p<0.04) was statistically significant. It means that when organization variables are controlled a tendency appears: the more the voluntary associations network, the less participation in the health enterprise. Conclusion: CBHOs(Community-Based Health Organizations) enhances residents' spontaneity and cohesion to increase the capability of the local community. If the surveyed healthy network, together the community health project, are used for various community development projects, the existing CBOs including CBHOs will be reorganized and furthered newly. For this it will be needed to construct an effective partnership of healthy network by restructuring the existing networks of voluntary associations.

목포지역 민간 사회사업기관의 출현과 특징에 관한 연구 (Study on the the Emergence and Characteristics of Private Social Service Organizations in the Mokpo Region)

  • 본 연구는 목포지역 민간 사회사업기관의 출현과 특징을 공식화하고, 이 이면에 담긴 사회적 배경과 사회복지적 함의를 이끌어 내는 탐색적 연구이다. 이를 위해 목포지역 민간 사회사업기관의 출현과 특징을 살펴보기 위해 시기적으로 목포 개항시기인 1897년에서 민간 사회사업 실천이 활발하게 진행되었던 1960년대 후반까지의 민간 사회사업기관의 형성과 특징을 살펴보았다. 분석결과 첫째, 목포지역 주민의 사회적 욕구에 대한 민간 사회사업기관들의 대응이 주요한 역할을 함을 이해할 수 있다. 둘째, 민간 사회사업기관의 출현과 전개과정에서 민간 조직의 역할이 크다고 할지라도, 지속적인 전개를 위해서는 정부와 사회적 지원이 필수적임이 확인되었다.

Analysis of Festival Ordinances of Gyeonggi Province: Focusing on Developing A Representative Festival of Seongnam City

  • Purpose: In Seongnam City, a number of festivals are held in various areas, led by the city and private organizations. The necessity of developing a representative festival of Seongnam City, which can enhance the brand value of Seongnam, a cultural city, and promote a sense of local community and economic effects, is emerging. The purpose of this study is to analyze festival-related ordinances of Gyeonggi-do local governments, and to derive implications necessary for the development of festival support ordinances representing Seongnam City. Research design, data, and methodology: This study used the database of National Legal Information Center of the Ministry of Legislation and the autonomous legal information system to thoroughly investigate the ordinances related to festival support of basic local governments in Gyeonggi-do and the whole country. To do this, descriptive statistics analysis was conducted. Results: As a result of the study, it was found that 168 organizations (68.6%) of 245 local governments nationwide have adopted the festival support ordinance, and there are a total of 231 ordinances. In the case of basic organizations, out of 228 basic organizations, 151 organizations, including Seongnam City, adopted the ordinance on festival support, showing an adoption rate of about 66%. As a result of analyzing the basic organizations that enacted representative festival related ordinances among Gyeonggi-do basic organizations, 9 out of 28 cities adopted 16 representative festival ordinances, based on the legal and institutional basis for supporting representative festivals. Conclusions: In the case of Seongnam City, it is believed that in order to develop a representative festival, an ordinance to support the representative festival must be established. Considerations regarding the composition of the ordinance for the representative festival were discussed.

재무보고의 투명성과 감사품질이 비영리법인의 기부금에 미치는 영향 : 한국자선단체로부터의 증거 (The Effects of Financial Reporting Transparency and High-Quality Audit on Donations to Non-Profit Organizations: Evidence from Korean Charitable Organizations)

  • 본 연구는 감사품질이 비영리법인인 자선단체의 기부금에 미치는 영향을 분석하고 있다. 실증분석 결과에 의하면 재무정보의 강제공시와 높은 수준의 감사품질은 자선단체의 기부금과 양(+)의 관계를 가지는 것으로 나타났으며, 또한, 대형 4개 회계감사법인이 감사업무를 맡은 자선단체는 그렇지 않은 자선단체에 비해 더 많은 기부금을 받을 가능성이 높은 것으로 나타났다. 이와 같은 양(+)의 관계는 규모가 작은 자선단체에서 더욱 유의한 것으로 나타났다. 본 연구에서의 분석결과는 재무정보의 공시 및 수준 높은 외부감사를 통한 자선단체 재무보고의 투명성 제고가 기부금 증가에 매우 중요한 역할을 하고 있음을 시사하고 있음을 알 수 있다.

사회적경제조직의 활성화를 위한 정책 방향과 추진 과제 (Policy Directions and Promotional Tasks for Vitalization of Social Economy Organizations)

  • 사회적경제조직은 그동안 다양한 유형과 분야에서 양적인 성장을 가져왔으나 주로 정부가 주도하는 형태로 추진되어왔고 아직 선진국과 비교해 볼 때 제도적 정비나 지원체계 및 지원방식 등 질적으로 개선해야 할 여지가 많다. 본 연구에서는 선행연구를 통해 나타난 사회적경제조직의 문제점, 사회적경제조직의 현황과 실태분석, 정책전달 체계, 사회적경제조직 발전의 장애요인, 활성화의 문제점 등을 검토하였다. 이를 통해 미래 사회적경제조직의 활성화를 위한 정책 방향과 추진과제를 제시하여 보았다. 그 결과 사회적경제조직의 활성화를 위한 정책방향은 민간·지자체 주도, 진출분야의 확대, 성장생태계 조성을 위한 맞춤형 지원, 다양한 연계협력이 필요하고 추진 과제로는 제도개선을 위한 법령제정 및 개정, 사회적경제조직의 역량개발과 교육, 다양한 연계협력체제 강화, 투자생태계 조성, 공동판로개척 등이 필요하다.

판매성과가 높은 조직과 낮은 조직의 차이에 대한 사례연구 (K사 판매관리자의 코칭행동을 중심으로) (A Case Study on Differences between High- and Low-Sales Organizations (With a focus on the Coaching behavioral of sales managers at K))

  • 지금까지 판매원 성과에 관한 많은 연구가 진행되어 왔지만, 최근 현장에서 높은 관심을 보이고 있는 코칭과 관련해서, 판매원 성과영향요인으로서 이 분야에 대한 연구는 다소 부족한 현실이다. 이에 본 연구는 판매조직 내에서 관리자의 코칭이 판매원들의 긍정적 태도형성 및 판매원 성과에 영향을 미칠 수 있을 지에 대한 문제의식을 가지고 시작하였다. 따라서 본 연구는 고성과 조직 5개와 저성과 조직 5개의 판매관리자들의 판매관리 활동 전반에 관하여 심층적으로 조사한 후 그 차이를 분석함으로써 이들 조직의 관리자들의 코칭의 개념을 구체화하고, 판매원성과의 중요한 변수로 밝혀진 바 있는 판매원의 조직몰입, 역할지각의 개념을 보다 구체화하고자 하였다. 10명의 판매관리자들의 인터뷰 기록을 종합하여 분석한 결과, 고성과 조직의 판매관리자들은 다음과 같은 특성을 갖고 있었다. 첫째, 고성과 조직의 판매관리자들은 판매원들에게 긍정적인 피드백, 역할모델의 제공, 신뢰관계의 유지와 같은 코칭의 특성이 강하게 나타났다. 둘째, 고성과 조직의 판매관리자와 판매원들은 자신이 속한 조직에 몰입하는 정도가 높은 것으로 나타났다. 셋째, 고성과 조직의 판매원들은 자신의 역할에 대한 지각이 명료하며 역할갈등이 저성과 조직에 비해 상대적으로 낮은 것으로 나타났다. 이러한 연구 결과는 판매관리자의 코칭은 판매원들의 조직몰입, 역할지각 그리고 성과에 영향을 미치는 중요한 변인으로서 구분되어 연구될 필요가 있음을 시사하고 있다.

대형 유통업체 영업 규제가 농수산업에 미치는 영향 분석 (An Analysis of the Effects of Large-scale Retailer Operation Regulations on Agriculture and Fisheries)

  • Purpose - The Korean government has revised the distribution industry development law to regulate large-scale retailer operations to protecting medium- and small-scale retailers and traditional markets. According to the revised law, large-scale retailers must follow regulations on operating hours and compulsory store closures two days per month. Based on the revised distribution industry development law, most local governments regulate operation hours and they have adopted compulsory closure programs for large-scale retail stores. However, it is argued that fresh food producers suffer from a decrease in sales based on the compulsory closure of stores operated by large-scale retailers. Large-scale retailers reduce their fresh food orders from agricultural and fishery producers because of the compulsory store closures. Fresh food producers also suffer from a decrease in prices because reduced orders lead to a decrease in auction prices based on the availability of excess goods in wholesale markets. This paper investigates the effects of operation regulations for large-scale retailers on agricultural producers by surveying agricultural and fishery producer organizations. Research design, data, methodology - A survey was conducted on 117 producer organizations of fruits and vegetables, cereals, fisheries, and livestock products from September 10 to October 4, 2012. Survey items are annual sales, shares of sales accounted for by large-scale retailers, reduction of orders and prices from large-scale retailers, methods to deal with the sales reduction, unfair trade practices of large-scale retailers, opinion of the large-scale retailer regulations, and so on. The average sales of the sampled producer organizations are 13.7 billion won and the average share of sales accounted for by large-scale retailers is 35.4%. Results - Survey results show that the sample producer organizations' sales decreased 10.1% because of the compulsory closures of stores operated by large-scale retailers. It is estimated that the total sales of producer organizations decreased 371.2 billion won because of the regulations on the operation of large-scale retailers. In addition to the direct effect of a sales decrease due to order reduction, agricultural and fishery producer organizations suffered from the secondary effect of price reduction in wholesale markets. When orders from large-scale retailers decreased, most agricultural and fishery producer organizations shipped redundant products to wholesale markets, decreasing auction prices. It was estimated that the price received decreased 21.9% when sold in other marketing channels. As producer organization sales decreased, it was reported that the labor force employed by producer organizations also decreased by 15.1%. Therefore, we can conclude that the regulations for large-scale retailer operations resulted in negative impacts on agricultural producers. Conclusions - Although the sales reduction due to the regulations for large-scale retailer operations are not great, the cumulative effects due to the continued compulsory closure of stores operated by large-scale retailers could be great. This paper suggests governmental programs that could help agricultural producer organizations to find new and effective marketing channels such as direct marketing, farmers' markets, exports, Internet shopping, and so on.
