This study tried to suggest improvement measures by discovering problems or matters requiring improvement among the annual regional safety evaluation systems. Briefly introducing the structure and contents of the study, which is the introduction, describes the regional safety evaluation method newly applied by the Ministry of Public Administration and Security in 2020. Utilization plans were also introduced according to the local safety level that was finally evaluated by the local government. In this paper, various views of previous researchers related to regional safety are summarized and described. In addition, problems were drawn in the composition of the index of local safety, the method of calculating the index, and the application of the current index. Next, the problems of specific regional safety evaluation indicators were analyzed and solutions were presented. First, "Number of semi-basement households" is replaced with "Number of households receiving basic livelihood" of 「Social Vulnerability Index」 in the field of disaster risk factors is replaced with "the number of households receiving basic livelihood". In addition, the "Vinyl House Area" is evaluated by replacing "the number of households living in a Vinyl House, the number of container households, and the number of households in Jjok-bang villages" with data. Second, in the management and evaluation of habitual drought disaster areas, local governments with a water supply rate of 95% or higher in Counties, Cities, and Districts are treated as "missing". This is because drought disasters rarely occur in the metropolitan area and local governments that have undergone urbanization. Third, the activities of safety sheriffs, safety monitor volunteers, and disaster safety silver monitoring groups along with the local autonomous prevention foundation are added to the evaluation of the evaluation index of 「Regional Autonomous Prevention Foundation Activation」 in the field of response to disaster prevention measures. However, since the name of the local autonomous disaster prevention organization may be different for each local government, if it is an autonomous disaster prevention organization organized and active for disaster prevention, it would be appropriate to evaluate the results by summing up all of its activities. Fourth, among the Scorecard evaluation items, which is a safe city evaluation tool used by the United Nations Office for Disaster Risk Reduction(UNDRR), the item "preservation of natural buffers to strengthen the protection functions provided by natural ecosystems" is borrowed, which is closely related to natural disasters. The Scorecard evaluation is an assessment index that focuses on improving the disaster resilience of local governments while carrying out the campaign "Creating cities resilient to climate crises and disasters" emphasized by UNDRR. Finally, the names of "regional safety level" and "local safety index" are similar, so the term of local safety level is changed to "natural disaster safety level" or "natural calamity safety level". This is because only the general public can distinguish the local safety level from the local safety index.
For the flexible and rational distribution of limited existing health resources based on measurements of individual risk, the socalled Risk Approach is being proposed by the World Health Organization as a managerial tool in maternal and child health care program. This approach, in principle, puts us under the necessity of developing a technique by which we will be able to measure the degree of risk or to discriminate the future outcomes of pregnancy on the basis of prior information obtainable at prenatal care delivery settings. Numerous recent studies have focussed on the identification of relevant risk factors as the Prior infer mation and on defining the adverse outcomes of pregnancy to be dicriminated, and also have tried on how to develope scoring system of risk factors for the quantitative assessment of the factors as the determinant of pregnancy outcomes. Once the scoring system is established the technique of classifying the patients into with normal and with adverse outcomes will be easily de veloped. The scoring system should be developed to meet the following four basic requirements. 1) Easy to construct 2) Easy to use 3) To be theoretically sound 4) To be valid In searching for a feasible methodology which will meet these requirements, the author has attempted to apply the“Likelihood Method”, one of the well known principles in statistical analysis, to develop such scoring system according to the process as follows. Step 1. Classify the patients into four groups: Group $A_1$: With adverse outcomes on fetal (neonatal) side only. Group $A_2$: With adverse outcomes on maternal side only. Group $A_3$: With adverse outcome on both maternal and fetal (neonatal) sides. Group B: With normal outcomes. Step 2. Construct the marginal tabulation on the distribution of risk factors for each group. Step 3. For the calculation of risk score, take logarithmic transformation of relative proport-ions of the distribution and round them off to integers. Step 4. Test the validity of the score chart. h total of 2, 282 maternity records registered during the period of January 1, 1982-December 31, 1982 at Ewha Womans University Hospital were used for this study and the“Questionnaire for Maternity Record for Prenatal and Intrapartum High Risk Screening”developed by the Korean Institute for Population and Health was used to rearrange the information on the records into an easy analytic form. The findings of the study are summarized as follows. 1) The risk score chart constructed on the basis of“Likelihood Method”ispresented in Table 4 in the main text. 2) From the analysis of the risk score chart it was observed that a total of 24 risk factors could be identified as having significant predicting power for the discrimination of pregnancy outcomes into four groups as defined above. They are: (1) age (2) marital status (3) age at first pregnancy (4) medical insurance (5) number of pregnancies (6) history of Cesarean sections (7). number of living child (8) history of premature infants (9) history of over weighted new born (10) history of congenital anomalies (11) history of multiple pregnancies (12) history of abnormal presentation (13) history of obstetric abnormalities (14) past illness (15) hemoglobin level (16) blood pressure (17) heart status (18) general appearance (19) edema status (20) result of abdominal examination (21) cervix status (22) pelvis status (23) chief complaints (24) Reasons for examination 3) The validity of the score chart turned out to be as follows: a) Sensitivity: Group $A_1$: 0.75 Group $A_2$: 0.78 Group $A_3$: 0.92 All combined : 0.85 b) Specificity : 0.68 4) The diagnosabilities of the“score chart”for a set of hypothetical prevalence of adverse outcomes were calculated as follows (the sensitivity“for all combined”was used). Background: PM2.5 pollution has been a persistent problem in South Korea, with concentrations consistently exceeding World Health Organization (WHO) guidelines. The aging of the population in the country further exacerbates the health impacts of PM2.5 since older adults are more susceptible to the adverse effects of air pollution. Objectives: This study aims to evaluate how the health impact (premature death) due to long-term exposure to PM2.5 in South Korea could change in the future according to the trend of change in the country's population structure. Methods: The study employs a relative risk function, which accounts for age-specific relative risks, to assess the changes in premature deaths by age and region at the average annual PM2.5 concentration for 2022 and at PM2.5 concentration improvement levels. Premature deaths were estimated using the Global Exposure Mortality Model (GEMM). Results: The findings indicate that the increase in premature deaths resulting from the projected population structure changes up to 2050 would significantly outweigh the health benefits (reduction in premature deaths) compared to 2012. This is primarily attributed to the rising number of premature deaths among the elderly due to population aging. Furthermore, the study suggests that the effectiveness of the current domestic PM2.5 standard would be halved by 2050 due to the increasing impact of population aging on PM2.5-related mortality. Conclusions: The study highlights the importance of considering trends in population structure when evaluating the health benefits of air pollution reduction measures. By comparing and evaluating the health benefits in reflection of changes in population structure to the predicted PM2.5 concentration improvements at the provincial level, a more comprehensive assessment of regional air quality management strategies can be achieved.
International Agency for Research on Cancer (IARC) has classified it as a possible carcinogen and World Health Organization (WHO) has suggested 50 ng/mL as a guideline value for 1,4-dioxane. Considering the toxicity of 1,4-dioxane and ingestion rate of drinking water, the monitoring of 1,4-dioxane in drinking water in Nakdong river is very important. We analyzed 1,4-dioxane four times per year for the 12 samples of treated water and 4 samples of raw water in Nakdong river in Korea from 2000 to 2007 and surveyed the trend of concentrations of 1,4-dioxane. As a results of analysis, 1,4-dioxane was detected from 0.24 to 240.2 ng/mL in treated water and from 0.39 to 81.9 ng/mL in raw water from 2000 to 2007. The average concentrations are 22.68 ng/mL and 19.15 ng/mL in treated water and raw water, respectively. The detected concentrations was decreased but frequency of detection was not changed since establishment of regulation in 2004. Results of comparison of 95 percentile excessive cancer risk of 1,4-dioxane in treated and raw water were each $6.63{\times}10^{-6}$, $3.17{\times}10^{-6}$ before 2004 and $2.10{\times}10^{-6}$, $1.22{\times}10^{-6}$ after 2004. Also, comparing the detected concentration and frequency for each season, these were more detected the concentration and frequency for 1,4-dioxane in treated and raw water from winter to spring.

Antimicrobials in human medicine are classified by The World Health Organization (WHO) into three groups: critically important antimicrobials (CIA), highly important antimicrobials (HIA), and important antimicrobials (IA). CIA are antibiotic classes that satisfy two main criteria: that they are the sole or the only available limited therapeutic option to effectively treat severe bacterial infections in humans (Criterion 1), and infections where bacteria are transmitted to humans from non-human sources or have the potential to acquire resistance genes from non-human sources (Criterion 2). WHO emphasizes the need for cautious and responsible use of the CIA to mitigate risk and safeguard human health. Specific antimicrobials within the CIA with a high priority for management are reclassified as "highest priority critically important antimicrobials (HP-CIA)" and include the 3rd generation of cephalosporins and the next generation of macrolides, quinolones, glycopeptides, and polymyxins. The CIA list is the scientific basis for risk assessment and risk management policies that warrant using antimicrobials to reduce antimicrobial resistance in several countries. In addition, the CIA list ensures food safety in the food industry, including for the popular food chain companies McDonald's and KFC. The continuous update of the CIA list reflects the advancement in research and emerging future challenges. Thus, active and deliberate evaluation of antimicrobial resistance and the construction of a list that reflects the specific circumstances of a country are essential to safeguarding food security.

In Incheon metropolitan city, the urban open space areas are deficient and it is nearly impossible to obtain newly the land for parks by reason of the risk of the land value, the budgetary deficit and so forth. Therefore, it seems to be urgent to consider how to manage the established urban natural park efficiently to enhance the quality of recreational experiences of the public. The organization for the urban natural parks management is to be completely put in good order, for the objects to manage is changeable as well as diverse and what users need should be full satisfied. The purpose of this study is to investigate the differences of urban natural park's management suggest the improvement and development directions in urban natural park by group(professionals and Users). To do this, data were collected in the typical regions by urban natural park for this study, using the questionnaires. In these urban natural park, the on-site survey was carried out the users of these urban natural park during October in 2004. Also The analysis was done with the valid questionnaires of user's 644 and professional's 146. The questionnaires contained three of categories : openspace types' satisfaction and urban natural park's satisfaction, and management, and park user's socioeconomic characteristics and behaviors. Data collected from respondents were analysized by descriptive statistics, T-test, factor analysis and regression analysis. The results of this study can be summarized as follows; The evaluation of urban natural park management is predicted the operation management. So, one can draw a conclusion that user's needs is likely to be increased correspondingly as urban natural park planning and design, management which meets the overall satisfaction. Using the results of this study, we can make a guideline for a park management program, market positioning, standards and provisions of urban natural park by group.
In this study, the effects of Venture Start-up's Technological Capabilities on Financial Stability and Possibility of Insolvency was investigated by use of SEM(Structural Equation Model). Technological Business Capabilities include CEO's Technological Capability, Management Specialization and the Feasibility of the Investment plan. The empirical data for this study were taken from the technology assessment data of Korea Technology Guarantee Fund(KTGF) on 1,419 Venture Start-ups from 2011 until 2012 and the financial data of the following 2 years of the sample. Venture Start-ups established within 7 years, were selected for this study's sample from viewpoint of their 'High-Risk High-Return' characteristic. The results are as follows : Manpower including CEO's Technology-related Knowledge and Experience, Management Organization's Technological Specialization and Cooperativeness, Reasonable Investment and Financing Planning etc. were proved to improve Financial Stability, and therefore reduce Possibility of Insolvency.
Stable and reliable air traffic service is required for users (aircraft pilot, air traffic controller, airlines and public) through enhancing capability related to airport operation and continuously improving air navigation system. ASMS (air navigation service provider (ANSP) safety maturity survey) is to determine the level of management and safety requirement such as organization, risk, policy, process, training and environment in Air traffic service field. We designed and developed the survey (26 study areas of management part and 23 study areas of safety part) considering global best practices (Eurocontrol and FAA) and customizing domestic circumstances with quantitative level assessment regarding management and safety issue of Air navigation system. The survey enables the performance of Air navigation system to enhance and prevents from occurring accident or incident. Therefore, we provides best information with users as well as high quality Air traffic service.
Using transportations like railway, aviations and roads have been increasing continuously. Traffic accidents have been increasing as well. To prevent or lessen these accidents become a big issue to solve. Therefore, more enforced safety levels are being required to meet. In railway field, continuous efforts of railway safety are being executed to prevent traffic accidents. In present, railway accidents have been decreasing since subway accident happened in Daegu Subway in 2003. However, safety levels in railway field have not yet achieved as much as in advanced countries. Basic concept for enforced safety level in railway system is to prevent or minimize accidents by managing systems like related facilities, management method, organization, education. This is the same concept to minimize error rate in six sigma theory. In this paper, we are to apply six sigma techniques used in manufacturing industry to railway safety and go through ways to make more efficient railway safety system.
The Ministry of Public Safety and Security was established in order to handle all sorts of disasters because of Sewol ferry tragedy and the fundamental reform on the emergency management system will be performed. The establishment of the Ministry of Public Safety and Security is considered as the landmark for the emergency management when it is compared to those in the United States and Japan in terms of the size and the authority. However, there are many tasks to be done for the settlement of the Ministry of Public Safety and Security. More specifically, a real and substantial plan should be prepared because the organization was established without blueprints or detailed implementation plan. This study suggests that all-hazard approach which is the one of the disaster management principles should be applied when the substantial plan is prepared. All possible hazard should be analyzed, assessed, and prioritized. In addition, Based on the results, the effective policies should be established with the consideration of Korean context.
