Even a small amount of hazardous air pollutants could have a harmful influence upon human beings, animals and plants. Hazardous air pollutants have the properties of toxicity, canceration and organism accumulation. They include heavy metals, volatile organic compounds, polycyclic aromatic hydrocarbons, dioxin, etc. The Clean Air Conservation Act has defined specific hazardous air pollutants and designated 35 pollutants, distinguishing them from common air pollutants for special control. This study investigates the history of the controls of specific hazardous air pollutants with reference to some relevant laws and regulations in Korea. It investigates the regulations at the permission stage, such as the restrictions on installation of emission facilities, the permission and reporting of installation of emission facilities, and the regulations at the operation stage, such as maintaining permissible emission levels, installation of measuring devices, dues for emission, self-measurement and securing environmental engineers. The current regulatory management is not so satisfactory in regards to the serious effects of specific hazardous air pollutants upon the human body. An advanced new concept, like the maximum available control technology in US, the facilities management standards, which will soon take effect, will be able to lessen the emissions of fugitive hazardous air pollutants. In addition, this study discusses some possible stricter controls on the emission facilities of specific hazardous air pollutants and proposes some measures to maintain and supplement the current systems.

Problems of secondary pollution and hazardous pollutants have rapidly come to the front in our society during the past few years. More attention should be paid to monitoring and assessment in order to identify the nature of complicated problems, but our air-quality policy is hurriedly seeking for management strategies. A typical example is air quality management in the industrial estates such as those located in Yochon and Ulsan. Yochon Industrial Estate was designated as a special air-quality management area of volatile organic compounds(VOCs) in 1996. And VOCs in the air of Ulsan Industrial Estate has been specially controlled since 1997. In this paper, however, it is suggested that hazardous air pollutants(HAPs) rather than VOCs should have been managed in the industrial estates. History of studies on organic compounds in the air of the industrial estates is reviewed. A stepwise approach for air quality management in the industrial estates is recommended.

Hazardous Air Pollutants (HAPs) are difficult to measure, analyze and assess for risk because of low ambient concentrations and varieties. Types of HAPs are Volatile organic compounds (VOCs), Polycyclic aromatic hydrocarbon (PAHs) and Aldehydes. HAP emissions from vehicles are a contributor to serious adverse health effects in urban areas. In this study, hazardous air pollutant emissions from road transport vehicles by Non-methane volatile organic compounds (NMVOC) weight fraction and PAHs emission factors are estimated in 2008. The top-five-most hazardous air pollutant emissions were estimated to toluene 864.3 ton/yr, acrolein 690.6 ton/yr, acetaldehyde 554.5 ton/yr, formaldehyde 498.7 ton/yr, propionaldehyde 421.6 ton/yr in 2008. The results for a cancer and non-cancer risk assessment of HAPs emissions show that the major cancer driver is formaldehyde and the non-cancer driver is acrolein.
Emission characteristics of air pollutants from three commercially operating cement kilns co-burning waste were investigated. The major heavy metals emitted were mercury (Hg), zinc (Zn), nickel (Ni), chromium (Cr), lead (Pb), cadmium (Cd), and arsenic (As) Removal efficiency of the bag filter was above 98.5% for heavy metals (except Hg), and above 60% for Hg. Higher fractions of heavy metals entering the bag filter were speciated to cement kiln dust. On average, 3.3% of the -heavy metals of medium and low toxicity (Pb, Ni, and Cr) entering the bag filter were released into the atmosphere. Among highly toxic heavy metals, 0.14% of Cd, 0.01% of As, and 40% of Hg entering the bag filter were released into the atmosphere. In passing through the bag filter, the proportion of oxidized Hg in all cases increased. Emission variations of hazardous air pollutants in cement kilns tested were related to raw materials, fuel, waste feed and operating conditions. Volatile organic compounds detected in gas emissions were toluene, acrylonitrile benzene, styrene, 1,3-butadiene, and methylene chloride. Although hazardous air pollutants in emissions from cement kilns co-burning waste were within the existing emission limit, efforts are required to minimize their levels.

Hazardous air pollutants emitted from the oil refinery plant were surveyed from 1993 US and 2005 Korean TRI data. Toluene, xylene, methanol, MTBE and n-hexane, relatively large in amount of fugitive emission, are considered as candidates of newly designated HAPs in Korea. The sealed oil pump, one of equipments among fugitive sources in the crude oil distillation tower was examined for the estimation of amounts of annual HAPs emissions according to several calculation methods using registered emission factors. Emission rates showed to be decreased with following calculation factors; average emission factor>pegged emission factor>concentration emission factor>correlation equation. Annual emission amounts of benzene, toluene, xylene. ethyl benzene and nhexane from the distillation tower were estimated and amounts of these HAPs calculated with TVOC concentrations obtained from LDAR program and correlation equations showed only 6% of those from using concentration factors.
We measured ambient concentrations of hazardous air pollutants such as volatile organic compounds (VOCs) and aldehydes in residential areas nearby small and medium scale shipbuilding companies. The VOC concentrations were higher during the normal operation periods than vacation at which almost all operations were shutdown. Concentrations of VOCs was higher, as the sampling site was nearer from shipbuilding companies. The major components of VOCs were m,p-xylene, ethylbenzene, o-xylene, toluene, and 1,3,5-trimethylbenzene which had been found as major VOC compounds emitted from painting processes of shipbuilding in the previous studies. The major components of aldehydes analyzed were benzaldehyde, acrolein, formaldehyde, and acetaldehyde. The concentration of aldehydes was highest at the furthest sampling point from shipbuilding companies because the formation of aldehyde compounds could be occurred by the secondary chemical reactions of VOCs. The results of this study shows a proper counterplan need to be established for the reduction of hazardous air pollutants emitted from small and medium scale shipping companies.

Volatile organic compounds (VOCs) in hazardous air pollutants (HAPs) have been regulated by the Air Pollution Control Act (1978) and their atmospheric concentrations have been monitored in 39 monitor sites in Korea. However, measurement standards of volatile organic compounds (VOCs) in HAPs at ambient levels have not been established in Korea. Primary reference gas mixtures (measurement standards) at ambient levels are required for accurately monitoring atmospheric VOCs in HAPs and managing their emissions. In this study, primary reference gas mixtures (PRMs) at 5 nmol/mol were developed in order to establish primary national standards of VOCs in HAPs at ambient levels. Primary reference gas mixtures (PRMs) were prepared in pressurized aluminum cylinders with special internal surface treatment using gravimetric method. Analytical methods using gas chromatography-flame ionization detector (GC-FID) coupled with a cryogenic preconcentrator were also developed to verify the consistency of gravimetrically prepared HAP VOCs PRMs. Three different columns installed in the GC-FID were evaluated and compared for the retention times and separation of eighteen target components in a chromatogram. Results show that the HAP VOCs PRMs at 5 nmol/mol were consistent within a relative expanded uncertainty (k=2) of less than 3 % except acrylonitrile (less than 6 %) and the 18 VOCs were stable for 1 year within their associated uncertainties.
Adulterations fuel have been using in the vehicle in these days. Because gasoline, diesel prices are rising every day. so people find more cheap price fuel. Adulterations fuel caused a serious air pollution problems. Adulteration fuel were made from waste engine oil, waste paint. According to Government regulations permit to be used recycle fuel(adulteration fuel) only in industrial boiler. Unburned fuel pollutants are effected to human health. In this paper, the hazardous air pollutants characteristics in the diesel vehicles according to adulterations of vehicle fuels were carried out in the NEDC test mode in chassis dynamometer. It is revealed that the all of the regulation pollutants (THC, NOx, CO and PM) emission in the adulterations of vehicle fuels was increased also the green house gas, $CO_2$ was increased. In the hazardous air pollutants characteristics, the VOCs(Volitile Organic Compounds) BTEX(Benzene, Toluene, Ethylbenzene, Xylene) emissions in the adulterations of vehicle fuels showed higher level than these in the diesel fuels.

Volatile organic compounds are air pollutants exhausting from industrial process, evaporation of solvent, and so on. Most of VOCs are the combustible gas of low calorific value as it is diluted by air. The systems burning such a hazardous gas need to increase enthalpy in order to increase flame stability. In this study an incinerator with reciprocating flow in the honeycomb ceramic has been used for the experiment of VOCs control. By the reciprocating flow system, the enthalpy of combustion gas is effectively regenerated into the enthalpy increases of the combustible gas through the honeycomb ceramic, which provides a heat storage. The position of the reaction zone is strongly dependent on the parameters of mixture velocity and time frequency. Flame front is changed to the point where burning velocity is coincided with burning velocity in the honeycomb ceramic. In this system it is important that flame front should be located symmetrically at the center of honeycomb ceramic for the purpose of increasing the reaction rate at one point. Peak temperature becomes higher with decreasing time frequency, at which the flow direction is regularly reversed.

Purpose: In this study, volatile organic compounds(VOCs) and aldehydes generated from roadside vehicles and other pollutants were measured and analyzed. Research design, data and methodology: As a result of measuring and analyzing three areas near the roadside, Vinyl chloride 0.00 ~ 0.02 ppb, Benzene 2.87 ~ 5.01 ppb. Toluene 4.51 ~ 8.62 ppb, Styrene 0.00 ~ 0.34 ppb, Formaldehyde 8.45 ~ 17.12 ug/m3, Acetaldehyde 7.01 ~ 17.64 ug/m3 were detected. When comparing the analysis results and the 6-month average concentration of the hazardous air monitoring network, the analysis results were about 26 times higher for Benzene, about 5 times for Toluene, and about 3.75 times for Styrene. In the case of vinyl chloride, it was confirmed that it was about 20 times lower than that of the hazardous atmosphere monitoring network. Results: Therefore, it is necessary to reexamine the installation location of the measurement network because people are exposed to pollutants on the actual roadside. It is judged that it is right to build a measurement network that is practically helpful to people by increasing the measurement items in the measurement network.
