Customary agriculture seeks to increase production and supply people with safe foods. Thus. the promotion and establishment of organic agriculture are required to reduce water and soil pollution caused by customary agriculture. Although organic agriculture is an agricultural technology system whose basic principle is organic water circulation in agronomic agriculture and livestock industry. the livestock raising sector has not been developed in Korean organic agriculture: hence the limited development of agronomic agriculture. This study therefore sought to develop a standardized model connected with organic livestock raising and organic agronomic agriculture to secure symmetric and continued development. Specifically, this study reviewed the technological and economic problems related to the development of a naturally circular standard model where organic agronomic agriculture and organic livestock raising are connected. Likewise, a model for calculating the appropriate quantity of fertilizers to be applied and appropriate number of livestock to be bred was proposed as important factors in the development of a regionally circular agriculture model, and an alternative to a system connecting the two factors suggested.

This study aims to provide quite recent information on the organic agriculture in developed countries such as German, UK, Switzerland and USA and on the current activities of international research institutions of organic agriculture. The establishment and activity of ENOF in EU and ARNOA in Asia, IIRNOA in IFOAM was introduced shortly. I stitute of Organic Agriculture in FAL/Germany and FiBL in Switzerland. OMRI in USA, HDRA in UK and Schweisfurth Foundation in Germany were described. Also the educations in European universities for organic agriculture and the research activities and technical education system for organic farming were described. All of these informations could be useful for the further development of the strategy for Korean organic agriculture in education and research.

In the paper, the actual situation of Korean organic agriculture and its development history regards to basic skills of organic farming were reported. And an education for organic farming in the universities with schools of agriculture in European countries was also reported to deliver the information on the course of organic agriculture for Korean Universities facing the problem which have a lower admission competition than previous Year. The examination for organic engineer certificate which was introduced in 2001 and the proposed government research institute, so called "Research Center of Organic Agriculture" were also shortly discussed. In the conclusion, \circled1 the establishment of "research Center of Organic Agriculture" which should by attached RDA for the systematic approach of research for organic agriculture and the test of agricultural materials using for organic farming, \circled2 department of organic agriculture in the Universities with schools of agriculture to offer next generation an opportunity to learn an organic farming parallel to conventional farming, \circled3certification body system by third party, and \circled4 full support by Korean government and scientist society for "Asian Research Network of Organic Agriculture (ARNOA)" headquartered in Korea as international research organization were strongly suggested.

Recendtly an organic agricultured in Korea is getting a public attention not only for minimizing NO3- contamination of groundwater but also for producing of quility of agricultural products. But still there is not Basic Standards for Organic Agriculture in Korea and Japan since they just believe organic agriculture is one kind of the environmental friendly sustainable agriculture as written in western literature. In the paper it was discussed the core skills and doctrine of IFOAM Basic Standards compare to Korean Organic Farming Method in oder to point out thed disadvantages of overuse of organic fertilizer, 50-150MT/㏊ in each cultivation, intensive monocropping in glass-house without any rotation & legume, and without any green manure. Most korean or-ganic farmer believe that the more they apply organic fertilizer, the better they pro-duce high quility of crops and they practise organic agriculture completely. It was also suggested the overuse of organic fertilizer cause the accumulation of NO3- in rhizosphere and subsequently it might lead to drinkwater pollution by nitrate leaching. In conclusion it is suggested that for successful establishment of organic agriculture, The Association of Korean Organic Agriculture, The Society of Korean Organic Agri-culture and the certification body should be developed the Basic Standards which is acceptable by IFOAM Basic Standards.

The aim of this study was to introduce the history and development of German organic farming(Bio-dynamic Agriculture and organic agriculture) which has a worldwide reputation and initiative in organic agriculture. And also the organization of organic producer's or farmer's group such as AGOL, POB, OSL, ALOG & Schweisfurth Stiftung and its regional distribution, the basic standard of organic farming and certification system for organic food, an actual cultivated area for organic forming and organic livestock were also shortly reported. The government subsidizing programmes and Agenda 2000, the extension services for organic farming by government and private level, the research activities of organic agriculture by governmental research body(FAL) and universities, the education system for organic agriculture in the German universities(University of Bonn, Gesamthochschule Kassel, University of Hohenheim, University of Gie$\beta$en and etc) were also explained. In the conclusion it was suggested several issues what should be considered to facilitate an organic farming in Korea in the view of organic production, marketing, distributing, extension and organic processing.

Construction of the Asian Network for Sustainable Organic Farming Technology (ANSOFT) will be cooperatively administered by the public researchers in 12 Asian member countries from 2010 to 2012. ANSOFT will bring forward multiple reports, which will be constantly renewed by the member countries, regarding environmental issues, plant and landscape protection techniques, regulations and policies of each country's government on an organic agriculture, and natural resources such as organic seeds and biological agents.

In Korea there is still no basic standard for organic agriculture and organic farmers in Korea do not follow the minimum requirements of IFOAM basic standard Most of them just practice the organic agriculture applying organic fertilizer, commercial seed without legume, rotation and green manure. But they believe this system is a absolutely environmental friendly agricultural system and it produce a safe agricultural product since they are not aware of the basic standard of organic agriculture at all. The overuse of organic fertilizer by some organic farmer have caused some severe problems risk for nitrate and phosphate leaching. In soil profile showed the potential risk for nitrate and phosphate leaching. In the paper, it is discussed on the environmental friendly function and the safe vegetable production by european organic agriculture which keeps the internationally recognized basic standards of organic agriculture. Therefore it is strongly recommended that korean organic farmer have to follow the IFOAM it is strongly in order to practice the environmental agriculture and produce the safe food. And it is also necessary to introduce to Korea the basic standard of organic agriculture which coincides with IFOAM's and Codex of FAO/WHO immediately if they really want to practice an organic agriculture in the country.

The organic farming was begun with principles and values like environmental friendliness, symbiosis, and cooperation and circulation. And there has cut keen market competition, as sales and market size of organic agricultural products have been much larger. Thus producers and consumers have kept up with the market trend making light of the philosophy and principle of organic agriculture. So cases of fraud or false certification have been increased since 2010. Accordingly, not a few consumers have distrusted of the safety of organic agricultural products. And the status of organic agriculture has shown downward trend and market size of organic agricultural products has been reduced since 2012. Thus the income of organic agricultural farmers hasn't been increased. It is thought that present organic agriculture fell into the crisis. Now, organic agricultural farmers should practice farming methods based upon the philosophy and principle of organic agriculture in order to overcome its crisis.

In organic farming agriculture, integration of cover crop into cropping system is recommended to improve the soil quality, prevent soil erosion, and control weeds. The aim of this study was to control weeds in soybean fields by integration of cover crops such as hairy vetch and rye. Due to cover crop mulching, weeds occurrence and growth were radically decreased. One month later after transplanting, weed growth inhibition rate of hairy vetch and rye treatment were 98% and 89% respectively, while crimson clover treatment were 50%. These effects last long over two month. The soybean yield of hairy vetch treatment was best. Therefore using hairy vetch as cover crop was highly recommended in organic soybean field.
