This longitudinal study examines changing factors readers of online newspaper on 1999 and 2004. In terms of Users and Gratification approach, this survey explore changing what is motives of online newspaper readers, using and satisfying of online news during five years. The factor analysis of Online newspaper's reading motive statements yielded three interpretable factors: 'informativeness-convenience', 'inter-activity', 'entertainment'. First, 'informativeness-convenience' on 2004 was lower than '99 in online newspaper reading motives and satisfying, but factor of 'interactivity' and 'entertainment' measured thar 2004 was higher than '99 in chat of online newspaper. A level of reading online newspaper on 2004 is lower than '99, 'people' and 'opinion' is highest reading online newspaper item. Bur that of '99 is 'top news' and 'political news'. 'Top news', 'economics' and 'infor-mation/science' is highest satisfying level of online news item on '99, but that of order changed into 'people'. 'opinion' and 'broadcasting/enter-tainments' on 2004. In conclusion, this study shows online newspaper readers perceived interactive service and entertainment factor.
This study was conducted to determine the influence of socio-economic status of potential consumers on the types of senior congregate housing(SCH) among 4 urban areas(Seoul Metropolitan area, Busan, Gwangaju, and Daejun). This study was part or a research series to develop SCH which meets the korean situation. The Questionnaire used for the final analysis involved 1006 people and SPSS Windows program was used for statistical analysis. The opinion about SCH should differ among the 4 urban areas according to Socio-Economic Status(SES). The results of this study were as follows: The opinions on SCH varied in each region according to SES indicating that diverse constructions of senior housing to meet selective needs of the old can create high demand in a construction market. In order to induce active participation of the private sector, the Ministry of Construction and Transportation, rather than the Ministry of Health and Welfare, should be in charge of the development of SCH. This is desirable in the perspective of developing new types of housing as for general housing. In this case, the Ministry of Construction and Transportation should consider geographic locations and environmental factors of each city. Moreover, the successful development of SCH needs an effort to reexamine an appropriate development plan rather than adopting the cases of developed countries without criticism. In terms of policies, the government should provide financial support for building sharing space, give an exception on a measurement rate, assist in the education of supervisors and establish a management system and so on.
In this paper, we propose an algorithm that improves a tone quality of a noisy audio signal in order to enhance a Performance of perceptual filter using noise energy control. Most of the algorithms which were proposed by the other researchers usually applied a filter using the noise energy acquired from a silent range. In this case. the improvement rate of tone quality decreases if the noise energy is changed by the magnitude or environment variation in a signal frame. But the Proposed method Provides the means to find a food estimated noise through energy control of the estimated noise which is obtained from a silent range. Also we can get the enhancement of tone qualify in low frequency band unlike other methods. To show the performance of the Proposed algorithm, various input signals which had a different signal-to-noise ratio (SNR) such as 5dB, l0dB, 15dB and 20dB were used to test the proposed algorithm. With the proposed algorithm, we could confirm the enhancement of tone quality in terms of segmental SNR (SSNR). noise-to-mask ration (NMR) and mean opinion score (MOS) test.

A new vocoder of Code Excited Linear Predictive (CELP) based on Adaptive Multi Rate (AMR) 7.4kbit/s mode is proposed in this paper. The proposed vocoder achieves a better compression rate in an environment of Speaker Dependent Coding System (SDSC) and is efficiently used for systems, such as OGM(Outgoing message) and TTS(Text To Speech), which needs only one person's speech. In order to enhance the compression rate of a coder, a new Line Spectral Pairs(LSP) code-book is employed by using Centroid Neural Network (CNN) algorithm. In comparison with original(traditional) AMR 7.4 Kbit/s coder, the new coder shows 27% higher compression rate while preserving synthesized speech quality in terms of Mean Opinion Score(MOS).
This study was conducted to get a resonable set of budget allocation to public health programs. Matrix Delphi technique was used to obtain the logic of study results and eventually to form a human model which could predict opinion of professionals on budget allocation. Thirty-two professionals in academic and governmental area responded to Delphi survey. Questionnaire was developed using matrix formation, and the matrix was formed by 6 decision criteria on budget allocation and 26 public health programs. The decision criteria are as following: size of problem(morbidity), severity of problem, social equity, importance of prevention, technical feasibility and efficiency of programs. Severity of problem dropped out of the model because it had significant correlation with the size of problem. A total score of each program was obtained by weighting the relative importance of each criteria which also were given by survey respondents. These total scores indicate that the most important public health program is vaccination for infants and children in terms of budget allocation. Monitoring communicable diseases, mental health program, and anti-smoking program are the next. In addition, respondents were asked of the desirable budget size of each program. The result was rearranged by multiple regression model using the scores of each decision criteria. In this process, the current budget size of central government was provided to the respondents, and included in the model. h set of desirable budgets modified using tile model was obtained. Considering the current size of budget, tile results of the model is very different from that of the total score. Managing dementia is ranked the first. Health promotion program for the elderly, rehabilitation of the disabled and monitoring communicable diseases are the next. The need to increase the budget of vaccination for the infants and children was not found as so high. The matrix structure in Delphi survey gave us the precise basis to make optimal decision, and made it possible to develop an opinion predicting model. However the plentifulness and diversity of professional opinions were not fully obtained due to the limited number of decision criteria.
Purpose: The purpose of the study was to understand a trend of esports in terms of gamers' and fans' perceptions toward esports using social big data. Research design, data, and methodology: In this study, researchers first selected keywords related to esports. Then a total of 10,138 buzz data created at twitter, Facebook, news media, blogs, café and community between November 10, 2022 and November 19, 2023 were collected and analyzed with 'Textom', a big data solution. Results: The results of this study were as follows. Firstly, the news data's main articles were about competitions hosted by local governments and policies to revitalize the gaming industry. Secondly, As a result of esports analysis using Textom, there was a lot of interest in the adoption of the Hangzhou Asian Games as an official event and various esports competitions. As a result of the sentiment analysis, the positive content was related to the development potential of the esports industry, and the negative content was a discussion about the fundamental problem of whether esports is truly a sport. Thirdly, As a result of analyzing social big data on esports and the Olympics, there was hope that it would be adopted as an official event in the Olympics due to its adoption as an official event in the Hangzhou Asian Games. Conclusions: There was a positive opinion that the adoption of esports as an official Olympic event had positive content that could improve the quality of the game, and a negative opinion that games with actions that violate the Olympic spirit, such as murder and assault, should not be adopted as an official Olympic event. Further implications were discussed.
In the movie <12 Angry Men>, the prejudiced gaze of each jury with the title of "reasonable discussion" or "positive critical rationality" based on the theory of public opinion of Habermas constantly appears. Prejudice is a concept that cannot be judged right or wrong in itself, but as a current social and historical atmosphere, it is judged to be a hindrance to communication in the process of communication and public opinion and often causes social problems. Therefore, in this paper, the concept of prejudice is ultimately investigated by projecting Habermas' theory of public sphere in the movie, looking into the prejudices, and examining the prejudice through the discussion of the jury, that is, the process of resolving the conflict. We are going to draw realistic implications through the mediator of film about how to solve problem of 'prejudice' in the real world. As a result of the study, Habermas' ideal public opinion on the 'consensus for the community' and 'universal rationality' according to the theory of public sphere in Habermas appeared in the film, but partially from the complete prejudice by the 'wall of reality' in the film. It has been found that freedom from prejudice is difficult and that prejudice is a necessary evil in terms of mutual understanding and publicity.
Korean society suffers from severe divisions represented by bi-polarization and collapse of the middle class. Intensive demanding on expanding social welfare budget has emerged in accordance with such a dramatic shift. Social consensus moving toward well-financed welfare policy, however, happens to meet political opposition supported by the discourse of fiscal soundness. This paper thus pays particular attention to deciphering the discursive structure in way of understanding how discourses bring public policy into play. For this purpose, news articles about fiscal soundness collected from 8 national newspapers have been analyzed in terms of frame, attitude, perspective and world view. Research results show, first of all, that there exist persistent competition between two frames identified as 'reduced tax with fiscal discipline' and 'increased tax with welfare money.' While the 'reduced tax' frame favors in maintaining tax cut at the expense of welfare budjet, the frame of 'increased tax' supports such arguments as the flexible employment of fiscal soundness and prosperity of national community helped by widening tax revenues. Also did these frames include a number of sub-frames like welfare populism, partisan politics, trickle down effect, tax bonanza for the rich, universal welfare and market over-reactions in order to bolster its logical authority. Media's active taking a part in penetrating supportive frames in line with political stance was found as well. Taking into account both the discursive structure upheld by frames and politics materialized by the media, the authors argue that public policies should be considered more as discourse than fixed reality. Shedding additional light on understanding the interplay among public opinion, policies and media discourse is of another importance for further study.
With the development of social media services in the era of Web 2.0, the public opinion formation site has been partially shifted from the traditional mass media to social media. This phenomenon is continuing to expand, and public opinions on government polices created and shared on social media are attracting more attention. It is particularly important to grasp public opinions in policy formulation because setting up educational policies involves a variety of stakeholders and conflicts. The purpose of this study is to explore public opinions about education-related policies through an empirical analysis of social media documents on education policies using opinion mining techniques. For this purpose, we collected the education policy-related documents by keyword, which were produced by users through the social media service, tokenized and extracted sentimental qualities of the documents, and scored the qualities using sentiment dictionaries to find out public preferences for specific education policies. As a result, a lot of negative public opinions were found regarding the smart education policies that use the keywords of digital textbooks and e-learning; while the software education policies using coding education and computer thinking as the keywords had more positive opinions. In addition, the general policies having the keywords of free school terms and creative personality education showed more negative public opinions. As much as 20% of the documents were unable to extract sentiments from, signifying that there are still a certain share of blog posts or tweets that do not reflect the writers' opinions.

Lost packet robustness is an most important quality measure for voice over IP networks(VoIP). Recovery of the lost packet from the received information is crucial to realize this robustness. So, this paper proposes the lost packet recovery method from the received information for real-time communication for CELP coder. The proposed BS-PLC (Both Side Packet Loss Concealment) based WSOLA(Waveform Shift OverLab Add) allow the lost packet to be recovered from both the 'previous' and 'next' good packet as the LP parameter and the excitation signal are respectively recovered. The burst of packet loss is modeled by Gilbert model. The proposed scheme is applied to G.729 most used in VoIP and is evaluated through the SNR(signal to noise) and the MOS(Mean Opinion Score) test. As a simulation result, The proposed scheme provide 0.3 higher in Mean Opinion Score and 2 dB higher in terms of SNR than an error concealment procedure in the decoder of G.729 at $20\%$ average packet loss rate.
